ISRAELI DRONE CAUGHT SPYING ON IRAN ‘TOOK OFF FROM NAKHIJEVAN’

Tehran released the photo of an Israeli Hermes 450 drone it downed
on Aug. 23

NAKHIJEVAN, Azerbaijan–An Israeli spy drone which Iran recently downed
on its way to one of the Iranian nuclear site had taken off from an
air base in Azerbaijan’s Nakhchivan (Nakhijevan) exclave, sources say.

The anonymous sources said the Hermes drone, which was taken down
by Iran’s Islamic Revolution Guards Corps (IRGC) forces on Aug. 23
after 300 kilometers of flight, was bound for the Natanz enrichment
facility in central Iran.

The revelation about the Israeli drone’s launch site indicates Baku’s
involvement in the spying mission, the unnamed sources claimed.

The stealth spy drone was targeted by a surface-to-air missile before
it reached the strategic location.

Iran’s nuclear facilities have been a regular target for espionage
activities by US and Israeli intelligence services, which have at
times used drones for this purpose.

Azeri officials continue to claim that they will never allow their
country to be used as a launch pad against Iran, but the Baku
government has been serving the Israeli government’s interests in
the region.

Israel’s strategic Haifa port receives nearly 40 percent of its oil
needs from the Baku-Ceyhan pipeline cutting across Azerbaijan.

In another sign of Azerbaijan’s hostility against the Islamic Republic,
a separatist cell calling itself “World Azerbaijanis Congress”
recently held an anti-Iran forum in Baku.

The World Azerbaijanis Congress, which was founded in the United
States in 1997, seeks the separation of Iran’s northwestern provinces
of East and West Azerbaijan and their unification with the neighboring
Republic of Azerbaijan.

‘Iravunk’ paper says that representatives of all the factions
of Armenia’s National Assembly participated in the conference
on constitutional reforms that was organized by Heritage faction
yesterday.

“Everyone was present except Zaruhi Postanjyan. This fact confirms
press reports about differences between the Heritage faction head
Ruben Hakobyan and Zaruhi Postanjyan. It is noteworthy that even the
presence of Heritage Party leader Raffi Hovannisian did not make Z.

Postanjyan attend the conference. She does not want to read the
program of constitutional reforms,” the paper writes.

U.S. HINTS TO ARMENIA AND ARTSAKH

The U.S. co-chair of the OSCE Minsk Group James Warlick visited Armenia
and made some interesting statements. He arrived without the French
and Russian co-chairs. And his statements are interesting against the
statement of the Russian deputy prime minister Dmitry Rogozin in Baku
who said that the West’s policy has brought Russia and Baku closer.

Amid these Russian-Azerbaijani reverences Warlick’s Armenian visit
and statements are interesting indeed. He said it is time that
negotiations reach another level. Warlick did not say what level he
meant. The American co-chair said meetings of foreign ministers and
presidents are not enough, and there must be formal negotiations,
and the sides must define the format of negotiations.

Apparently, the United States is suggesting a permanent, working format
of negotiations with regular meetings. In other words, the United
States suggests transforming the negotiations into a working process.

The key issue is whether Artsakh must be a party. In this regard,
Warlick has announced that the voice of Artsakh must be heard, and
they therefore regularly visit Artsakh and meet with the de facto
government. Apparently, this is a hint that Artsakh must come up with
an initiative to return to the table of negotiations.

The government of Artsakh announces regularly that progress
towards resolution is impossible unless it returns to the table of
negotiations. However, it is already obvious that this statement does
not match the dynamics and logic of geopolitical realities. This
statement indicates a passive position, in other words, Artsakh is
waiting when it would become a party. For the time being, Artsakh
must come up with its initiatives, conduct a more vibrant policy.

In this respect, the United States has been sending signals to Artsakh
for a long time. Five American states have recognized the independence
of Artsakh. The political and governance system of the United States is
rather decentralized, of course, and the states are rather independent
in their decisions. Washington has announced that those decisions do
not express the policy of the White House. Nevertheless, five of the
United States have recognized, and it is a fact from which one cannot
run away until losing from sight. However, the weird referendum of
Crimea triggers activity in Artsakh, whereas recognition by these
states strangely does not. Apparently, it is time that Artsakh revised
the dynamics of its policy, and now the United States is hinting it.

