OSCE TRAINS STATE OFFICIALS AND JOURNALISTS TO IMPROVE PUBLIC ACCESS TO INFORMATION

Increasing public access to information held by the state through
promoting ties between regional state administration bodies and
journalists is the aim of a two-day OSCE training seminar that started
in Yerevan September 19.

Press and public information officers from governors: offices in
Armenia’s ten regions and journalists participating in the course
will learn about the legal and ethical principles of co-operation
between state officials and journalists and global standards related
to access to information. The course also includes discussions on
obstacles to communication between state officials and journalists.

"We hope that this event will promote effective co-operation between
state authorities and journalists as well as media coverage that will
enable public participation in decision-making processes", said Marc
Bojanic, Acting Head of the OSCE Office in Yerevan..

The OSCE Office in Yerevan and the Office of the OSCE Representative
on Freedom of the Media are co-organizing the event.

"Stronger and more principled links between state bodies and
journalists will help improve media coverage of government affairs
and increase public trust in both the authorities and the media,"
said Alexander Boldyrev, Senior Advisor to the OSCE Representative
on Freedom of the Media.

The event is part of a series of training programs launched by the
Office of the OSCE Representative on Freedom of the Media in 2005 to
improve relations between state press officers and media.

The World Wrestling Championship held in Baku was but a failure for
Armenian sportsmen. Armenian Greco-Roman style wrestler Roman Amoyan
(55 kg), the European champion in 2006, was beaten by Azeri Rovshan
Bayramov at the first round.

The Armenian wrestler began the fight very successfully and won the
first half by the score of 3:1.

At the second half Amoyan was beaten 1:2. The final third half ended
in 3:3. Bayramov won over Amoyan due to technical points.

According to the regulations, in case on of the athletes is beaten,
he is given a chance to strive for the bronze medal.

Malta suffered a 1-0 defeat against Armenia in yesterday’s friendly
international at Ta’ Qali. It was a low key match which failed to
live to expectations.

To be frank something better was expected from the local lads. It is
true that Fitzel made many experiments from the side that did so well
against Turkey last Saturday but the approach was surely different. The
scenario was completely different as even the supporters deserted the
local heroes, as only some hundreds turned out yesterday to support
the boys in red.

All in all Malta deserved something better from this match were a
draw would have been a fairer result.

However Fitzel used this match to make some tests for the forthcoming
more important matches against Hungary and Moldova.

Mario Muscat defended the Malta goal, with Josef Mifsud romped in
central defender role together with Luke Dimech. Steve Wellman was
deployed on the right with Rodrick Briffa playing in the left back
position.

In midfield Gilbert Agius was supported by Peter Pullicino in the
central role with Frendo and Kevin Sammut on the flanks. Andre Schembri
and Ivan Woods formed Malta’s attacking tandem.

Malta were more aggressive in the opening minutes playing some good
stuff in midfield with Woods giving Voskanyan a very hard time. However
Malta failed to test Felix Hakobyan in the Armenian goal. The Armenians
were subdued in midfield and their forwards Ara Hakobyan and Melkonyan
were nowhere to be seen in the opening stages.

On 20 minutes malta came close for the first time when Sammut
penetrated on the right and from his good cross Ivan Woods headed
over the bar. Two minutes later captain Agius tried his luck from a
freekick with his shot going slightly wide.

Muscat was called in action a minute later saving a dangerous corner
by Melikyan.

Almost against the run of play, Armenia took the lead on 25 minutes
with a goal that could have easily been avoided. A free-kick by
Pachajyan was nodded down by Ara Hakobyan, and the completely unmarked
Voskanyan easily beat Muscat from close range, with the Malta defence
watching with helpless immobility.

Malta’s reaction was immediate and an Agius freek-ick went slightly
over the bar. The goal lifted the Armenians’ morale as they weaved
some good moves forward, with the Maltese apparently still shocked
by the setback.

Dusan Fitzel introduced three new players at the start of the
second. Ian Azzopardi took Steve Wellman’s role in defence, Etienne
Barbara replaced Frendo in midfield with Terence Scerri joining Woods
in attack instead of Schembri.

Sammut found space at the start with some neat dribbling but his shot
went wide. The same Sammut was substituted on the hour by yet another
striker, Andrew Cohen, as Dusan Fitzel tried to give added punch to
Malta’s wanting attack. Twenty minutes from time substitute Lazarian
almost doubled the score direct from the corner flag, with the ball
parried by Muscat against the crossbar.

