BISHKEK PROTOCOL – A HARD WAY TO PEACE

May 5th marks the 20th anniversary of signing the so-called Bishkek
Protocol in the Kyrgyz capital under the auspices of the CIS
Inter-Parliamentary Assembly (IPA). The importance of this document
is that it actually served a basis for the subsequent conclusion
of a ceasefire agreement in the Azerbaijani-Karabakh conflict zone,
which entered into force on May 12, 1994.

I must say, the way to “Bishkek” was not easy. To stop the bloodshed
in Karabakh Karabakh, great mediation efforts were undertaken,
including in the framework of the CSCE/OSCE, but due to the intractable
position of Azerbaijan, which hoped for a military solution to the
problem, they did not give any results. To be frank, it should be
noted that for suspending the active hostilities, great work was
conducted by Russia, in particular, within the framework of the CIS
Inter-parliamentary Assembly established in 1992. It was the CIS IPA
that organized a meeting of parliamentarians from Armenia, Azerbaijan
and Nagorno Karabakh in December 1993 in the Aland Islands (Finland)
in order to familiarize the parties with the experience in resolving
the ethno-political conflict between the Swedes and the Finns for its
possible use in the Karabakh settlement. There, an arrangement was
achieved on a meeting of the Parliaments heads of Armenia, Azerbaijan
and Nagorno-Karabakh in the capital of Kyrgyzstan.

Surely, in order that the meeting in Bishkek took place and the
initiative of the CIS IPA and the Russian mediator was implemented,
corresponding prerequisites were needed. By the time they had
emerged, primarily thanks to the decisive actions of the NKR armed
forces. As is known, the then President of Azerbaijan, Heydar Aliyev,
ignoring the numerous calls by international mediators for ceasefire
and hoping for a quick and final solution to the issue by force,
launched a large-scale offensive in winter 1993-1994 throughout the
Azerbaijani-Karabakh front. However, having suffered a crushing defeat
during the winter campaign, the Azerbaijani leadership, which was on
the verge of an acute internal political crisis and was facing the
prospect of losing more and more new areas, was itself forced to ask
for ceasefire.

It is important to emphasize that this period, the Azerbaijani
authorities appealed for ceasefire not only to the mediators, but also
to the leadership of the NKR. It is today that official Baku haughtily
declares the inadmissibility of Nagorno Karabakh’s participation in
the negotiations, considering direct contacts with it unacceptable for
Azerbaijan. We have to recall that when the situation on the front
developed extremely unfavorable for Azerbaijan, representatives of
its top political and military leadership, including President Heydar
Aliyev, had repeatedly appealed, in the written form, to the NKR
authorities for a meeting, hoping for the Karabakh party’s leniency.

Surely, the appearance of the Bishkek Protocol was conditioned by
several factors of both intra- and foreign policy characters. The
basic matter was, perhaps, that the parties to the conflict, albeit for
different motivations, were aimed at the establishment of cease-fire
and peace. To be frank, it should be noted that “Bishkek” followed the
April 15 Statement of the Council of the CIS Heads of State demanding
immediate ceasefire in Karabakh. The Bishkek Protocol, actually,
legalized the intention of the parties to follow the principles of
this Statement. It is no coincidence that the Protocol contains a
provision stating that the participants of the meeting in the capital
of Kyrgyzstan, “having supported the April 15, 1994 Statement of the
Council of the CIS Heads of State, expressed their readiness to fully
support the efforts of the heads and representatives of the executive
power to end the armed conflict and to eliminate its consequences
via the soonest conclusion of a corresponding agreement”. As already
noted, the ceasefire agreement was signed and entered into force on
May 12, 1994.

It is worth noting that the Bishkek Protocol had and has opponents
both at the Armenian and Azerbaijani parties. Certain part of the
Karabakh servicemen, in particular, Hero of Artsakh, Major General
Arkady Ter-Tadevosyan considers that in 1994, the NKR Defense Army
could smash the Azerbaijani Army still more, if the CIS leaders didn’t
convince the Armenian leadership to sign a ceasefire agreement.

The Azerbaijani opponents took the Bishkek Protocol, which bears the
signatures of the heads of Parliaments of Armenia, Azerbaijan and
Nagorno-Karabakh, as a threat of international recognition of the NKR.