Generally, it is noticed that the American co-chair is trying to
activate the Armenian factor in the process of negotiations. He
revealed the principles of Madrid at Carnegie Endowment and reminded
the Armenian public about their dangers for the interest of Armenia
and Artsakh. Presently, Warlick is announcing in Yerevan about the
importance of awareness of the Armenian people of the process and
knowledge of what the United States wants.

In other words, the American co-chair calls the Armenian people to
be more active because the political, both government and opposition
ways of restoring the status of a subject of negotiations seem to
have been wasted, and it is up to the Armenian people to restore
Armenia as a subject.

Without this it will be impossible to promote the status quo, in
other words, defense of de facto security of Armenia and Artsakh
while Russia and Azerbaijan announce without any diplomatic cover
how close they are getting.

This week the OSCE Minsk Group co-chairs will visit the area of the
Karabakh conflict and afterwards the foreign ministers of Armenia and
Azerbaijan will meet at the U.N. General Assembly, the Azerbaijani
foreign minister Elmar Mammedyarov announced.

The U.S. co-chair James Warlick has already arrived in Armenia
and made some statements on the necessity to change the format of
negotiations. He said the sides must define the format.

Most probably, it is time to announce to eliminate the OSCE Minsk
Group, and now each of the co-chairs is trying to take the lead of
the Karabakh settlement in their own way. Russia, for example, tried
to station troops in Karabakh and draw its borders anew. The United
States is doing it through recognition of Karabakh by its states.

After Moscow’s failure to station troops it may also want to recognize
the independence of Karabakh not to cede leadership to the United
States or France. For example, the famous Russian expert Modest
Kolerov has announced that it is getting almost inevitable.

“Russia may face the necessity of unilateral recognition of
independence of Nagorno-Karabakh, which even Armenia has not done for
reasons that are well known. The Armenian people have had to pay a
high price for their country for many times during their history. And
this example is obvious. No deal will relieve anyone of anything,”
Kolerov wrote.

In fact, the famous Russian expert is speaking about the existence
of such plans. Furthermore, speaking about recognition, he adds that
soon “Nakhijevan will appear in the area of achievement of virtual
independence, self-sufficient Iran, being steadily provoked by
Azerbaijan, will appear in the state of defense readiness”.

Different schemes are being drawn in the region, and after October 10,
if Armenia joins the Eurasian Union, the Russian scheme will win.

Moscow will have to recognize Karabakh but in order not to upset
Azerbaijan and not to abort deals worth billions, NKR will be
recognized within the borders of the Autonomous District of
Nagorno-Karabakh, and the rest will be shared with Baku.

Five U.S. states have recognized Karabakh within its current borders.

Unlike Russia, the United States is not afraid of upsetting
Azerbaijan. And in order to have this scheme win, Armenia must have
the courage to refuse programs that fragment Karabakh.

Russia does not refuse the Minsk Group-mediated talks but obviously
the United States will provoke Moscow to take this step. And it can
“provoke” through Armenia only if they persuade that the offered plan
is favorable and give guarantees in case of Russia’s fury.

An interesting line is noticed in Modest Kolerov’s speech. He is
speaking about the independence of Nakhijevan which is now being used
as an indefeasible part of transformation of the region. Perhaps,
it is not accidental that the Armenian foreign minister Nalbandyan
suddenly visited Vayots Dzor and looked at Nakhijevan from the
Armenian border. He is considering something ahead of the meeting in
the United States

Le Haut-Karabagh ne peut pas devenir un obstacle dans le processus
d’adhesion de l’Armenie a l’Union economique eurasienne (UEE), selon
le ministre armenien des Affaires etrangères Edouard Nalbandian.

S’exprimant lors d’une conference de presse conjointe avec son
homologue autrichien Sebastian Kurz a Erevan le diplomate armenien
a declare que les negociations autour de l’adhesion de l’Armenie au
bloc dirige par la Russie etaient en cours et les resultats definitifs
seront attendus bientôt. > a-t-il souligne.

Edouard Nalbandian a reitere que les declarations au plus haut niveau
concernant le Haut-Karabagh ont ete faites en Armenie et en Russie et
il a ete precise que la question ne concerne pas l’adhesion conjointe
de l’Armenie et du Karabagh a l’UEE.

L’Armenie devrait signer un accord sur l’adhesion a l’EEU en Octobre.

L’Union qui implique desormais les membres de l’Union douanière
comprenant la Russie, la Bielorussie et le Kazakhstan commencera a
fonctionner le 1er Janvier 2015.

