Azerbaijan can’t declare a no-fly zone (video)

Azerbaijan or its citizens have no right on the territories, which are
outside the line of contact. All its statements on declaring a no-fly
zone are baseless, today lawyer, former Ombudsman Larisa Alaverdyan
announced at “Hayeli” club. UN Security Council must make decisions on
declaration of no-fly zone.

Larisa Alaverdyan turned to the return of the relics of Armenian
pilots into Armenia through military operations and thanked Defense
Ministry for it. Then she stressed that ten days were enough for
clarifying the situation. She thinks that there is a bitter truth: our
army and people are to stay on the first line.

The Armenian diaspora is using all the means to damage Azerbaijan’s
reputation on the international arena, the deputy head of the
Azerbaijani presidential administration, chief of the administration’s
foreign relations department, Novruz Mammadov tweeted Nov. 21.

“Some in the West and Europe easily fall for that while expressing
their position,” Mammadov said in another tweet.

“Regrettably this becomes occasionally evident in the co-chairs’
positions. Telling example of this are the statements regarding the
helicopter,” he added.

Earlier on Nov. 12, an Armenian Mi-24 military helicopter flying
1,700 meters northeast of the Kengerli village of Azerbaijan’s Aghdam
district attacked the Azerbaijani army positions. The Azerbaijani
side shot down the helicopter.

The OSCE Minsk Group Co-chairs Igor Popov (Russia), James Warlick
(US) and Pierre Andrieu (France) expressed concern over the lack of
humanitarian access to the wreckage of the downed military helicopter,
according to a message from the OSCE.

The message said the helicopter’s wreckage is in a mined area on
neutral territory of the contact line between the Armenian and
Azerbaijani troops.

The conflict between the two South Caucasus countries began in
1988 when Armenia made territorial claims against Azerbaijan. As a
result of the ensuing war, in 1992 Armenian armed forces occupied
20 percent of Azerbaijan, including the Nagorno-Karabakh region and
seven surrounding districts.

The two countries signed a ceasefire agreement in 1994. The co-chairs
of the OSCE Minsk Group, Russia, France and the US are currently
holding peace negotiations.

Armenia has not yet implemented the UN Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

Azerbaijan has dramatically increased ceasefire violations along the
entire length of the Line of Contact between Karabakh and Azerbaijani
Armed Forces, the NKR Defence Army reports.

The most intense shelling was recorded on November 12 in the eastern
section of the Contact Line in the direction of the crash site of an
Armenian army helicopter downed by Azerbaijan on the same day. On
the night of Nov. 20, Azerbaijan fired 190 shots from high-caliber
weapons in the direction of the shooting incident.

The frontline troops of the Defence Army are taking all necessary
measures to prevent the enemy from approaching the crash site of the
downed helicopter. At present, both the crash site and the entire
frontline are controlled by Armenian troops, the Defence Army said.

On November 12, Azerbaijani forces shot an Mi-24 military
helicopter belonging to the Artsakh Armed Forces, killing three
servicemen. The helicopter was on a training mission and according
to the Nagorno-Karabakh Republic Defense Ministry was unarmed.

Baku claimed that the helicopter shot at Azerbaijani positions in
Aghdam on the border of Artsakh and Azerbaijan. The allegation was
dismissed by the Karabakh authorities, who added that after shooting
down the helicopter, the Azerbaijani forces continued the shelling
of Karabakh positions throughout the afternoon.

ARMENIAN ANTI-TRUST WATCHDOG WARNS 80 COMPANIES OVER UNFAIR COMPETITION IN USING “ECO” OR “BIO”

YEREVAN, November 21. /ARKA/. Armenia’s State Commission for Protection
of Economic Competition has issued severe warnings to 80 companies for
unfair competition in using “eco” and “bio” labeling, the regulator’s
press office reported on Thursday.

The watchdog carried out large-scale studies and revealed violations
by companies producing foodstuffs and nonfoods and labeling them as
“organic” or “biological”, according to the report.

The study covered some 100 companies using “organic”, “ecological”
or “biological” labels or the respective abbreviations. The study
found out this labeling is often misleading and creates an impression
about certain advantages of products with such labels over the others,
says the report.

According to the law, as from January 1 2014, these labels can be used
only by economic entities manufacturing or selling organic agricultural
products. Otherwise, the use of these terms is inadmissible.

