IRAK : LES FORCES KURDES A LEUR TOUR EN DIFFICULTE FACE AUX JIHADISTES

En juin, quand l’armee irakienne a fui devant l’avancee des jihadistes,
les Kurdes ont pris sa place, elargissant leur territoire de 40%,
mais aujourd’hui ils sont a leur tour en difficulte face aux attaques
des insurges.

La tactique des Kurdes a eprouve leurs forces de securite qui se
retrouvent avec une etendue bien plus importante a contrôler, alors
meme que la region autonome du Kurdistan connaît des difficultes
financières.

Consequence : les peshmergas ont subi plusieurs revers majeurs debut
août face aux insurges, perdant coup sur coup plusieurs villes a la
frontière syrienne, en particulier Zoumar et Sinjar, ainsi que deux
petits champs petroliers.

“Les peshmergas sont bien entraînes, bien equipes et motives, mais
clairement plus efficaces pour defendre leurs positions, sur leur
propre terrain, que pour combattre dans les plaines arabes de l’Irak”,
souligne Peter Harling, de l’International Crisis group. “Pour le
dire simplement, ils n’ont jamais ete faits pour ca”.

“Ils ont croque une grosse part du gâteau, et cela va prendre beaucoup
beaucoup de temps a digerer”, analyse de son côte Toby Dodge, directeur
du Centre pour le Moyen-Orient a la London School of Economics.

“D’un point de vue militaire, ils ne sont pas entraînes ou finances
suffisamment pour contrôler” leurs nouveaux territoires, ajoute-t-il.

Manque de munitions –

Les forces kurdes sont considerees comme de loin les plus efficaces
et les mieux organisees d’Irak, mais les problèmes de tresorerie du
Kurdistan, lies a son conflit avec Bagdad sur la question de la vente
du petrole, pèsent sur le financement et l’equipement des troupes.

Ces derniers jours, les forces kurdes ont subi d’enormes pertes dans
des combats contre les jihadistes a Jalawla, a 130 km au nord-est de
Bagdad. A plusieurs occasions, ils ont combattu des heures avant de
devoir abandonner leurs positions par manque de munitions.

Un pacte de non-agression semblait en vigueur entre Kurdes et
jihadistes au debut de l’offensive lancee en Irak le 9 juin par les
insurges, qui se sont empares de larges pans de territoires au nord
de Bagdad.

Profitant comme les jihadistes de la deroute des forces de securite
irakiennes, les Kurdes ont pris le contrôle de secteurs depuis
longtemps disputes avec Bagdad et voisins de ceux conquis par les
insurges, menes par le groupe ultra-radical de l’Etat islamique (EI).

Sur une video postee sur internet, on voit ainsi des jihadistes et
des peshmergas, chacun d’un côte d’un pont, l’air detendu.

Mais debut août les combattants de l’EI ont decide d’attaquer des
positions kurdes. Et dans un communique, lundi, le groupe a clairement
lance une declaration de guerre aux Kurdes.

“Les brigades de l’Etat islamique ont maintenant atteint le triangle
entre la Turquie, la Syrie et l’Irak. Que Dieu permette a ses
moujahidine de liberer la region entière”, indique le groupe.

Evoquant ses victoires face aux “gangs et milices kurdes”, l’EI
affirme que “les ennemis apostats ont ete humilies”.

Soutien de Kurdes syriens –

“Maintenant, l’EI veut s’etendre sur le territoire du Kurdistan. S’ils
(les peshmergas) ne mettent pas fin très vite a cette volonte, la
situation pourrait devenir très dangereuse”, estime Issam al-Faily, un
chercheur en science politique a l’universite Mustansiriya de Bagdad.

Face a l’offensive jihadiste contre les Kurdes, des combattants du
parti kurde syrien de l’Union democratique (PYD) ont traverse la
frontière pour venir aider les peshmergas.

Et le Premier ministre irakien Nouri al-Maliki, un chiite, a ordonne
a l’armee de l’air d’apporter son soutien aux combattants kurdes,
dans un geste rare.