Malta had a good chance on 75 minutes with substitute Aaron Xuereb
heading high from an ideal position. Six minutes later by far Malta’s
best move with Gilbert Agius splitting the Armenian defence with a
pass towards Barbara, whose cross in the centre was missed by Scerri.

In the last minutes Malta tried desperately to get to level terms,
but our boys were never dangerous. On the other end our defence
passed through some anxious moments, but a second goal would have
been too much.

Rwanda: World Bank Regional Envoy Visits

A senior World Bank envoy covering four countries Judy O’Connor starts
on Monday a three day working visit to Rwanda, RNA has established.

According to the Bank’s Kigali Office, Ms. O’Connor is the newly
appointed World Bank regional director for Rwanda, Burundi, DR Congo
and the Republic of Congo.

Communications Officer Kayihura Rogers told RNA that Ms. O’Connor
will meet with senior government officials in an effort to familiarize
with her scope of operation.

She replaces Mr. Pedro Alba who was in July moved to the South American
portfolio covering Argentina, Chile, Paraguay and Uruguay. She has
been regional envoy covering Tanzania and Uganda for the Africa.

Since 1976 – when Ms. O’Connor joined the bank, the Irish national
has risen up the ranks. In 1997, Ms. O’Connor became the World Bank
director for Armenia and Georgia.

Numerous World Bank top officials have been to Rwanda including former
President Paul Wolfowitz who disgracefully resigned in June following
a controversial affair.

The Bank has a financial commitment of $ 358.6 million in Rwanda but
$ 131.32 million still remains to be disbursed as different projects
are still under execution.

The funding for Rwanda comes in "100% grants" because the country is
among the many that have a "low debt carrying capacity" – essentially
meaning it can barely pay back even if it was given the credit.

Figures provided by the country office indicate that majority WB
support goes into Agriculture with 20%.

YEREVAN, SEPTEMBER 6, NOYAN TAPAN. In accordance with the RA Law
on Veterinary Science, the Armenian government at the September 6
sitting approved the program of measures on eradication of Africal
plague of pigs and prevention of its spread in Armenia. The program
was developed, taking into account the outbreaks of this disease in
Armenia and the current epidemiological situation in Georgia, with
the aim of reducing the damage to pig breeding to a minimum.

According to the RA Government Information and PR Department, the
composition of the republican anti-epidemic commission coordinating
the program and the action plan were also approved by this decision.

A quarantine has been imposed in order to prevent further spread of
African plague of pigs in Armenia. The RA minister of agriculture
was instructed to approve the list of quarantine control points in
the territory of Armenia, coordinating it with the RA police chief
and the appropriate regional governors.

The head of the State Food Safety and Veterinary Inspection of the
RA Ministry of Agriculture Grisha Baghyan told reporters after the
sitting that under the program, the RA ministry of finance and economy
was instructed to submit a package of proposals on compensation to
the government.

G. Baghyan said that so far 1,800 pigs have been killed in Armenia.

/PanARMENIAN.Net/ The visit of the OSCE Minsk Group Co-chairs to the
region seems to be the only result of the meeting the mediators and
RA FM Vartan Oskanian held in Brussels September 4.

International mediators will visit Armenia and Azerbaijan early
next week in yet another attempt to salvage the Nagorno Karabakh
peace process

"We simply talked about how the existing disagreements can be
overcome," Vartan Oskanian told RFE/RL. "But there are no concrete
agreements. The only hope is that during their visit to the region
the mediators will reach some agreements with the leaders [of Armenia
and Azerbaijan.]"

When asked whether it means that Azerbaijan is toughening its stance
the RA FM said, "I do not want to make any assessments. Anyway,
after the Saint Petersburg presidential meeting Azerbaijan had time
to think over its positions. The fact that the meeting with the Azeri
Foreign Minister revealed nothing new can also show the line of the
Nagorno Karabakh conflict settlement process."

Vartan Oskanian did not rule out that election campaigns in Armenia and
Azerbaijan will influence on the negotiation process. "Undoubtedly, the
presidential elections will have an impact on the Karabakh conflict
settlement process. However, if there is an opportunity we should
take it," he said.

In Oskanian’s words, further progress in the peace process hinges on
unspecified "courageous steps by Azerbaijan towards compromise." The
Azerbaijani side has taken no such steps since the Saint Petersburg
summit, he said.

to discuss the expedience of a regular meeting of the Armenian and

The Anti-Defamation League recognizes the Armenian Genocide but is
opposed to the US Congress resolution of recognition because of the
Turkish State’s weight of threats on the Jewish community of Turkey.

