Russian and Armenian Presidents meet

Baku. Mubariz Aslanov – APA. Presidents of Russia and Armenia Vladimir
Putin and Serzh Sargsyan have today met in Sochi, APA reports quoting
the Russian President’s website.

The Russian president said that relations between the two countries
are “friendly, strategic in nature. He said, that the process of
preparing accession of Armenia to the Eurasian Economic Union is
underway.

The Russian President said they would discuss a number of issues,
including the issue on the settlement of the Karabakh problem at the
meeting.

Sargsyan said that Armenia is concerned with the situation in Ukraine.
“Of course, we are concerned with the situation in Ukraine. If you
find it necessary, could you please inform us about the measures being
taken by Russia”, – the head of Armenia said.

For its part, the Armenian president has promised to tell about the
situation in Nagorno-Karabakh, which has seriously deteriorated in
recent days.

Azerbaijani President Ilham Aliyev, Russian President Vladimir Putin
and Armenian President Serzh Sargsyan attended international
tournament in combat sambo “S-70 Platform”, ITAR-TASS reported.

Earlier today, Putin held separate talks with Aliyev and Sargsyan,
during which the settlement of Nagorno-Karabakh conflict was
discussed.

Russian Prime Minister Dmitry Medvedev, Deputy Prime Ministers Arkady
Dvorkovich and Dmitry Kozak, and Jean-Claude Killy, who served as
chairman of the IOC Coordination Commission for the Sochi Olympics
were present as guests of honor.

Moreover, such famous athletes as two-time Olympic champion Alexey
Voevoda and Olympic boxing champion Alexander Povetkin are among the
honorable guests.

Erdogan pledges ‘a strong Turkey’

ANKARA: Turkish Prime Minister Recep Tayyip Erdogan yesterday roused
tens of thousands of supporters with a call for a strong and new
Turkey, as he held his final mass rally ahead of presidential polls he
is widely expected to win.

“God willing a new Turkey will be established tomorrow. A strong
Turkey will be born out of its ashes once more tomorrow,” Erdogan told
loyalists in the conservative central Anatolian city of Konya.

Konya is known as the bastion of his Islamic-leaning Justice and
Development Party (AKP) and the rally marked the culmination of almost
30 mass election meetings Erdogan has held up and down the country
since early last month.

Turkey will for the first time vote directly for its next president
today, with Erdogan looking set to continue more than a decade of
domination over the country as head of state.

Previous Turkish presidents, including outgoing Abdullah Gul, have
performed largely ceremonial functions but Erdogan has made no secret
that he would be a different kind of head of state who “sweats and
runs around”.

He has called for constitutional changes after the 2015 general
election to give the presidency US-style executive powers.

In his final rally, Erdogan vowed he would raise Turkey’s democratic
standards and economic record to create a “world leader and global
power”.

He said: “There is no unattainable dream or unattainable objective for
this nation. The 12 years we have passed are a witness to this.”

Erdogan’s ruling party has presided over a dynamic economy having won
every election since it came to power in 2002. A recent survey found
that Erdogan would win in the first round with 57 per cent of the vote
against his rivals – the main opposition candidate Ekmeleddin
Ihsanoglu and Kurdish candidate Selahattin Demirtas.

“You elected the people’s party on November 3 (2002) and God willing,
you will elect the people’s president tomorrow,” Erdogan said in
Konya.

He also boasted Turkey’s foreign policy would be “more proactive”
under his tenure. “We will be the advocate of justice in the world,”
he said.

A former Islamic firebrand, Erdogan has often bashed Israel’s
treatment of the Palestinians and compared the offensive in Gaza to
“Hitler-like fascism”.

Opponents say Erdogan has exposed fault lines in Turkish politics and
his uncompromising stance created a deep divide between his pious
supporters and the secular segments of society.

Erdogan however vowed that he would embrace all citizens, including
minorities, without any discrimination and shrugged off concerns that
his presidency would interfere in people’s lifestyles.

“Let’s leave old Turkey behind. The deadline of politics based on
polarisation and fears has expired,” he said.

