Yerevan /Mediamax/. Armenian President Serzh Sargsyan said that
Germany is a very important partner for Armenia.

Serzh Sargsyan said this during his meeting with German Foreign
Minister Frank-Walter Steinmeier who is in Armenia on an official
visit, Mediamax reports. The President noted that since diplomatic
relations established between the two states, Armenia-Germany
cooperation agenda has considerably expanded and bolstered by around 6
dozens of agreements which have given a new quality to the interstate
relations.

Foreign Minister Steinmeier stressed in his turn that that it’s his
first visit to Armenia as Foreign Minister and it is aimed at more
activating Armenia-Germany political dialogue and deepening friendly
relations. The Minister was unanimous with the Armenian President
that the ties between the states have become closer meaning not only
politics and economy but also various areas of mutual interest.

Besides items on Armenia-Germany bilateral agenda, the sides also
touched upon Armenia-EU relations, exchanged opinions on international
and regional issues and challenges and efforts toward addressing them.

Politicians and experts in Armenia and Azerbaijan do not talk much
about specific expectations from the meeting of the leaders of
their countries planned to be held in Paris, France, on October 27,
but there is a general opinion that this fresh round of talks on the
protracted Nagorno-Karabakh conflict settlement is a French attempt
to keep the communication channel open between the conflicting parties.

But the main subject of the upcoming meeting, perhaps, will be
the format of future negotiations. Armenia is on track to join
the Russian-led Eurasian Economic Union, which will significantly
raise the role of Moscow in the region. So far, the status quo in the
Karabakh conflict zone has been maintained thanks to the format of the
OSCE Minsk Group. This triangle has allowed the co-chair countries –
Russia, the United States and France – to restrain each other from
unilateral steps.

But the strengthening of Russia in the region and the inclusion of
Armenia into a pro-Russian bloc may enable Russia to monopolize the
Karabakh settlement process, and it does not at all meet the interests
of the United States and France. U.S.

Secretary of State John Kerry organized a meeting between President
Serzh Sargsyan, of Armenia, and President Ilham Aliyev, of Azerbaijan,
in September on the margins of the NATO summit in Wales, UK, and then
he stated that the format of the Minsk Group should not be changed.

Apparently, the Paris meeting is supposed to reaffirm the same.

Remarkably, a few days before the Armenian-Azeri summit talks in Paris,
German Foreign Minister Frank-Walter Steinmeier unexpectedly visited
Baku and Yerevan. In the Azerbaijani capital he stated that he hoped
for a more active participation of Germany and the European Union
in the South Caucasus region. Armenian experts interpreted this as a
bid by Germany to take a more active role in resolving the Karabakh
conflict and, at the same time, as a sign of the growing relevance
of the Karabakh conflict in a changing geopolitical environment.

What can be the countermeasures of the United States and Europe if
Russia attempts to monopolize the settlement process? It is believed
that this may be the beginning of a procedure of international
recognition of Karabakh. After yesterday’s meeting of the executive
body of the ruling Republican Party of Armenia, the party’s spokesman,
Deputy Parliament Speaker Eduard Sharmazanov said: “During the meeting
we specified our position before the Sargsyan-Aliyev meeting: there
is no alternative to international recognition of the Nagorno-Karabakh
Republic (NKR).”

This does not appear to be a random statement – during the past year
as many as five American states have recognize the independence of
Karabakh, and most recently France’s Bourg de Valence and Karabakh’s
Shushi became sister towns. This provoked a strong reaction of official
Baku, but it was parried by Washington and Paris.

The NKR has a more than 100-kilometer-long border with Iran, which
in late November is going to sign an agreement with the West. This
will lead to the strengthening of Iran’s role in the region and its
rapprochement with the West. In this context Karabakh may become either
a major obstacle to opening up the region, whose closure is beneficial
primarily for Russia and Azerbaijan, or a door to new opportunities.

