Armenia was not expected to sign the Agreement on Eurasian Economic
Union today. The process continues and the Armenian President
suggested to set the deadline for June 15, Deputy Foreign Minister
Sergey Manaseryan said at the National Assembly today.

The Deputy Foreign Minister confirmed that even after June 15 Armenia
will continue to develop the relations with the EU at the same pace.

As for the cooperation with NATO and CSTO, Sergey Manaseryan said
“the two organizations should not be viewed as contenders.”

Louisiana Senate Condemns Anti-Armenian Atrocities In Azerbaijan

LOUISIANA SENATE CONDEMNS ANTI-ARMENIAN ATROCITIES IN AZERBAIJAN

The Louisiana State Senate unanimously adopted a resolution, yesterday,
condemning Azerbaijani pogroms against its Armenian citizens and
called on the U.S. government to press Baku to bring the perpetrators
to justice, reported the Armenian National Committee of America –
Eastern Region (ANCA-ER).

The measure was introduced by Senator Edwin Murray, who just last
year spearheaded State Senate recognition of the Nagorno Karabakh
Republic’s independence and urged US support the self-determination
and democratic independence of this developing democratic state.

This year’s resolution, Senate Resolution 166, expresses “sympathy
in support of the families of victims of massacres and atrocities
perpetrated against the Armenian people in Azerbaijan.” The measure
goes on to call on the “President of the United States and the Congress
exert all available influence on the government of Azerbaijan to
cease the falsification of the historical facts and bring those in
Azerbaijan who are responsible for the Armenian massacres.”

Vazken Kaltakdjian, Louisiana Chairman of the Armenian Council of
America, worked closely with Senator Murray, Secretary of the Senate
Glenn Koepp, Attorney John Seago and the broader Louisiana Armenian
American community in moving this issue forward.

The U.S. has served as safe haven to tens of thousands of
Armenian-Americans who are refugees of pogroms against Armenians
in Sumgait (1988), Kirovabad (1988), and Baku (1990), and the
ethnic-cleansing of the Armenian population of Azerbaijan. These
pogroms set the stage for two decades of aggression by Azerbaijan,
during which it launched and lost a war against Nagorno Karabakh, and
later used its oil wealth to buy a massive military arsenal that its
leaders, to this day, vow to use to renew their attempts to conquer
a Christian people that have lived on these lands for thousands of
years and, after great challenges, has flourished in freedom from
Soviet oppression for more than 20 years.

Artsakh’s National Team Off To Sweden To Participate In ConIFA World

ARTSAKH’S NATIONAL TEAM OFF TO SWEDEN TO PARTICIPATE IN CONIFA WORLD FOOTBALL CUP 2014

The national football team of Artsakh has left for Sweden to
participate in the first ever World Cup held for teams outside
international soccer’s governing body, FIFA.

The tournament to be held in Ostersund, in central Sweden, will be
hosted by the Sapmi people, also known as Laplanders. It is to be
held under the aegis of ConIFA, a global umbrella organization for
all the football teams outside FIFA.

Twelve teams that will participate in the tournament: Abkhazia,
Countea de Nissa, Ellan Vannin, Nagorno-Karabakh, Padania, South
Ossetia, Arameans Suryoye, Darfur United, Kurdistan, Association
Occitania de Fotbol, Sapmi and Tamil Eelam.

The National team of Nagorno Karabakh has been drawn into Group D
together with Ellan Vannin and Countea de Nissa FA.

On May 17, 2014, an interview with the Israeli expert in international
relations Arye Gut was published on the website of the Azerbaijani
newspaper Baku Post, where he claims that Azerbaijan “is the most
tolerant country in the world and a true model of intercivilizational
and interreligious dialogue”[1].