“Regardless of their faith, minorities whether they are Armenians,
Greeks, Yazidi or Assyrian are equal citizens of this country and are
under our guarantee.”

Erdogan also said he would keep the country united and put aside
fighting and pressures.

“We are in the hearts of 77 million. We embrace all. This is our
difference,” he said. “We are Turkey all together.”

Rostelecom has launched a 40Gbs network in Yerevan.

According to Rostelecom’s press service, the network is supposed to
provide the company’s individual and corporate customers with stable
high-speed Internet access. The network is based on technologies by
Extreme Networks, one of the world’s networking leaders.

Rostelecom’s subsidiary in Armenia, GNC-ALFA, also has a 20GBs MPLS1
network connecting all branches of corporate customers.

Rostelecom’s GPON2 network covers 19 cities and brings optical fiber
to every home. The company offers a wide range of services to a
majority of Armenian providers, commercial banks and government
agencies.

Rostelecom started up in Armenia in late 2012 through its subsidiary,
GNC-ALFA. The company provides Internet, fixed telephony and IP
television services. Its fiber network covers almost 80% of Armenia’s
territory and is connected with Iran and Georgia.

Azerbaijan`s Defense Ministry has warned Armenia that any sabotage
against its Mingachevir Hydroelectric Power Plant will prompt a very
sharp and adequate response.

Armenian Defense Minister Seyran Ohanyan has recently said that the
Armenian armed forces were going to sabotage Mingachevir HPP.

The minister’s statement followed the recent tensions on the contact
line of the Azerbaijani and Armenian troops.

Armenian armed forces aggravated tensions along the frontline by
attacking the Azerbaijani positions. Armenia began to escalate
tensions on the border areas on July 31. Sporadic fighting has
continued ever since.

“The Azerbaijani Armed Forces are capable of striking any military
facility located in the territories occupied by the enemy or in Armenia
itself. The people of Armenia should know that such provocations will
lead to more severe consequences for them,” the ministry said.

The ministry further noted that Azerbaijan’s missiles are targeted
at Armenia, and the Azerbaijani army is even capable of fulfilling
the order to wipe the city of Yerevan off the face of the earth.

The conflict between the two South Caucasus countries began in
1988 when Armenia made territorial claims against Azerbaijan. As a
result of the ensuing war, in 1992 Armenian armed forces occupied
20 percent of Azerbaijan, including the Nagorno-Karabakh region and
seven surrounding districts.

The two countries signed a ceasefire agreement in 1994. The co-chairs
of the OSCE Minsk Group, Russia, France and the U.S. are currently
holding peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

YEREVAN, AUGUST 9, ARMENPRESS. The Armenian political scientists Vahan
Dilanyan and Vilen Khlgatyan authored an article for RT titled “A not
so ‘frozen’ conflict in the South Caucasus”, where they analyzed the
recent developments over the Nagorno Karabakh conflict and sharply
criticized the terrorist nature of Baku’s regime. “Armenpress” News
Agency introduces the article in its entirety.

“As the world is preoccupied with the events unfolding in Gaza and
eastern Ukraine, another zone of conflict has flared up in the South
Caucasus.

The military attacks of the Azerbaijani army intensified in mid-July
straining the status quo on the Line of Contact (LoC) between Artsakh
(Nagorno-Karabkah Republic) and Azerbaijan as well as along the
Azerbaijan-Armenia border.

Between July 28 and August 2, five Artsakhi and twenty-five
Azerbaijani soldiers were killed as a result of these actions. The
numbers of dead are higher than all of last year’s deaths.

While both states were quick to blame one another, the fact remains
that only Azerbaijan has repeatedly stated its intentions to restart
the war in order to conquer Artsakh and force its freedom loving
people to live under the Ilham Aliyev tyrannical regime. Only
Azerbaijan has consistently portrayed Armenians as the evil ‘other,’
and only Azerbaijan has regularly refused to ease tensions on the LoC
via confidence building measures such as removing snipers, or at the
very least agreeing not to fire upon civilians farming near the border
regions.

