OSCE Observation mission to come to Armenia already this year

ArmInfo. Observation mission of OSCE Office for Democratic Institutions
and Human Rights (ODIHR) will come to Armenia already this year, ODIHR
Director Christian Strohal said in his talk with ArmInfo correspondent.

To note, Armenian Foreign Minister Vartan Oskanian and ODIHR Director
C. Strohal met within the frames of the OSCE Foreign Ministers’
Council.

According to C. Strohal, the meeting covered the issue on cooperation
between the institution for election processes observation and Armenia,
in particular, the experience gained during the parliamentary election
held, as well as joint efforts for preparation for the presidential
election. C. Strohal expressed readiness for comprehensive cooperation
in the preparation for the election. He said that ODIHR is ready to
render support during the coming presidential election, is ready to
help Armenia, as well as to give recommendations for sending
international observers to Armenia.

According to him, ODIHR has time enough to make a relevant decision on
sending observers to Armenia. He added that presidential election in
Armenia is only in February 2008, and for now the institute deals with
elections in other countries. C. Strohal expressed confidence that the
first visit of the OSCE observers within the long-term mission will
take place already this year, however, he didn’t specify when exactly
the observers will come and how many observers will be involved.

ANOTHER AZERBAIJANI-ARMENIAN ARMED CONFLICT IS A DISTINCT POSSIBILITY

Azerbaijani Defense Minister, Safar Abiyev, claims that the conflict
will be over Nagorno-Karabakh again. "While the territories of
Azerbaijan remain under Armenian occupation, another war is almost
100% assured," Abiyev said at the press conference in Astana,
Kazakhstan, that followed a meeting of the CIS Council of Defense
Ministers.

Yerevan responded instantly but less aggressively. Defense Minister
Mikael Arutyunjan appraised his Azerbaijani counterpart’s statement
as "overly categoric". "We perceive no alternatives to a peaceful
settlement of the dispute," he said at the same press conference.
"Our presidents are discussing a peaceful settlement of the conflict
over Karabakh." Arutyunjan seemed convinced that his opposite number
>From Azerbaijan had no right making statements such as this. "It is
wrong for defense ministers to make statements such as these when
presidents a.k.a. supreme commanders-in-chief discuss a peaceful
settlement," the Armenian said.

The Azerbaijani-Armenian dispute over the territories each side
claims to own is currently latent, but purely economic reasons may
stoke the fires in no time at all. This conclusion is drawn by
experts of the International Crisis Group whose report
"Nagorno-Karabakh: Threat Of War" was published earlier this month.
Analysts assume that by 2012 or so, by the time Azerbaijani oil and
gas export income went down, official Baku might become desperate
enough to launch a "small victorious war" to distract the population
>From economic problems. Experts urge the international community to
spare neither time nor effort to help the warring sides come up with
a compromise settlement before presidential elections scheduled in
Armenia and Azerbaijan for 2008.

The Azerbaijani Defence Ministry has expressed its concern over what
it describes as Russian military deployment in the separatist region
of Nagornyy Karabakh, the Azerbaijani news agency Turan has said.

The ministry spokesman, Eldar Sabiroglu, said on 30 November that
some of the weapons withdrawn from Russian military bases in Georgia
were being deployed in the breakaway region of Nagornyy Karabakh,
Turan said.

"Five thousand soldiers and officers have been deployed in military
base No 102 in Armenia. Some of the weapons withdrawn [from Georgia]
are being deployed in Nagornyy Karabakh," the agency quoted Sabiroglu
as saying.

The spokesman said that Azerbaijan had the most powerful army in the
region, adding that the Azerbaijani army was capable of recapturing
the Armenian controlled-territories of Azerbaijan.

He noted that the Azerbaijani army was successfully adopting NATO
standards. Ground troops and air forces have already adopted NATO
standards, Turan quoted Sabiroglu as saying.

Gazprombank Acquired 80% Of Areximbank’s Shares

ArmInfo. Gazprombank has acquired 80% of Areximbank’s shares. As the
Gazprombank’s site notes, The Gazprombank OJSC has acquired 80,09%
of shares of Areximbank CJSC on 29, having got approval of Armenia’s
Central Bank.

