The First Republic of Armenia was proclaimed on May 28, 1918 following
the heroic battles of Sardarapat, Bash Aparan and Gharakilisa.

Ninety-six years ago today, the Armenian National Council of Tiflis
(today’s Tbilisi) adopted a declaration that laid the foundation of the
independent statehood. “In view of the complete political collapse of
the Trans-Caucasus and the new situation created by the proclamation
of the independence of Georgia and Azerbaijan, the Armenian National
Council declares itself the supreme and sole administration of the
Armenian provinces. Due to certain grave circumstances that prevent us
from forming an Armenian National Government, the Armenian National
Council temporarily assumes all governmental functions in order to
pilot the political and administrative leadership of the Armenian
provinces,” read the document.

Though the First Republic had a very short life – only 2.5 years –
its influence spread even on the third republic, says Professor Petros
Hovhannisyan, the head of the Yerevan State University’s History
Chair. “If some people think that it didn’t leave any trace at all
on Soviet Armenia, they are sadly mistaken. I will say the simplest
thing. The Yerevan State University was founded through the First
Republic’s efforts, but it continued its activities in Soviet Armenia
as well, with the same professors and students; the only thing that
changed was the regime. The army corps was among the key achievements
of the first Republic, and that institute was transferred to Soviet
Armenia. And the present-day Third Republic inherited very many things
from it,” he noted.

The historian said it is important to develop an understanding of
statehood, a feature which he said is not characteristic of all
the nations.

Asked what caused the First Republic to have such a short life,
and whether there were any mistakes that could have been avoided,
Hovhannisyan noted that Armenia’s future was not in its own hands at
the time. “[Armenia’s] fate was being determined in Moscow. Russia was
enjoying a period of upsurge at the time, after winning the domestic
anti-revolutionists and restoring its borders. Caucasus was very
important for it, because the oil of Baku was here. That oil was life,
technology and science. Armenia’s chances of survival were very little,
so the country’s fate was determined regardless of Yerevan’s desire,”
he added.

Comparing the period with the present-day geopolitical arrangements,
the historian noted further that Armenia’s economic dependence on
Russia remains very big today, with the Russian army’s presence
testifying to a considerably high level of influence. “The army is
a strait jacket on the one hand, but it isn’t of course good that we
have another country’s army in our country. It is the worst thing that
affects independence, but I don’t think any other option is possible
to find today,” he said.

Commenting on the message of the day, Vardan Devrikyan, a writer,
journalist and a deputy director of the National Academy’s Institute
of Literature, said both the first and third republics came into
existence for reasons not absolutely depending on Armenia (the Russian
Empire’s downfall in the former case and the collapse of the USSR
in the latter). “As Simon Vratsyan, the first republic’s last prime
minister, said on one occasion, ‘the First Republic’s birth was like
the birth of a baby nobody waited for or desired’. We just came face
to face with a fact, so the situation required self-organization and
a commitment to the country’s self-defense,” he noted.

Drawing parallels between the first and third republics, Devrikyan
stressed the importance of learning lessons from history to never
repeat the mistakes of the past. “The First Republic’s history has
to be studied not only as a history of past but also as a right
orientation to help avoid the same mistakes. I just want to mention
that both states were born in a period of war, and this, of course,
produced its aftermath. Times can be said to be changing, with
the challenges facing our people remaining the same. But the most
important thing is that our people were able to taste the sweetness
of independence,” he added.

Devrikyan refrained from any remarks on the country’s current
political situation. “I don’t want to address Armenia’s present-day
domestic political situation. The First Republic was the parliamentary
Armenia which didn’t have a powerful president. To say what lessons
the authorities should learn is a little bit wrong approach, because
the authorities change; it is the society that forms the state. So
instead of politicizing the issue, it is important for us to develop
a collective understanding,” he explained.

The Armenian community gathered at a pair of cemeteries for requiem
services to honor the dead.

The day began with a traditional Hokehankist service at Ararat
Cemetery at the flagpole site where the remains of an unknown Armenian
martyred by the Turks in the Armenian Genocide of 1915 are buried.

About 25 people attended the service, led mainly in Armenian by the
Rev. Vahan Gosdanian, pastor of Holy Trinity Armenian Apostolic Church
in downtown Fresno. The service featured a Gospel reading from the
book of John, the chanting of requiem prayers and the reciting of
Hokehankist prayers for the repose of souls.

After the service, many people drove a short distance to Masis Ararat
Cemetery for the same requiem service.

It was held at the Soghomon Tehlirian Monument, which was erected in
memory of the national hero who brought justice upon the Turkish
perpetrator of the Armenian Genocide.

Gosdanian asked at both services for God to bless all those who gave
their lives for their country, as well as the Armenians who died for
the freedom of Armenia.

Hyatt signs second property in Armenia

Hyatt Hotels is to open a second property in Armenia after a company
affiliate entered into a contract with Jersan LLC to develop a Hyatt
Place hotel in Jermuk.

