GAGIK TSARUKIAN RESTE VAGUE SUR SA STRATEGIE

Opposition

ANKARA: Lame Duck Obama & a Congress That Presses Turkey on Israel

Daily Sabah, Turkey

LAME DUCK OBAMA AND A CONGRESS THAT PRESSES TURKEY ON ISRAEL

İlnur Çevik 08 November 2014, Saturday

The recent midterm elections in the U.S. were a victory for the
Republicans and a downright defeat for President Barack Obama and
Democrats.

The Republicans captured the majority in the Senate and also further
strengthened their grip on the House of Representatives, thus pushing
Obama’s presidency into a lame duck role.

Turkey will now have to watch out for congressional reflexes regarding
its regional policies as well as considering the reactions of the
White House.

Will Turkey have a rough ride in the U.S. Congress? Regarding the
Syrian civil war and the likely problems posed by the advent of the
100th year since the 1915 incidents regarding the Armenians during
Ottoman times, Turkey’s fortunes are not so bad.

Republicans share similar views on Syria ` that Washington has to be
tougher on the Bashar Assad regime and that the opposition should be
strengthened.

On the Armenian issue, too, they are not as combative as Democrats who
are dying to appease the Armenian lobby in the U.S. and thus would be
more receptive to a tough worded motion regarding Armenians,
especially in 2015 when the 100th year of the events during World War
I when Armenians living under Ottoman rule were killed and the
Armenians called this controversially a genocide.

President Recep Tayyip ErdoÄ?an, while rejecting the term genocide, has
already acknowledged the suffering of Armenians in 1915 and has voiced
his condolences.

But the real problem for Turkey will be its downward relations with
Israel. Republicans definitely want warm relations between Ankara and
Israel and will not be as understanding on the issue as Obama and
Democrats.

Of course events like the closure of Jerusalem’s Al-Aqsa Mosque and
the push by the Israeli government to build more settlements on
Palestinian land is not helping to mend fences between Turkey and
Israel. The fact that Israel is being run by a government that is, at
times, obliged to pay lip service to Jewish zealots is complicating
matters.

However, Turkey has to find a balance in improving its relations with
Israel, and this will need good statesmanship and will be a hard test
of Prime Minister Ahmet DavutoÄ?lu.

Le sultan et Atatürk

REVUE DE PRESSE
Le sultan et Atatürk

Il est dirigeant à vie ou presque. Il est autoritaire, traque ses
opposants.

djihadistes. , a glissé
Erdogan.

Stepanakert Denies Paris ‘Agreement’

Stepanakert Denies Paris ‘Agreement’

Friday, November 7th, 2014

Speaker of the Nagorno-Karabakh Parliament Ashot Ghulyan

STEPANAKERT–The statements of the French President François Hollande
proposing that the sides put their disagreements on fundamental
principles aside and start drafting a comprehensive agreement, which
were made following the Armenian-Azerbaijani presidential meeting in
Paris, are, according to Speaker of the Nagorno-Karabakh Parliament
Ashot Ghulyan, not the French president’s own opinion. Rather, it is
another change in Azerbaijan’s position, Ghulyan asserts.

“This is one more change in Azerbaijan’s position, which is claimed to
be the international community’s position rather than Azerbaijan’s own
opinion. Ten years ago, it was Azerbaijan that stated it could not
sign or draft a major agreement, calling for agreeing on the
principles. And now they say they cannot formulate the principles and
proposes drafting a major agreement. Azerbaijan is just buying time,
trying to influence the negotiation process. So it is changing its
position time and again,” Ghulyan told reporters on Friday.

As to whether the Nagorno-Karabakh authorities are taking steps to get
involved in the negotiations given the fact that Nagorno-Karabakh has
been outside the negotiation process for about 15 years – by stating,
for example, that Armenia cannot any longer represent Nagorno-Karabakh
– Ghulyan believes that such a step needs to be made because in that
case Nagorno-Karabakh might find itself alone at the negotiating
table.

“We are speaking of an entirely different format of negotiations and
opportunities because three parties are involved in the conflict.
Different opinions may be voiced, and, despite being an unrecognized
state, Nagorno-Karabakh can officially state its position: if it is
not involved in the negotiations, it does not see any possibility of a
definitive settlement. This is the strongest signal that
Nagorno-Karabakh must be involved in the negotiations,” Ghulyan said.

