Opening Statement by Chairman Howard L. Berman at hearing, "The
Caucasus:
Frozen Conflicts and Closed Borders"

Between the Black Sea and the Caspian Sea lie the countries of the
Caucasus – Armenia, Azerbaijan, and Georgia. Due to disputes that
have festered over the course of many years, there are enough
compelling questions involving these three countries and their
neighbors to occupy us all day long. During the course of this
hearing I’d like to focus on the frozen conflicts affecting economic
and political integration in the region, and how U.S. foreign policy
is responding to them.

I’d like to start with one of the most puzzling and problematic
matters: the Turkish land blockade of Armenia, in place since
1993. It’s a punishing policy that holds the Armenian economy back and
enormously increases the cost of much of Armenia’s trade with other
nations.

The land blockade is also, quite possibly, illegal, as it seems to
breach Turkey’s undertaking in the 1922 Treaty of Kars to keep its
border-crossings with Armenia open. And it violates the spirit of the
World Trade Organization, of which both Turkey and Armenia are
members.

It’s baffling why Ankara would want to pursue this land blockade,
which also harms the economy of eastern Turkey, and is therefore
clearly contrary to its own interests. It’s no secret that many
Turkish businessmen, especially in the east, have been lobbying for
lifting the land blockade.

It also seems manifestly contrary to the strategic interests of
Turkey, which purports to be a solid member of the Western alliance.
Without an outlet to Turkey or Azerbaijan, Armenia is forced to rely
on its connections to two of Turkey’s historical rivals, Russia and
Iran – and given how antithetical the Iranian regime is to the
secular, modern Turkish government, it seems odd that Ankara would
want to undertake any actions that will enhance Tehran’s influence in
Yerevan.

Furthermore, the land blockade has done absolutely nothing to persuade
Armenia to alter its policies on the Nagorno-Karabakh issue – the
ostensible cause of the land blockade in the first place. Nor is
there any prospect that it will do so. Armenia has demonstrated its
resolve to support the Armenians of Nagorno-Karabakh. Turkey is more
likely to win influence with the Armenian government if it pursues a
policy of good-neighborliness than if it slams the border closed.

Why hasn’t the State Department – which opposes the land blockade –
spoken out more forcefully on this matter? Certainly it’s in our
interest to diminish Iran’s influence among its neighbors, not to
enhance it. Ambassador Fried, I’m hoping you’ll lay out for us the
steps our government has taken and is taking to convince our ally
Turkey to end, once and for all, this counter-productive practice of
closed borders.

And by no means is Turkey Armenia’s only problem in the region. I’m
deeply concerned by the series of increasingly bellicose statements
made over the past year about Nagorno-Karabakh by senior Azerbaijani
officials, as well as the steady increase in Azerbaijan’s defense
budget as that nation acquires more oil wealth. The serious breakdown
earlier this year in the 14-year-old cease-fire has been widely blamed
on Azerbaijani provocations. Mr. Ambassador, how do you see this
situation, and what is the status of negotiations over
Nagorno-Karabakh?

Turning to Georgia, in recent weeks, we’ve seen increasingly
aggressive Russian behavior toward the region of Abkhazia: Moscow has
established official ties with the separatist government there, issued
passports and citizenship to its residents, dispatched a Russian jet
to down a Georgian reconnaissance craft, and deployed railway troops
to the region under dubious pretenses.

It was dispiriting to hear the new Russian president, Dmitry Medvedev,
dismiss offers of foreign mediation of this conflict during his first
official meeting in early June with Georgian President Mikhail
Saakashvilli. Although the United States and the European Union
expressed support for the Georgian President’s peace initiatives
during their recent summit in Slovenia, follow-up efforts by EU
foreign policy chief Javier Solana and your deputy Matt Bryza to
encourage peace talks have garnered little traction. Mr. Ambassador,
what steps will this Administration take in the coming months to help
prevent further escalation of this conflict? And do you support calls
for the Russian-dominated CIS peacekeeping force to be replaced by a
neutral EU contingent as one means of mitigating the conflict?

And finally, I’d like to address an issue with long-term implications
for U.S. foreign policy throughout the region: the prospect of
democratization and political development in the South Caucasus.
Lately in the wake of elections in the region, there has been a
worrying trend of large-scale protests and forceful police
reaction. This explosive combination has the effect of silencing the
opposition and strengthening ruling political regimes in a region that
is still struggling to establish its democratic credentials.

Last fall, the Georgian government imposed a sweeping state of
emergency following demonstrations by thousands of protesters over a
government that appeared out of touch with the people. Armenia
experienced violent clashes that left eight people dead following
March presidential elections. And Azerbaijan could suffer a similar
fate during its presidential elections in October, as the government
is already cracking down on the media and opposition.

Mr. Ambassador, we would welcome your assessment of the democratic
prospects of these countries, which are of such great strategic
importance to the United States. Given unstable regimes and
considerable political acrimony, what is the potential for fostering
sustainable dialogue on a multi-party, parliamentary level? I would
also be grateful if you could address the question of how the
U.S. administration is holding these governments accountable for human
rights abuses, while at the same time working to achieve lasting peace
between them.