Whatever it was, but today, thanks to the document signed in Bishkek
and to the next steps taken on its basis, peace, even if fragile, is
maintained in the Azerbaijani-Karabakh conflict zone. At least, for
the past twenty years no other document of the kind has been adopted,
which would facilitate the maintenance of peace in the region. Several
years ago, in an interview with the author of this, Karen Baburian,
whose signature as the head of the NKR Parliament stands under the
Bishkek Protocol, stressed that the document had usefully worked. “This
is almost the only document, for the elaboration of which Azerbaijan
sat at the negotiation table with Nagorno Karabakh. It should give up
its ambitions and sit with us at the negotiation table in order that
the parties move step by step towards signing a large-scale agreement
on the establishment of final peace”, said Karen Baburian.

On the example of the Bishkek Protocol, life has convincingly proved
that it is the full participation of all the parties to the conflict
in the negotiation process and the joint elaboration of a compromise
agreement that can ensure its efficiency.

Armenian Genocide Museum Planned In Buenos Aires

ARMENIAN GENOCIDE MUSEUM PLANNED IN BUENOS AIRES

The City of Buenos Aires will donate a property to the Armenian
community for the construction of an Armenian Genocide Museum,
according to Undersecretary for Human Rights and Cultural Pluralism
Claudio Avruj, Asbare reports, quoting Agencia Prensa Armenia.

In dialogue with Prensa Armenia, Undersecretary Avruj stressed the
importance of the project “that joins the efforts of both Buenos Aires
and Argentina” to recognize the Armenian Genocide and added that it
is an initiative that will benefit both the Armenian community and
people in general.

Carolina Karagueuzian, director of the Armenian National Committee
of Buenos Aires, said that “this will be a collective project that
will show the struggle of the Armenian community in the country to
keep the memory of the Armenian Genocide alive”, and also “a space
for reflection on genocidal practices and the importance of respect
for human rights.”

Last April 24 a similar project was launched in Uruguay, with the
presentation of the Armenian Genocide Museum Foundation coordinated
by the Ministry of Education and Culture together with Uruguayan
Armenian organizations in the country.

Le Président Serge Sarkissian a réaffirmé jeudi son soutien a
la position de la Russie sur la crise en Ukraine, en défendant a
nouveau le référendum en Crimée qui a conduit a l’annexion de la
région de la mer Noire par Moscou.

Sarkissian a réitéré la position de l’Arménie sur la question,
critiqué par l’Occident, dans son allocution d’ouverture au sommet
informel de l’Organisation du Traité de sécurité collective (
OTSC ) qui s’est tenu a Moscou.

” L’Arménie a déclaré sans équivoque que, de son point de vue
de la tenue du référendum en Crimée est encore un exemple de la
réalisation du droit des peuples a l’autodétermination a travers
une expression libre de leur volonté ”, a-t-il dit aux présidents
de la Russie et aux trois autres Etats de l’ex-Union soviétique
alignés dans le bloc prorusse.

” En même temps, nous sommes extrêmement préoccupés par
la violence croissante en Ukraine, y compris dans le cadre des
événements a Odessa, Slavyansk , Kramatorsk et d’autres régions ”,
a-t-il déclaré, se référant a des zones russophones du pays qui
ont connu des combats meurtriers ou des affrontements au cours des
dernières semaines.

Dans ce qui semble être une critique de l’action militaire ordonnée
par le gouvernement ukrainien contre les groupes séparatistes
pro-russes qui contrôlent plusieurs villes de l’est de l’Ukraine,
Sarkissian a ajouté que ” préférer la force au dialogue pour
supprimer le droit du peuple a l’autodétermination conduit a des
conséquences catastrophiques. ”

Le gouvernement pro-occidental a Kiev ainsi que les Ã~Itats-Unis et
l’Union européenne ont blâmé la Russie pour l’ escalade meurtrière
, affirmant que les militants sont armés et coordonnés par
Moscou. Elle nie toute implication dans la guerre civile potentielle.

Les puissances occidentales ont critiqué Erevan après qu’elle a
reconnu le résultat du référendum internationalement condamné en
Crimée et voté contre une résolution pro – ukrainienne adoptée par
l’Assemblée générale des Nations Unies en mars. La résolution a
également rencontré l’opposition de la Russie et d’une poignée d’
” Etats voyous ” comme la Corée du Nord, la Syrie et le Soudan.

Le gouvernement arménien et ses alliés politiques ont défendu ce
vote, en estimant qu’il était cohérent avec le soutien de longue date
de l’Arménie au principe de l’autodétermination dans le conflit du
Haut- Karabakh. Cependant, les critiques du gouvernement a Erevan
rejettent cette explication , au motif que Sarkissian est tout
simplement désireux de s’attirer les faveurs du président russe
Vladimir dans l’espoir de s’accrocher au pouvoir. Ils soulignent
le fait que les trois autres Etats membres de l’OTSC – Kazakhstan,
Kirghizstan et le Tadjikistan – ont évité de se mettre dans cette
situation embarrassante au plan international en s’abstenant ou ne
votant pas du tout.