Nagorno-Karabakh’s participation in the negotiations is not to
Azerbaijan’s benefit, so Azerbaijan spares no effort to divert the
format.

“All the sides, except for Azerbaijan, are well aware the problem will
not be resolved without Nagorno-Karabakh’s participation. This is
evidence of progress. It is the side putting obstacles that must be
identified,” Ghulyan said.

The Road to Beautiful Armenia
Oct 31, 2014

Hello, My name is Talin Orfali and I am here to introduce to you my

adopted Christianity. The Armenian Church goes back many centuries ago
and was founded by 2 Apostles, Thaddeus and Bartholomew. St Gregory
the Illuminator was our first Catholicos (Our Pope), of the Armenian
Church. He was held in a Hole for 13 years at church named Khor
Virap(Khor Virab), which is located close to Mount Ararat, then he had
finally be rescued and escaped the Dungeon. Our First ever Church
built is the Holy See of Etchmiadzin in the city of Etchmiadzin. It is
the oldest Church in the World.

Armenia is mountainous, with rivers, forests, ravines, and it is
located mostly at 1800 meters above sea level. The highest point is
Aragats Mountain at (4092m), and the lowest is Debed Valley at

Armenia, the history, and everything else. If you are more curious,
You can definitely search online for more information on our culture,
beliefs, religion and so much more.

I had the pleasure of visiting my motherland the Beautiful Armenia in
1999 for the first time. I kissed the ground of Armenia when I first
got off the plane. It was a feeling that was beautiful and I was
crying with happy tears. It was an amazing journey that really touched
my heart. I had gone to Armenian Saturday school and everything I
learned came to life, and knowing that and feeling the presence of our
history makers, ancestors really made me feel so incredible, knowing
that where I may have walked, that several hundred and thousands of
years ago, there may have been those people walking the same very
steps, as I have took. It was a feeling I will never forget. To this
very day, I never forgot the moments when I was there. I will never
forget when I took a swim in our lake Sevan, where we put delicious
and juicy watermelon in the water so it stays cool where we can eat it
by the water. I had gone to Armenia with my fellow classmates, and
couple of my cousins, teachers and volunteers after graduating
Armenian School in grade 8. It was a trip I never forgot and I still
remember it like it was yesterday.

After returning from Armenia, I began to volunteer and utilize my time
in the Armenian community as much as possible. I was in the Armenian
community centers here in Toronto and the country more than I was at
home. I have just recently began to come back into it all and it feels
amazing. It feels great to give back to my community as much as
possible.

If you ever have the opportunity to visit Armenia and make that part
of your travel plans to see the world, it is a must. You can obtain a
tourist visa at the Airport, and you do not need any vaccinations or
anything. Follow up with your travel agent, tour operator to obtain
more information and your preferences. Also if you have any other
questions of Armenia, do not hesitate to contact me. I really hope you
enjoyed the Road to beautiful Armenia.

I am so proud to be an Armenian.

chiffre d’affaires, ” a ajouté Telman Nazaryan.

BAKU: Azerbaijani MP Accuses EU – Interview

AZERBAIJANI MP ACCUSES EU – INTERVIEW

APA, Azerbaijan
Nov 7 2014

[ 07 November 2014 12:40 ]

“The meeting mostly saw hard points between me and 6 members of
Armenian delegation”

Baku – APA. Chairman of Azerbaijani Delegation to the Euronest PA,
Elkhan Suleymanov’s interview to APA

– You attended the next meeting of the Euronest PA and returned
to Azerbaijan. How would you assess the meeting as a Chairman of
Azerbaijani Delegation to the Euronest PA?

– The meeting of Political Affairs, Human Rights and Democracy
Committee of the Euronest Parliamentary Assembly was held on 4th
November in Brussels, Belgium. A number of issues were discussed
in the meeting, where Mr. Tibbels, Head of Division on Eastern
Partnership from European External Action Service, Mr. Blockmans,
senior research fellow of the Center for European Political Studies,
and Dr. Beata Martin- Rozumilowicz, Head of OSCE/ODIHR Election
Department, were invited as well. Taking into consideration the
importance of discussed issues and very tense debates, I would like
to focus on a number of points.

