Armenia’s UN representative brings up Azeri violation of truce and
assistance to Yazidis at UN Security Council meeting

YEREVAN, August 23. /ARKA/. Armenia’s UN permanent representative
Zohrab Mnatsakanyan raised the issue of Azerbaijan’s violating the
cease-fire and of the need for immediate helping hand to Yazidis of
Iraq, the website of Armenia’s foreign ministry reported on Friday.

The ambassador stressed the importance of civil society in forming a
mutual trust to prevent conflicts
Effective prevention mechanisms are important also for unsettled
conflicts, the Karabakh conflict in particular, where Azerbaijan
launched a large-scale war, in violation of UN charter and against the
right to self-determination, Mnatsakanyan said. The recent truce
violations and raid operations by Azerbaijan led to escalation and
many casualties, including among civil population, the ambassador
said.

Mnatsakanyan spoke about Yazidis’ mass killings in Northern Iraq in
recent weeks. He noted that hundreds of thousands of people, including
Yazidis, Assyrians, and Armenians, were forced to flee their homes,
and informed that Armenia has decided to deliver aid to Yazidi
community through UN.

Armenia calls on the UN Security Council to respond to the tragic
situation with Yazidi population, the ambassador said. -0–

GRECE

Papazian.

BAKU: Azerbaijan criticizes U.S, on statements over Armenian saboteu

Azerbaijan criticizes U.S, on statements over Armenian saboteur’s death

22 August 2014, 19:14 (GMT+05:00)
By Sara Rajabova

Baku criticized Washington and Paris over their stance regarding the
death of the Armenian saboteur, who was a member of a reconnaissance
and sabotage group of Armenian armed forces.

Azerbaijani Foreign Ministry, in a statement made on August 22, urged
the OSCE Minsk Group co-chairs – the U.S. and France to a principle
stand in the Nagorno-Karabakh conflict’s settlement, and to be
unbiased in expressing condolences and concerns.

The statement followed the comments of the U.S. Department of State
and French Foreign Ministry on Karen Petrosyan, who died of heart
failure.

Azerbaijan’s Defense Ministry earlier said that Petrosyan entered the
territory of Azerbaijan to carry out a provocation.

“Armenia’s provocative actions were prevented by Azerbaijani armed
forces, and Karen Petrosyan was captured. Petrosyan died suddenly for
unknown reasons, the cause of death was objectively investigated by
medical experts, and the International Committee of the Red Cross was
immediately informed of Petrosyan’s death,” the ministry said.

The ministry also stressed that unlike Azerbaijan, in Armenia, which
occupied Azerbaijan’s territories, is grossly violated the
international conventions on prisoners and hostages.

“Armenia committed such acts against captive and hostage Azerbaijanis
as mass murders, physical and mental torture, and acts degrading
dignity,” the ministry said.

The fate of the four thousand Azerbaijanis taken prisoner and hostages
as a result of the Armenian aggression against Azerbaijan is still
unknown.

“Taking of hostages Azerbaijanis- Dilgam Asgarov, Shahbaz Guliyev by
the Armenians in Azerbaijan’s occupied Kalbajar region and murder of
Hasan Hasanov, mistreatment against hostages, targeting civilians, as
well as children on the frontline and on the Azerbaijani-Armenian
border, subversive and terrorist actions of Armenian armed forces
since July 31 and its attempts to continue these actions till August 7
demonstrates Armenian policy that are inconsistent with international
law, humanity and morality,” the ministry said.

Armenia’s attempts to inflate and politicize the case of Petrosyan are
intended to hide the barbarism of this country, according to the
ministry.

“Indifference and the biased actions of the co-chairs of the OSCE
Minsk Group on such sensitive issues are ambiguously perceived by the
Azerbaijani public,” the ministry said.

Three Azerbaijani civilians (Russian citizen Dilgam Asgarov,
Azerbaijani citizens Shahbaz Guliyev and Hasan Hasanov) were detained
by Armenian forces in early July while they were visiting the graves
of their late relatives. ICRC Baku office earlier reported that Hasan
Hasanov was buried in Nagorno-Karabakh after being killed by Armenian
forces.

Previously, Armenian media reported that a criminal case was filed
against the Azerbaijani hostages.

Armenia violated the international legal norms by taking hostage the
Azerbaijani civilians as they didn’t violate any border law between
Armenia and Azerbaijan. They were on their own native Kalbajar region.

Azerbaijani State Commission on Prisoners of War, Hostages and Missing
People said releasing the Azerbaijani citizens is on the top of the
list of its priorities.

Georgian Military Road in economy of the Caucasus

Georgian Military Road in economy of the Caucasus

22 August 2014 – 12:45pm

Andrey Petrov, Moscow, exclusively for Vestnik Kavkaza

The Georgian Military Road is the only ground connection between
Russia and Armenia. The 200-km road connects Vladikavkaz and Tbilisi,
running along the rivers of the Greater Caucasus, including the Darial
Gorge. The road is often hit by avalanches and blocked for days or
weeks in winter and mudslides in the summer.

19 Russian cities have direct air connection with Yerevan. Another
route is the ferry to Batumi. However, the routes are only suitable
for passengers, freighting is only possible on the Georgian Military
Road.

Mudslides on May 17 and August 20 caused by the Devdorak Glacier broke
the North Caucasus – Trans-Caucasus pipeline supplying Armenia with
Russian gas and flooded the River Terek. Scientists say that the
mudslides are a result of global changes on the Main Caucasus Ridge,
even the most advanced technologies cannot prevent glaciers from
melting.

In Soviet times, ground connection was available through Azerbaijan
and the Trans-Caucasus Railway. The Armenian-Azerbaijani
Nagorno-Karabakh conflict resulted in closing of the Azerbaijani
route, the Georgian Abkhaz conflict left the railway closed.

Trade turnover between the countries has been low for years. Georgia
could always use Azerbaijan as an alternative route, it even stopped
trade with Russia in the 2000s.

Armenia is joining the Customs Union and the Eurasian Economic Union
of Russia, Belarus and Kazakhstan, Georgia is expanding trade with
Russia. The demand for food from the South Caucasus has risen in the
light of Russia’s ban on Western food.

Armenia could make use of the railway through Abkhazia and keep the
status quo of Nagorno-Karabakh. Experts say that the topic is often
raised at Georgian-Abkhaz top-level meetings.

The transportation collapse is one of the reasons why the
Nagorno-Karabakh conflict needs to be settled. Opening borders would
allow Armenian businessmen to gain better access to the Russian market
through Abkhazia, ignoring avalanches and landslides. Customs fees in
Georgia would drop. Azerbaijan would have an opportunity to join
Eurasian integration projects and give Armenian businessmen benefits
for transportation of products. All the region needs is the political
will to settle the Nagorno-Karabakh conflict, based on the Madrid
Principles or any other document.

original play is a reflection of life and relationships. The main
character of the play is an actor who involuntarily finds himself in a
mental hospital, where the key developments of the play unfold.

“This play is about you, me, us. What is better, to be in a mental
hospital among normal people or to be at liberty among the insane?
This is one of the questions I ask in my performance.” – says Elbakyan
about his play.

By incorporating his own stage designs and paintings, Elbakyan draws
parallels between our modern day lives and the days of Shakespeare,
proving that over time, human relationships and values have not
changed at all.