A total of 80 companies are found to have violated these requirements,
with 55 of them using “eco”, 20 companies suing “bio” and 5 others
using “organic”, the regulator says.

The companies are instructed to correct all violations. The watchdog
also says it will continue strict control over the situation. The
full list of these companies will be posted on the regulator’s website.

On 20 November Artsakh Republic President Bako Sahakyan arrived in
Paris for a working visit.

On the same day the President visited the headquarters of the European
Phonathon held within the frameworks of the “Hayastan” All-Armenian
fund’s “Telethon-2014â~@³.

President Sahakyan expressed gratitude to the whole staff of the French
office of the “Hayastan” All-Armenian Fund, headed by its director
Petros Terzyan, all the volunteers, directly involved in the Phonothon.

The Head of the State considered the Armenian community in France
among the most organized sectors of the Diaspora which had always
carried out a specific activity in supporting Artsakh, strengthening
the Motherland-Diaspora ties and realizing national programs.

Primate of the Artsakh Diocese of the Armenian Apostolic Church
Archbishop Pargev Martirosyan, a group of state officials accompanied
the President.

officiel de l’etat-major general des Forces armees turques selon le
journal turc Cumhuriyet.

Une compilation en 8 tomes en langue turque et anglaise ecrite par
le departement d’histoire militaire et des etudes strategiques en
2006-2008 figure parmi les materiaux effaces. La compilation pretendait
etre basee sur 1047 documents d’archives.

Selon le site de l’Etat major turc actuellement le livre n’est
disponible uniquement que sur le site militaire du departement
d’histoire.

Cumhuriyet mentionne egalement les evenements de grande envergure
prevus par l’Armenie et la diaspora a l’occasion du centenaire de
genocide, interpretant plus la suppression des materiaux comme un >.

The Co-Chairs of the OSCE Minsk Group (Ambassadors Igor Popov of the
Russian Federation, James Warlick of the United States of America,
and Pierre Andrieu of France) remain deeply concerned that there
has been no humanitarian access to the crash site of the military
helicopter downed by Azerbaijani forces on November 12.

The OSCE’s website quotes the co-chairs as saying that the wreckage of
the helicopter lies in a heavily mined area of neutral territory on
the Line of Contact and that they call on the sides to cease firing
in the vicinity of the crash site and facilitate the demining of the
area surrounding the site.

In the spirit of the Astrakhan statement of October 2010 between the
Presidents of Armenia, Azerbaijan, and Russia, the Co-Chairs urge
Azerbaijan to permit the recovery of the bodies of the victims,
and Armenia to cooperate fully with all efforts to resolve this
humanitarian situation.

“We note the presence of the Personal Representative of the OSCE
Chairman-in-Office Ambassador Andrzej Kasprzyk and his team in the
region, and encourage the sides to use his good offices to allow
access. We reaffirm our November 12 statement, reminding the sides
of their responsibilities to respect the ceasefire and honor the
commitments they made in Sochi, Newport, and Paris to find a peaceful
resolution to the conflict,” the co-chairs say.

To remind, the Azeri armed forces downed an Armenian Mi-24 while
it was conducting a training flight near the Line on Contact on 12
November. Three officers of the NKR Armed Forces, Sergey Sahakyan,
Sargis Nazaryan and Azat Sahakyan, were on board. The NKR State
Committee for POWs, Captives and the Missing has requested the ICRC
assistance in returning the crewmembers of the downed helicopter. The
Azeri officer that shot the helicopter down has been awarded a medal.

The Armenians are still able to find out what has happened to the crew
of the shot-down helicopter because the Azeris keep firing at the
site. Nor have they given any security guarantees to OSCE observers
wishing to monitor the area.

The helicopter shoot-down is a reminder of the need for all sides
to redouble efforts on a peaceful resolution to the Nagorno-Karabakh
conflict, Jeff Rathke, Press Office Director at the US Department of
State told a daily briefing.

He refrained from commenting on Azerbaijan’s refusal to provide access
to the to an OSCE representative to the crash side.

He said he has no information about the meeting of the Armenian
Defense Minister with the US Ambassador to Armenia, during whuch the
two spoke of the need to recover the bodies of the helicopter crew