Among this, I’d like to note the presentation by Mr. Tibbels, Head
of Division for Eastern Partnership, Regional cooperation & OSCE on
the development of the Eastern Partnership for 2014-17. Mr. Tibbels,
Head of Division of EEAS, asked in his presentation about necessary
measures for Azerbaijan to do to join the Association Agreement. I
took the floor, stating that Azerbaijan is interested in close
cooperation with the European Union and thus, tries to use all
opportunities. Azerbaijan supports the bilateral form of partnership
with EU. Nevertheless, Azerbaijan has certain expectations from the
European Union and believes that for this purpose, the European Union
should make some efforts and refrain from pressing Azerbaijan on
different excuses, including the excuses of human rights. Azerbaijan
wants more cooperation with the EU, maybe a new treaty, but only if
the EU treats it more like an equal partner, with more respect and
invests more in its security – like it does with Moldova, Georgia
and especially Ukraine.

Taking this opportunity, I also asked some questions to Head of
Division from EEAS. For example, I tried to learn his view on how
the EU can help find a solution to the Armenian occupation of Azeri
territories, as well as how will Armenia deal with the European
Union if it has signed a Customs Union Treaty with Russia, which
makes it incompatible with further cooperation with the EU. I also
suggested Mr. Tibbels whether the money from the European Neighbourhood
Instrument would be better suited helping strengthen the cooperation
between the EU and the countries which want a partnership, instead
of Armenia.

Furthermore, I noted in my speech that the territorial integrity of all
Eastern Partnership countries, namely Azerbaijan, Ukraine, Georgia, and
Moldova, except Armenia, was violated, and this is a direct threat to
European security system. It was stated over and again in the Euronest
PA that this institution doesn’t deal with the resolution of conflicts
and thus, doesn’t discuss them. If this institution doesn’t discuss the
most important problems of the member states and make no efforts for
their resolution, then the perspectives of this institution is obscure.

– The agenda also covered the presentation on the sanctions of the
European Union against Russia…

– Yes, according to the agenda, Mr. Steven Blockmans, Senior Research
Fellow of the Centre for European Policy Studies spoke about the
challenges facing the Eastern Partnership, in the context of sanctions
implemented by EU and Russia, the conflict in eastern Ukraine and
threats over security in Europe. Taking the floor, I asked him the
reason for lack of sanctions against Armenia due to its occupation
of Azerbaijani territories for over 23 years in the context of EU’s
support to Ukraine and the EU’s role in the elimination of this
occupation in general. The senior research fellow of the Centre for
European Policy Studies was ironic to the question and refused outright
to answer it, stating that “We don’t discuss here the question of
Nagorno Karabakh”.

– Probably, the presentation by Head of OSCE/ODIHR Election Department
was one of interesting topics for Azerbaijan…

– The presentation by Dr. Beata Martin-Rozumilowicz, Head of OSCE/ODIHR
Election Department dealt with the 2014 election observation activities
in the Eastern European partner countries.

Taking note of the fact that there were no elections in Azerbaijan
during this year, I was surprised to hear quoting of Azerbaijan in
this presentation. Dr. Beata Martin-Rozumilowicz voiced very critical
opinions against Azerbaijan in her summary. Taking the floor, I brought
to the attention of participants that the elections in Azerbaijan were
held in 2013, and that the Council of Europe, European Parliament,
and OSCE PA evaluated these elections as free, fair, transparent, and
democratic ones. Moreover, I noted that OSCE/ODIHR Election Observation
Mission is composed of low ranking officials from different member
states, who easily undergo various kinds of pressure.

These officials base their reports not on the facts, but on the
orders of their leaders. Therefore, this mission was distinguished
with biased reporting in several recent elections and OSCE/ODIHR
election observation mission lost its credibility.

– Mr. Suleymanov, how do you see the perspectives of partnership
between EU and EaP countries in general? Is this cooperation
forward-looking? What does Azerbaijan expect from this cooperation?

