BAKU: Chairman of Steering Committee for HR answering question on A

Azeri-Press news agency (APA), Azerbaijan

Chairman of Steering Committee for Human Rights refuses answering
question on Azerbaijani refugees and IDPs

Member of the Turkish delegation, Erhan Ciftci asked a question on the
Nagorno Karabakh in the session on “Prevention Measures” held within
the international conference on “The role of national judges in the
domestic application of European Convention for the Protection of
Human Rights and Fundamental Freedoms” in Baku, APA reports.

Ciftci said that persons, becoming refugees and internally displaced
persons as a result of the NagornoKarabakh conflict between Armenia
and Azerbaijan, appealed to the European Court of Human Rights
regarding right to housing and property. He asked whether the Court
regards such appeals as legal or international problems.

Chairman of Steering Committee for Human Rights (CDDH) of the Council
of Europe, Vit Alexander Schorm said it is wrong to respond questions
that have not been investigated yet.

“It would be better for President of the European Court of Human
Rights, Dean Spielmann to answer this question, if he was hare,” he
added.

Deputy Director of Department for the Execution of Judgments of the
European Court of Human Rights, Fredrik Sundberg also refused
answering the question on refugees and IDPs. He commented on the
protest of Judge of the Azerbaijani Supreme Court Vafeddin Ibayev
against the European Court’s judgment on the release of Eynulla
Fatullayev and said that the Court passed such a decision as there
were serious problems in Fatullayev’s case and not sufficient grounds
to confirm the charges against him.

Friday, October 24

Arif Askerov made a statement.

The matter of connecting Armenia to the railway Baku-Tbilisi-Kars
can be considered only after the settlement of the Nagorno-Karabakh
conflict.

According to Oxu.Az the statement came from the head of “Azerbaijan
Railways” JSC Arif Askerov speaking to reporters.

According to A.Askerov, now all interested countries can join the
project except Armenia.

Some time ago Kazakhstan and Afghanistan expressed their desire to
join the BTK project.

An intergovernmental agreement on the establishment of the railway
corridor Baku-Tbilisi-Kars was signed on February 7, 2007 between
Azerbaijan, Georgia and Turkey.

The project envisages the construction of the Kars-Akhalkalaki railway
extending to 98 km, 68 km of which will be on the territory of Turkey,
30 km on Georgia, as well as the reconstruction of Akhalkalaki-Tbilisi
section extending to 183 km in Georgia. Construction of the Georgian
part funded by Azerbaijan, who allocated two concessional loans to
Georgia totaling AZN 775 m.

Until the end of this year it is planned to launch the first working
train on the BTK railroad to the border with Turkey. The project is
planned to be completed in the first half of 2015.

Belarus Is One Of Important Partners Of Armenia

BELARUS IS ONE OF IMPORTANT PARTNERS OF ARMENIA

TVR, Belarus
Oct 24 2014

Today the Framework Agreement on the general conditions of the issuance
of export credits was signed for the first time with one of the most
successfully developing Armenian banks. The turnover with Armenia is
growing rapidly, in the coming years it will be doubled.

Armenian consumers are interested in the Belarusian equipment and its
quality has been rated high. Soon, the Belarusian side will send to
Armenia 30 130-ton specialized machines. Actual question is providing
the best conditions for lending transactions.

Arsen Mikaelian, Chairman of the Board of the Bank (Armenia): “We
signed the agreement with the Development Bank. Our business and our
customers can receive funding from our bank as part of our agreement.

Today these amounts exceed billions of dollars. And we think it will
be doubled in the future”.

Sergei Rumas, Chairman of the Board of JSC “Development Bank of the
Republic of Belarus”: “Support of Belarusian exports becomes more
relevant than ever. We represent loans under good conditions, the
loan amount should be not less than one million dollars. We consider
only large loans. Loan rate does not exceed 4.4% in dollars and 3.3%
in euros”.

Among the CIS countries Belarus is one of three important partners
of Armenia after Russia and Ukraine. Belarusian exports to Armenia
is more than 15 million dollars.

Armenian Foreign Minster Says Baku Seeks To Fail The Karabakh Negoti

ARMENIAN FOREIGN MINSTER SAYS BAKU SEEKS TO FAIL THE KARABAKH NEGOTIATIONS WITH ITS EFFORTS TO CHANGE THEIR FORMAT

by Marianna Lazarian

ARMINFO
Friday, October 24, 21:39

Armenia is against changing the current format of the negotiations
for resolution of the Nagorno Karabakh conflict within the OSCE
Minsk Group. Edward Nalbandian, Foreign Minister of Armenia, made
such statement when commenting on preparation of a PACE Report on NK
in a press conference in Yerevan, Friday.