Selon le commentateur politique kurde Asos Hardi, l’EI, qui a proclame
un califat a cheval sur les territoires conquis entre l’Irak et la
Syrie, “tente de securiser la zone frontalière Syrie-Irak-Turquie,
mais ne peut y parvenir sans s’etendre en territoire kurde”.

Le groupe, connu pour ses exactions, “sait bien que les Etats-Unis
soutiennent l’idee d’une cooperation entre Kurdes, chiites et sunnites”
contre lui, ajoute-t-il.

Plusieurs analystes pensent que si les peshmergas ne se sont pas
battus corps et âme pour defendre Mossoul, deuxième ville d’Irak
tombee très tôt aux mains des insurges, c’est aussi pour peser dans
les negociations avec Washington, a qui les Kurdes reclament des fonds.

“Le retrait des peshmergas etait aussi tactique, une facon de mettre
la pression sur les Americains pour qu’ils leur fournissent les armes
qu’ils sont pour l’instant obliges de se procurer au marche noir”,
explique Ihsan al-Shammari, professeur a l’universite de Bagdad.

The history of the Armenian people is a story stained with tragedy,
destruction, and injustice – but, nevertheless, also a story of faith,
perseverance, accomplishment, and hope.

Although brutally massacred and ruthlessly driven from our homeland and
denied our precious liberties, we have never forgotten our precious
heritage and have carried with us our deep pride and resolved to
prevail wherever we have settled. No one has expressed this notion
better than William Saroyan in his famous quote: “When two of them
meet anywhere in the world see if they will not create a New Armenia.”

Mashdots College’s annual pilgrimage to Western Armenia, Cilicia,
and Cappadocia, July 5-20, 2014 not only depicted the beauty and
spirit of our ancestral homeland, but it also served to strengthen our
bonds as a people, and helped us to better understand and appreciate
our centuries-old precious heritage and to observe first-hand the
unparalleled accomplishments of our martyred ancestors and the immense
sacrifices endured by the survivors of the Armenian Genocide. For
if we are to perpetuate our treasured traditions and sacred values,
we must never forget what it means to be an Armenian. This incredible
experience also offered us a panorama of unforgettable moments.

Suddenly, the past and the present fused seamlessly. These are no
ordinary sightseeing trips but a fateful encounter with our historical
roots. As we walked through the ancient streets of our ancestral lands,
from village to village, from city to city, we were beholden in awe the
priceless Armenian treasures “hidden” in plain sight. This sky, this
very same earth, this very land was where our parents and grandparents
were born, grew up, lived, toiled, and worshipped in churches that now
lie in various stages of neglect, ruin and outright desecration. Yet,
we experienced heart-warming and triumphant moments as well. As we
crisscrossed this historically rich land, time and again we are
transfixed by the historical sites, structures and objects that
trumpeted the golden age of our courageous people’s history.

The pilgrimage covered the following regions and cities: Adana,
Deort-Yol, Aintab, Berejik, Urfa, Dikranagerd, Bitlis, Van-Aghtamar,
Pergri, Igdir, Bayazid, Mt. Ararat, Ani, Kars, Garin-Erzurum, Mush,
Kharpert, Zara, Seoastia-Sivas, Gessaria, and Uchisar-Pasabagi,
Cavusin, Urgup, Goreme and Kaymakli Underground City in Cappadocia.

Special Moments with our History:

MAJESTIC MT. ARARAT — As we approached the town of Bayazid, a distant
view suddenly took our first-time visiting pilgrims by surprise.

Across the northeastern horizon rose a breathtakingly beautiful scene,
Mount Ararat, dwarfing the other ranges in view. From a distance its
most distinguished feature was its gracefully outlined ascending,
capped by ice fields. We were all transfixed wanting to feast our
eyes on the symbol of our survival. Perhaps nothing will ever rival
the emotions we all felt during our face-to-face encounter with Mt.