It’s a tall order; we don’t have all the time in the world to address
all the matters we’d like to today, so I’m going to stop at this point
and turn to my colleague and friend Ileana Ros-Lehtinen, the ranking
member of the committee, for any comments she may wish to make.

Blizko System Of Money Transfers To Operate Throughout Armenia As Of

BLIZKO SYSTEM OF MONEY TRANSFERS TO OPERATE THROUGHOUT ARMENIA AS OF SEPTEMBER

Blizko system of money transfers is to operate
throughout Armenia as of September.

HayPost (Armenian Post) company joined the Blizko system of money
transfers on June 2, the Press Service of HayPost reported. Blizko
system has over 3,200 centers, including 800 centers in Russia with
100 of them being in Moscow.

Money transfers through Blizko system give an opportunity to get the
amount in a minute, while the eight-digit code ensures security and
reliability of the transaction, says the report.

Blizko system is to operate in compliance with the policy CBA (Central
Bank of Armenia). Particularly, all payments are to be effected in
Armenian drams. In the beginning, Blizko system will be available in
five post offices of the country.

Introduction of the system will give Haypost an opportunity to take
a larger part in the market of money transfers and offer Armenian
citizens more reliable and accessible services in this sector, said
Hans Boon, General Director of HayPost closed joint stock company.

He also said that HayPost intends to introduce more comfortable
international systems of money transfers, which will allow the company
turning into a universal company effecting money transfers. Blizko
system of money transfers is introduced in Armenia together with
Russian Sviaz-Bank.

Earlier Executive Director of Sviaz-Bank open joint stock company
Andrey Laykov said that money transfers between Russia and Armenia
are expected to total about $1.6-2bln drams in 2008 against over
$1bln drams in 2007. He said that in the beginning Blizko system is
expected to attract about 10% of the overall volume of money transfers.

Maximum one-time transfer through Blizko is $10,000 with the payment
for transfer constituting 1.5-2.3% of the amount being transferred.

HayPost closed joint stock company is the national post operator of
the Republic of Armenia. It has 900 post offices and 41 regional
departments throughout the country. The company’s staff is
4,000 people. Under the agreement signed on November 30 HayPost
was transferred in trust of the Dutch HayPost Trust Management
company.

be among artists who perform at an international concert later this
week in Los Angeles, aimed at fostering peace in the world.

This extraordinary event on Saturday (June 21st) is expected to reach
out and touch about a billion people around the world through simulcast
via TV, radio and the Internet.

The event will feature artists, politicians, motivational speakers
and prominent figures from the East and West as they join together
in the spirit of brotherhood to draw attention to the benefits of

World Peace for Life founder and CEO Prince Ali has set upon achieving
peace objective by serving as a bridge between Middle Eastern and

release said.

RA NA IN FIRST READING ADOPTS BILL ON STRUCTURE OF RA GOVERNMENT

YEREVAN, JUNE 17, NOYAN TAPAN. On June 17, the RA National Assembly
in the first reading adopted the bill On the Structure of the RA
Government authored by the government. According to it, it is envisaged
to include 18 Ministries in government’s structure, including a new
Ministry, Ministry of Diaspora Affairs.

The legislative package On Consumer Crediting was also adopted in
the first reading. The government conditions the adoption of the
latter by the necessity of harmonization of RA and European Union
legislations, in particular, by the necessity of use of minimum
requirements of protection of established rights of consumers in the
sphere of crediting for European Union member-countries.

The parliament also ratified the agreement On 2007-2008 Financial
Cooperation Between the RA Government and the Government of the Federal
Republic of Germany signed on May 16, 2008 in Yerevan. According
to it, the RA government or other addressee to be jointly chosen by
two countries is given a possibility to receive a credit of in total
nearly 75m euros from KfW bank for certain programs, including that
it is envisaged to give up to 6m euros to the Apartment Financing
Market (Mortgage Market) program. In cases when the body receiving
the credit is not the RA government, the latter is to guarantee return
of the credit.

Armenian Leader Urges Police To Maintain Order

Our first helper is a policeman. Those who go abroad for the first
time are usually advised to appeal to the police if they have
problems, Armenian President Serzh Sargsyan said at a meeting with
the staff of the Armenian Police, asking them whether the situation
in Armenia is the same or not.

Sargsyan demanded that law enforcers themselves also observe the
law. He warned the police that he will take account of public reaction
rather than conclusions made by the police while appraising their work.

[Sargsyan] It is known that those who go abroad for the first time are
usually advised to appeal to the police if they have any problems. But
is the situation in our country the same. Unfortunately not. Citizens
of our country expect good results from you.

[Correspondent] The maintenance of public order is the main problem
that the public is worried about it. The president said that the
post-election developments showed that serious work still needs to
be done in this sphere. Sargsyan noted that the public became more
sensitive about the work of the law-enforcement agencies after the 1
March riots in Yerevan. This means that officers of the law-enforcement
agencies should be vigilant, he said.