According to the official message of Gazprombank, the decision
regarding the bank’s acquisition is conditioned by the growing goods
turnover between Armenia and Russia, growth of the Russian companies’
investments to Armenia’s economy, the corporate clients’ needs
in a complex banking service, as well as the need in maintenance
and financing of the "Gazprom" OJSC’s projects in the territory
of Armenia. After acquisition of 80,09% of Areximbank’s shares, the
settlement and cash operations, crediting, trade and project financing
for big corporate clients will become its main activity directions. Big
companies from Armenia and the Russian enterprises affiliated companies
are the Areximbank’s potential clients. In addition, the Areximbank
will keep on serving the natural persons. As the first vice President
of Gazprombank Olga Kazanskaya said, the analysis performed shows
that in a middle-term prospect, the Areximbank will become one of
the leaders of Armenia’s banking system in the area of financing of
strategically important branches of the country’s economy.

To note, according to the data of the GlobalRating (GRG) Rating Agency,
the Gazprombank is one of the biggest Russian banks, an authorized bank
of the Gazprom OJSC on the key directions of the banking service. The
Gazprom OJSC is the bank’s main shareholder and is enabled to fully
control its activity.

The bank operates in a regime of strategic partnership with its
shareholder.

At the same time it rather successfully develops its activity in the
corporate, retail and investment business. The specialists think that
the Gazprombank will become a direct competitor of the VTB-Armenia
Bank which is lately activating the work in financing of strategically
important branches of Armenia’s economy, with presence of the Russian
capital, including the energy sector. As the analysts of AmRating,
an affiliated structure of GRG, think, the Gazprombank’s attention
to Armenia is concerned with availability of the Gazprom’s energy
investment programmes in Armenia to the total sum of about $2 bln,
which should be operated in the country by a financial structure,
authorized by the Gazprom and dependent on its politically motivated
decisions.

The Bank belonged to the structures of the Russian businessman
Boris Ivanishvili, the owner of the "Unicor" Holding and the Moscow
IMPEXBANK, which is completing the transaction on merging with the
Reiffesbank. 52,08% shares of the bank were kept by ‘Finmarket’ CJSC,
28,.01% – by ‘Roscredresources’ Ltd and 19,91% directly belonged to
IMPEXBANK. As the analysts think, the Gazprombank will most likely
buy the remaining block of stock from IMPEXBANK in the near future.

The analysts say that the Austrian bank seriously considered the
Areximbank’s purchase in early, 2007, within the frames of the
transaction with IMPEXBANK, however, it further refused of it. Now,
the Areximbank takes the top positions in the Armenian banking retail,
especially, in the area of autocrediting.

According to the Ranking of Armenia’s commercial banks, prepared by the
Agency of Rating Marketing Information (ArmInfo), the total capital of
Areximbank as of October 1, 2007, made up 3.4 bln drams ($10.1 mln),
the total assets – 10.1 bln drams ($30.1 mln), the retained profits,
as of the end of 3Q, made up 223.0 mln drams ($664.2 thsd).

Karabakh in 2008, NKR President Bako Sahakian said. Initially, the
planes will fly from Yerevan to Stepanakert and vise versa. "Life in
the republic will obviously activate," he noted.

The Stepanakert airport hasn’t functioned for over 20 years. Presently,

Head of Kirkuk Province Council Rizkar Ali announced that an agreement
has been reached to guarantee the return of Arabs to the city’s council
and end their boycott after suspending their participation therein
for more than a year in protest to the control of Kurdish parties. Ali
considered that the agreement is a positive step towards building up
Kirkuk and enhancing peaceful coexistence in addition to allowing the
participation of all parties in decision-making without discrimination
or distinction. For his part, the Arab member in the local council
Racan Said Al Jibouri called to accelerate the implementation of the
agreement, urging Iraq’s Turkmen Party to participate. Al Jibouri
affirmed as well that Arabs will be granted for the first time the
position of Kirkuk’s deputy governor and District council’s Vice
President while positions will be distributed by 32% each to Arabs,
Kurds, Turkmen as the rest is granted to the minorities of Chaldeans,
Assyrians, Armenians and Sabians.