Ararat. As we symbolically climbed our majestic mountain we enjoyed
an incredible once-in-a-lifetime experience – “the dream of our life”
as described by the pilgrimage participants. It was a spiritual lift
that inspired hope within us for a brighter future for all Armenians.

ANI — Needless to say, we were deeply touched by our visit to our
10th century capital City of Ani. When our first steps touched the
earth inside the city walls, our thoughts soared to the majesty of
our kingdom at its finest. Before us stretched fields of tall grass
punctuated periodically by outcroppings of stones, some alone,
others in randomly arranged piles and still others in neat rows
forming walls. We moved around reverently so that we could attach the
umbilical cord of our soul. Ani spreads in a triangular plan more than
two kilometers long from the north to the south walls. The city grew
from the seventh to eleventh centuries to acquire the characteristics
of an urban center with a population of 100,000 Armenians. This
site – at the crossroads of trade routes and positioned typography
to enhance the physical safety of its inhabitants – had been chosen
by the Armenian Bagratid sovereigns as the religious and political
capital of Armenia. During the thirty-year reign of Gagik I, Armenian
Renaissance in the arts and politics flourished. Once known as the
City of 1001 Churches, it became known beyond the Armenian Kingdom
as a Christian metropolis. It was a special thrill to marvel at the
Ani school of architecture with its complex spatial geometry, yet how
saddening to realize that at the main gate and at church entrances,
descriptive inscriptions and signs did not include the word “Armenian”,
what a travesty and a doomed effort to rewrite history! We visited
the Church of the Redeemer (under reconstruction), Church of Saint
Gregory of Tigran Honentz, the Mother Cathedral (under reconstruction),
Church of our Lady, Church of Saint Gregory of Abughamrentz, Church of
the Apostles, and the Monastery of Holy Virgins. We were only a few
yards away from the rushing water of the Akhurian River, and which
joins the Araxes River. The Republic of Armenia lays just a stone’s
throw from where we were standing. The river demarcates the border
between Armenia and Turkey. A bridge, now ruined, spans the Akhurian
River in a single arch 30 meters in length.

HOLY CROSS ARMENIAN CATHEDRAL – This exquisite 10th century edifice
is the birthplace of our soul. When we arrived at the dock for the
motorboat to the Island of Aghtamar, we had just enough time to
jump on board. As the boat approached the island, the facade of the
renovated church loomed larger and larger, with our emotions growing in
amplitude. Manuel, a distinguished Armenian architect under commission,
oversaw the construction of this marvel of Armenian architecture from
915 to 921A.D. including the cathedral, a monastery, and a palace. What
a strong commitment our ancestors should have possessed to have built
over one thousand years ago such a magnificent masterpiece. Building
the cathedral alone on this same site today would be considered a
major construction project requiring the cooperation of hundreds
of planners, organizers, designers, workers, and benefactors. One
could have nothing but admiration and pride for the accomplishments
of those who turned the island into Manuel’s unusually insightful
architectural and artistic design for King Gagik Ardzrouni. When we
finally reached the island, we began our ascent up the narrow path
toward the church several hundred feet away. We stood in awe and
stopped several times to look around and take pictures. The church
is captivating. The exterior of the church is in superb condition
and boasts a remarkable series of bas-relief carvings and friezes
representing biblical stories as well as depictions of heroic events
in Armenian history. Its classical beauty makes this one of the most
photographed edifices in Western Armenia.

WORSHIPPING IN OUR CHURCHES – Yes, functioning, but also ruined and
converted! We prayed and sang sharagans at the following sites: Adana
– Sourp Hagop (now Yagh mosque), Deort Yol – Sourp Asdvadzadzin,
Aintab – Sourp Asdvadzadzin (now Kurtulush mosque), Urfa – Sourp
Asdvadzadzin (now Salaheddine Ayoubi mosque) and Armenian Evangelical
(now Firfirli mosque), Dikranagerd – Sourp Giragos, Van – Sourp Khach,
Ani – Mother Cathedral, Kars – Holy Apostles (now Kumbet mosque),
Erzurum – Sourp Minas, Mush – Sourp Asdvadzadzin, Kharpert – Sourp
Asdvadzadzin, Sourp Garabed, Sourp Varvara, as well as the Assyrian
Church, Bolis – Sourp Asdvadzadzin Patriarchal Cathedral.

