LUCY TER-MAUELIAN’S FILM REPRESENTED AT NATURE MUSEUM

Yesterday, the film by Lucy Ter- Manuelian, chairwoman of the Chair
of the Armenian Art, Culture and Architecture at the Boston Tufts
University, was represented at the State Nature Museum. The film was
entitled "The Lost Values of Christianity." It had been shown over
58 American private TVs.

Professor Lucy Ter-Manuelian had delivered various lectures on the
History of the Armenian culture, architecture and the historical
monuments at various universities, including even lectures for the
American Peace Corpse. Professor Lucy Ter-Manuelian has won a grant
and used that for reconstruction of five Armenian churches. Before
the film session, Mrs. Ter-Manuelian, stated the Armenian people have
made great contribution to the world’s cultural heritage.

Unfortunately, Professor Ter-Manvelian failed to deliver her lecture,
as it was written in English and no translation was available for
the audience.

grudge against neighbors apparently prompted a gunman to kill two people,
wound a third and then take his own life in an apartment complex, police said
Friday.
Rafael Shirinian, 49, reloaded his revolver and fired at least a dozen shots
during Thursday afternoon’s rampage, Sgt. Matthew Ferguson said.
"He just snapped, apparently," Ferguson said.
Neighbors said Shirinian apparently had "bad will" toward several people in
the complex over a parking dispute and other issues.
Shortly before 5:30 p.m. Thursday, Shirinian confronted neighbors as they
came through the entryway of the complex. He shot Vahik Farhadian, 48, several
times, killing him, and wounded his 22-year-old son, Oshin, once in the upper
body, Ferguson said.
Oshin, whose wound was not life-threatening, fled to an apartment with an
open door, then out through a rear bedroom window.
Shirinian shot and killed a woman in the apartment, 49-year-old Manyam
Masihi. However, it was unclear whether she was shot before or after the father
and son were attacked, Ferguson said.
Masihi’s two adult children also fled through the apartment window, he
added.
Police officers called to the scene heard a final gunshot from another unit
and found Shirinian dead. He had killed himself, Ferguson said.
Shirinian’s adult son and another son in his late teens were in another room
and were unharmed, the sergeant said.
A revolver was found near Shirinian’s body and several other handguns,
rifles and shotguns were found in the apartment, Ferguson said.
Burbank is located about 12 miles north of downtown Los Angeles.

Armenian-azerbaijan and azerbaijan-armenian relations are often
observed on parallel planes. In some cases this point of view is
justified, in some cases – contrary. In the case of Shushi in time
the most various points of view about the positions of these two
powers are circulated. In connection with the 15th anniversary of
liberation of Shushi the various points of view about this problem
have become active again. About this and other questions was our talk
with the head of RA Institute of Oriental Studies Ruben Safrastian.-
"In different historical periods Shushi was always in the focus of
attention of the turkish surrounding. How can this manifistation of
underlined attention be explained?" – "Here two circumstances must be
taken into consideration, the first – strategic position of Shushi,
and the second – the circumstance, that Shushi has been one of main
centres of spiritual life. So these two clauses play a role in
strengthening the conviction in turkish surrounding, that in case of
neutralizing Shushi, it will be easy to possess Karabakh. – "Today
Azerbaijan puts forward the necessaty of returning Shushi to
Azerbaijan, on which it is based? And how do you imagine the future
of Shushi? – "Azerbaijan can demand much, but the problem of Shushi
has been already solved. It has been liberated, and is one of the
most important centres of Karabakh today. It must be done everything
that Shushi can restore the status of its spiritual-cultural,
economical center, which it had at the end of the 19thc. and at the
beginning of the 20thc.. This is the main problem about which it must
not dream of, but realize step by step".

The Central Bank of Armenia has registered two new regional
branches of ACBA Credit-Agricole Bank on August 3, CB press-service
told ArmInfo. Thus, CB registered the branches ‘Martuni’ (26,
st. Yerevanyan, Matruni ) and Sevan (Satay-Nova and Sevanetsi
crossroad, Sevan).

As of July 1 2007, the number of branches of ACBA Credit-Agricole
Bank made up 16, including 15 regional. The branch network of ACBA
Credit-Agricole Bank embraces of all the regions in Armenia.

