INTEGRATION OF REFUGEES IN SOCIETY PRIORITY FOR RA GOVERNMENT

Today RA President Robert Kocharian received new representative of
Yerevan Office of UN High Commissioner for Refugees in Armenia Bushra
Halepota.
According to the information DE FACTO got at RA President’s Press
Office, noting there has always been business and productive
cooperation between RA government and this important international
structure, RA President voiced confidence the cooperation would be
successfully continued.
In the course of the meeting the interlocutors discussed social and
economic problems of Armenian refugees and the ways of their
solution.
Robert Kocharian noted the integration of refugees in the society was
priority for RA government.

Democrat Congressman Robert Wexler Along With Republican Ed Whitfield
And Bud Cramer Wrote A Letter To The U.S. Congress To Bring Attention
To Turkey’S Efforts In The War Against Terrorism.

The Letter Came A Couple Of Days After The Number Of Congressmen
Supporting An Armenian Genocide Bill Reached A Majority. Furthermore
the letter seemed to come at a critical time, as Turkish-U.S.

relations are at odds due to a possible confrontational cross-border
operation by the Turkish military into northern Iraq.

The letter read, "The Republic of Turkey, a secular nation with a
predominantly Muslim population and a member of NATO, remains one of
America’s most steadfast allies. Without Turkish support, America’s
efforts in the global war on terror would be severely hindered."

The congressmen brought attention to the fact that even as Turkey
faces terrorist attacks within its own borders Ankara continues to
provide the U.S. with important assistance. They also shared some
of the contributions Turkey has made to U.S. efforts in both Iraq
and Afghanistan.

The congressmen noted that Turkey provides extensive logistic support
to U.S. troops in Iraq. This critical lifeline includes the cargo
hub at Incirlik air base through which the U.S. ships 74 percent of
its air cargo to Iraq. Furthermore they drew attention to the fact
that the land border crossing between Turkey and Iraq at Habur gate
accounts for delivery to Iraq of a substantial portion of the fuel used
by coalition forces and the fuel, food and water consumed by Iraqis.

Turkey’s main efforts were summarized under three headings in
the letter: Providing training for Iraqi officials, contributing
toward Sunni participation in the political process and encouraging
enhancement of Sunni-Shiite rapprochement.

The congressmen also mentioned the financial side of Turkey’s
existence in Iraq. Turkey, they said, authorized over $50 million for
reconstruction efforts in Iraq and has already provided $5.4 million
in humanitarian assistance to the Iraqi government.

The letter furthermore talked about Turkey’s role in Afghanistan.

"Turkey has twice led NATO’s International Security Assistance Force
(ISAF) and has assumed the leadership of NATO Regional Command Central
RC in Kabul." Turkey’s main efforts in Afghanistan are directed at
narcotics, health and education system.

The three congressmen ended their letter with, "Turkey is a fully
committed ally in the global war on terror. We hope you will keep in
mind Turkey’s support of U.S. efforts to combat terrorism and promote
democracy throughout the world."

Azerbaijan’s Police Academy organized a ceremony on the occasion of
July 2 – Police Day and Graduation, APA reports.

Azerbaijani President Ilham Aliyev participated in the event. After
opening Heydar Aliyev’s monument in front of the Police Academy,
Interior Minister Ramil Usubov declared the ceremony open and said
that the first police body was established in Azerbaijan 89 years
ago in 1918. The Minister noted that July 2 has been celebrating as
Police Day since 1988 in Azerbaijan. Ramil Usubov said that salaries
of police offices are increasing, their social welfare is improving
and combating against criminality is strengthening.

"1,766 gangs of 13 criminals have been arrested since 1996 up to now.

63,000 searched people were arrested and 35,000 weapons were
confiscated," he said.

Azerbaijani President Ilham Aliyev attending the ceremony mentioned
that criminogenic situation in Azerbaijan in the 90s was very tense.

"It was hard time, there were a lot of criminals. Officials of
Interior Ministry were also involved in criminality. All of them have
been punished. Today Azerbaijan is the most stable country fro its
criminogenic situation in the region and CIS," he said.

Noting that about 1,000 police officers were killed during the Karabakh
war, the President said they will always remain in our memories.

"We are close to liberation of Karabakh’s. We are powerful enough to
liberate our lands. Azerbaijan’s position regarding the solution to
the conflict is supported. Azerbaijani lands will be liberated sooner
or later. Azerbaijan is the powerful country in the region. No one
wants a new war again. But Azerbaijan is prepared to any military
operations any time. It would be better if Armenia understands it
and pull out the troops form our territories," he said.

Following this, Azerbaijani President participated in presenting
diplomas to 420 graduates of Police Academy and watched their parade.

Exhibit of Armenian Modern Art Opens in Luxembourg Palace in Paris

EXHIBITION OF ARMENIAN MODERN ART OPENS IN LUXEMBOURG PALACE IN PARIS

PARIS, JUNE 29, NOYAN TAPAN – ARMENIANS TODAY. Armenian Ambassador
Edward Nalbandian, together with Jean-Clod Goden and Jee Fischer, the
Vice-Chairmen of the French Senate, opened the exhibition dedicated to
Armenian Modern Art in the Orangerie of the Luxembourg palace in Paris
on June 26. This information was provided to Noyan Tapan by the Press
and Information Department of the RA Ministry of Foreign Affairs.

