Un militant de l’opposition armenienne a ete agresse et blesse
a Erevan jeudi peu après une serie d’incendies criminels qui ont
touche les voitures appartenant a six autres membres d’un mouvement
anti-gouvernemental.

Le mouvement appele Preparlement declare que l’activiste, Gevorg
Safarian, a ete frappe par un objet contondant et assomme par un
inconnu dans le centre-ville avant d’etre transporte a l’hôpital. Il
a decrit l’attaque comme un attentat politique visant a porter atteint
a la vie de Safarian et ordonnee par les autorites armeniennes.

L’incident est survenu après que des inconnus avaient mis le feu jeudi
matin et mercredi a sept voitures appartenant a d’autres militants
anti-gouvernementaux. Six d’entre eux sont affilies au Preparlement.

Les vehicules ont ete serieusement endommages par ce qui semblait
etre des cocktails Molotov places sous leurs roues. Mais aucune des
voitures n’a explose.

Vartan Hakobian, l’un des membres Preparlement, affirme que sa
voiture aurait ete complètement detruite si l’incendie n’avait pas
ete remarque par un etranger. > a-t-il dit au service armenien
de RFE / RL. Le slogan fait reference a l’engagement du Preparlement
a renverser le gouvernement avant le 100e anniversaire du genocide
armenien en Turquie ottomane qui sera commemore le 24 avril 2015 .

indique que le chef de la police nationale, Vladimir Gasparian, suivait

Armenia to provide numerous concessions to a company owned by a
Georgian businessman with criminal past

In June of this year, the Armenian government struck a deal with
Anaklia IEP Holding that gives the green light to the Georgian company
to build and operate a 540 megawatt natural gas-fired power plant
in Armenia.

The electricity produced by the plant, to be built in Vanadzor,
will go to Georgia.

After the agreement was signed the ministry issued a statement that
in return Armenia would offer tax breaks and guarantee supplies of
sufficient gas to the plant.

Replying to a Hetq inquiry regarding the proposed project, the ministry
stated: “The construction of the planned for gas electricity plant is
targeted to develop our production capacities, to raise the level of
Armenia’s electric security and sustainability, as well as the levels
of our electricity exports.”

According to the agreement, Anaklia IEP will build two sub-stations
each producing 270 megawatts of electricity.

In his reply to Hetq, ministry chief of staff Karen Ghahramanyan noted
that the Georgian company will be investing all of the US$600 million.

“Anaklia IEP will be assuming all of the risks regarding the completion
of the project and our government will assist in certain issues
like issuing certain allowances according to the law, guaranteeing a
non-discriminatory approach regarding utility hook-ups, safeguarding
investments, and supplying agreed upon gas levels,” Ghahramanyan added.

The project must be completed not later than 36 months after Armenia’s
Public Services Regulatory Commission issues a license and the
first sub-station must be finished no later than 18 months after
such issuance.

Public Services Regulatory Commission spokesperson Mariam Stepanyan
has told Hetq that Anaklia Energy has still not filed a request for
a license.

A new company, Anaklia Energy LLC, has been formed in Armenia to
implement the project. It is 100% owned by Teymuraz Karchava who also
serves as the president of the board of Anaklia IEP Holding.

Who is Teymuraz Karchava?

This Georgian businessman, registered as residing in Tbilisi, has
an interesting biography. He lived in Russia until 2004 and owns the
VIP National Club (a high-class casino and restaurant complex).

He was then charged with bribing a Russian finance ministry official
and faking certain documents. It turns out that Karchava entered
Russia using a fake passport. He was found innocent of the bribery
charge but sentence to 21 months on the fake passport charge.

According to Georgian sources, Karchava then left Russia for London.

While he owns more than ten companies according to Georgia’s corporate
registry, Karchava is a little-known figure there.

Karchava’s name came to light in 2009 regarding the Anaklia port
project. With the backing of former Georgia president Mikhail
Saakashvili, a project was launched to build a sea port in the
country’s western Anaklia district, near the border with Abkhazia. But
he couldn’t come through with the financing and another company took
over and began the construction. By that time Saakashvili had halted
the Anaklia project and floated the idea of building a port and city
at Lazika.

In 2012, the Georgian government unilaterally dissolved its agreement
with Karchava’s company and fined it US$100 million for violating the
construction deadlines. Karchava and the Georgian government battled
it out in the Georgian courts. In an interview, Karchava claimed
that the government was building a justice office and youth camp on
lands envisaged for his project – the construction of transportation
infrastructure.

