YEREVAN, MAY 30, ARMENPRESS. It is a fact that the Republic of Armenia
and the three founder countries of the Eurasian Economic Union have
come to an agreement that until the end of June Armenia will join the
Union. The Deputy Chairman of the National Assembly Eduard Sharmazanov
stated this in a conversation with the journalists in the National
Assembly. “A few issues of technical nature have remained which have
no connection with the borders and deal with only the importation
and exportation,” Eduard Sharmazanov said as reported by Armenpress.

Reacting on Nagorno-Karabakh issue, Eduard Sharmazanov underscored
that both the Customs Union and the Eurasian Economic Union do not
and cannot resolve issues regarding borders since they do not have
such authority. Thus, speaking about the borders and connecting it
with the Customs Union or the Eurasian Economic Union is redundant.

Eduard Sharmazanov highlighted that it is clear to everyone that
the Republic of Armenia and the Republic of Nagorno-Karabakh are
one unitary area. “The Republic of Armenia and the Republic of
Nagorno-Karabakh are one unitary area. It is so and will remain so,
this is undeniable,” the vice-speaker of the National Assembly said.

Vladimir Putin has moved to further bolster Russia’s ties to former
Soviet republics, as his nation’s relationships with the US and Europe
continue to fray.

The President met his counterparts from Kazakhstan and Belarus in the
Kazakh capital, Astana, to initiate the formation of the Eurasian
Economic Union. He has long sought to form the bloc in hopes that
it would provide an eastern counterweight to economic and political
powerhouses such as the EU and the US.

The codes of the union, set for launch on 1 January 2015, will
give the citizens of member states equal employment and education
opportunities across all three nations. The three presidents also
said that the deal would involve collaborative policies on energy,
technology, industry, agriculture and transportation.

“A new geo-economic reality of the 21st century is being born today,”
said the Kazakh President, Nursultan Nazarbayev, The deal, 20 years
in the making, was “a hard-won achievement,” he said.

The Kazakh First Deputy Prime Minister, Bakytzhan Sagintayev, told
reporters the three countries had not discussed the possibility of
instituting a single currency.

Meanwhile, regional moves by Russia continue to spur anxiety.

Poland’s ambassador to the US, Ryszard Schnepf, told reporters in
Washington that his country was looking for a clear commitment of
support from President Barack Obama during his visit next week. Mr
Schnepf said Poland would welcome a greater US military presence
in the region as a check against potential Russian aggression. He
said Europe and the US “need to take the steps to prevent the future
possible aggressions.”

Some analysts quickly dismissed the Eurasian Economic Union, saying
it was likely to have little practical impact. “I don’t believe
that the Eurasian union is [going to be] able to open the door for
modernisation,” said Alexey Malashenko, an analyst at the Carnegie
Endowment’s Moscow Centre. “That’s a big deal, because without
modernisation and real economic reforms, what does it mean?”

But the idea of a Eurasian union has become particularly attractive
to the Kremlin because the Ukraine crisis has sent US-Russian ties
tumbling to their lowest point since the Cold War. Western powers have
levelled sanctions against key Russian figures linked to Moscow’s
annexation of Ukraine’s autonomous Crimea region two months ago,
and broader sanctions may be on the way. In March, the former US
Secretary of State, Hillary Clinton, accused Mr Putin of seeking to
revive the Soviet Union, which collapsed in 1991. The Soviet Union
included Kazakhstan, Belarus, Ukraine and 11 other states, most of
which remain under Russia’s influence.

Mr Putin has denied any intention to annex former Soviet republics,
even though Moscow has backed pro-Russian separatists in Ukraine and
other former Soviet lands. On Thursday, he said other countries were
scrambling to join the Eurasian Union. The participants discussed
Armenia’s potential membership during their meeting. It was unclear
which other countries Mr Putin thinks will join.

It also remained unclear whether the union would constitute an economic
arrangement or something more political, Mr Malashenko said.

The Ukraine crisis has made it “clear” that the Eurasian union is
“a tool for Russia to realise its political goals,” he said.

