STUDIES FROM YEREVAN STATE UNIVERSITY UPDATE CURRENT DATA ON QUANTUM DOTS

"An example of InAsSbP quaternary quantum dots (QDs), pits and
dots-pits cooperative structures’ growth on InAs(100) substrates by
liquid phase epitaxy (LPE) is reported. The interaction and surface
morphology of the dots-pits combinations are investigated by the
high-resolution scanning electron microscope," scientists in Yerevan,
Armenia report.

"Bimodal growth mechanism for the both QDs and pits nucleation is
observed. Cooperative structures consist of the QDs banded by pits,
as well as the "large" pits banded by the quantum wires are detected.

The composition of the islands and the pits edges is found to be
quaternary, enriched by antimony and phosphorus, respectively. This
repartition is caused by dissociation of the wetting layer, followed
by migration (surface diffusion) of the Sb and P atoms in opposite
directions. The "small" QDs average density ranges from 0.8 to 2 x
10(9) cm(-2), with heights and widths dimensions from 2 to 20 nm and
5 to 45 nm, respectively. The average density of the "small" pits is
equal to (6-10) x 10(9) cm(-2) with dimensions of 5-40 nm in width and
depth. Lifshits-Slezov-like distribution for the amount and surface
density of both "small" QDs and pits versus their average diameter
is experimentally detected," wrote K.M. Gambaryan and colleagues,
Yerevan State University.

The researchers concluded: "A displacement of the absorption edge
toward the long wavelength region and enlargement toward the short
wavelength region is detected by the Fourier transform infrared
spectrometry."

Gambaryan and colleagues published their study in Nanoscale Research
Letters (Interaction and Cooperative Nucleation of InAsSbP Quantum

option of resuming the hostilities in Karabakh due to a danger of power
change; the authorities become aggressive as the West steps up pressure

"Serious processes are under way in the authorities. Amid growing
Western pressure and as a response to plans of power change in
Azerbaijan, the authorities have assigned own political technologists
a task of preparing possible preventive measures. At the bottom of
this `homework’ lies efforts of finding the most effective pretext
of postponing the upcoming parliamentary elections…"

Search for scenarios

This sensational report came to our editorial staff from sources
close to the authorities. The source said that the authorities are
working on the most complicated and undesirable scenarios, and decided
to be ready by the autumn: "As early as the end of last year, some
Western representatives declared their readiness to implement certain
democratic programmes in Azerbaijan in the year of the parliamentary
election. After those reports were in the media, the authorities
kicked off an anti-US campaign.

First, US radio stations were taken off FM frequencies. Now the
situation is that the government is speaking to the sole superpower
in the language of threat; refuses to attend the scheduled military
games, expands aggressive campaign against it, turns parliament into
an anti-American tribune and declares the possibility of revising oil
contracts… Against this background, there comes news from camps in
power to newspapers: "America wants a puppet and obedient regime by
changing power in Azerbaijan…"

An ally or a target?

What is happening, what do all these mean? So far it is impossible
to give an exact response to these questions. However, something is
exact. The West has indeed managed to create a situation making the
Azerbaijani authorities to worry. Official Baku is not already allowed
to attend the processes (in the example of the negotiations in the
USA) related to Armenians, and Nagornyy Karabakh indirectly. However,
against this background, official Baku’s course towards Russia is
more obvious and fast. Moreover, the government’s ideologist No 1
and the head of the Presidential Administration [Ramiz Mehdiyev]
is about to visit Iran which is at war with the USA…

It is well-known that the West is exerting pressure on the Azerbaijani
authorities over Nagornyy Karabakh and the Armenian-Turkey talks. The
point is that the Aliyev government has adhered to an uncompromising
position in both processes against expectations of the West, in
particular, the USA. And it almost applied a brake to the rapprochement
between Armenia and Turkey.