Following on from the recent launch of Hyatt Place Yerevan, the Hyatt
Jermuk is expected to open in 2015.

The 88-room, new-build hotel will be situated in the centre of Jermuk
Resort, a mountain getaway known for its hot springs which is
currently under redevelopment by the Armenian government.

On completion, the property will boast more than 170 square meters of
meeting space, an open market with made-to-order meals and snacks
around the clock, an all-day dining restaurant, a fitness centre, and
an indoor and outdoor swimming pool.

French Ambassador Extraordinary and Plenipotentiary to Armenia Henri
Reynaud told reporters on 26 May that a chain of Carrefour
supermarkets would finally emerge and have a strong presence in
Armenia.

According to the French diplomat, the French company will bring a new
culture to Armenia. It will operate in line with the methods that will
undoubtedly satisfy the Armenian consumers. Both Armenia and the local
consumers will benefit from Carrefour’s entering the country. The
consumer service will be in Armenian, new jobs will open, and
Carrefour will demonstrate its working methods to Armenia. The
ambassador said the trade sector is developing quite dynamically in
Armenia and consumers will gain from the stiffening competition in the
domestic market.

À Valence, le Centre du patrimoine arménien explore ce que l’histoire
humaine a de moins reluisant : les murs dressés entre les peuples,
l’errance des réfugiés et les génocides. L’histoire du XXe siècle est
une mine pour le Centre du patrimoine arménien (CPA) de Valence. Une
mine qui le conduit à explorer la nature humaine dans ce qu’elle a de
plus détestable.

Le CPA, une structure unique en France, est né en 2005 de la volonté
de retracer l’arrivée des Arméniens dans la préfecture drômoise qui
fuyaient le génocide de 1915. Cette première vague, celle des
pionniers en quelque sorte, fut suivie de plusieurs autres pour
s’achever par celle des Arméniens cherchant à s’extraire du glacis
soviétique. Ce qui explique qu’environ 10 % de la population
valentinoise ait des origines arméniennes.

Le CPA aurait pu se contenter d’étudier les ressorts de l’intégration
de cette population dans le tissu local avec un oeil anthropologique
et documentaire. Un parcours permanent détaille d’ailleurs l’exil et
l’arrivée en France des Arméniens. Mais dès sa naissance le CPA a
élargi son regard : >, explique la
directrice Laure Piaton. D’autres peuples à travers les tragédies
qu’ils ont connues ou qu’ils subissent encore.

C’est ainsi que les peuples contraints de migrer, les réfugiés
climatiques ou encore les murs dressés entre les hommes, de Berlin à
Israël, ont fait l’objet d’expositions et de conférences.

Au premier rang de ce palmarès funeste, le CPA se penche régulièrement
sur les génocides, cette forme suprême d’élimination des êtres
humains.

En la matière, le CPA a du pain sur la planche. Son entreprise a le
mérite de donner un sens aux mots à une époque où la plus grande
confusion règne dans les discours entre génocide, crime contre
l’humanité ou massacre de masse. au génocide.
À commencer par sa contemporanéité : la reconnaissance d’un génocide
n’est jamais rétroactive, les Arméniens faisant exception. C’est la
raison pour laquelle les massacres d’Indiens d’Amérique ou des Héréros
de Namibie exterminés par les Allemands en 1904 se seront jamais
classés au rang de génocides. Quant aux Ukrainiens victimes de
massacres à grande échelle sous Staline parce qu’ils refusaient le
collectivisme, eux non plus n’auront jamais la reconnaissance de
l’ONU.

Si de profondes différences apparaissent d’un génocide à l’autre, des
traits communs persistent quel que soit le continent sur lequel ils se
produisent. Il s’agit toujours d’un État qui pointe du doigt un ennemi
en commençant à chaque fois par ses propres ressortissants. Le
génocide se produit dans un contexte de guerre. Il s’accompagne d’une
propagande savamment orchestrée, de déportations et d’extermination.
Ensuite le génocidaire s’acharne à traquer les survivants et à effacer
les traces de ses actes. Ce sont des crimes sans témoin et sans
images. Enfin génocide et négationnisme vont de pair.

monde >
reconnaît Laure Piaton. Au-delà de la dimension éthique qui colle à la
notion de génocide, cette reconnaissance a des conséquences plus terre
à terre : >, constate Laure Piaton. Dès le mois de juin, le
CPA proposera une exposition moins noire bien que le thème de l’exil
en soit l’axe central : l’immigration italienne en Argentine.

retrace les persécutions, l’exil et l’arrivée en Rhône-Alpes des
Arméniens.

De 1915 et son million et demi de morts à nos jours, l’auteur explique
comment et au prix de quels sacrifices les Arméniens ont dû fuir
l’ancien Empire Ottoman.

