property in Armenia. Unfortunately, one can protect his property by
force methods only. Head of the Helsinki Committee Armenia Avetik
Ishkhanyan made such statement on Friday when commenting on the
transfer of MILANO boutique from one owner to the other "by the
scratch of a pen" of the state bodies.

Earlier in January 2007 the government of Armenia adopted a decision
to implement a number of construction projects in Yerevan for public
needs. The construction sites embrace also the area of MILANO boutique
in Abovyan Street 4. Avo F.M.KH. LLC has acquired the right to launch
construction in the given territory. The compensation to H. Ghukasyan,
the majority shareholder of MILANO, was estimated at some 207 million
drams that were to be paid after making a relevant contract. Hayk
Alumyan, the lawyer of the Olymp Production Cooperative owing MILANO
boutique, said relevant decision by the General Court of the Yerevan
administrative districts Kentron and Nork-Makarsh applies to the
"owner of Olymp production cooperative H. Ghukasyan", whereas H.
Ghukasyan is the majority shareholder and not the "owner." In
addition, Article 60 part 2 of the Civil Code of Armenia says that a
legal entity and its founder or shareholders are not responsible for
each other’s liabilities except several cases. "Although the court
decision was addressed to H. Ghukassyan, the demand to leave the
territory is made to Olymp production cooperation, H. Alumyan said.
Hovhanness Ghukasyan refused to sign the contract of compensation and
leave the territory.

In addition. H. Alumyan said, the building consists of 2 floors by 125
sq/m each registered in the real estate property certificate, as well
as of the 3rd floor and basement that were built without relevant
permission. "In such case these illegal construction must be
liquidated and not transferred to the new owner – Avo F.M. Kh. LLC,"
Alumyan said. Later on March 5 2010 the executors of the Judicial Acts
Execution Service at the Justice Ministry of Armenia handed over a
document demanding to leave the territory of the shop and remove the
property in a day. On the following day, the executives took the
property away for storage. The property was not listed in details, he
said. "For instance, if there were 40 suits cost 200-800 US dollars,
the average price was registered at 150 dollars. The property was just
packed and taken away," Alumyan said. Ghukasyan had nothing to do but
agree to make the contract of compensation at the territorial notary
office "Kentron." But the notary for inaccuracy in documents did not
register the contract.

"In two weeks the property was partially returned. Instead of 400
pairs of shoes, nearly 600 pairs were returned. The executives found
no reason for protest saying that the owner received even more than
promised," Alumyan said.

To protect its interests, Olymp production cooperative has already
applied to all possible instances and is now preparing to apply to the
European Court. On February 19 H. Ghukasyan addressed an open letter
to Armenian President telling in details about the case and saying
that the claims of the Armenian citizens must be settled in their own
country and not at international instances. The letter has not been
replied yet.

genocide resolution in the past, and I believe that president Obama
will do so in this case", told APA’s Washington correspondent Shale
Horowitz, professor on international and ethnic conflicts, at the
University of Wisconsin-Milwaukee.

Meanwhile, analyst believes that there is a lot of political posturing
all around on this issue.

"There is no inherent reason why such resolutions matter much. They
have not mattered when they have been passed by other countries".

According to Mr. Horowitz, US Congressman are mostly trying to please
domestic constituencies when they vote for resolutions like "Armenian
genocide" one.

Speaking about the protocols between Turkey and Armenia, he says they
seem to be a diplomatic ruse.

"It seems clear that the protocols will not be approved in Turkey
unless there is a settlement of the Nagorno-Karabakh dispute" –
he added.

Galerie Anais presents a new solo exhibition by the renowned artist
Jean Kazandjian that opens this weekend in Los Angeles at Bergamot
Station. Entitled Exploring the Depths of Perception: the Revealed and
the Unseen, the works in this two-part exhibition emphasize the
multiple layers of Kazandjian’s expression, ranging from the
three-dimensional screen paintings to playful interpretations of
American popular culture.

Jean Kazandjian moved to Paris in 1963 during the height of the
artistic revolution of the 20th century. As a consequence of the
Diaspora brought on by the Armenian genocide in Turkey, Kazandjian’s
family of Armenian descent had lived in Beirut.

Discovering his creative voice in Paris, Kazandjian’s paintings
evolved in an ongoing engagement to transcend the boundaries of
perception. As Kazandjian illuminates, "To me, painting came from the
recognition that nothing is eternal." Since moving to Southern
California in 2000, the interplay between surrealism and popular
culture has become an ongoing part of his work.

In Venus dancing with M., the largest painting at Galerie Anais,
Kazandjian mixes the classical sensuality of the European reclining
nude with silhouettes of Mickey Mouse. With a playful expression, a
modern Olympia beholds the popular kitsch of the new world. As
Kazandjian explains, "My work constantly rouses and goads the demons
of illusion and absurdity."