Yerevan/Mediamax/. Director of National Archive of Armenia Amatuni
Virabyan said today that there are all the necessary documents on
Armenian Genocide in the archive which will help initiate a court
trial against Turkey.

Ahead of the Armenian Genocide Centennial, the National Archive is
going to publish collections on Armenians’ material and cultural
losses over the Genocide years, Mediamax reports.

“We are willing to reveal all the documents on the issue preserved
in the archive within upcoming years. It’s work of many years” ,said
the Director of the Archive.

In 2015, the Archive will also publish a collection of documentary
materials on the property owned by Armenian Church including Western
Armenian churches.

“We have a large number of documents on the ownership of our churches
even in the Ottoman Turkish language. Now we aim to translate them
into Armenian or English”, said Amatuni Virabyan.

According to him, the works on creating an e-vault of names of
the Armenian Genocide victims are underway. “I don’t think we will
be able to collect the names of 1.5million victims. Long time has
passed and we just started the work. But I think we will be able to
publish around 300 thousand names. Presently, the Archive preserves
files of around 30 thousand Armenian orphans whose killed parents’
names are known”, said Amatuni Virabyan.

Ahead of 2015, the Archive will also start another project presenting
stories of 100 Armenians who survived the Genocide, found refuges
abroad and became recognized figures in culture, science or business
fields.

YEREVAN, OCTOBER 23, ARMENPRESS: On October 23 the Delegation of
the All-China Women’s Federation of the People’s Republic of China
accompanied by the Deputy Speaker of the National Assembly of the
Republic of Armenia Hermine Naghdalyan and the deputy Ruzan Muradyan
visited the Memorial Complex of Tsitsernakaberd.

The Department for Mass Media and Public Relations of the National
Assembly of Armenia informed Armenpress that the guests laid flowers at
the monument of the 1915 Armenian Genocide, bowed and paid respects
with a moment of silence to the memory of one and a half million
innocent victims.

They have also been in the Armenian Genocide Museum-Institute, got
acquainted with the documents assuring the Armenian Genocide and
watched the exhibits.

1997, a demissionne de son poste de vice-premier ministre et ministre
de l’Administration territoriale.

L’annonce a ete faite lors d’une session ordinaire du gouvernement et
est venu après plusieurs jours de speculation que Gevorgyan, 41 ans,
aurait quitte son emploi.

le Premier ministre Hovik Abrahamyan lors de la session, cite par les
medias. Il a mentionne que Gevorgyan souhaite continuer ses activites
dans le secteur prive.

Recemment, les medias ont affirme que Gevorgyan etait oppose a la

de gouverneur dans la province meridionale du Syunik.

À travers l’Armenie, les proprietaires de magasins sont en armes
contre une nouvelle taxe sur les affaires qu’ils disent qu’elle va
les ruiner. Le gouvernement semble les avoir ecoute, et a promis
de reporter l’application des modifications, qui sont entrees en
vigueur le 1er Octobre, jusqu’en fevrier alors que des failles dans
le processus seront retirees.

A première vue, la loi sur l’impôt sur le chiffre d’affaires devait
profiter aux petites entreprises car elle reduit leur taux d’imposition
de 3,5 a 1 pour cent. Mais l’inconvenient, c’est qu’ils devront avoir
tous les documenter et les declarations de toutes les operations
commerciales notamment les achats de leurs fournisseurs.

Après avoir rencontre une delegation de proprietaires de petites
et moyennes entreprises, le 6 Octobre, le Premier ministre Hovik
Abrahamyan a charge le ministère des Finances d’elaborer un projet de
loi revise qui contiendrait des règlements plus clairs, offrirait des
conditions plus favorables pour les petites et moyennes entreprises
(PME), et de reporter jusqu’au 1er Fevrier l’une des exigences
cles, concernant le depôt des documents sur le chiffre d’affaires du
commerce. Dans l’intervalle, les PME seront imposes avec la nouvelle
baisse du taux de un pour cent.