[Sargsyan] I have repeatedly noted that both the government and the
rally organizers are guilty of the 1 March events in Yerevan. If
the government is guilty, this means that the police are guilty
too. For the first time, the police had to deal with a deliberate
plan to stage mass unrest. The situation was dangerous. I am sure
that if the combat readiness of the police was at the highest level,
it would have been possible to avoid the killing of eight citizens
and two policemen during the 1 March events.

Following his meeting with police officers, President Sargsyan
answered journalists’ questions saying that Armenia is a democratic
republic and citizens have a constitutional right to stage rallies and
demonstrations, but it should be not forgotten that it is impossible
to provide only one part of the public with privileges.

[Sargsyan] To be honest, I have not been briefed on the demonstration
[probably meaning the opposition demonstration scheduled for 20
June], but I know that a rally will be held. I do not see anything
strange about this. Rallies have been and will always be held in the
country. I have repeatedly said that I will protect our citizens’
rights to express their protest. A rally is a form of protest that
people express. But each of us should understand that our rights
cannot be above the rights of others. I think you have been informed
that the [Yerevan] mayor’s office has allocated a venue for rallies
and applicants can stage their mass events there.

AN ECUMENICAL GATHERING TO ASSESS THE CURRENT STATE OF DIALOGUE WITH ISLAM

On June 2, 2008, the Archbishop of Canterbury convened an ecumenical
gathering to discuss the letter, ‘A Common Word between Us and You’, which
was signed on 13 October 2007 by 138 Muslim scholars from different branches
of Islam. Many Christian leaders and academic institutions viewed the letter
as an invitation to deepen Christian-Muslim relations. The response of
Catholicos Aram I, in which he reflected on the long history of Armenian
coexistence with Islam, made concrete recommendations for follow-up.

The purpose of the gathering at the Church House in Westminster was to
discuss the current state of dialogue. Forty persons from different
continents, churches and academic institutions took part in the gathering.
Archbishop Avak Asadourian, from the Holy See of Etchmiadzin, and Mrs. Teny
Pirri-Simonian, the Vice-President of the Ecumenical Committee of the Holy
See of Cilicia, represented the Armenian Church. The meeting reflected
different attitudes towards and experiences with Islam; the differences
seemed to depend on whether Christians are a majority or minority in the
countries where they live with Muslims. It also demonstrated different
perspectives of expressing the Christian faith in pluralist societies. The
participants acknowledged that some churches and institutions are doing
significant work in dialogue and peace building; they emphasized the great
need to share their experiences, build consensus and educate the youth.

ArmInfo. ‘The situation created in the country is a full stop in
the policy of the Armenian authorities’, – commander of the Shushi
battalion during the Karabakh war Jirayr Sefilyan, released on 9 June,
said at the press-conference in Urbat club today.

He also added that the present authorities of the country "are the
finished politicians, they have not more than a month or two to stay
in power", and today the opposition decides what to do next. He also
said that the authorities proved they do not want to leave without
blood. At the same time he is sure that they can get power change
even via ordinary rallies.

Sefilyan compared the 1 March events with the Armenian pogroms in
Sumgait, saying there is no difference who were the organizers
– Azerbaijanis or Armenians. At the same time he said he has no
personal problems with the leaders of the country. ‘I worked with Serzh
Sarkisyan for many years and if he has nothing in common with all this,
I have no claims to him, but let him prove that’, – Sefilyan said.

the National Assembly MP mandate pursued one goal, according to
the Haykakan Zhamanak (Armenian Time) daily: that is, to hold a
new election in Electoral Constituency 17, as a result of which
Hovik Abrahamian, the Head of the staff of Serge Sargsian, (who
is the brother of Henrik Abrahamian) will become NA Speaker. In the
allegation of the daily, Henrik Anrahamian in his turn wants to become
the regional governor of Ararat. "With this the intellectual "reform"
in Armenia will be finished," the Haykakan Zhamanak concludes.

Turkey Has A Chance To Join EU But Not In Near Future

TURKEY HAS A CHANCE TO JOIN EU BUT NOT IN NEAR FUTURE

/PanARMENIAN.Net/ Turkey has a chance to join the European Union but
it’s premature to speak of it now, deputy chair of European Commission
directorate for foreign affairs said in Yerevan.

"Turkey should live through a long period of reform. I am not
authorized to go into details, since I do not possess exhaustive
information but I think it would be a long process," Mr Hugues
Mingarelli said.

The EU-Turkey accession talks opened in 2006 but were suspended
over Ankara’s unwillingness to open sea and airports for Cyprus. The
problems with freedom of expression and national minorities’ rights
are also an obstacle.

>From July 2007, the EU presidency will rotate to France whose President
Nicolas Sarkozy has numerously objected Turkey’s membership.

Germany is also against accession and offers ‘privileged partnership’
to Turkey.