The high numbers of casualties among Azerbaijani soldiers suggest that
they are the attacking side. Moreover, a defending side cannot leave
armaments and equipment on the other side’s territory.

The Azerbaijani policy of firing at the peaceful population living in
Armenian border villages, as well as medical vehicles with the symbol
of the International Red Cross, cynically violates core humanitarian
principles, affirmed in the Geneva Conventions. Baku also sponsors and
utilizes human resources to conduct sabotage and subversive acts
within Armenia and Artsakh.

Such a move could accelerate the growth of terrorism in Azerbaijan,
where the irrational facets of the hatred culture serve as a basis for
the development of a pathological cruelty that is at the root of
terrorism. Stemming from low socio-economic conditions and
homelessness in many regions of the country, Azerbaijanis are an easy
target for recruiters of terrorist and radical extremist groups.

Experience shows that there is an active link between terrorist
attacks and a conflict zone, with the latter serving as a fertile soil
for conducting such attacks. The large number of Azerbaijani nationals
engaged in terrorist activities in Chechnya, Afghanistan, Pakistan,
Syria, and recently Iraq, alongside the Islamic State (formerly known
as ISIS) reaffirms this notion.

The recent inhuman behavior by Azerbaijani saboteurs as part of an
intelligence-diversion activity in Artsakh’s Shahumyan district,
resulted in the callous killing of a 17 year old Armenian. This is yet
another example of the kill-mania of Aliyev’s regime and the
terroristic essence of the Azerbaijani party. An earlier expression of
this was the hero’s welcome given to Azerbaijani officer and convicted
axe murderer, Ramil Safarov, who, during a NATO training seminar,
hacked to death a sleeping soldier with an axe solely because he was
Armenian.

Meanwhile, the OSCE Minsk Group Co-chairmen states (US, France,
Russia) were quick to resort to their usual script of telling all
sides to respect the ceasefire, refrain from violence, and look for a
peaceful political solution.

What this policy of false parity generates is a sense of impunity for
the Azerbaijani regime to continue to raise tensions, threaten war,
andstigmatize Armenians in the eyes of their citizens, in other words,
the exact opposite of what the Co-chairmen states desire.

The OSCE Minsk Group Co-Chairmanship also lacks (thus should be
granted) a mandate to conduct investigations of incidents in the
conflict zone, and requires more resources to prevent and condemn such
aggressive acts.

Additionally, the so-called Madrid principles of conflict settlement
proposed by the mediators, which have been serving as a factor
ensuring relative stability in the region, are much more unrealistic
in light of Azerbaijani behavior both internally and externally.

The recent spate of attacks coincides with Baku’s crackdown on civil
society and democracy activists. Most recently Arif and Leyla Yunus,
and Rasul Jafarov were arrested on trumped up charges of tax evasion
and treason.

Official Baku aims to channel the unhappiness of its citizens away
from its inept and corrupt rule toward the external enemy by
escalating tensions against Armenia and Artsakh. Other than mild
criticism from the OSCE, and the US State Department, no pressure has
been brought to bear on Aliyev’s regime for its increased
authoritarianism.

The reasons are obvious enough: the West needs Azerbaijan as part of
its wider plan to weaken Russia’s stranglehold on energy supplies to
the EU, and fears that any criticism will drive Aliyev to seek a
partnership with Russia instead.

The planned withdrawal from Afghanistan also requires Azerbaijani
support, since some NATO equipment will require transit through
Azerbaijan.

Moreover, since the West knows it has no chance of prying Armenia away
from its alliance with Russia, it is not willing to expend much if any
of its political capital to force Azerbaijan to behave.

After all, the West prefers Azerbaijan’s hydrocarbons to anything
Armenia may have to offer them.

The aforementioned resulted in the inclusion of Azerbaijan along with
several other countries in a new US Senate bill called the “Russian
Aggression Prevention Act” aimed at “preventing further Russian
aggression toward Ukraine and other sovereign states in Europe and
Eurasia, and for other purposes.”

If enacted the bill authorizes substantial increase of
“military-to-military interactions” of the US armed forces with the
ones of Azerbaijan “including specifically increasing the current
tempo of military exercises and training efforts and exchanges” as
well as “strengthening existing, bilateral and multilateral defense
cooperation agreements including agreements related to cyber defense
cooperation.”