After Bidzina Ivanishvili came to power, the new Georgian government
backtracked and decided to go ahead with the Anaklia project and
not Lazika.

On August 6, 2014, the Georgia government announced a tender bid for
the project. On August 14 (before it was clear what company would
construct the port, the Armenian government signed the natural gas
electricity plant deal with Karchava’s company.

According to the Anaklia Energy plan, the electricity produced in
Armenia will be supplied to this port whose future is still uncertain.

Furthermore, in the addendum to the Armenian government’s August 14
decision, the corporate address of Anaklia IEP Holding is noted as –
Suite 7, 55, Park Lane, Mayfair, London, W1K 1NA, UK.

However, according to a Hetq search of the British Virgin Islands
Register of Companies, Anaklia IEP is actually registered in the
British Virgin Islands and was incorporated on December 27, 2013.

Controversial former Armenian energy minister involved

More surprising is the fact that the company has no recorded history of
operating in the energy sector’ let alone constructing such as plant.

Despite the company’s scanty track-record, the Armenian government has
guaranteed to provide one million cubic meters of natural gas after the
plant has gone on line. At the time the agreement was signed as cubic
meter was going for $230.82 (before VAT). The Armenian government has
also agreed to postpone VAT payments for any company imports needed
to build the plant. When electricity is later exported to Georgia,
the Armenian government has promised to set a zero VAT rate.

Of greater concern is that the main player in this deal was former
Armenian energy minister Armen Movsisyan, who now serves as a
presidential advisor.

It was under his tenure as energy minister that the Nairi Rubber
Plantand Vanadzor’s Kimprom wound up in the off-shore labyrinth of
shady deals in the first place.

Armenia has been negotiating with Russia on simplification of cargo
traffic, the head of the Trade and Market Management Department
under Armenia’s Economy Ministry, Gagik Kocharyan, said over today’s
discussions dedicated to Armenia’s joining Eurasian Economic Union.

He means the possibility of opening a separate terminal for the cargo
companies of Armenia at “Verkhniy Lars” check point. He also added
that if they manage to open the terminal, this will simplify much
entering of the production of the Armenian producers the markets of
the EEU member-states and visa versa.

For his part, chairman of the Union of Industrialists and Employers of
Armenia, Arsen Kazaryan, added that settlement of this problem is very
much important. Until recently, only one motor out of 8, that passed
through the Verkhniy Lars check point, belonged to the Armenian cargo
companies. Today the situation worsened even more because of sharp
growth of the Turkish goods export to Russia.”Turkey has used the
Western sanctions to Russia and increased export volumes. Its ports
cannot resist the growth of the cargo traffic any more. Therefore,
the major part of the Turkish motors have staring running through
the Verkhni Lars check point”, – Kazaryan said.

An Armenian airline was paid an equivalent of 31,000 US Dollars
earlier this month to organize a special flight for the Armenian
premier’s delegation to Turkmenistan, the paper has learned.

After receiving the money from the Government, the company, Air
Training Center, reportedly provided an Airbus a319, an aircraft
which is normally used for serving presidential flights.

“A question that naturally arises at this point is why the flight was
organized by one center. It’s quite explicable though: for the simple
reason that there is no functioning Armenian airline afterAir Armenia’s
suspension. And if the things continue this way, the pilots of the
presidential aircraft may one day carry out flights with certificates
of an individual entrepreneur and serve the Armenian statesmen only
when they have spare time,” comments the paper.

The premier-led delegation conducted the trip to Turkmenistan from
October 20 to 21.

The paper says it has learned from sources that several US-Armenians
attending Armenia Fund’s recent gala banquet in California held a
protest at the event, boycotting the annual fund-raising.

Instead of donations, they reportedly voiced calls for organizing
appropriate tax collection. Citing the website Thetruthmustbetold.com,
the paper says that the crowd particularly boycotted the annual
TV marathon. The paper claims that the protest was organized by
the website’s owner, Ara Manukyan, who periodically makes what is
described as scandalous revelations and analysis about Armenia. He
reportedly slammed the Fund as a corrupt body which helps the Armenian
government leaders to maintain power.

The paper notes that this year’s TV marathon is set to take place
in Los Angeles on November 27. Earlier, an official delegation from
Nagorno-Karabakh (including President Bako Sahakyan, Primate of
the Armenian Apostolic Church’s Artsakh Diocese, Archbishop Pargev
Martirosyan and other government officials) was reported to have left
for the United States to participate in the annual event. They too,
were present at the banquet, adds the paper.