About 100 pictorial works and sculptures of 23 Armenian modern artists,
who live outside the borders of Armenia, are being exhibited in the
large territory of the Orangerie, which faces the Luxembourg garden.
The exhibition belongs to the Yerevan Modern Art Museum, which was also
exhibited in Nice and Loubes between February and March this year
within the framework of the Armenian year with Henrik Igitian at the
head.

The exhibition was organized due to the sponsorship of Christian
Ponsele, the Chairman of the Senate of France, and the Armenian
Ambassador, Edward Nalbandian.

The exhibition will last until July 15.

Today, on June 29, Anthony Godfrey, Charge d’Affaires of the US Embassy
in Armenia, told journalists that Tigran Torossyan, Speaker of the
Armenian Parliament, confirmed that the package of laws adopted in the
first reading on June 29 are not directed against the Radio Liberty.

A.Godfrey noted that the USA has been proud of the Radio Liberty’s work
for a long time. If this bill is directed against the Radio Liberty,
in is incomprehensible how the law will contribute to democratic
purposes, he noted.

A.Godfrey also met Armenian Prime Minister Serzh Sargsyan who promised
that the Radio Liberty’s broadcast will not be limited. At the same
time, he noted that the US Embassy in Armenia continues following
the development of the situation. To remind, today the Armenian
Parliament adopted a draft law on introducing amendments to the law
"On Television and Radio". Many observers think that the draft law
restricts the broadcast of the Radio Liberty.

The leader of the Azerbaijani Karabakh Liberation Organization [KLO],
the known nationalist Akif Nagi is insulted because of Azerbaijani
Ambassador to Russia Polad Byulbyuloglu’s visit to Nagornyy Karabakh.

Nagi said and added that he demanded to dismiss Byulbyuloglu from
his post.

To recall, Armenian and Azerbaijani ambassadors to Russia headed a
group of intelligentsia representatives that visited Stepanakert,
Yerevan and Baku and met Arkadiy Gukasyan, Robert Kocharyan and
Ilham Aliyev.

YEREVAN, JUNE 29, NOYAN TAPAN. "Terry Davis, the Secretary General of
the European Council, is abusing his position by using it in favour
of the anti-Armenian policy of the British Government," Haroutiun
Arakelian, the Chairman of the Armenian Liberal Democratic Party,
believes. As he mentioned at the June 28 press conference, Terry
Davis "has entitled himself to be the master of the Armenian people’s
destiny." According to H. Arakelian, nobody is entitled "to foresee
beforehand on behalf of the world that the presidential elections of
the Republic of Nagorno Karabakh will not be recognized by the world
and declare that the Republic of Nagorno Karabakh is considered a
captured territory."

In H. Arakelian’s opinion, Terry Davis is openly conducting a pro-Azeri
policy by using the Council of Europe in the interests of the "British
Petrolium" organization of the oil industry, which has made great
investments in Azerbaijan.

Taking into consideration the lately published "ideas and wishes" of
the Secretary General of the Council of Europe, the Chairman of the
Armenian Liberal Democratic Party suggested to the factions represented
in the National Assembly to organize open hearings concerning the
developments expected in the Republic of Nagorno Karabakh and the
suggested solutions, as well as "envolving all interested parties
in them."

H. Arakelian says: "The RA Minister of Foreign Affairs should be
engaged in issues of the foreign department at least from time to
time besides making intrigues in the Diaspora and expressing his
dissatisfaction with Terry Davis’ partiality and abuse of position."

ZENITSA, JUNE 28, NOYAN TAPAN. The second group of the series of
competitions of the Athletics Cup Tournament of Europe finished
in the city of Zenitsa in Bosnia and Herzegovina on June 25. The
Armenian athlete, javelin thrower Melik Janoyan (Gyumri), took first
place with a result of 71m and 99cm, and long jumper Arsen Sargsian
(Vanadzor) took second place with a result of 765cm. He took fourth
place in the last triple jump with a record of 15m and 35cm.

In compliance with an earlier agreement with the NKR authorities,
the OSCE Mission carried out a monitoring of the contact line between
the Armed Forces of NKR and Azerbaijan on Martakert-Tartar road.

Ambassador Andrzej Kasprzyk, Personal Representative of the OSCE
Chairman-in-Office, headed the monitoring from the position of the
NKR Defense Army. According to NKR MFA Press Service, the monitoring
was conducted in compliance with the preset schedule. No breaches of
ceasefire regime were registered.

The monitoring group was accompanied by the representatives of the
NKR Ministries of Foreign Affairs and Defense.

One Of Participants In Shootout In Gyumri Is Arrested

ONE OF PARTICIPANTS IN SHOOTOUT IN GYUMRI IS ARRESTED

One of the participants in shootout in Gyumri has been arrested. As the
press-service of the Prosecutor General’s Office reports, the resident
of Gyumri Telman Karapetyan, wanted since May 24, has been arrested
on the way to his native town. The wanted was detected in taxi.

To recall, the shootout happened on May 20 in the center of Gyumri. The
Gyumri Mayor’s son Spartak Ghoukasyan, the son of Rustam Sargsyan,
a responsible person in the 34th district from "Prosperous Armenia"
party and some more young people took part in the shootout. S.

Ghoukasyan, his cousin Kolya Ghoukasyan, R. Sargsyan and T. Gasparyan
are wanted, The direct participants did not suffer as a result of
shootout, but a woman passing by was wounded by glass fragment. The
whole arsenal of arms was detected as a result of searches. T.

Karapetyan is arraigned per i.1,6 and 7 of p.2 of Article 34-104
(murder attempt), p.1 of Article 235 (illegal bearing of arms) and
p.4 of Article 258 (hooliganism) of RA CC.