YEREVAN, AUGUST 9, NOYAN TAPAN. The Month of Orran was launched on
August 1 at the Armenia Marriott Hotel on the initiative of Orran
NGO. The spokeswoman for Orran Susanna Manukian told NT correspondent
that the purpose of this event held for the third time is to raise
money for Orran’s beneficiaries. Within the framework of the Month,
the organization’s nurslings will perform Armenian national songs and
dances in the hotel yard on August 11 and 25. Their handmade works,
as well as works of well-known artists will be on display at the
exhibition-sale in the hotel hall. A charitable supper is scheduled
for August 17.

Orran was founded by Raffi and Armine Hovannisian in 2000. Since then,
it has provided humanitarian and philanthropic assistance to more
than 2,000 families and children, taking care of their education,
psychological help, food and clothes. Orran’s programs currently
include 72 children and 50 elderly persons.

White House gives in on Armenia envoy
It pulls the nomination of Richard Hoagland. Senate objected because
he wouldn’t call mass killings by Turks ‘genocide.’

WASHINGTON – The White House on Friday formally withdrew its nominee
for ambassadorship to Armenia, yielding to senators who opposed the
candidate because he refused to call World War I-era killings of
Armenians by Ottoman Turks a genocide.

The move came after the nominee, Richard E. Hoagland, a career
foreign service officer, asked President Bush in a letter to drop the
effort, saying he believed there was no longer any chance the Senate
would confirm his selection.

The administration submitted Hoagland’s nomination to the Senate in
2006, and again in January. But opposition quickly took shape because
in his confirmation hearing Hoagland, following administration
policy, deplored the killings but avoided using the word "genocide."

Turkey, an important U.S. ally, views the word as provocative and
inaccurate and has insisted that the deaths of 1.2 million Armenians
in the last years of the Ottoman Empire were not acts of genocide.

The mass killings are an increasingly contentious issue between
Congress and the Bush administration, and between the United States
and Turkey.

A majority of members of the House is now on record favoring a
pending resolution that would officially recognize the 1915-1923
killings as genocide. But Turkey, whose help the administration needs
in the Middle East, has been lobbying against the measure, warning
that it would further alienate the Turkish public.

Sen. Robert Menendez (D-N.J.), who had used a parliamentary tactic
called a "hold" to block the nomination, said, "We’re obviously
pleased that the administration came to understand that I had no
intention of withdrawing my hold."

He said he hoped the new nominee would be "somebody who understands
the reality of the Armenian genocide and can express himself or
herself when the time comes for a nomination hearing."

Lawmakers and Armenian American activists had been watching the
nomination closely after the administration last year removed the
previous U.S. ambassador to Armenia, John M. Evans, for calling the
killings genocide.

U.S. officials said they expected Hoagland to be nominated for
another post soon. Bush believes Hoagland "would have done a
wonderful job, and thanks him for his willingness to serve his
country," said Emily A. Lawrimore, a White House spokeswoman.

The administration did not identify its choice for the next nominee.
But officials said they had not shifted their position on the
genocide issue, raising the possibility that the impasse between the
administration and Congress would continue.

Hoagland has been in the foreign service for two decades. He was
ambassador to Tajikistan, and he has served in Russia, in several
posts in central and South Asia, and in staff posts in Washington.
The White House nominated Hoagland in the fall to replace Evans, who
left Armenia in September after two years on the job.

Rep. Adam Schiff (D-Pasadena) said the administration had erred badly
in adopting a view of the Armenian killings "to mollify an ally." He
said it was "bad enough" that the administration had evaded the truth
on the deaths of 1.2 million Armenians and "even worse when they
fired a career diplomat for speaking the truth."

Rep. Frank J. Pallone Jr. (D-N.J.), co-chairman of the Congressional
Caucus on Armenian Issues, said Hoagland not only avoided the word
genocide, but "seems to go out of his way to suggest that genocide
never occurred and that we shouldn’t speak out against it. Somebody
like that can’t effectively serve as ambassador to Armenia; this
issue is such an important part of your task."

In a recent poll by the Pew Research Center, 9% of Turks held a
favorable view of the U.S., a level considerably lower than in other
Muslim areas, including the Palestinian territories.

Azerbaijani Foreign Minister Elmar Mammadyarov and Albanian Foreign
Minister Lulzim Basha had a telephone talk on July 31 on the initiative
of the latter, APA reports referring to the Foreign Ministry’s press
service.

Albanian Foreign Minister assured his Azerbaijani counterpart that
Albanian government did not allow MEIKO Company selling weapons to
Armenia, the contract has been annulled and the weapons will not be
sent to Armenia.