He recalled that the OSCE Minsk Group is the only body to have
international mandate to mediate the conflict’s resolution.

“Azerbaijan with its efforts to change the format of the negotiations
for resolution of the Nagorno Karabakh conflict seeks to fail the
negotiation process,” Nalbandian said.

The minister believes that drafting and elaborating reports on Karabakh
at other bodies cannot help making a progress in the negotiations
and may have a reverse effect – something Azerbaijan is very much
interested in. Nalbandian is sure that such actions may knock aside
the peace negotiations.

Sevag Kherlopian: Kean University Student-Athlete Shares His Appreci

KEAN UNIVERSITY STUDENT-ATHLETE SEVAG KHERLOPIAN SHARES HIS APPRECIATION FOR TEAMMATES AND CURRENT SUCCESS

Sevag Kherlopian, a junior physical education major and Kean University
men’s soccer player, was walking out of his kinesiology class on
October 6, 2014 when he suddenly felt his phone vibrating from all
the incoming congratulatory messages. Kherlopian was a bit perplexed
as to why he was receiving so many messages, but received them with
a smile. What grabbed Kherlopian’s attention was when a more specific
congratulatory messages reached his pocket. The text he received read:
“Congrats on the New Jersey Athletic Conference [NJAC] Player of the
Week and Eastern Collegiate Athletic Conference [ECAC] Rookie of the
Week dude!”

Once Kherlopian began to investigate a little, he found the message
to be true. After a few slow, injury riddled weeks to begin his
inaugural collegiate campaign, his season picked up whilst earning
the NJAC and ECAC player of the week awards. A week later, Kherlopian
captured NJAC and ECAC Rookie of the Week honors.

Kherlopian is leading the team in goals with seven goals and two
assists for the year as of October 20, 2014. In the two weeks that
contributed to his recognitions, he netted four of those seven goals
and one of his assists. Three of his goals were the game winners
for three of the four wins during that span of time. Kherlopian’s
assists came during overtime in Kean University’s game against William
Paterson University.

When head soccer coach for the men’s team, Rob Irvine needed a goal,
he turned to his number 10, Kherlopian. Against New Jersey City
University, Irvine saw his team losing one to nothing in the second
half. The game was a must win for the Cougars. Kherlopian stepped up
and scored the winning goal, a two to one victory.

“My first impression of Sev is that he’s a free spirit,” Irvine said
with a smile. “He wasn’t sure at first if he definitely wanted to
play, then he decided it was for him. He’s definitely a handful for
opposition defending and can do some things that others can’t,” Irvine
continued. Irvine’s synopsis of Kherlopian off the field correlates
with just about everybody who gets the chance to know him. His smile
is contagious and he’s got the laid back persona of a California kid,
though his family hails from the country Armenia.

Kherlopian has been at Kean since 2011, yet the Cougar’s talisman is
currently in his first season for men’s soccer. “I never took soccer
seriously until this past spring and decided to play this year because
I didn’t want to regret not playing college soccer,” said Kherlopian.

“Rob [Irvine] recruited me in the Spring and convinced me to play
for the school, and I’m glad I did,” Kherlopian stated.

Kherlopian is pursuing a degree in physical education with the hopes
of being a high school gym teacher and coach soccer one day. “I want
to be a gym teacher because I’ve always loved sports my whole life,”
Kherlopian said, “But if I had the opportunity to coach a college
team I’d love to do that.” When asked about his personal success,
Kherlopian is always quick to spread the love to his teammates.

“Joining the team has been a lot of fun so far,” said Kherlopian. “The
friends I made are amazing. At the beginning I didn’t know anyone, but
I’ve gotten to know everyone more and it’s been fantastic. I couldn’t
have done any of this without them.” Kherlopian was appreciative of
his current recognitions, and even more appreciative of the team that
helped him get where he is today.

French Ambassador – No Alternative To Karabakh Peace Talks

FRENCH AMBASSADOR – NO ALTERNATIVE TO KARABAKH PEACE TALKS

BAKU: Nagorno-Karabakh Solution Depends On Sides’ Political Will

NAGORNO-KARABAKH SOLUTION DEPENDS ON SIDES’ POLITICAL WILL

AzerNews, Azerbaijan

The U.S. mediator, who engaged in peace talks on settlement of the
Nagorno-Karabakh conflict, has said the resolution of the conflict
depends on only the conflict sides.