– One of the main points in the Committee meeting was presentation by
Co-Rapporteurs Mr Michal BONI, EP and Mr Victor DOLIDZE, Georgia, and
discussion of the draft report on “Engaging in a stronger partnership
between the EU and Eastern European partner countries through the
European Neighbourhood Instrument for 2014-2020”. I welcomed the
importance of the report for EaP countries and noted that the claims
that Azerbaijan has refrained from signing the Association Agreement,
has “tarnished” the Eastern Partnership are unacceptable. Azerbaijan
is committed to this initiative, but it also needs to see significant
improvements from the EU side. The agreements to be signed have to
be in advantage of both sides and the Eastern Partnership can only
be made better by that. Another point in my speech was the fact that
Armenia actually refused the cooperation with Eastern Partnership by
singing the Customs Union Treaty with Russia. I expressed my concern
on the fact that this issue wasn’t mentioned in the report, despite
Armenia’s endangering the cooperation, and focused the attention of
the co-rapporteurs on the importance of better reflecting this fact
in their report.

I spoke about another question of concern: If we are to condemn Russia
for its behavior in Ukraine and Georgia, why are we not condemning
Armenia for its occupation of Azeri territories?

I further stated that it was false to present recent developments
in Nagorno Karabakh as a conflict and that it aimed at confusing
the international community: “How could it be called a conflict if
Armenian armed forces occupied the Azerbaijani territories?”

Therefore, I brought to the attention of co-rapporteurs the necessity
of using a word “occupation” instead of the word “conflict”.

– What was the attitude of Armenian MPs to your speech and proposals?

Generally, how did the members present meet the proposals of the
Chairman of Azerbaijani Delegation?

– One of the main points of attention during the debates was
outnumbering of Armenian MPs other delegations at the Committee
meeting. The Armenian delegation was represented by totally 6 members,
including 3 MPs and 3 substitutes. Furthermore, 2 representatives of
Armenian Embassy and several Armenian NGOs attended the meeting. This
fact once more proved that Armenians are organized, gallant and
patriotic. Armenians are seriously concerned about our efforts on
presenting them as an aggressor on the international level and this
makes them more militant and combines all Armenians together. We
should not be alone in our fight against the crafty aggressor.

The Committee meeting was chaired by the vice-chair, Armenian MP
Naira Zohrabyan. I’ve to mention that regretfully, only I represented
the Azerbaijani delegation at this meeting and undoubtedly, the
meeting mostly saw hard points between me and 6 members of Armenian
delegation. Thus, they tried to interrupt my speech, monopolized
the discussion, and constantly blocked my attempts to elicit obvious
answers on key subjects from the European speakers.

Even Ms. Zohrabyan tried to interrupt me several times saying that
“you only want to discuss about Nagorno-Karabakh”. Another Armenian
MP Mr. Arzoumanyan attacked Azerbaijan because of the imprisonment of
Leyla Yunus, saying that “Ms. Yunus is a very close friend cooperating
with me for many years and sister of mine”. I immediately mentioned
that Leyla Yunus was accused of treason and was investigated for
facilitating the leaking of Azeri secrets to Armenia and “Arzoumanyan’s
words prove this fact”. In fact, I believe that it is impossible
to be friends with any Armenian, which has committed and continues
committing massacres against the Azerbaijani people and has occupied
our native lands for over 23 years.

Generally, the speakers were explicitly prevented by the Armenian
members to express themselves on the topic, as if occupation of
Nagorno-Karabakh was discussed at the Armenian Parliament. This meeting
resembled a meeting of Armenian Parliament, with only Armenians or
pro-Armenian experts and MEPs voicing their views, repeating over
and over the same weak arguments they use to try to justify their
occupation of Azeri territory. This Euronest meeting held in Brussels
was almost the preparation for the meeting to be held in Armenia on
March. The Armenians, who apparently occupied the territories of the
other state, joined the Customs Union, but the names of which was
not mentioned in the report in question, monopolized the meeting. EU
is a hypocrite organization, where Armenians always did and will
do whatever they want. They are under “umbrella” here, as in all
international organizations.

Finally, I should inform that the European Parliament component was
represented at the Committee meeting with new members. The approaches
of new members to this or other issues indicate that EP component
of the Euronest PA will pursue a guarantee policy against this or
other kinds of pressure and sanctions on the aggressor’s behaviour,
by taking Armenia under its umbrella.