Le Premier ministre a reconnu que des problèmes techniques ont surgi
avec force quand les entreprises ont dresse un inventaire complet de
toutes leurs actions avant l’entree en vigueur de la loi.

S’adressant au parlement le 2 Octobre, le ministre des Finances
Gagik Khachatryan a declare que le but etait de rendre la vie plus
facile pour les proprietaires des PME. Il a note que les etudes
internationales ont montre que les PME fournissent neuf emplois sur
dix en Armenie et contribuent a 60 pour cent de son produit interieur
brut. “Le gouvernement a donc un interet dans le developpement de
petites et moyennes entreprises. Je crois que ce [changement] est meme
un peu tardive “, a-t-il dit. Notant que 90 pour cent des organisations
qui paient des impôts ont depose des declarations de moins de dix
millions de drams (25 000 dollars) par an Gagik Khachatryan a dit >.

Prenant la parole avant qu’il n’ait bloque la mise en oeuvre de la
nouvelle loi, le Premier ministre Abrahamyan a dit que la strategie
etait de reduire la charge fiscale sur les PME et de se concentrer
sur l’obtention que les grandes entreprises payent leurs cotisations.

Ces assurances n’ont rien fait pour apaiser la tempete parmi les
proprietaires de PME, dont la principale preoccupation etait qu’en
retour des taux d’imposition plus bas, ils allaient devoir prendre
en compte et declarer toutes les transactions.

Les protestations ont eclate dans plusieurs villes a travers l’Armenie,
et les proprietaires d’entreprises ont ferme leurs boutiques afin de
souligner leurs preoccupations.

Beaucoup ont dit qu’ils finiraient par avoir a facturer a leurs
clients des prix plus eleves, ce qui pourrait les conduire a la
faillite. D’autres ont exprime des soupcons que le taux d’imposition
theorique uniforme serait en pratique appliquee differemment selon

protester a l’exterieur des bâtiments du gouvernement et du parlement.

proprietaires des PME ont menace de bloquer une route importante

Bien que maintenant retardee, la loi prevoit un avertissement la
première fois qu’un proprietaire d’une entreprise ne parvient pas a
presenter les comptes des transactions, puis 20 000 drams (50 dollars)
d’amende et enfin un taux d’imposition augmente de cinq pour cent.

L’avertissement disparaîtra l’annee prochaine afin que les delinquants
soient immediatement imposes a un taux plus eleve.

L’economiste Mikael Melkumyan, qui represente le parti d’opposition
Armenie prospère au parlement, voit les changements comme des punitions
pour les PME.

There are 19 dollar millionaires in the Armenian parliament,
according to the income and property declarations of MPs for 2013,
168 Hours writes.

Nine of them are members of the Republican Party of Armenia (RPA)
faction, nine others are from Prosperous Armenia and one, Araik
Grigoryan, is non-partisan.

The Armenian MPs had a total of $172.7 million as of late 2013.

Prosperous Armenia is the richest parliamentary faction. Prosperous
Armenia leader, Gagik Tsarukyan, is the richest MP. His income totals
$134.2 million.

Pope Francis To Visit Turkey Next Month

POPE FRANCIS TO VISIT TURKEY NEXT MONTH

The Vatican announced this that Pope Francis will be visiting Turkey
in November.

“The Holy Father will visit Ankara and Istanbul from Nov. 28 to 30,”
Vatican spokesman Father Federico Lombardi said in a statement.

Pope Francis will be meeting with Turkish President Tayyip Erdogan and
Prime Minister Ahmet Davutoglu. In addition, the Pope is expected
to meet with Ecumenical Patriarch Bartholomew I, the leader of
the Orthodox Church that is the second largest church after Roman
Catholicism.

This trip will be Pope Francis’ first visit to Turkey, and his third
visit to a Muslim-majority nation that includes Jordan and Albania.