Tôt dans la matinee du 16 novembre les sites web de plusieurs
organisations armeno-canadiennes ont ete pirates et de la propagande
azerbaïdjanaise a ete placee sur les sites. L’ANCC deplore ces
attaques ignobles contre les sites de l’hebdomadaire Horizon et le
Comite National Armenien du Canada (ANCC) et appelle les gouvernements
canadiens, provinciaux et regionaux a condamner fermement cet acte
odieux et raciste.

“Nous avons besoin que les acteurs gouvernementaux canadiens condamnent
publiquement ces actes car ils sont de plus en plus frequents. Ce
n’est pas la première fois que les sites web armeno-canadiens ont
ete violes par des pirates turcs et azerbaïdjanais “, a declare le Dr
Girair Basmajian, president de l’ANCC. “D’autres incidents violents
similaires ont eu lieu en 2008, où des membres des organisations de
jeunesse armeniennes ont ete menacees avec une epee et du sang par
les loups gris ultra-nationaliste turcs.”

Des Accuses Azeris S’accusent Mutuellement Au Karabagh En Premiere I

DES ACCUSES AZERIS S’ACCUSENT MUTUELLEMENT AU KARABAGH EN PREMIERE INSTANCE

Deux hommes azeris qui sont juges a Stepanakert se sont accuse l’un
l’autre de l’assassinat d’un adolescent armenien près du Haut-Karabagh
ce qui avait conduit a leur arrestation en Juillet.

Shahbaz Quliyev et Dilgam Askerov ont ete captures separement par les
forces de securite armenienne du Karabagh après avoir traverse la
ligne de front dans le district de Kelbadjar a l’ouest du Karabakh
avec un autre soldat Hasan Hasanov. Hasanov a ete abattu quelques
jours plus tard, quelques instants après avoir ouvert le feu sur un
vehicule militaire dans lequel se trouvait un officier de l’armee
armenienne et un civil. L’officier, Sargis Abrahamian, a ete tue
alors que la femme, Karine Davtian, 37 ans a ete gravement blessee.

Les tirs ont ete signales quatre jours avant Sembat Tsakanian, un
jeune armenien de 17 ans , ait ete retrouve mort. Les procureurs du
Karabagh croient que Tsakanian a ete pris en otage et tue par les > azeris.

Quliyev 46 ans, et Askerov, 54 ans, ont plaide non coupable
a l’accusation d’assassinat alors qu’ils sont juges a Stepanakert
depuis la fin du mois dernier. Chacun d’entre eux a affirme n’avoir
eu aucun rôle dans le meurtre de l’enfant dont l’accusation dit qu’il
a ete commis avec le fusil d’assaut confisque d’Askerov.

Au cours de son contre-interrogatoire devant la cour du Karabagh
cette semaine, Askerov a dit qu’il n’a pas tire les coups de feu
mortels et meme tente en vain de convaincre ses compagnons d’epargner
la vie de Tsakanian. Quliyev a rejete ces allegations les qualifiant
de mensonge. Les deux accuses avaient agi de manière similaire a des
accusations anterieures lors des audiences. En particulier, Askerov a
qualifie Quliyev de > personne qui a ete recrute par
les services speciaux azerbaïdjanais afin de s’infiltrer a Kelbadjar.

Le tribunal a examine ce que les procureurs considèrent comme un
element cle de la preuve : une video amateur qui a ete realisee par
Askerov dans les jours qui ont precede son arrestation. Elle montre
les deux autres Azerbaïdjanais et Tsakanian marche a travers une foret
dans le district montagneux en sandwich entre le Karabagh et l’Armenie.

Askerov dit derrière la camera >. Commentant les images, le defendeur a affirme que
lui et les autres Azerbaïdjanais n’ont pas kidnapper Tsakanian de sa
maison dans une ferme de Kelbadjar. Il a dit qu’ils n’ont demande au
garcon que de leur montrer le chemin vers la ville de Kelbadjar.

Les accuses sont passibles de la peine de prison sur des accusations
d’assassinat mais aussi d’espionnage et de sabotage. Les autorites
de Stepanakert disent qu’ils ont ete envoyes au Haut-Karabagh par
les services de renseignements de l’Azerbaïdjan.