Inside Russia, many people are frustrated with what they see as
domineering US foreign policy and economic might, and they are angry
at Russia’s flagging economy and endemic corruption. The combination
makes the idea of a Russian revival – and commanding new attention on
the world stage – increasingly popular. And thus, so is the concept
underpinning the Eurasian Economic Union.

No solution to Karabakh conflict is extremely worrying, EU delegation head says

The fact that the Nagorno-Karabakh conflict is still unsolved is
extremely worrying, according to the head of EU Delegation to
Azerbaijan, Ambassador Malena Mard.

Mard made the remarks on May 31 commenting on the recent tensions on
the line of contact between Azerbaijani and Armenian troops.

“The fact that we still have a situation that the conflict is
unsolved, in itself, is extremely worrying 20 years after,” Mard
stressed, adding that such kind of conflicts leave both civilians and
servicemen wounded and dead on the contact line.

“I think this puts the emphasis on need to really move forward with
the solution of the conflict,” Mard said.

“I know the OSCE Minsk Group co-chairs are working both with
Azerbaijan and Armenia to hopefully move forward to the peaceful
solution of the conflict,” the EU delegation head said.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan.

As a result of the ensuing war, in 1992 Armenian armed forces occupied
20 percent of Azerbaijan, including the Nagorno-Karabakh region and
seven surrounding districts.

The two countries signed a ceasefire agreement in 1994. The co-chairs
of the OSCE Minsk Group, Russia, France and the U.S. are currently
holding peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

The National Academy of Opera and Ballet announced today its plans to
give three special performances in honor of International Children’s
Day.

On June 1 in Gyumri, June 2 (National Children’s Day) in Vanadzor and
June 3 in Yerevan, the company will perform “The Tale is Calling”.

Vice-president of the National Academy, Hrach Grigoryan, said that the
orchestra, the soloists, the choir of the Opera, as well as other
Armenian artists, children choirs, State Puppet Theatre and Henrik
Malyan Theatre actors will take part at the concerts organized with
the assistance of the Ministry of Culture and theatre support fund.

“The purpose of the project is to connect the younger generation and
children with the Opera. There are always complaints that we don’t
have audience, that the audience has left the theatre, this way we are
trying to bring the young generation closer to the theatre, so that we
don’t have audience related problems later,” says Grigoryan adding
that in Armenia everything is normally concentrated in the capital and
children residing in the provinces miss out of all events thus they
will be involved as well.
The project authors say that the aim of the project is to do good to
orphanages as well.

“Although the government always keeps the orphanages in the focus,
there still are some gaps, which we decided to fill in. Two-three
months ago around twenty people went around Armenian orphanages, found
out about their problems and needs, starting from beds, household
appliances, clothes, etc, and we can say that as of today eighty
percent of their needs are met with the help of a group of initiators
and benefactors,” says Grigoryan.

The director of the concerts, Davit Harutyunyan, says the 90-minute
program will include children’s songs and that children will perform
scenes from Armenian folktales.

The president of the fund and the author of the project, Shmavon
Grigoryan informs that at “The Tale is Calling” concert-event a
charity educational project will be launched – educational musical
project for orphanages, thus musical events will be held at
orphanages, music teachers will hold lessons with the children for a
year, as well as for a year round children at the orphanage will have
free access to theatres.

YEREVAN. – An average family benefit in Armenia amounted to 29,350
drams (around $70) last year, Labor Minister Artem Asatryan said
during the parliamentary hearings on implementation of budget for
2013.

The minimum allowance is 16 thousand drams, he said, adding that the
number of families getting benefits has increased by 6.5 % reaching
102,570 .

Asatryan noted that a unified network of social service centers have
been introduced throughout Armenia. Social workers of already 19
functioning centers will make up an individual program of assistance
to socially vulnerable citizens.

Azerbaijani authorities sent Turkish athlete Zafer Noyan, who arrived
in Baku to attend the European Arm-wrestling Championship, back to his
homeland. As the Azerbaijani portal Sportbox.az quotes Turkish media,
the reason for this was that Noyan was taken for an Armenian in Baku.