The tactic of putting pressure on him with all possible means is
open on the agenda. Moreover, it emerges from incoming reports and
developments that the issue does not only boil down to pressure. It
is quite possible that he is being threatened with overthrow in
the upcoming elections. The Azerbaijani authorities do not promote
democracy and human rights, restrict freedoms and suffocate freedom
of speech. This is not new to Washington. This process has been under
way for 17 years and the incumbent president has been in power for
seven years. That is to say, all these have nothing in common with
an increase in West’s pressure over its (the regime’s) suffocation of
democracy. Over these years, the West, which cooperated closely with
the Azerbaijani authorities, has a sole reason for this abrupt change:
The process over Nagornyy Karabakh is not developing as it wants…

A chance for opposition to unite

Therefore, the authorities are being pressurized within all parameters;
moreover, dissatisfaction is growing day by day in the country due to
the regime’s neglectful policies. However, the Azerbaijani opposition
being the longest living force in the post-Soviet space, is again
reviving and has serious claims. Along with them, infighting has
intensified and it becomes gradually difficult to control them. Given
this, the parliamentary elections may push the authorities to an
undesirable situation. As this type of election is not only about
a post, the opposition forces have the opportunity of setting up
certain coalitions to get the dissatisfied electorate united. Bearing
in mind that the foreign factor has significantly changed against
the authorities, it is possible to calculate in advance that the
country’s professional and selfless opposition would incline to
serious decisions.

Several options are open

After indicating them all as preliminary reasons, let’s return to
content indicated in the introduction: The authorities are making
preparations for postponing the upcoming parliamentary election!

According to our information, the political technologists of the
authorities have been working on this extra option since last year:
"They kicked off preparations in 2009 for every difficult situation
expected in 2010. Even a change was made to the constitution in
last year’s referendum on non-conduct of elections and referenda
in conditions of war. If need be, the authorities intend to take
advantage of this point. The issue in question is about the dominant
idea of resuming the hostilities in the authorities under the pretext
of the deadlocked Karabakh issue. If local operations start, then
relevant item of the constitution will set into motion immediately
and the situation in the country will considerably change."

We got this from a source. The source claims that the Azerbaijani
authorities are trying to get Russia’s neutrality over [Baku’s] local
military operations in Nagornyy Karabakh. It is quite possible that
they will obtain it. At that point, no doubt local military operations
will be launched in mid-autumn. A maximum target is also obvious. To
liberate several villages of one or two districts under occupation,
or if possible more. However, the issue is not about driving out
Armenians from Nagornyy Karabakh at all…The matter is designed to
protect power and gain some results to carve an image of a hero. The
authorities consider that it is possible to postpone the election
under the pretext of war and then hold it following changes both at
home and abroad.

These are of course risky and not easy as well as adventurist plans.

At this point, not everything is decided by wishes of the government:
"The people of Azerbaijan and their opposition are on the stage and
a lot depends on what position they will stick and what strength
they possess…"

FIDE Men’s Grand Prix first sets of round six took place on May 10,
and the official opening ceremony was held in state dramatic theatre
of Astrakhan.

The only Armenian chess player was Vladimir Hakobyan whose rival in
that set appeared to be Boris Gelfand. Armenian chess player had a
very little advantage since Gelfand was undefeated in Russian game,
finally Hakobyan-Gelfand set ended in draw.

It’s worth reminding that the main competition is to be held among
Rajabov, Van Yue, Hashimov, Leco, Yakovenko and Ivanchuk.

Armenian chess player Levon Aronyan won Grand Prix title earlier and
scoring 500 points became undefeated for his rivals.

An Azerbaijani delegation headed by Azerbaijan’s Agriculture Minister
Ismad Abasov has arrived in Yerevan this morning to participate in the
UN Food and Agriculture Organization’s (FAO) 27th regional conference
of Europe and Central Asia, Armenia’s Ministry of Agriculture informed
Tert.am.

The conference will be presided by FAO head Jacques Diouf.

It aims at discussing and making proposals on essential food and
agriculture issues affecting the region of Europe and Central Asia.

Other international delegations are also expected to arrive in

On 7 May President of the Artsakh Republic Bako Sahakyan received a
group of the Great Patriotic War veterans leaded by the head of the
"NKR Union of War and Work Veterans" non-governmental organization
Sergey Barseghyan.