– Mr. Suleymanov, why did only you represent Azerbaijan, while 6
Armenian representatives attended the meeting?

– We faced such a situation, as Azerbaijan sent only one member from
each committee to this meeting of Euronest. Apparently, the reason is
the presence of the opinions that this meeting was not so important
for Azerbaijan. As I have already mentioned above, Armenians are more
organized and responsible on such issues. And as usual, we haven’t
learnt to evaluate our enemies as necessary yet and try not to
reply the attacks of enemy in similar way, but to protect ourselves
from these attacks. I would like to give an example. Recently I was
questioned by one of my European colleagues, who asked me: “2014 was a
year of Azerbaijan’s Chairmanship in PACE. Nevertheless, this year saw
hard attacks and continuous pressure by PACE against your country. The
report on “Azerbaijan’s Chairmanship of the Council of Europe: what
follow-up on respect for human rights?”, which could serious undermine
the image of your country, was presented and focused the attention
all over the world. Why didn’t Azerbaijan take this opportunity to
call at least one meeting regarding the occupation of its territories
and hundreds of thousands Azerbaijan citizens, rights of whom had been
grossly violated?” My colleague meant that the Azerbaijani side should
fight more actively against this injustice. I fully share his opinion.

Cairo: The Brotherhood, Erdogan And ISIS

THE BROTHERHOOD, ERDOGAN AND ISIS

Al Ahram, Egypt
Nov 7 2014

Political Islam has nothing to offer the region except bad choices
and worse, writes Galal Nassar

It is an old strategy to present two grim alternatives and force people
to choose the lesser of two evils. This was how the Muslim Brotherhood
presented itself in Egypt, regionally and internationally through their
international organisation. They were the model of moderate, tolerant
Islam, capable of restraining the hardliners. In assuming power, they
would be in a position to serve regional and international interests
by keeping the rank and file of extremist groups in check because with
them in the limelight they would put paid to the extremists’ claims
and pretexts that Islamic rule had to prevail in countries that had
majority Muslim populations. The Muslim Brothers have succeeded in
marketing this notion in Egypt and elsewhere in the Arab world even
among some liberal and leftist leaders who advocate accommodating the
Muslim Brotherhood as a means to halt the violence and end terrorism,
and who argue that to fight the Muslim Brothers, in spite of the fact
that they have taken up arms against the state, aggravates tensions,
violence and bloodshed. In other words, once again we are to choose
between the lesser of two evils: by embracing the Muslim Brothers we
avert the dangers of Ansar Beit Al-Maqdis and ISIS.

The line of argument ignores the well-known fact that the Muslim
Brotherhood has always been the official sponsor of takfiri thought.

The ideas of Hassan Al-Banna, Sayed Qotb and other Brotherhood
ideologues are brimming with intolerance, discrimination, hatred of
the other (among fellow Muslims if they are Shia) and vilification of
all who disagree with their thinking. The Muslim Brotherhood version
of Islam is a far cry in form and substance from moderate Islam as
epitomised by the outlook and attitudes of Al-Azhar and by the ideas
of famous Islamic scholars such as the illustrious reformist the Imam
Mohamed Abdu.

This brings us to another pair to compare and contrast: Abu Bakr
Al-Baghdadi, self-proclaimed caliph over the self-proclaimed Islamic
State of Iraq and Syria (ISIS), and Recep Tayyip Erdogan, newly elected
president of Turkey seen by an Islamist current in Egypt and elsewhere
in the region as the Muslim who most merits the caliphate.

So argues that Muslim Brotherhood spiritual leader, the Egyptian/
Qatari Sheikh Youssef Al-Qaradawi who points out that Turkey was
the seat of the caliphate. The rise of the Muslim Brothers in most
countries of the Arab region following the Arab Spring revolutions was
to be the step that preceded Erdogan’s rise to that throne. Erdogan and
his clique couched this in different terms to his friends in Washington
and other Western capitals. By means of the Muslim Brotherhood regimes
in the Arab region he would be able to keep this region under control,
curb the reach of the Iranian ogre, promote democratic transformation
in a way that would not harm Western interests and that would draw
Islamist extremists back from European countries.