The irony here is that the bill would encourage Azerbaijan to continue
its aggressive policies, since it is the most militarized and
warmongering party in the region, and the primary obstacle to the
creation of regional security architecture.

>From the other side, Russia, which is preoccupied with its internal
economic situation due to Western sanctions, and the civil war in
Ukraine, might be loath to see another conflict flare up so close to
its borders. Although there is a possibility of the Kremlin
stimulating these tensions in order to find a pretext to station its
‘peacekeepers’ in the area, officials in Yerevan and Stepanakert have
repeatedly and categorically eschewed such a prospect.

Hence, at the end of this week, Sargsyan and Aliyev will meet Putin in
Sochi. Although Moscow aims to control a region of its so-called
“exclusive zone of interests” with only one meeting, nothing of
substance for conflict resolution will come out of the Sochi talks.

However, President Sargsyan must use the occasion to bring up the
topic of Azerbaijan’s militarization with a strong notice of criticism
toward Russia’s willingness to sell billions of dollars in armaments
to Baku, and how this is directly contributing to a rise in bloodshed.

Therefore Sargsyan ought to press for a halt in sales of weaponry to Azerbaijan.

Nevertheless, tensions will remain high along the LoC with further
escalations and incidents initiated by the Azerbaijani side. If things
continue as they have, it is only a matter of time before one side
miscalculates, likely Azerbaijan, and ignites a new round of war.

Even if a rational war is not predicted, an adventurous one is likely.
The situation could get out of hand as a result of misinformation
stimulating policymakers within the Baku regime to remain belligerent
and escalate the conflict.

Due to the effective and accurate policy of Armenia’s Ministry of
Defense, which is releasing cautionary statements, holding meetings
with foreign military attachés, ambassadors, and providing up-to-date
information on the developments along the LoC, an appropriate
information environment has been set for an Armenian counter-attack.
Thus, if Azerbaijan continues to keep tensions high, the Armenian
military response would be intense and unexpected.

In any scenario the OSCE Minsk Group Co-Chairmen states, and other
interested actors, such as the UK will bear as much responsibility as
the instigating party. One cannot arm the aggressor on the one hand
and expect peace on the other.

Any meeting of the presidents is important, irrespective of its
results, former speaker of Armenian National Assembly, member of
Republican Party of Armenia (RPA) parliamentary faction Samvel Nikoyan
told Zhamanak newspaper.

“As for the results of the meeting, I am not so optimistic about it.
Frankly speaking, I would like to hear a statement from CSTO, although
I do not think that the situation is such that there is a need of
clear steps by that organization,” Nikoyan noted.

Un prisonnier arménien meurt en captivité en Azerbaïdjan

Un résident d’un village frontalier arménien arrêté par les forces de
sécurité de l’Azerbaïdjan a été signalé vendredi comme mort un jour
après avoir été capturé dans des circonstances controversées.

Le ministère de la Défense à Bakou, a déclaré que Karen Petrossian est
“soudainement” mort dans la matinée. Un communiqué du ministère cité
par les agences de presse azerbaïdjanaises a attribué à une crise
“cardiaque aiguë et une insuffisance pulmonaire >> la cause probable de
sa mort. Il a affirmé que les médecins légistes dans la ville
azerbaïdjanaise de Gandja sont en train de mener une autopsie sur le
corps du jeune homme.

Le gouvernement et l’armée de l’Arménie n’ont pas tardé à rejeter
cette théorie et affirment que Karen Petrossian a été torturé à mort.
Dans une déclaration, une commission gouvernementale arménienne
chargée des prisonniers de guerre, des otages et des personnes
disparues a déclaré que karen Petrossian n’a jamais souffert d’une
maladie cardiaque. Elle a exigé un examen médico-légal international
de son corps.