Venus aussi du Liban, de Syrie et d’Arménie, les Arméniens se sont
installés à Décines, Romans, Valence, Montélimar, Vienne, Grenoble,
Saint-Chamond, Saint-Etienne ou Lyon faisant de la région Rhône-Alpes
leur principale terre d’accueil.

liste du Patrimoine mondial de l’Unesco.

devrait être rapidement validé et retenu.

datant des 10 e-12 e siècles qui se trouve près de Djoulfa, sur les
rives de l’Araxe au nord-est de l’Iran.

YEREVAN (ARMENPRESS)– The aviation authorities of the Republic of
Armenia and the Islamic Republic of Iran on May 22 signed a memorandum
of understanding on air transportation.

As “Armenpress” was informed from the Department of Information and
Public Relations of the Ministry of Economy of the Republic of
Armenia, the memorandum was signed by the Deputy Minister of Economy
Sergey Avetisyan and the Director-General of the Department of Legal
and International Affairs of the Civil Aviation Organization of the
Islamic Republic of Iran Mohammad Saeed Sharafi.

The memorandum is designed to eliminate the limitations between the
two countries, existing in the air transportation sector in the
frequency of flights, routes and capacity. Thus, a beneficial, free
competitive environment will be created for the companies of the two
countries and a wide range of possibilities to deepen the relationship
in aviation.

The signing ceremony was attended by the Ambassador Extraordinary and
Plenipotentiary of the Islamic Republic of Iran, Mohammad Reisi,
Embassy First Secretary Reza Mostafa, IRI Civil Aviation
Organization’s chief expert on international air agreements Mehdi
Zand, as well as the members of the working group on reforms of the
aviation sector in the Republic of Armenia.

The Azerbaijani foreign minister Elmar Mammedyarov has confessed that
the Madrid principles of Karabakh settlement have been rejected.
During the meeting of the OSCE Permanent Council in Baku the minister
said the diplomatic ways of settlement of the Karabakh conflict have
not been exhausted, and the principles of Madrid were realistic, and
we could have moved forward step by step.

For his part, the deputy minister of foreign affairs of Armenia
Shavarsh Kocharyan has stated in an interview with the news program of
the First Public Channel that Azerbaijan demands more than the
principles of Madrid provide.

“The document is confidential but 6 of its points have been leaked. It
has been announced that the key has been found: alright,
self-determination but within Nagorno-Karabakh plus reliable land
communication between Armenia and Karabakh. Alright, territorial
integrity, but without Karabakh and land communication. This is the
essence, this is what needs to be agreed on. Certainly, this is not
the approach the Armenian sides dream of,” the deputy minister
announced.

Kocharyan says Baku wants more. “Azerbaijan announces that Karabakh
cannot be an independent state… over this period the Azerbaijani side
has made it clear that it rejects the principles of Madrid: the
self-determination of Nagorno-Karabakh on the one hand and the
territorial integrity of Azerbaijan on the other hand,” the deputy
minister reminded.

Commenting on the U.S. Ambassador Richard Morningstar’s statement on
the possibility of repetition of Maidan in Azerbaijan, Shavarsh
Kocharyan said it is a lever used to restrain Azerbaijan.

The process of negotiations reveals that Azerbaijan is not ready in
any dimension to achieve progress in the negotiations, Shavarsh
Kocharyan announced. “It supports the principle “neither nor”. Of
course, the result will be zero,” the diplomat said.

Hence, it is possible to report the end of this stage of negotiations
and wait for new steps. This is the fourth proposal of the OSCE Minsk
Group co-chairs which the sides reject. However, if formerly one
thwarted proposal was followed by another, now something new might be
expected. The geopolitical developments are entering the South
Caucasus, and it is not ruled out that the Karabakh settlement will be
the result of a specific process, not negotiations.

In particular, the recognition of NKR by the American states causes
interest. Russia’s “passport policy” also arouses interest. It issues
passports to Armenians, including the Armenians of Karabakh to be able
to “defend” them later. Interestingly, Aliyev undergoes West’s
pressure and is trying to make friends with Russia.

Some experts suggest that the settlement of the Karabakh issue, the
opening of the Armenian-Turkish border, establishment of Kurdish
autonomy, lifting of sanctions on Iran and some other issues will be
resolved in a package in the nearest future. The important thing is to
make sure Armenia does not become part of Russia and miss all the
opportunities.

La Russie -l’alliée militaire de l’Arménie- s’apprête à livrer 100
chars russes de type T-90C à l’Azerbaïdjan. Annonce effectuée par
Constantin Biryouline le responsable-adjoint du service de la
coopération militaire de la Russie. Déclaration effectuée lors du
salon de l’armement > qui se déroule à Astana
(Kazakhstan). En 2011 un contrat pour une livraison similaire de chars
T-90C avait engagé par Bakou qui avait pourtant tardé à régler sa
dette. Selon C. Biryouline, une seconde commande est attendue cette
année. Ces chars T-90C peuvent atteindre une vitesse de 60 km/h,
dispose d’un canon de 125 mm, de lance-grenade et diverses
mitrailleuses.