This statement by the Israeli expert does not correspond to reality
and the policy pursued by the Azerbaijani authorities not only
in relation to some of its neighboring countries, but also to its
own citizens. This is evidenced by a recent interview with the US
Ambassador in Baku Richard Morningstar given to the Radio Azadlig, who
expressed his dissatisfaction with the policy of the state authorities
for the “violation of human rights, suppression of democratic freedoms,
harassment of civil society in Azerbaijan”[2]. The US Ambassador
criticized the Azerbaijani leadership for litigations, appellate
proceedings and attacks on journalists, inspections and oppression of
people working in NGOs. Mr. Morningstar urged not to “pull the plug”
on civil society, since such a policy increases the likelihood of
recurrence of Maidan, if not right now, then in five or ten years [3].

The numerous reports of authoritative international organizations is
another example refuting the statements about tolerance in Azerbaijan.

According to the international human rights organization Freedom
House, Azerbaijan is a not free country, where people are being
persecuted for participating in anti-government rallies [4], and
journalists are attacked with impunity and imprisoned on trumped-up
charges of drug trafficking, ethnic hatred, treason and hooliganism
[5]. Another authoritative organization Reporters Without Borders
claims that Azerbaijan is the Land of Repression that takes the
160th place out of the 180 countries in the Press Freedom Index [6],
and President Ilham Aliyev is a “predator” of the press freedom,
who eliminated almost all pluralism in the country. “No fewer than
ten journalists, like many bloggers are in prison, and on May 15 a
journalist and human rights activist Parvez Hashimli was sentenced to
eight years’ imprisonment on trumped-up charges of “receiving” and
“illegal sale of arms”[7]. “The statement of the organization also
reports on the correspondent of the independent Azerbaijani newspaper
Zerkalo Rauf Mirkadirov who on April 18, 2014, was arrested on charges
of spying for Armenia, and deported to Azerbaijan from Turkey, where
he has settled down in the last three years [8]. After a search was
conducted by an investigation team on the case of Mirkadirov in the
house of his parents, the journalist’s father Habibulla Mirkadirov,
who was 84 years old, unable to withstand the stress in connection
with the arrest of his son and the search degrading his dignity,
suddenly died [9].

In relation to the case of Mirkadirov, human rights activist Leyla
Yunus and her husband Arif Yunus were detained on April 28 at the
Heydar Aliyev Airport in Baku before boarding the plane right near
the ramp, despite the fact that the Yunus spouses were being escorted
to the airport by the Ambassadors of France and the United States [10].

The detention was carried out during the departure of the Yunus
couple abroad for attendance to an EU event in Brussels [11]. As
a result of the arrest Arif Yunus, whose mother was Armenian, was
brought to a pre-heart-attack condition, and many hours of search of
the Yunus family’s apartment according to the public video statement
of Leyla Yunus posted on YouTube was accompanied by an unprecedented
in the civilized societies in its ferocity watch kept by the police
by the toilet while the lady was in the bathroom, and with promises
in response to her complaints to the Chief of Baku’s Yasamal district
Police Department to “kill Armenian women and drink their blood”[12].

The intolerance of the Azerbaijani state is proved not only in the
given episode, but also in the policy of xenophobia carried out against
the Armenians. The instigation of anti-Armenian sentiments among the
Azerbaijani people recently takes more open misanthropic forms. To
achieve its goals, the Azerbaijani leadership pursues a policy of
massive bribery of foreign experts by financing anti-Armenian actions
and fomenting armenophobic sentiments with public declarations of
the world Armenians as enemies of Azerbaijan and by the praise of
the Azerbaijani state [13].

A symptomatic example of intolerance and Armenophobia is the phenomenon
of heroization of Ramil Safarov, who on ethnic grounds at night with
cruelty beheaded his sleeping Armenian course mate with an ax during
the NATO “Partnership for Peace” program in Budapest on February 19,
2004, and was awarded for this brutal murder by President Aliyev,
which caused outrage and condemnation of the leaders of a number of
states and international organizations. Particularly, the fact of
heroization of the Azerbaijani ax- executioner was denounced by the
US President Barack Obama [14], and the European Parliament adopted a
special resolution condemning the decision of the Hungarian authorities
to transfer Safarov to Azerbaijan, as well as the pardon and praising
of the killer in his homeland [15].