Sarkissian apparemment réprimandé jeudi les trois pays d’Asie
centrale qui ne sont pas ouvertement rangés du côté de la
Russie. “Je pense que nous devons strictement convenir de coordonner
nos actions de politique étrangère, car sinon les choses apparaissent
un peu étranges, ” a-t-il dit, citant le vote arménien a l’Assemblée
des Nations Unies.

La position pro- russe de Sarkissian s’inscrit dans le droit fil
de sa décision brusque d’aoÔt dernier d’intégrer l’Arménie a
l’union douanière dirigée par la Russie au détriment d’un accord
d’association prévue avec l’Union européenne.

Lors d’une réunion séparée avec Poutine, Sarkissian a souligné
l’importance de cette décision, en disant qu’elle enrichit ”
des liens russo-arméniens. ” Je suis heureux que les relations
stratégiques russo-arméniennes et le partenariat avec les alliés
se développent dynamiquement. Nous continuerons a faire de notre
mieux pour approfondir ces relations ”, a-t-il dit dans un discours
publié sur le site du Kremlin.

Armenian, Turkish NGOs to work towards bilateral normalization

Civil society NGOs are trying to step up efforts towards promoting
reconciliation between Turkey and Armenia, the Turkish website
Gercekgundem.com reported.

Following Prime Minister Recep Tayyip Erdogan’s condolence address on
the “1915 events”, Turkish NGOs are said to be taking steps to achieve
a normalization of bilateral ties.

In the frameworks of an assistance project initiated by eight NGOs,
the organizations will be given a grant to push ahead with their
efforts.

The grant, offering a total of 200 Euros, is expected to fund 20
different projects, each worth 5,000-30,000 Euros.

The project envisages activities aimed at promoting strengthened ties
between the Turkish and Armenian peoples and boosting business,
economic, educational and cultural cooperation. It also calls for
ensuring an exchange of unbiased information between the two
countries.

Par ordre de Sa Sainteté Karékine II, Patriarche suprême et Catholicos
de tous les Arméniens, le Père Mkhitar Gutuzyan du diocèse arménien
d’Argentine, a été défroqué pour avoir rompu le serment de la
discipline ecclésiastique. Le prêtre défroqué se présente comme membre
des laïcs et est connu par son nom de baptême de Sargis Gutuzyan.

Suite à la demande du conseil diocésain du diocèse arménien de la
Russie et du Nouveau Nakhitchevan Sa Sainteté Karékine II a également
défroqué le Père Martiros Berberian pour conduite et comportement
indigne d’un membre du clergé. Il sera membre des laïcs et connu par
son nom de baptême de Martiros Berberyan.

finale sera diffusée en France dès 21 heures sur France 3. Elle pourra
également être suivie sur de nombreuses chaînes de télévisions
étrangères. La Chaine publique d’Arménie « 1 » diffusera également en
direct. Mais attention, les télé votes (sms, internet ou téléphone)
doivent de France être réalisés sur les coordonnées qui seront
indiquées par France 3 lors de l’émission.

Some $125.6 million remitted to Armenia via banks in March

YEREVAN, May 8. / ARKA /. Some $125.6 million were remitted to Armenia
via banks in March this year for individuals, an increase of 5.7%
compared with March 2013, according to the Central Bank.

The amount of remittances was almost 20 percent higher from the previous month.

Remittances from Armenia to other countries amounted to about $31.2
million, up from $25.6 million in March 2013. The net cash inflow in
2014 March was about $94.45 million, slightly up from $93.16 million
in 2013 March.

The bulk of remittances to Armenia – about 79 % of the total amount or
$99.4 million (32% rise)` came from Russia. Remittances from Armenia
to Russia amounted to $16.9 million (up 19.3%).

According to the Central Bank , $1.869.7 billion or approximately
17.3 % of the country’s GDP, were remitted to Armenia in 2013. ($ 1 –

STEPANAKERT. ` The Nagorno-Karabakh Foreign Ministry issued a
statement in connection with the latest speech of OSCE Minsk Group
Co-Chair James Warlick.

“We consider it necessary to note that the position of the
Nagorno-Karabakh Republic on the prospects of settlement of the
Azerbaijani-Karabakh conflict remains unchanged.