La decision prise par le gouvernement d’Armenie d’ouvrir une succursale
de l’Universite Lomonosov de Moscou (MSU) a ete recue avec des
critiques et le mecontentement de ceux qui voient cette initiative
comme un pas de plus vers la > de l’Armenie.

Lors d’une reunion avec des journalistes le ministre de l’Education et
de la Science Armen Ashotyan a dit que le gouvernement est interesse a
avoir une branche de l’universite d’Etat de Moscou a Erevan, en raison
de sa reputation comme un des principaux instituts de l’enseignement
superieur.

La MSU ouvre ses branches dans les pays où ils acceptent de prendre
toutes les responsabilites pour le financement de l’universite. Elle
possède des succursales en Azerbaïdjan et au Kazakhstan. Selon l’accord
de fonder une branche de l’universite russe a Erevan, le financement
de l’ensemble du personnel professoral et d’autres de la branche
se fera a partir du budget de l’Etat. Il y a d’autres universites
internationales en Armenie – les Universites americaine et francaise,
l’Academie regionale europeenne, où la participation de l’Etat est
limitee a simplement avoir une douzaine de postes de bourses d’etudes.

Un membre du Conseil municipal d’Erevan, porte-parole du parti Heritage
Davit Sanasaryan mentionne qu’il n’a rien contre une branche d’une
universite en Armenie, mais il aurait ete preferable d’utiliser cet
argent pour les frais de scolarite de nombreux jeunes etudiants que
les familles sont incapables de payer, ou d’augmenter les salaires
de professeurs, ce qui serait plus efficace.

Armen Hovhannisyan mentionne qu’avec l’argent alloue pour fonder cette
universite les systèmes educatifs locaux pourraient etre relances et
dans cinq ans avoir des resultats, a la place de mettre de l’argent
qui ne servira qu’a soutenir une institution russe.

Harutyun Karapetyan, père fondateur du fonds national de technologies
de pointe, pense que l’ouverture d’une branche de l’Universite
Lomonosov fait suite a des ordres de Dimitry Kisilyov.

Cet ete, lors d’une reunion avec un groupe de deputes armeniens
le presentateur d’une chaîne d’Etat russe Dmitry Kisilyov, celèbre
pour etre l’un des micros du Kremlin, a exprime sa tristesse pour
la degradation de la langue russe en Armenie, invitant le pays a lui
accorder un statut de langue officielle. L’Ex-ambassadeur de Russie
en Armenie, Vyacheslav Kovalenko avait auparavant exige de faire du
russe la deuxième langue d’Etat en Armenie.

les sonorités particulières de ses chants et de ses instruments, il
faut aussi des interprètes capables non seulement de laisser
s’exprimer cette me, ce qui est déjà rare, mais encore de l’incarner.

Jordi Savall venu avec Hespèrion XXI et quatre musiciens arméniens le
28 août, et Mario Brunello, le 4 septembre, ont réussi à faire passer
le souffle vivant d’une Arménie éternelle.

Filmelimi d’Istanbul…pour raison stratégique

>, le film du réalisateur turco-allemand Fatih Akin, dont le
thème est le génocide arménien, vient d’être retiré de la liste du
Festival du film Filmekimi d’Istanbul qui se déroule du 11 au 17
septembre. Le site turc T24 informe que la société Anka film qui
devait présenter > a informé que la raison était le report
jusqu’à la fin de l’année de l’autorisation de diffusion de ce film
sensible. Le >, affirme de son
côté que les raisons de ce retrait sont techniques ou stratégiques et
non politiques…car avant la diffusion du film > sur les
grands écrans du pays, sa diffusion lors de ce festival pouvait être
préjudiciable à son lancement en Turquie…Mais alors, pourquoi ne pas
avoir pensé avant son inscription ?

900 Armenian athletes compete during Olympic Games in Tehran

A new page in the Armenian Olympics in Iran;

The 46th round of the Armenian Olympics has kicked off in the Iranian
capital with almost 900 athletes from different parts of the country,
as well as Armenia and Austria, taking part in the 10-day event.

This annual sports event is held in eight categories including
basketball, football, volleyball, athletics, tennis, table tennis,
swimming and rock climbing.

Iranian Armenian athletes have great potential and talents and have
been successful in national and international competitions. For many
years Iran Armenian teams have achieved great success in different
international competitions such as the panarmenian games which take
place every four year in the capital of Armenia, Yerevan. 350 Iranian
Armenian athletes took part in the last pan-Armenian games who also
won the Cup of Ethics during the event.