LOCATING ANCESTRAL HOMES – What an emotional encounter, what an
indescribable moment to witness the tears of joy when several of our
pilgrimage participants carrying pictures of their ancestral homes
could locate them! Rightful owners and current residents embracing
each other . . . what an incredible scene!

SPECIAL VISITS – The Armenian Patriarchate of Constantinople
(established in 1461), and worshipping at the Sourp Asvadzadzin
Patriarchal Cathedral. Our local Armenian tour guide informed us that
there are more than 2,500 Armenian churches and monasteries in Turkey,
the majority of which are either in ruins or are being used for other
purposes. The vibrant Armenian community is Istanbul takes special
pride in its 40 active Armenian Apostolic, nine Armenian Catholic,
and three Armenian Evangelical Churches. In addition, there are 18
day schools in Istanbul: Thirteen K-8, two 9-12, and three K-12. It
is estimated that 70,000 Armenians live in Turkey today and the
overwhelming majority is concentrated in Istanbul. The Armenian
presence in Turkey is reinforced by a constant flow of illegal
immigrants from Armenia who settle in Turkey in search of better job
opportunities. The official numbers are not validated, as it is a
highly seasonal process, but estimates vary between 40,000 and 50,000.

Visiting the editorial offices of the bilingual Turkish-Armenian
newspaper Agos in honor and memory of its visionary editor-in-chief,
Hrant Dink, who was assassinated on January 19, 2007 by a 17-year
old Turkish nationalist. Dink was best known for advocating
Turkish-Armenian reconciliation and human and minority rights in
Turkey.

For me, these annual pilgrimages reinvigorate and rejuvenate me to
renew my vow, to strengthen my faith and to continue my mission with
renewed vision, commitment, and hope as an Armenian educator serving
our youth in the United States. Each and every pilgrimage represents
the elegy of a grateful grandchild and son who has come to tombstone
of his forefathers to shed tears that have welled up in his heart for
so long. It is the bitter-sweet reminiscences of a devoted grandchild
and son who has come to pay tribute to his people. Our Ancestral
Lands welcomed us with open arms and heart. The pilgrimage forged a
special bond among the participants who experienced stunning moments
with our history. After all, we saw the amazing treasures together,
we felt vivid emotions together, we prayed and sang together, we shed
tears together, we smiled and laughed together, and . . . we paid a
special tribute together to our people, who preferred torture and
death to slavery and injustice, cognizant that the seeds of their
sacred faith shall bud and blossom and that over death Armenia shall
rise in glorious victory.

As we boarded the plane, elated for having tested and overcome the
challenges of the legacy that our ancestors had bequeathed to us,
we were all smiling with the knowledge that we were carrying out of
our lands pictures and stories that would uniquely impact our lives
and redefine our legacy.

During the flight, thousands of feet above the land, we continued
enjoying a supreme closeness with our ancestors. Their spirit was
more real to us than it had ever been before. It was as sacred,
solid and enduring in its reality as the Holy Cross Church on the
Island of Aghtamar, and as strong as our proud Majestic Mt. Ararat.

GLENDALE, CA Award winning film director Shirak Khojayan will screen
his two documentry films Apricot, Blessed Tree of Armenia and Aragil,
the White Stork on Thursday, September 11, 2014, at 7pm at the
Glendale Central Library Auditorium, 222 East Harvard Street in
Glendale. Admission is free. The film is in English. Library visitors
receive 3 hours FREE parking across the street at The Market Place
parking structure with validation at the Loan Desk. The program is

Apricot, Blessed Tree of Armenia is a 30-minute documentary produced
in 2014. While the origin of the apricot is disputed, it was known in
Armenia during ancient times
and has been cultivated there for so long; it is often thought to have
originated there. Its scientific name Prunus Armeniaca (Armenian plum)
derives from that assumption. Three thousand year old apricot cores
were discovered in the ruins of Garni, thirty miles from the capital
of Yerevan. There are 150 varieties of apricots in Armenia.