Let us remind that last week Azerbaijani and Turkish sources
disseminated information about provision of weapons to Armenia from
Albania.

The Armenian Ministry of Defense refuted the information.

ANC-WR Joins Los Angeles Community for Darfur Vigil

Los Angeles, CA – On July 26, 2007 the Armenian National Committee – Western
Region (ANC-WR) joined with fellow concerned members of the Los Angeles
community for a vigil outside the Los Angeles Chinese Consulate. The vigil,
organized by local groups including Jewish World Watch and the Olympic Dream
for Darfur and the Save Darfur coalition, sought to draw attention to the
close relationship between the People’s Republic of China and the central
government in Khartoum, Sudan.

The event, taking place during lunch hour in downtown Los Angeles, drew
nearly 100 individuals who urged China to use its relationship with Khartoum
to help end the ongoing genocide in the Darfur region of Sudan and promote
peace in the region. ANC-WR Community Relations Director Haig Hovsepian
joined several community representatives in addressing those gathered.

Hovsepian noted that at the outset of the Armenian Genocide which began
under the cover of World War One the United States was neutral towards
Ottoman Turkey and the US diplomatic delegations throughout the empire were
crucial to letting the world know about the genocide as it occurred.

"Today, China stands at a crossroads. It has a choice to make. Will it go
down in history as a country that remained silent in its relationship with
Sudan and emboldened the perpetrators of genocide? Or will it follow in the
footsteps of US Ambassador Henry Morgenthau who confronted the genocidal
leadership of Turkey in 1915 to use its relationship with Khartoum to put an
end to the genocide in Darfur today?" remarked Hovsepian.

China is a major consumer of Sudanese oil, the revenues from which the
Sudanese government uses to pay for arms some of which are also purchased
from China. These arms have been linked to Janjaweed militia and other
forces complicit in the genocide occurring in the Darfur region of Sudan.
Furthermore, China has blocked or weakened UN Security Council resolutions
addressing the genocide in Darfur and against Khartoum.

Mary Ashdjian, an ANC activist from Glendale attended the vigil with fellow
activist Nairie Mirzayan.

"When there is an opportunity for a powerful nation to take a stand against
genocide, it is their responsibility to do so whether it happened yesterday,
today or tomorrow. As Armenian Americans, we especially know how important
this is," said Ashdjian.

The Armenian National Committee – Western Region is the largest and most
influential Armenian American grassroots advocacy organization in the

Prosecutor Claims To Sentence Zhirayr Sefilian To Three Years Of Imp

PROSECUTOR CLAIMS TO SENTENCE ZHIRAYR SEFILIAN TO THREE YEARS OF IMPRISONMENT

YEREVAN, JULY 30, NOYAN TAPAN. During the July 30 court sitting
hearing the case filed against Zhirayr Sefilian, the coordinator of
the non-governmental civil initiative "In defence of the liberated
territories", prosecutor Artur Mkrtchian declared in his bill of
indictment that irrespective of the fact that the defendant has not
made direct calls for destroying the state authority by force, his
statements are the logical continuation of the speech made during
the meeting of the "Unification of Armenian Volunteers" organization
containing similar calls, which was held on December 2, 2006 by Vardan
Malkhasian, a member of the political board of the "Homeland and Honor"
party, who is the second defendant of the case. The prosecutor also
insisted on the charge filed against Zhirayr Sefilian for carrying
an illegal weapon. M. Mkrtchian cited the notifications received by
the management of the RA Ministry of Defence and the Defence Army of
the Republic of Nagorno Karabakh, according to which Zhirayr Sefilian
should have handed over the "Makarov" weapon, which he has not done,
and that he has not been allowed to carry a weapon in the Republic
of Nagorno Karabakh.

According to the prosecutor, "there is no data about rewarding Jirayr
Sefilian with a nominal weapon."

It should be mentioned that the defendant side had introduced the
document about rewarding Z. Sefilian with a nominal "Makarov" weapon
by Samvel Babayan, the former Commander of the Defence Army of the
Republic of Nagorno Karabakh, to the court. In addition to this,
according to the notification presented by the defensive side, there
is also a permission for carrying a weapon, which is in force until
May 21, 2008.

The prosecutor also insisted on the charge filed against defendant
Vahan Aroyan for keeping illegal arms and ammunition.

A. Mkrtchian made a petition to sentence Zhirayr Sefilian and
Vahan Aroyan to three and V. Malkhasian to two and a half year of
imprisonment.

The defensive side will make speeches at the July 31 sitting.