In a related issue, the governmental committee in charge of
implementing Constitution Article 140 displayed before parliament
achievements attained so far in Kirkuk’s issue and hindrances
impeding the process. Head of the committee Raed Fahmi announced
that recommendation on Kirkuk will be handed by the committee to
Iraq’s government on December 15 while some lawmakers have opposed
the legitimacy of the committee’s decisions.

Constitutional Right Union (CRU) party, Hrant Khachatrian, argued
today that ex-president Levon Ter-Petrosian would backpedal on his
announcement to contest the 2008 presidential election.

Khachatrian said Ter-Petrosian would join the race only after being
sure that some 70 percent of voters would support his presidential bid,
but according to Khachatrian this would never happen.

In sharp contrast to Khachatrian’s arguments Hovhanes Hovhanesian,
chairman of Liberal Progressive party, which supports Ter-Petrosian’s
presidential aspirations, said today no surprise developments are
expected in the presidential race because the main fight will be
between Ter-Petrosian and prime minister Serzh Sarkisian.

Peter Semneby, the European Union (EU) Special Representative for
South Caucasus, said in an exclusive interview with Mediamax that the
EU SR’s tour of Nagorno-Karabakh should be a source for disputes.He
was commenting on reports urging that his long ago scheduled visit
to Stepanakert will not be paid due Baku’s demands of visiting
Nagorno-Karabakh via Azerbaijan, but not Armenia.

"I have no intention to go into details of the ways I am going to
tour Nagorno-Karabakh. I want to say that the EU is eager to be of
benefit and we want to support the existing efforts for the resolution
of the conflict. Any visit by the EU SR should not become a source of
disputes. This is the important criterion. Both sides are tempted to
use any foreign force as a way to consolidate their claims in this
conflict. It is disappointing, because such an approach deprives us
from the freedom of acting, and the sides from the tools for moving
forward," Semneby said.

He repeated his intention of touring the Nagorno-Karabakh, but avoided
to publicize the date and ways.

YEREVAN, NOVEMBER 14, NOYAN TAPAN. The Institute for Democracy and
Human Rights has expressed its anxiety in connection with the delay
of the 2005-2006 account and reconsideration of the Poverty Reduction
Strategy Paper in its open letter addressed to the Prime Minister of
the Republic of Armenia. The Institute for Democracy and Human Rights
reminds that the reconsideration process of the Poverty Reduction
Strategy Paper was envisaged to be concluded in September 2006.

It is mentioned in the open letter: "The circumstance that society
has not been decently informed about the reasons and fact of the
delay of the above-mentioned processes is causing anxiety. In our
opinion, the principles of the transparency and accountability of
the implementation of the program have been violated in this case."

At the end of the letter a call is made to the coordinating council of
the Poverty Reduction Stratagy Paper for respecting and implementing
the principles and agreements stipulated in the program as the
implementation of the Poverty Reduction Strategy Paper concerns most
of the population of Armenia.

"It was decided to make a jump in the economic field.

We will have $2,5 bln instead of $1,6 bln of the year 2007 and this
tendency will continue in the years 2009 and 2010,’~R Hakob Hakobyan,
member of the Republican party and deputy from Gegharkunik region,
said, also saying that the increase in the economic base will cover all
sectors. Speaking about rise in prices parallel to rise in salaries and
pensions, Hakobyan said Central Bank is responsible for that. He also
mentioned the public services regulatory commissions as responsible
parties for the rise in prices. He said they should follow the changes
in prices.

"Rise in salaries and pensions is compensated by higher prices,"
the Republican announced.

Asked why the government does not speak how much will be compensated
on the higher prices from the increase of salaries and pensions,
Hakobyan said: "The government must have official data to answer
that question. Until prices are not up, such calculations cannot be
made. One cannot make calculations in the air."