Le gouvernement azerbaïdjanais a denonce a plusieurs reprises le
procès comme illegale et exige la liberation des deux hommes. Il dit
qu’ils avaient le droit legitime de visiter ce qui est une partie
internationalement reconnue de l’Azerbaïdjan et qui est sous contrôle
armenien depuis 1993. La partie armenienne a rejete ces demandes. Les
fonctionnaires de Bakou ont laisse entendre ces derniers jours que
l’armee azerbaïdjanaise pourrait permettre aux Armeniens de recuperer
les corps des trois pilotes d’un helicoptère de l’armee armenienne
abattu la semaine dernière en echange de la liberation de Quliyev et
Askerov. Davit Babayan, le porte-parole du president Bako Sahakian
a exclu la possibilite d’un tel echange.

Azerbaijan To Boost Defense Spending

AZERBAIJAN TO BOOST DEFENSE SPENDING

Bloomberg – Azerbaijan, the third-largest oil producer in the former
Soviet Union, will look past falling crude prices and increase military
spending by more than a quarter next year as tensions escalate with
neighboring Armenia.

Defense outlays will grow 27 percent to 3.8 billion manat ($4.8
billion), exceeding Armenia’s total budget spending of $3.2 billion,
Finance Minister Samir Sharifov said today.

Tensions escalated last week when Azerbaijan shot down an Armenian
military helicopter east of Nagorno-Karabakh, killing three crew
members. It was the first time an aircraft was downed in the conflict
zone in the past 20 years. Armenia vowed to retaliate.

More than 20 people were killed on both sides in August when skirmishes
along the heavily militarized cease-fire line turned the deadliest
since 1994.

Azerbaijan, buoyed by more than $50 billion of investments by BP Plc
(BP/) and partners in its energy projects, has promised to use military
force to regain control of the territory if peace talks mediated by
France, Russia and the U.S. fail.

Azerbaijan plans to spend $3.8 billion on its army this year, up from
$3.6 billion in 2013 and $3 billion in 2012.

While Azeri President Ilham Aliyev has met his Armenian counterpart
Serzh Sargsyan twice in the past three months, the two leaders failed
to narrow their differences.

Le ministère de la Défense de la région séparatiste du
Nagorny-Karabakh, soutenue par l’Arménie, a récupéré les corps de
l’équipage de son hélicoptère abattu le 12 novembre par les forces
azerbaïdjanaises, a-t-il annoncé samedi dans un communiqué.

Le ministère autoproclamé du Nagorny-Karabakh, enclave peuplée
d’Arméniens en territoire azerbaïdjanais, a indiqué que deux soldats
azerbaïdjanais avaient été tués au cours de l’opération, ce qu’a
démenti Bakou, qualifiant l’information de “provocation”.

L’armée azerbaïdjanaise avait abattu la semaine dernière un
hélicoptère de combat Mi-24 dans la région d’Agdam du
Nagorny-Karabakh, un des incidents les plus graves depuis la fin en
1994 du conflit, aujourd’hui gelé, qui a opposé l’Azerbaïdjan à
l’Arménie sur le sort de cette région.

Selon Bakou, l’hélicoptère avait “tenté d’attaquer les positions de
l’armée azerbaïdjanaise”, tandis qu’Erevan a affirmé qu’il “effectuait
un vol d’entraînement dans le cadre d’exercices militaires” et qu’il y
aurait de “sérieuses conséquences”, alimentant les craintes que le
conflit larvé ne se transforme en guerre ouverte.

Les accrochages se sont multipliés ces derniers mois dans la région du
Nagorny-Karabakh, les deux camps s’accusant mutuellement d’y
déclencher des attaques qui ont fait plusieurs dizaines de morts
depuis août.

Rattaché à l’Azerbaïdjan à l’époque soviétique, le Nagorny-Karabakh a
été l’enjeu d’une guerre qui a fait 30.000 morts et poussé des
centaines de milliers de personnes à l’exode entre 1988 et 1994.

Un cessez-le-feu a été signé en 1994, mais Bakou et Erevan n’arrivent
pas à se mettre d’accord sur le statut de la région, qui reste une
source de tensions dans le Caucase du Sud, une zone stratégique située
entre l’Iran, la Russie et la Turquie.

Malgré des années de tentatives de médiation internationale, les deux
pays n’ont toujours pas signé de traité de paix définitif à propos du
Nagorny-Karabakh, que la communauté internationale considère toujours
comme un territoire appartenant à l’Azerbaïdjan.