On August 24, the Anti-Defamation League of the United States (ADL)
made volte-face by definitively recognizing the genocide of the
Armenians, after the steering committee of the campaign "No Place
for Hate" of Massachusetts (USA) severed ties with ADL because of
the latter’s hitherto denial of the genocide.

ADL’s new position, which had followed heated controversy, was
immediately adopted by the American Jewish Committee (AJC), the
other large Jewish lobbying organization in the United States. The
pressure exercised by the constituencies of ADL and AJC, which
brought about the progress in their position, caused hysteria in
the Turkish political circles who "until then sub-contracted" to the
American Jewish organizations part of Turkey’s communication policy
and program in the USA. In the context of a possible voting this
Autumn by the American Congress of the resolution on the genocide of
the Armenians, these changes in position led Turkey to denounce its
lobbying contracts in Washington, while the Turkish Prime Minister
Erdogan had lengthy discussions with President Shimon Perez, summoned
to bring the American Jews into step.

The ADL affirms that the League "had suddenly shared the appreciation
that […] the tragic events of 1915-1918 were actually the equivalent
of genocide". It adds however: "… we firmly continue to think that
a resolution of the Congress would be counterproductive and would
not facilitate the reconciliation between Turks and Armenians…".

The principal reason of its opposition to a resolution of recognition
by the American Congress is at the very least shocking: it is the
safety of the Jews of Turkey which is brought forward. "As long as
the ADL will remain an organization engaged firstly in the security
and the safety of the Jewish people, we cannot in good conscience
ignore the wellbeing of the 20.000 Jews of Turkey", declares the last
official statement of the ADL signed by its president Abraham Foxman.

Echoing a similar view, the Consul general of Israel in Turkey Mordehai
Amihai, highlighted his concern in the declaration: "I hope that the
Turkish population can differentiate between the State of Israel,
the ADL and the Jewish population of Turkey".

The Turkish government pressures on Israel aims to obtain the
realignment behind Ankara the American Jewish organizations, like
the ADL, and obtain support to their denial policy.

"The Jews of Turkey are hostages" declared Laurent Leylekian, the
executive director of the European Armenian Federation; "contrary
to the idea spread by a massive propaganda, this community, like
all the other non-Turkish communities, does not enjoy any freedom,
and is used to force the international Jewish organizations to betray
the principles of defense, of justice and of human dignity for which
they were however created" he explained.

"Blackmailing with the life and the safety of the minorities is
usual practice and in line with Turkish traditional policy; the
Armenians have had the horrific experience. It is urgent for the Jewish
organizations of Europe to support their American counterparts in their
refusal to yield to this odious blackmail" affirmed Laurent Leylekian.

The European Armenian Federation reminder: Anti-Semitic scathing
attacks such as "Mein Kampf" or the "The Protocols of Wise Men of
Zion" have been for several years the best-sellers in Turkey, like
are many armenophobic booklets.

120 Thousand Dollars For Armenian Students

120 THOUSAND DOLLARS FOR ARMENIAN STUDENTS

One hundred undergraduate students of 13 universities and colleges of
Yerevan will get the scholarship of friendship with an annual fund of
120 thousand dollars. It became known on August 31 when the minister
of education and science Levon Mkrtichyan stated that the excellent
students from underprivileged families will get a monthly scholarship
of 100 dollars. The minister said the aim of the scholarship is to help
students of underprivileged families to pay their tuition fees and
other expenses. Levon Mkrtichyan said the selection of students will
be based on their credits, the reference of the students’ councils,
as well as the social certificate.

Hrant Poghosyan, founder of the Education fund and the director
of Roskomnedvejimost, said the certificates of scholarship will be
handed out on October 12, 2007. He also said they plan to boost the
scholarship fund up to 200-300 thousand dollars. Poghosyan also said
they intend to launch charity programs in science, ARKA reported.

In theory, it was all about unity. But the tensions on display at the
IV Pan-Armenian Games, a mini-Olympics style event that attracted some
2,500 competitors from Armenian communities worldwide, indicated that
divisions can run as deep as consensus in Armenia’s far-flung Diaspora.

On the surface, though, positive PR prevailed. Diaspora members
make up the bulk of the estimated 10 million Armenians worldwide,
and already play a critical role in providing investment in Armenia’s
economy and support for its cultural and educational institutions.