U.S. co-chair of OSCE Minsk Group, James Warlick told Trend news
agency on October 23 that the solution to the Nagorno-Karabakh
conflict depends on the political will of the Armenian and Azerbaijani
presidents and not on treaties or alliances.

He made the remark while commenting on the possible impact of Armenia’s
accession to the Eurasian Economic Union on the Nagorno-Karabakh
conflict.

Warlick further added that the Armenian government has made its
decision, which he respects.

“We hope with the recent contacts between the presidents they will
commit themselves to a settlement,” Warlick said.

Azerbaijani and Armenian presidents are scheduled to meet on the
initiative of French President Francois Hollande in Paris in late
October.

Warlick further noted that conditions along the line of contact and
Armenian-Azerbaijani border have stabilized after the outbreak of
violence this summer. ‘But the situation remains tense,” he added.

Tensions along the frontline were aggravated in mid-summer as Armenian
armed forces attacked Azerbaijani positions. Sporadic fighting has
continued ever since. Fourteen Azerbaijani servicemen were killed and
several others injured during the clashes between two sides. Armenia
hasn’t released the exact number of its casualties.

Armenia occupied over 20 percent of Azerbaijan’s internationally
recognized territory, including Nagorno-Karabakh and seven adjacent
regions, after laying territorial claims against its South Caucasus
neighbor that caused a brutal war in the early 1990s. Long-standing
efforts by U.S, Russian and French mediators have been largely
fruitless so far.

The UN Security Council has passed four resolutions on Armenian
withdrawal from the Azerbaijani territory, but they have not been
enforced to this day.

TechEd Armenia Funds projects in Southern Armenia

Fund modern educational technology for 85 young students at the Darbas
School in southern Armenia.

“The foundation of every state is the education of its youth.” So
said Greek philosopher Diogenes in the 4th Century BC. He could well
have been speaking of today’s Republic of Armenia whose future depends
on educating its youth.

The lack of computers and software across southern Armenia is a
barrier to quality education. Students without access to computers
are at a growing disadvantage in this interconnected, technology-based
world.

One example is the middle school in the village of Darbas which lacks
modern computer equipment and computer-based learning software.

Technology for Education in Armenia (TechEd Armenia) has been helping
students and teachers in Armenian villages since 2011. With help from
people like you, TechEd Armenia has been providing new computers,
educational software programs, and Wi-Fi Internet in the classroom
while simultaneously helping school teachers to use that equipment to
teach.

The learning tools we offer to students allow them to take control of
their education early in life and acquire the knowledge and skills
they need to later succeed professionally.

TechEd Armenia gives young students in rural villages the opportunity
to learn things they never imagined they could, and is a key to
improving the economy of these villages.

During the summer of 2014, the Kansas Air National Guard remodeled
three classrooms at the Darbas school as part of a humanitarian and
civic assistance initiative.

But the school remained virtually without computers. We need a total
of $5,060 to acquire 8 new computers with accessories, software
programs, a multi-function printer, a screen-projector, and Wi-Fi
Internet connectivity. Our remaining goal is $3,300 of which $1,515
has been raised thus far on the Indiegogo crowfunding website

The school in the village of Uyts is an example of TechEd Armenia’s
work. Meghan McGinty, an American teacher and Peace Corps volunteer
there, pleaded for new computers to enable students to learn English,
acquire modern computer skills and up-to-date information from the
Internet.

TechEd Armenia gave the Uyts schools the computers they needed. We
have tracked their successful use with constant visits, teacher
education, and upgrading of their computers.

TechEd Armenia has also successfully implemented computer technology
education in the southern Armenian village schools of Sisian, Shamb,
Angeghakot, and Goris School #3.

Our most recent project was for the 57 students at the village school
of Lor in August 2014: 6 new computers, new multi-function printer,
and Wi-Fi Internet router.

Preparations are underway for the village of Darbas School. It is
scheduled to receive computers during the last week in November 2014
(Thanksgiving week). The students are waiting. But we need funding.

Technology for Education in Armenia (TechEd Armenia) operates as a
non-profit program of the Holy Cross Armenian Catholic Church in
Belmont, Massachusetts. TechEd Armenia is composed solely of
volunteers who work for free.

We know that you value the youth and future of Armenia. Your gift
will help make a genuine contribution towards the education of
Armenian youth and the strengthening of Armenian statehood.