Other examples of intolerance of the Azerbaijani society are facts of
burning by the crowds of the Azerbaijani writer Akram Aylisli’s book
“Stone Dreams”, and mass demonstrations with the calls to cut the ears
of their compatriot for telling the truth about the Armenian children
and women doused with gasoline on the streets of Baku in 1990 and set
on fire to the applause of the rioters, which were throwing feeble
old men and women from the upper floors of the high-rise buildings
of Baku, in order to seize their apartments and property [16].

Also hardly may the manipulative attempts â~@~R to involve the
Jewish Diaspora in instigating anti-Armenian sentiments by presenting
graves of the slaughtered in 1918 Armenians with the burial of the
Jews massacred by the Armenians – be considered as a manifestation
of tolerance [17]. While residents of Guba in accordance with the
Turkish sources became victims of military expedition in 1918 of
the Caucasian Islamic Army of Nuri Pasha with the engagement of the
Turkish troops and the Caucasian Tatars’ (nowadays Azerbaijanis) gangs,
which resulted in the seizure of Guba, then primarily populated by
non-Turkic peoples of different faiths, and the subsequent massacre
of thousands of the Armenians in Baku [18].

It should also be noted that as a result of intolerant and armenophobic
policy of the Azerbaijani authorities, numbering about 300 thousand
by 1990 the Armenian community of Baku, which cohabited peacefully
with all the national minorities of the city and played a prominent
role in the economic and cultural life of Azerbaijan, due to the
massacres ceased its existence.

Summing up, it should be emphasized that against the background of
the growing anti-democratic and repressive policy of the Azerbaijani
authorities against the political opposition and civil society of the
country, xenophobia in its extremely misanthropic manifestations –
the publications by foreign experts praising the tolerance of the
Azerbaijani authorities not only further reduce the level of democracy
in the country, but also undermine efforts of the international
community to promote peace and stability in the region.

The Armenian parliament should demand that Foreign Minister Edward
Nalbandyan be present at the next parliamentary sitting and answer all
the questions of deputies concerning Armenia’s entry into the Eurasian
Economic Union (EAU) and the further fate of Nagorno Karabakh in this
context, the secretary of Prosperous Armenia (BHK) faction Ms. Naira
Zohrabyan said during a briefing in the National Assembly today.

In her words, hardly anyone can currently explain what the date (until
June 15) set for Armenia’s accession to the Agreement on EAU means.

“If Edward Nalbandyan were here, he would not be able to answer these
questions either because he did not know yesterday what awaits Armenia
in Astana,” N. Zohrabyan noted.

The BHK deputy said she will file a written note to the foreign
minister and invite him to the National Assembly Standing Committee
on European Integration Affairs for explanations. “Yet I think it
is the Armenian parliament, rather than the Standing Committee that
should deal with this issue,” Naira Zohrabyan said.

Armenia cannot exist in isolation from Nagorno Karabakh, she stated.

“I don’t think that there is a political force in Armenia that would
take a different position on this issue,” N. Zohrabyan stressed.

According to her, some problem exists because two deputy ministers
of Armenia could not say anything concrete in this connection.

We would remind you that Astana hosted on May 29 a meeting of the
Supreme Eurasian Economic Council, during which Russian President
Vladimir Putin, Kazakh President Nursultan Nazarbayev and Belarusian
President Alexander Lukashenko signed the Agreement on the Eurasian
Economic Union that start operating in the space of the Customs Union
from January 1, 2015.

Our army is absolutely combat-ready and the ongoing militarization
of the enemy is not an issue that interests me, Armenian Prosecutor
General Gevorg Kostanyan told reporters at Sardarapat memorial complex.

Referring to the May heroic battles of 1918, Mr Kostanyan said,
“They are examples of bravery and patriotism of our people.”