Aragil, The White Stork is a 30-minute documentary produced in
2011. The film is about the life of the white stork and its
relationship with the people of Armenia. Shot in HD, it describes the
White Stork, its habitat and the efforts of the American University of
Armenia in protecting the life of the White Stork in Armenia. They
referenced over 1000 nests by numbering each one, and studied their
migrating habits to Africa during the winter.

Shirak Khojayan is an Armenian American documentary film director who
has produced two documentaries, Apricot, Blessed Tree of Armenia and
Aragil, the White Stork. He has also edited several Hollywood feature
films including The Norseman, Sacred Ground, The Legend of Boggy Creek
2.

Selon l’article, l’interet des representants du pays du Caucase pour le
club > a vu le jour quand des negociations furent
entamees autour du transfert du joueur Ángel Correa a l’Atletico
Madrid, club sponsorise par l’Azerbaidjan depuis une saison deja.

Durant cet echange, il a ete dit que l’une des conditions imposees
pour que l’Azerbaidjan devienne le sponsor maillot de San Lorenzo
etait , son pays se disputant depuis des decennies le contrôle de
la region du Haut-Karabagh a l’Armenie, et que malgre un cessez-le-feu
signe en 1994, il menace regulièrement de reprendre les hostilites.

Pour revenir au football argentin, le rapport soutient que d’autres
grands clubs du pays suscitent l’interet de l’Azerbaidjan pour y
exporter son partenariat/sponsoring avec l’Atletico Madrid, mais que
l’Independiente, l’un des clubs dans le viseur des azeris, vient de
nommer l’armenien Noray Nakis a la tete de la vice-presidence de son
comite directeur.

“Rising conflict and death toll between Azerbaijan and Armenia
over Nagorno-Karabakh adds to an already most volatile security
environment,” Foreign Minister of Sweden Carl Bildt posted on Twitter,
overnight.

It is noteworthy that there is upsurge in tensions in the Karabakh
conflict zone. Azerbaijan has made several sabotage attacks lately.

Both the sides suffered casualties. Azerbaijan lost 27 soldiers.

There were 6 deaths on the Armenian side. The U.S. Department of State,
Russian Foreign Ministry, French Foreign Ministry, OSCE CiO as well
as OSCE Minsk Group Co- Chairs, EU and many countries have expressed
deep concern over escalating tensions and urged the parties to respect
the ceasefire agreement and take steps to defuse tension.

Former Armenian Ambassador To US Appointed To Belgium

Ambassador to Belgium with concurrent accreditation to Luxemburg
and head of the representation at the EU, says the decree signed by
President Serzh Sargsyan.

By another decree, Avet Adonts was appointed Ambassador of Armenia
to Spain (residence in Madrid).

Tatul Margaryan who has been Armenia’s Ambassador to U.S. was appointed
Armenia’s Ambassador to Belgium (residence in Brussels) and the head
of representation at the EU.

As the situation continues to remain tense along the
Armenian-Azerbaijani border and the Line of Contact between
Nagorno-Karabakh and Azerbaijan, Tert.am has interviewed Archbishop
Pargev Martirosyan, the primate of the Armenian Apostolic Church’s
Diocese in Artsakh (Nagorno-Karabakh), over the heated developments
observed the recent period and his expectations of possible outcomes.

The patriarch expressed his high esteem of the Armenian youth’s
military preparedness, citing the Azerbaijani military’s losses
in the wake of the recent border incident. As for the elderly and
experienced volunteers, the archbishop said he knows that many of
them were even offended that they hadn’t been sent to the frontline
to express their support to the border guards. His Holiness says he
believes that the only and the most important mission of Armenia is
to ensure the strength of its own borders.