In his screen paintings, Kazandjian creates an intriguing depth
through the interaction of shadows and silhouettes. Since the early
1990s, the artist has been placing an almost imperceptible screen
about an inch and a half away from the painted canvas. Kazandjian
describes the process: "Things don’t have to appear immediately. I
want to show a part of it so someone can discover the rest."

Kazandjian’s collectors span the globe and his work has been shown
widely in Europe, the United States and Japan, both in public
institutions such as The Brooklyn Museum, New-York, Musée de
l’Athénée, Geneva, Bibliothèque Nationale, Paris, and private
galleries such as Galerie Jeanne, Munich, Galerie d’Orsay, Boston and
Galerie Furstenberg, Paris. The artist currently lives and works in
Venice, California.

A 320-page, fully illustrated, hard cover book containing his body of
work from the last ten years, accompanies the exhibition, which runs
from April 17, 2010 to May 18, 2010 at Galerie Anais.

President Serzh Sargsyan had a meeting with US Secretary of State
Hilary Clinton on the sidelines of the Nuclear Security Summit
in Washington. The interlocutors discussed the perspectives of
normalization of relations between Armenia and Turkey.

Secretary Clinton reiterated US President Barack Obama’s call
to continue the process of establishment of relations without
preconditions.

Serzh Sargsyan and Hilary Clinton discussed issues related to bilateral
Armenian-American relations, as well as the settlement of the Karabakh
conflict within the framework of the OSCE Minsk Group.

The same day President Sargsyan met Congressman Adam Schiff. During
the conversation Serzh Sargsyan expressed gratitude for Mr. Schiff’s
efforts towards recognition of the Armenian Genocide by the US
Congress, as well as for his support to Armenia and Nagorno Karabakh.

WASHINGTON, April 13 (Itar-Tass) – There must be no preconditions in
the process of normalization of relations between Yerevan and Ankara,
Armenian President Serzh Sargsyan said on Monday.

He met on Monday for talks with Turkish Prime Minister Tayyip Erdogan
within the framework of the international nuclear summit.

"Our position remains clear. Turkey cannot speak the language of
preliminary conditions," he stressed at a meeting later on Monday with
representatives of the Armenian diaspora in the USA. At the same time
he pledged that Armenia would keep making steps towards normalization
of ties with Turkey.

Focusing on the settlement of the conflict around mostly Armenian
populated Azerbaijani enclave of Nagorno Karabakh, the president
said that problem was not linked with normalization of ties between
Yerevan and Ankara.

He added that his country believed Turkey must not make attempts to
join the international mediation in the settlement of the Nagorno
Karabakh conflict. The OSCE Minsk Group, where Russia, the USA and
France hold the chairmanship, makes efforts in that direction.

A statement of White House’s press service circulated after talks
between Sargsyan and U.S. President Barack Obama, noted that the
American leader gave high marks to efforts of his Armenian counterpart
towards normalization of ties with Turkey.

Turkish Prime Minister Erdogan has met Armenian President Sargsyan
on the sidelines of the nuclear security summit in Washington. What
did you expect from this meeting?

I think we could expect nothing from this meeting other than a
declaration that Turkish-Armenian dialogue would continue. And I
think the Americans are interested in keeping up the appearance of
the process of Turkish-Armenian reconciliation. Turkey’s Erdogan and
Armenia’s Sargsyan may make a statement in this regard, but I did
not expect any real achievements in the normalization of relations
between these countries.

May Turkey and Armenia sign any document for appearances’ sake,
for example, on their commitment to overcoming their differences?

What would this change? Such documents are not usually signed. At
best, Erdogan and Sargsyan will tell the press that they had a
substantial talk, that the process will continue and that everyone
wants this. That’s all. But the most serious thing is that today the
proposals of the OSCE Minsk Group, that is the updated version of the
Madrid principles, are on the table and this is the main issue. I think
the main issue for Armenians is that Turkey could curb Azerbaijan if
Yerevan says ‘no’ to the Madrid principles or protracts the negotiation
process because Azerbaijan is growing impatient.

In other words, if the Armenian side rejects the Madrid principles,
will Azerbaijan be able to move to radical steps?

It’s not only a question of a major war. For example, in response to
Armenia’s unwillingness to accept the principles, Azerbaijan could buy
30 new military helicopters, planes and rockets. This could cause
a serious change in the military balance or Turkey may transfer
something of this kind to us.

Turkey has persuaded Baku that Erdogan will promote the basic
principles of the Karabakh conflict settlement during his visit to
the USA. What are the chances of success?

I think the Armenians will protract this issue until the end
of April, probably the end of May. But they should be shown the
reality, which is: the United States will not recognize the ‘Armenian
genocide’, Turkey will not open its border, the economic situation
is deteriorating and, in these conditions, no additional loans are
issued and Azerbaijan continues increasing its military strength,
while Armenia has no means to do so and no links with Russia to do
it either. Overall, the situation should mature. And I think the full
stop will be put in May.

What will Sargsyan’s agreement to the basic principles be like,
considering the strong pressure from both the public and the Armenian
diaspora?