Turkish athlete argued that he was not an Armenian, however it did not
help him and he was deported to Turkey.

Armenophobia in Azerbaijan is also evident by the fact that people
with Armenian surnames or the surnames that are similar to Armenian
ones are not allowed to enter the republic. Thus, in 2010 because of
illegal actions of the “Aeroflot” representation of Azerbaijan the
Armenian delegation was not able to leave Moscow to Baku for the 64th
General Assembly of the European Broadcasting Union.

In June 2011, a photojournalist of the Bloomberg agency, a citizen of
the United States and Russia Diana Markosian was deported from Baku to
Istanbul because of her Armenian origin. MFA of Azerbaijan confirmed
that the Armenian origin of the photojournalist of Bloomberg agency
has served a reason for her deportation: “During her stay in
Azerbaijan Markosian will face security problems because of her
Armenian origin.”

In July 2011, two players of Russian “Torpedo” club from Armavir were
deported from Azerbaijan immediately after arriving at the airport of
Ganja.

In October 2011, representatives of “Azerbaijan Airlines” (AZAL), at
the airport “Domodedovo” the representative of “AvtoVAZ” citizen of
Russian federation Sergei Gyurjian was removed from Moscow – Baku
flight, together with his Israeli colleague Shuhmahera Demitra, the
Director of “LADA International Limited”, who were involved in the
delegation in Baku for committing a deal to import LADA cars to the
Republic of Azerbaijan.

At the same time, the head of the press service of “Azerbaijani
Railways” Nadir Azmammadov stated that “the entry of those having
Armenia nationality, as well as citizens of other countries of
Armenian origin is officially banned in Azerbaijan.”

In December 2012, at the Baku airport, a Russian journalist from
Kabardino-Balkaria, Sufyan Zhemukhova, was detained. The cause of the
almost failed deportation was the name of the journalist – Sufyan that
reminded the Azerbaijani border guards the ending of the Armenian
surnames.

YEREVAN. – Armenian Defense Minister Seyran Ohanyan visited the
central hospital of the ministry where he met with soldiers wounded
during an infiltration attempt by Azerbaijan.

The Minister talked to soldiers, cheered them up and handed over
awards, spokesperson Artsrun Hovhannisyan said on Facebook.

Azerbaijan launched another intelligence-diversionary infiltration
attempt in the southerly direction of the line of contact between the
armed forces of Karabakh and Azerbaijan on the night of May 28.

The Nagorno-Karabakh Defense Army vanguard units took retaliatory
actions and drove the adversary back to its starting positions, the
Defense Army press service reported. According to preliminary reports,
Azerbaijani side had losses: at least two killed and one injured.

Several thousands of police officers have been transported to Taksim
square and Gezi park in the center of Istanbul.

The measures are taken due to the risk of uprising in connection with
the anniversary of last year’s events when hundreds of demonstrators
occupied Taksim square.

Turkish PM Recep Tayyip Erdogan warned citizens against holding mass
protest actions, assuring that law enforcers were instructed to take
measure.

Security department blocked the subway and stopped ferries between
Asian and European parts of Istanbul. According to the authorities,
around 25 thousand police officers have been deployed in Taksim. Fifty
vehicles equipped with water cannons and a few dozen buses with
special forces are on duty, ITAR-TASS reported.

Pope Francis will meet with Aram I, Catholicos of the Apostolic
Armenian Church of Cilicia, on June 5 in the Vatican. According to the
Vatican Radio, they will pray together.

Aram I is also scheduled to visit the Pontifical Council for the
Promotion of Christian Unity and other dicasteries of the Roman Curia
during his three-day visit to Rome.

Aram I met with Pope John Paul in 1997 and Pope Benedict in 2008.

products, went up by 5-8 percent over the past week, although wheat
prices in the international market did not rise, Hraparak writes.

Some say that businessmen try to fill up the budget, to work “legally