Your Holiness, what are the prevalent moods in Artsakh in an extremely
tense situation as this?

It’s quite normal and routine; we have invited the volunteers –
experienced guys who have reached a considerable age – to go and join
[the defense operations]. We were to have sent 50 of them, but twenty
people came from one region alone, with 200 others feeling offended
that ‘we haven’t been sent’. We do not have so many posts to assign
them to, and those people remained resentful [laughing]. This is good;
it’s a positive sign.

What specific operations are they willing to join?

Defense operations.

Subversive acts are launched every day along the Armenian-Azerbaijani
border and the Azerbaijan-Artsakh Line of Contact, with both the
adversary and the Armenian side suffering losses and victims. What’s
your opinion on the military preparedness of the guys as young as18
or 20 years of age?

It’s excellent. This is what we see from the results in the wake of
Azerbaijan’s aggressive operations in the past fortnight. Our guys
simply demonstrate an excellent behavior.

Well, what do you consider a cause of heated war operations?

There isn’t any war; there are active military operations provoked by
Azerbaijan. And the country has two reasons for that. First, it has a
special service … they have small military units, so to say, under
the auspices of instructors and coaches from Turkey. And now they made
a decision to demonstrate what they deserve. But the failures fall to
their lot. This is the first thing to say. The second question is,
why have they launched these operations? They have become a kind of
enthusiastic that the Ukrainian authorities used banned weapons in
Ukraine, and so they now decide to check the West’s reaction. That’s
my logic.

There is a hypothesis that the border escalation is incited by Russia.

Sorry to say it, but I do not believe that Russia might provoke that.

What’s even more, I rule it out. I have already mentioned two reasons:
they check the special military units’ readiness, and the West’s
reaction.

The country’s co-chairing the [OSCE] Minsk Group made an addressless
statement yet another time, condemning the violations [of ceasefire]
across the Line of Contact. What message do you think Yerevan and
Stepanakert have to convey to the mediators?

The Minsk Group has always tried to maintain balance; they are not
willing to take sides with anyone. That’s the Minsk Group’s style,
so we must not resent them. They do not want to exacerbate [the
situation] further, accusing someone or the other.

But what we have to do is to keep our borders strong, something that
our guys, aged 18-20 do excellently. That’s our task and our mission.

The US Embassy to Armenia has called upon its citizens not to visit
the Tavush region. So there is actually an adequate evaluation which
suggests that the situation there poses hazards.

It’s 20 years now that we have known about the shootings in Tavush.

They [Azerbaijanis] have started firing bullets more intensively in
the recent period, so it is natural for all countries’ embassies to
warn against going to places that come under intensive gunfire. This
is quite normal, understandable and natural.

Do you imagine a negotiation process over Karabakh in such
circumstances?

Well, to the best of my knowledge, [Russian President Vladimir] Putin,
[Azerbaijani President Ilham] Aliyev and [Armenian President] Serzh
Sargsyan are meeting in just a couple ofdays.

Do you believe that Armenia, Diaspora and Artsakh have a potential
to consolidate efforts to become stronger against the backdrop of
such extremely complicated socio-economic conditions and emigration?

“The Presidents of Azerbaijan and Armenia will meet in Sochi on
8 or 9 August. Russian President is scheduled to meet separately
with the Presidents of Armenia and Azerbaijan. And when they meet in
the same place at the same time, it will become impossible to avoid
the Nagorno-Karabakh issue. And how it will be organized, depends
on us,” RF Foreign Minister Sergei Lavrov stated at an interview
with ITAR-TASS.

“We should, no doubt, talk with our Armenian and Azerbaijani colleagues
about how to ensure the establishment of trust and reduction of
inconsistency risks through the direct support of OSCE MG co-chairs,”
Lavrov added.

“The conflict is too emotional from both sides,” Sergey Lavrov said,
adding that much efforts were spared by U.S. and France Co-chairmen,
along with Russia, to find ways for a number of problems, which hinder
the adoption of the document of conflict settlement.