On the whole, Sargsyan may agree with the Madrid principles but he
won’t sign this document and he will suggest moving on to sign an
agreement. It’s like this: first, the principles were to be set in
a framework agreement, after which work would start on a major peace
treaty. It’s not the framework agreement but the major peace treaty
that will be implemented, so Sargsyan can say, let’s not sign the
framework agreement, let’s see how things look in the treaty. This
simply defers the issues on which there are differences to a later
stage, while the process continues. I do not rule out this option.

Is the use of force to solve the conflict realistic?

Certainly, this option cannot be ruled out either but I do not
expect it. I think if there is no progress or at least the illusion
of progress, Azerbaijan will take action to raise impressive armed
forces. At least this would be reasonable reaction. We have the
opportunity and the money to do it.

The leader of the opposition party, the Armenian National Movement
(ANM) Ararat Zurabian stated in Yerevan today that the Armenian
authorities should ratify the Armenian-Turkish protocols, without
waiting for ratification in Turkey.

"If the authorities consider the process of normalizing relations
with Turkey, the right step, it must be consistent and go through that
clearly strengthen the position of Armenia in the international arena,
regardless of the steps Turkey," said the politician. According to him,
a possible tip of the country signing the document would be illogical
and impractical step. "Turkey’s refusal to ratify the documents is
a manifestation of destructiveness," said Zurabian.

ANM leader said that the inclusion of the protocol concerning the
creation of the Armenian-Turkish intergovernmental subcommittee
historians were imprudent decision. According to him, the topic
of the Armenian Genocide is sensitive for both Armenia and Turkey,
and its discussion in the light of the bilateral relations will be
a political mistake.

U.S. President Barack Obama will meet Turkish Prime Minister Recep
Tayyip Erdogan on Tuesday on the sidelines of his nuclear security
summit in Washington, the White House said.

The meeting, which was not previously announced, will occur just over
a week after Turkey decided to return its ambassador to Washington
after a row over moves in Congress to label the World War I killings
of Armenians as genocide.

"We very much wanted to have this opportunity to consult with Prime
Minister Erdogan on a range of pressing issues that the United States
and Turkey are working together on," Ben Rhodes, a deputy national
security advisor, said during a Sunday press conference, adding that
the talks would focus on Iran, the Armenian normalization process,
nuclear non-proliferation and other issues.

Last week, Press Secretary Robert Gibbs did not list Erdogan among
the leaders of foreign countries who would have a bilateral meeting
with Obama.

Asked why the meeting was scheduled at the last minute, Rhodes said
that, it was just matter of finding time. "There is obviously a very
busy schedule here, 47 leaders and a full schedule of meetings around
the summit that the president has to preside over … But because of
his role as the host of this summit it’s very important for him to
lead the discussions throughout the two days."

The National Security Council spokesman Mike Hammer also confirmed the
meeting to the Hurriyet Daily News & Economic Review via e-mail. "The
United States and Turkey are NATO allies and work together to advance
a broad agenda of shared strategic priorities. The president looks
forward to continuing his consultations with Prime Minister Erdogan on
a wide range of issues of mutual concern, including preventing nuclear
proliferation and resolving regional issues for the benefit of all."

Hammer also said the time and place of the meeting is not clear,
however the meeting will be in a bilateral fashion as announced.

Turkey recalled Ambassador Namık Tan on March 4 immediately after
the House of Representatives’ Foreign Affairs Committee adopted a
resolution branding the 1915 killings of Armenians during the last
days of Ottoman Empire as genocide.

The Armenian community of France marked the 90th anniversary of the
signing of the Treaty of Sevres. Nearly 250 people, including Armenian
Ambassador to France Vigen Tchitetchian, Primate of the Armenian
Diocese of France, Bishop Norvan Zakarian, leaders of the Armenian,
Chaldean, Assyrian, Kurdish and Greek communities, attended the

Under auspices of the mayor of Sevres, M. Francois Kosciusko-Morizet,
and National Association of Armenian Veterans, the mayor of the
Chaville Jean-Jacques Guillet briefed on the history of the Treaty
signing.

For her part, Mrs. Hilda Tchoboian, the chairperson of the European
Armenian Federation, said that "the Treaty of Lausanne did not
obliterate the Treaty of Sevres."

"These are two separate documents," she said, adding that the Treaty
of Sevres was the signal of the resurrection of the Armenian nation
and that the past cannot be forgotten.

The Armenian armed forces are conducting exercises in the occupied
Azerbaijani territories. Different types of troops are reportedly
involved in the maneuvering taking place in the Aghdam district’s
invaded area called Uzundere.
Residents of the frontline residential areas and Azerbaijani military
officers say the sounds of explosions and shooting suggest that
armored machines, artillery and infantry troops are being used.
The conflict between the two South Caucasus republics reared up in the
late 1980s due to Armenia’s territorial claims. Armenia has been
occupying over 20 percent of Azerbaijan’s internationally recognized
territory since the early 1990s. Sporadic clashes on the frontline
continue.*