When confronted with the Baghdadi image next to the Erdogan one,
the observer abroad and the citizen at home is certain to leap
for the latter as the lesser of two evils if not as the model for
spearheading development, the fight against corruption and the drive
for economic growth. When faced with a choice like that, how easy
it becomes to turn a blind eye to Erdogan’s dictatorial tendencies,
to his repression of civic freedoms and suppression of all opposing
voices, to the corruption of his family and political party, to his
designs to craft the law and the constitution in ways to augment his
personal powers and promote his neo-Ottoman imperial project.

It is difficult to find any difference between the logic of the
pro-Erdogan camp and the argument espoused by some Egyptian elites
in favour of embracing the Muslim Brotherhood as a way of checking
Islamist extremists in spite of the fact that the Muslim Brothers have
proven their incompetence in political office and have demonstrated
how their way of thought and behaviour is inappropriate for those
at the helm of a society that has long been plagued by corruption
and repression under many glorious sounding banners and emblems
and that must now free itself of subjugation to all authorities,
even to authorities that fly the pennants of religion, the imam,
the supreme guide or the guardian of the faith.

With regard to Erdogan’s neo-Ottoman imperial project, no major
Turkish obstacles stand in its way theoretically due to the nature
of the radical changes brought by the ruling Justice and Development
Party (JDP) during its decade in government. Economically, the per
capita income tripled and the Turkish economy soared to the 15th
strongest in the world and Erdogan has pledged to bring it up to tenth
before another decade is out. Politically, the JDP has succeeded in
eliminating the army from politics and breaking long established
taboos with regard to the Kurdish and Armenian problems (without
having gone so far as to offer viable solutions to either). Along
with such inroads, the Erdogan-led governments have decimated all
opposition and ruthlessly repressed protest demonstrations, an
approach consistent with his thinking that he made explicit when he
was mayor of Istanbul to which he was elected in 1994. At the time,
Erdogan was a member of the Islamist Refah (Welfare) Party headed by
Necmettin Erbakan. In December 1997, during a rally in Siirt, he chose
to recite a poem that included verses by an Islamist and pan-Turkish
nationalist poet that have been translated as: “The mosques are our
barracks, the domes our helmets, the minarets our bayonets… ” He
was arraigned and found guilty on charges of incitement to criminal
offences and incitement to religious or racial hatred, and stripped
of his mayoral position. After serving a 10-month prison sentence
he was released and soon became head of the Refah Party’s successor,
the JDP, and then prime minister.

Like his policies towards the Armenians and the Kurds, Erdogan’s
expressed desire to push his country’s EU accession bid is something
of a smokescreen. Realising how slim his chances have become, he
is set on what may have been his original grand design, which is to
re-establish Turkey (under his leadership) at the head of the Arab
and Islamic world under the banner of a resurrected caliphate or any
other sign that ensures Turkey’s place as the uncontested commercial,
economic and political gateway to the Middle East.

If parties of whatever ideological trend in this region support or
feel they can live with Erdogan’s mighty political ambitions they
are fooling themselves, for they are overlooking four centuries of
history during which Arab capitals such as Cairo, Baghdad and Damascus
steadily declined from being beacons of civilisation, prosperity and
enlightenment to rural wastelands and cultural backwaters by the end
of Ottoman hegemony.

Political and intellectual elites in the Arab region should also
bear in mind that the most important weapon in the propaganda and
military arsenal of the countries that are targeting this region is the
Islamist trend. In large measure, the danger of this weapon resides
in the considerable amount of wool that blinds large segments of the
intelligentsia and the general public to the true nature of this trend
that continually reproduces its ideas and roles. It is sufficient
here to conclude with the words of the eminent thinker, geographer
and historian Gamal Hamdan: “Extremist Islamist groups are a recurrent
plague that periodically infests the Islamic world… Political Islam
is a manifestation of a psychological and mental illness… ”

We do not approve the harsher judgement of this man who was one of
the most vehement opponents to the Egyptian peace accord with Israel:
“The condition for the progress of Egypt, the Arabs and the Islamic
world is to hang every member of every last Islamist group by the
intestines of every last Israeli.” However, to all who are running
after the Erdogan sultanate or the Al-Baghdadi caliphate we will
echo the cruel truth that Gamal Hamdan reached in his research:
“The Islamic world is a geographic fact but it is a political myth.”