Any return to the past is out of question. The fate of Nagorno
Karabakh has been determined by its people through a free and
legitimate expression of will in the 1991 referendum on independence.
NKR independence and security are absolute values that are not subject
to any bargaining.

We believe that the joint efforts of the OSCE Minsk Group should focus
on the development of such settlement mechanisms that stem from
current realities and provide conditions for the peaceful coexistence
of two independent states – the Nagorno Karabakh Republic and
Azerbaijan ` emerged as a result of the collapse of the USSR and the
war unleashed by Azerbaijan”.

Pope Francis Receives Catholicos of All Armenians

THE POPE RECEIVES HIS HOLINESS KAREKIN II AND RECALLS ARMENIA’S 20TH
CENTURY MARTYRS

Vatican City, 8 May 2014 (VIS) – “In the person of Your Holiness I
extend my respectful and affectionate thoughts to the members of the
family of the Catholicate of All Armenians throughout the world. It is
a special grace for us to be able to meet in this house, close to the
tomb of the Apostle Peter, and to share a moment of fraternity and
prayer”.

Pope Francis thus began his greeting to His Holiness Karekin II,
Supreme Patriarch and Catholicos of All Armenians, in a meeting that
took place this morning. He went on to mention how the links between
the Armenian Apostolic Church and the Church of Rome have been
consolidated during recent years thanks to events such as John Paul
II’s trip to Armenia in 2001, the presence of the Patriarch in the
Vatican on various occasions such as the official visit to Benedict
XVI in 2008 and the beginning of Pope Francis’ ministry as bishop of
Rome in 2013.

“However”, he added, I would like to recall another celebration, rich
in meaning, in which Your Holiness took part: the Commemoration of the
Witnesses of faith in the twentieth century, which took place within
the context of the Great Jubilee of 2000. In truth, the number of
disciples who have shed blood for Christ in the tragic events of the
last century is certainly higher than that of the martyrs of the first
centuries, and the sons of the Armenian nation have a place of honour
in this martyrology. The mystery of the Cross, so dear to the memory
of your people, represented in the splendid stone crosses that adorn
every corner of your land, has been lived by countless sons of yours,
directly participating in the chalice of the Passion. Their witness,
both tragic and lofty, must not be forgotten”.

“The suffering of Christians during recent decades has also made a
unique and inestimable contribution to the cause of unity between
Christ’s disciples. As in the ancient Church the blood of martyrs
became the seed of new Christians, in our days too the blood of many
Christians has become the seed of unity. The ecumenism of suffering
and martyrdom is a powerful reminder to walk the path of
reconciliation between the Churches, decisively and trustfully
surrendering ourselves to the action of the Spirit. Let us feel the
duty of following this path of fraternity also for the debt of
gratitude we have towards the suffering of so many of our brothers,
which has become salvific by being united with the passion of Christ”.

In this respect, the Pope thanked Karekin II for his effective support
for ecumenical dialogue, and in particular the work of the Joint
Commission for theological dialogue between the Catholic Church and
the oriental Orthodox Churches, and for the significant theological
contribution to the Commission offered by the representatives of the
Catholicate of All Armenians.

“Let us pray for each other”, concluded the bishop of Rome. “May the
Holy Spirit enlighten us and guide us towards longed-for day in which
we may share in the Eucharist. And may the All Holy Mother of God
intercede for the Armenian population, now and for ever”.

Following the meeting, Pope Francis and His Holiness Karekin prayed
together in the Redemptoris Mater Chapel.

Eurovision 2014 is almost upon us and we have the winners of the
first semi-final.

Armenia made it through with ‘Not Alone’, as did Sweden’s ‘Undo’ and
Iceland’s ‘No Prejudice’. Russia also earned a place with ‘Shine’,
followed by Azerbaijan’s ‘Start a Fire’, Ukraine’s ‘Tick-Tock’ and
San Marino’s ‘Maybe’.

The remaining places went to Montenegro’s ‘Ð~оÑ~X Ñ~AвиÑ~XеÑ~B
(Moj svijet)’, Netherlands’ ‘Calm Before the Storm’ and Hungary with
‘Running’.

Albania, Belgium, Estonia, Latvia, Moldova, Portugal lost out on a
place in the final.

The first crop of semi-finalists join automatic entries from France,
Italy, Spain, Germany, the UK, and last year’s winner Denmark. Molly
Smitten-Downes will represent the UK with ‘Children of the Universe’.

The second semi-final will air on BBC Three on May 8 at 8pm.

Vitaly Milonov called for his country to boycott the contest,
describing it as a “Sodom show” and “Europe-wide gay parade”.