ARF ANNOUNCEMENT ON ARTSAKH ESCALATION

YEREVAN–The Bureau of the Armenian Revolutionary Federation on Monday
issued an announcement condemning Azerbaijan’s recent increased
aggression toward Armenians in Armenia and Nagorno-Karabakh and
called for the immediate signing of a military agreement between
Armenia and Artsakh. Below is the translated text of the announcement.

In recent days, the threats by Azerbaijan on the borders of the
Nagorno-Karabakh Republic and Armenia have increased. Constant
shelling, sniper attacks and other diversion tactics are claiming
the lives of soldiers and civilians.

Azerbaijan is disproportionally arming itself using its vast
petrodollars and due to the lack of appropriate assessment of the
situation by the international community, especially the mediating
sides, it is creating the threat of engaging the region in war.

Azerbaijan’s strategy has always been to run away from the tri-partite
negotiations with the participation of Artsakh, Armenia and Azerbaijan
and through threats of war to force unilateral concessions from Armenia
and Artsakh. Thus, Azerbaijan has become the side that is sabotaging
the negotiations so that 20 years after the cease fire agreement the
conflict can remain unresolved.

To end the current dangerous situation, we call on:

Azerbaijan to refrain from irresponsible, uncalculated operations,
the result of which will have severe consequences on its own citizens;

The [OSCE Minsk Group] Co-chairmen to refrain from generalizations,
which provide the actual culprit to escape from responsibility and
allow it to become more relentless. At the same time we demand concrete
steps to resume the negotiations with the complete participation of
the Nagorno-Karabakh Republic and to sign non-aggression agreement.

An end to sale of weapons of mass destruction and all military
equipment to Azerbaijan, which is prone to military actions. The sale
of weapons contradicts effort to establish lasting peace in the region.

The ARF is convinced that the signing of military-political treaty
between Armenia and the Nagorno-Karabakh Republic is an imperative.

Such an agreement will create a legal basis for the two Armenian
states that will stem from basic international rights and the need
to guarantee safety and will allow a more productive and concerted
strategy by both sides.

The main guarantee to stave off war and to make Azerbaijan understand
has been and will continue to be the coordinated development and
strengthening of the two Armenian states, the unification of the
entire Armenian nation, and the unwavering spirit and resolve of the
Armenian armed forces.

Personal Representative of the OSCE Chairperson-in-Office Andrzej
Kasprzyk expressed concern about worsening situation on the contact
line between Armenian and Azerbaijani forces in recent days, as well
as about coverage of these incidents in the press, the statement is
on official website of the Organization for Security and Cooperation
in Europe.

“Recent reports of multiple incidents along the front lines are
cause for concern. Every casualty is a tragedy for the families and
other people involved. The OSCE Chairperson-in-Office and the Minsk
Group Co-chairs addressed this issue in their statement of 2 August,”
said Andrzej Kasprzyk.

The ambassador said that in order to de-escalate the situation he
will continue liaising closely with the sides, including at the
highest levels.

“I and my team will continue our monitoring activities that are
organized in co-operation with the sides, most recently on 1 August,”
he stated.

Andrzej Kasprzyk noted that during each monitoring exercise, his teams
approach the Line of Contact or the Armenian-Azerbaijani border,
receive information from the respective sides concerning ceasefire
violations and the general situation. However, as the ambassador noted,
the monitoring is held in one specific location only. However, the
ambassador stressed, monitoring is carried out in one particular place.

“We also offer the opportunity to the local commanders to address
issues of mutual concern and defuse tensions,” the Ambassador stated.

He recalled that the reports from the monitoring exercises are
submitted to the OSCE Chairperson-in-Office and members of the OSCE
Minsk Group.

“Reports of incidents are also passed on by my Office to the relevant
OSCE structures. We do not comment publicly either on the course of
the respective monitoring exercises, or on their findings. Any press
reports of this character are not based on information provided by
my office,” said Andrzej Kasprzyk.