The August 18-26 Games, with events ranging from table tennis to
volleyball and swimming, were meant to strengthen those ties still
further.

As a sign of that aim, Armenian Foreign Minister Vartan Oskanian chairs
the Games’ executive committee. Mohammad Aliabadi, vice president
of Iran, which has an estimated ethnic Armenian population of a few
hundred thousand, attended the event’s August 18 opening ceremony in
Yerevan’s Vazgen Sarkisyan soccer stadium.

But domestic politics also played a role. Prime Minister Serzh
Sarkisian, who has announced his intentions to run for president in
2008, took center stage in the August 26 finale, handing out awards
and crowning the most beautiful sportswoman, Miss Pan-Armenian Games.

Perhaps not surprisingly, given the Games’ government ties, the
prime minister was awarded an honorary order by the event’s "world
committee."

Also in attendance was influential pro-government parliamentarian and
oligarch Gagik Tsarukian, chairman of the Prosperous Armenia Party,
who had earlier urged the heads of Diaspora athletic organizations
to involve themselves more in Armenian sports. Tsarukian also used
that opportunity to offer an incentive: a reward of $700,000 to any
of the 20-25 athletes competing for Armenia who wins a gold medal in
Beijing’s 2008 Olympics.

Opposition political activists were given a less warm official
welcome. At the opening ceremony attended by Armenian President
Robert Kocharian, Foreign Minister Oskanian and Armenian Apostolic
Church Catholicos Karekin II, police detained three activists from the
anti-Kocharian Impeachment bloc as they handed out leaflets calling
for the release of alleged political prisoners.

One parliamentary deputy from the opposition Heritage Party, Zaruhi
Postanjian, who works as a human rights lawyer, alleges that stadium
police took a bag containing client documents from her.

Most events, however, were poorly attended, with many local Armenians
unaware of where the venues were situated, and media access was
tightly controlled. Despite accreditations, only film crews from Public
Television H1, which was beaming the Games worldwide via satellite,
were given unrestricted access to competitions.

Some of what was broadcast, however, was as much about existing
divisions within the Diaspora as about building a sense of ethnic
community.

On August 19, things turned ugly when a basketball team from Glendale,
California, attacked their counterparts from the Armenian community
in Istanbul. Local media were not present at the game.

Turkish Armenian players charged that the American-Armenians called
them "dirty Turkish dogs." Representatives of the California team
denied the allegation. Police intervened on court to break up the
ensuing fight and separate the two teams.

Police were again called on court in the game that immediately followed
after local basketball players attacked Egyptian players with their
fists and chairs. Four Diaspora Armenians from Cairo were reportedly
hospitalized as a result. The Yerevan basketball team was disqualified
from the Games the following day allegedly in return for the Cairo
team not pressing charges.

Other Armenians from Muslim countries such Iran, Iraq and Syria,
including those studying in Yerevan, also alleged to reporters
similar taunts.

Local reaction to the Games was muted, with many potential spectators
disinterested or unaware that they were even happening. Zara Gevorgian,
a 21-year-old recent university graduate, attended only because she
says she knew some of the local players taking part. "The opening
ceremony was terrible and reminded me of Komsomol events during
Soviet times," she said. Nor are player fights a rare occurrence,
according to Gevorgian. "Every time I go something happens…"

For the vast majority of those taking part in the Games from the
Diaspora, however, such spars barely registered. Speaking on the
sidelines of a women’s basketball match, athlete Valya Efstathiou
Vajraduni, a 23-year-old Greek-Armenian on her first visit to Armenia,
termed the event "wonderful."

One Lebanese-Armenian academic, however, was more critical and argued
that more systematized and efficient activities than the Pan Armenian
Games, which started in 1999, or Armenia-Diaspora conferences are
needed to engage the Diaspora.

"The Diaspora is tired of the last 17 years," said Asbed Kotchikian,
a visiting lecturer and political analyst from the University of
Florida at a press conference earlier in the week. "The Diaspora
assists Armenia, but receives only declarative gratitude… There is
no unification or practical policy."

One local journalist, deriding the event’s "lyrical digressions,"
agreed with Kotchikian’s take, but considered that the Games did at
least highlight the prejudices and problems facing Armenians.

"[A]ll the sides of the Fatherland should be shown to the Diasporans,"
wrote Hakob Badalyan in the Lragir newspaper, an online publication
often critical of the government, the day after the Yerevan-Cairo
fight. "Not only the sights, but also the hospitals."