According to him, “we should glorify our ancestors and learn lessons
from the May heroic battles and other episodes of our history.”

“The unity of our people is the only guarantee of our country’s
security and prosperity,” Kostanyan concluded.

SERZH SARGSYAN SHOULD TAKE A HANDFUL OF ARMENIAN LAND TO ASTANA

The recent Eurasian process indicates Russia’s reluctance for Armenia
being a founding member of this union as the Armenian leaders expressed
a wish. Belarus and Kazakhstan set conditions that Moscow has to meet
to make sure the project does not fail.

If Armenia becomes a founding member, Russia will have to assume
certain political and economic obligations which Russia is reluctant
to do. First, by assuming such obligations Moscow will face problems
with its strategic partners Azerbaijan and Turkey. Second, Moscow
apparently has come to agreements with Baku and Ankara on handing
Karabakh to Azerbaijan, whereas full membership of Armenia would hinder
the plan. Meanwhile, those agreements are crucial for Russia because
they are related to certain favorable defense and economic projects.

The other reason is that Russia is considering the plan of liquidating
the Armenian state and transforming it to a Russian “exclave”.

By the way, the highest authority of the Eurasian Union called
supranational is the council of presidents which will make decisions
based on consensus. In other words, if the president of Armenia
becomes a member of that council, his vote will be deciding.

Russia was initially considering this option for Kazakhstan and
Belarus but their presidents Nazarbayev and Lukashenko stated
that the sovereignty of their countries should not be limited in
any way. Using Putin’s domestic and foreign disaster they succeeded
removing the political component from the treaty which would transform
the Eurasian Union to the Russian empire. Besides, they successfully
extort big concessions from Russia, in all the spheres, remaining
sovereign states.

Armenia has not made such statements and has not set conditions
before Russia. However, Serzh Sargsyan is lucky. He is leaving for
Astana after Kazakhstan and Belarus have managed to neutralize the
dangerous treaty and turned it to a document on economic cooperation.

On the other hand, Armenia has not participated in this process, i.e.

Minsk and Astana attempts to keep sovereignty. Meanwhile, such things
do matter in politics.

There is a wonderful Armenian political legend about King Arshak who
is strong and brave when he is standing on the Armenian land. As soon
as he steps on Persian land, he becomes humble and is easily subdued.

For centuries Armenia has not overcome the tragedy that created this
story. Perhaps this is the best that the Armenian politics is able
to create.

Serzh Sargsyan should take a handful of Armenian land to Astana
with him.

President of the Nagorno Karabakh Republic Bako Sahakyan has issued
a congratulatory message on the occasion of the Day of the First
Armenian Republic. The message reads:

“On behalf of the Artsakh Republic’s authorities and on my own behalf
I cordially congratulate you on the Day of the First Armenian Republic.

May 28, 1918 has become a turning point in our nation’s millennia-long
history that has changed radically its course. Survived for hundreds
of years without a statehood the Armenian people, having passed through
suffering and genocide, managed to bring together all of its potential
and find a way out of a seemingly hopeless situation. There was only
one path – to create and protect our own independent statehood.

The heroic battles of Sardarapat, Bash Aparan and Gharakilisa returned
the former glory of the Armenian warrior, the hope and faith of our
nation towards the future. In the early 20th century the foundations
of democracy were laid in Armenia with the first public institutions
and symbols created and parliamentary elections held. The First
Armenian Republic survived for a short period of time in harsh and
complicated geopolitical and socioeconomic conditions. However, it
has left a great heritage and provided history lessons for generations.

The Armenian nation has had numerous losses at the crossroads of
history. Nevertheless, sustaining the blows of the destiny our
nation has become much stronger and wiser. The steadily developing
Armenian states, the Armenia-Artsakh-Diaspora unshakable trinity,
our powerful and triumphant army are the best proves of that. We must
keep and cherish our achievements together and with joint efforts,