Les fonctionnaires à Erevan et à Chinari, un village dans la province
de Tavush où Karen Petrossian vivait a affirmé jeudi qu’il a franchi

Les premiers reportages de Bakou ont déclaré que Karen Petrossian a
été arrêté par les villageois dans le district de Tovuz bordant
l’Azerbaïdjan et remis aux autorités militaires. Mais le ministère de
la Défense de l’Azerbaïdjan a affirmé ensuite, qu’il était membre d’un
commando arménien qui a tenté en vain de mener une attaque de sabotage
transfrontalière. Le ministère a dit que les troupes azerbaïdjanaises
l’ont capturé après avoir tué quatre autres soldats arméniens. L’armée
arménienne s’est moqué de cette affirmation.

Les images publiées par les autorités azerbaïdjanaises jeudi soir ont
montré deux hommes masqués en treillis militaire posant pour une photo
avec Karen Petrossian. Ce dernier y portait des bottes de l’armée et
un gilet de camouflage. Les images antérieures du villageois arménien,
qui ont apparemment été prises par des civils azerbaïdjanais, l’ont
montré portant des baskets et aucun uniforme militaire.

Les chaînes de télévision azerbaïdjanaises ont également diffuser des
vidéos de Karen Petrossian prises au siège militaire dans la ville de
Shamkir où il a été interrogé par un général azéri. “Qu’est-ce que
vous voulez tous de l’Azerbaïdjan ?” demanda le général à l’homme
terrifié après l’avoir accusé d’être un soldat arménien envoyé en
Azerbaïdjan à des fins de sabotage.

“S’il vous plaît, renvoyer-moi en Arménie, dans ma maison >>, a plaidé
Karen Petrossian.

La mort de Petrossian ravivera les souvenirs de Manvel Saribekian, un
résident de 20 ans d’un autre village arménien de la frontière qui a
été capturé par des soldats azerbaïdjanais en septembre 2010.
Visiblement blessé Manvel Saribekian a été montré en boucle à la
télévision azerbaïdjanaise, en “avouant” son appartenance à un
commando qui avait prévu de mener des attaques terroristes en
Azerbaïdjan.

Manvel Saribekian a été retrouvé pendu dans un centre de détention
azerbaïdjanais peu de temps après. Les autorités azerbaïdjanaises ont
affirmé qu’il s’était suicidé. Le gouvernement arménien a cependant
affirmé que Manvel Saribekian a été torturé à mort ou poussé au
suicide.

Le gouvernement et la famille de Saribekian ont affirmé que le jeune
homme était un civil qui a accidentellement traversé la frontière
arméno-azerbaïdjanaise lors du pturage des bovins.

Deux résidents d’un autre village du Tavush, Verin Karmiraghbyur, ont
été arrêtés à la frontière azerbaidjanaise dans des incidents séparés
en janvier et mars. Ils ont été libérés après avoir passé plus d’un
mois en captivité.

Un de ces villageois, Mamikon Khojoyan, 77 ans est décédé en mai après
un traitement médical dans un hôpital d’Erevan. Les médecins ont
diagnostiqué des blessures graves qui lui ont été infligées lors de
son emprisonnement en Azerbaïdjan.

a decree on Friday according to which for personal bravery shown in
detecting and arresting Azerbaijani subversive groups , which
illegally crossed the Nagorno Karabakh Republic state border and for
the proper fulfillment of the call of duty in life-threatening risky
conditions two servicemen of the NKR Police under the NKR Cabinet of
Ministers were decorated with the “For Courage” medal.

30 juillet. La France rappelle son attachement au respect des droits
de l’homme et des droits de la defense.”

“La France est preoccupee par l’arrestation mercredi matin a Bakou de
Leyla Yunus, inculpee pour haute trahison, evasion fiscale et fraude.

Mme Yunus, que le president de la Republique avait rencontree lors de
son deplacement en Azerbaïdjan en mai dernier, est une personnalite
respectee pour son engagement en faveur des droits de l’homme. A ce
titre, elle a ete decoree de la legion d’honneur en 2013.

La France appelle les autorites azerbaïdjanaises a liberer Mme Yunus
dont la sante est fragile. Elle appelle egalement au respect des
droits de la defense, y compris l’accès sans entraves a un avocat.”