The Head of the State noted the importance of the role and contribution
of the veterans in the development and strengthening of the republic
underlining that victories in the national liberation struggle are the
continuation of the victories achieved in the Great Patriotic. Touching
upon the participation of the veterans in the social and political
processes the President noted that their experience is required up to
now and he anticipated from the elder generation active involvement
in the country’s life. Bako Sahakyan underlined that the solution
of social issues of the veterans will keep being in the spotlight of
the state.

According to the report by central information department of the
office of the Artsakh Republic President, Defense minister of the
Artsakh Republic Movses Hakobyan, minister of social security Narine
Astsatryan, chairman of the Artsakh Union of Freedom Fighters Samvel

Mammadyarov does not intend to meet with OSCE Minsk Group co-chairs in
Brussels next week’, Spokesman for Azerbaijani Foreign Ministry Elkhan
Polukhov told APA. The reason for this is the tight schedule of the
minister.

`Minister Mammadyarov will not visit Brussels due to his tight
schedule, because several high-ranking officials are expected to visit
Azerbaijan next week’, said Polukhov.

Note that on May 6 OSCE Minsk Group co-chairs said that Azerbaijani
and Armenian foreign ministers were expected to meet in Europe in the
coming days. Today, Armenian side has announced that the foreign
minister Edward Nalbandian will meet with OSCE Minsk Group co-chairs
in Brussels next week.

President of Belarus arrived in Moscow

President of Belarus Alexander Lukashenko arrived in Moscow to take
part in celebrations to mark the 65th anniversary of Victory in the
Great Patriotic War and, timed to this event, an informal CIS summit.

His plane landed at the capital’s Vnukovo airport, where he came down
the ramp along with his 6-year-old son Kolya.

As expected, the President of Belarus will not attend the celebrations
planned in the Russian capital on May 9th . According to Lukashenko,
since Belarus shall be celebrating the 65th anniversary of the Victory
on a scale far greater than any other CIS state, it would not be quite
right for him to remain "outside Belarus’, ITAR-TASS reported.

It’s worth reminding that Armenia’s Serzh Sargsyan pays a working
visit to Moscow today by the invitation of Dmitry Medvedev of Russia
to attend the Parade devoted to the Great Patriotic War.

Tomorrow RA President Serzh Sargsyan will leave for Moscow to
participate in the informal summit of CSTO member states and solemn
events dedicated to the 65th anniversary of victory in the Great
Patriotic War.

The CSTO informal summit is scheduled for May 8, RA Presidential
press secretary Armen Arzumanyan stated.

Azerbaijani President Ilham Aliyev will also participate in May 9
events, but the meeting between Armenian and Azerbaijani Presidents
is not scheduled in Moscow.

ARFD Hay Dat committees’ conference started in Yerevan today that
will be held in Armenia and Nagorno-Karabakh.

In his opening address, ARFD bureau member Levon Lazarian noted
that the conference is aimed at unifying Armenian nation within the
country, as well as in Karabakh and Diaspora for the settlement of
national problems. "This does not mean we seek war or extremism,
we simply wish to tackle national problems in compliance with our
national interests," Lazarian said.

He stressed that start of the conference is marked by completion
of ARFD Bureau meeting, where key issues were discussed. Lazarian
underlined that Bureau members made a point of the recent processes
abroad, emphasizing that Armenia’s "adversaries" attempt to organize
lobby based on ‘Armenian model’. They set up offices in various
countries and intensify activities of the Diaspora structures. ARFD
member considers that their objective is to sow discord within Armenian
Diaspora along with strengthening their own lobby. "It is a serious
signal and we should be on alert," Lazarian concluded.

This is the third conference of ARFD Hay Dat committees organized
in Yerevan and Stepanakert. The members of ARFD Hay Dat committees,
representatives of ARF Dashnaktsutyun bureau participate. The event
is aimed at discussing strategy and further activities of Hay Dat
in the light of recent international developments and challenges
that Armenia and Artsakh currently face. Conference agenda includes
the issue of international recognition of the Armenian Genocide in
Ottoman Empire and reparations, as well as reinforcement of Artsakh.
