(Noyan Tapan – 09.06.2011) IFC Helps Armenia Simplify Export and
Import Procedures, Improving Investment Climate Yerevan, Armenia,
June 7, 2011-IFC, a member of the World Bank Group, is providing
advice to Armenia on how to simplify export and import procedures,
which would improve the investment climate in the country, stimulate
international trade, and boost economic development.

IFC’s Armenia Regulatory Simplification – Doing Business Reform Project
hosted a roundtable meeting with the business community on June 7 to
discuss current issues and challenges in cross-border trade procedures,
and the reforms designed and implemented by Armenia to simplify export
and import procedures. The roundtable discussion brought together
representatives of various local businesses providing them with the
opportunity to exchange opinions regarding the implemented reforms
and identify the main issues that still need to be addressed as part
of the further reform process.

The IFC Project team worked closely with the Ministry of Economy,
the Customs Services and the private sector to identify key issues,
challenges and design and implement reform measures in cross-border
trade procedures and trade logistics supply chain. In this framework
IFC prepared the Import/Export Process Map, which summarizes key
issues and provides recommendation for their solutions. Along with
other issues the IFC project discussed the Map with the business
community representatives, encouraging an open dialogue to receive
their feedback on the impact of the implemented reforms and pinpoint
the areas that need further improvement.

“Many of IFC’s recommendations have already been implemented, making
the process for export and import of goods more transparent and less
costly,” said Arsen Nazaryan, IFC Armenia Doing Business Reform
and Regulatory Simplification Project Manager. “However, more can
be done and today’s discussion will help us better understand the
challenges facing the business community. This feedback, along with
the Import/Export Process Map, will serve as a basis for designing
and implementing further short to medium term reform measures that
will help companies save time and resources.”

The IFC Armenia Regulatory Simplification – Doing Business Reform
Project supports the business sector by providing advice to Armenia’s
government on improving the investment climate. IFC is implementing
the project in partnership with the Austrian Ministry of Finance,
Netherlands Ministry for Development Cooperation, Luxemburg Ministry
of Finance, and the Consortium of Commercial Promotion of Catalonia.

Since Armenia became a member of IFC in 1995, IFC has invested 0
million in 24 projects across the industry spectrum including financial
markets, general manufacturing, energy, mining and chemicals. IFC
Advisory Services provide advice through projects focusing on the
financial sector, sustainable energy, and regulatory simplification.

Power Production Grows To 2.4 Billion KWh In January-April 2011

POWER PRODUCTION GROWS TO 2.4 BILLION KWH IN JANUARY-APRIL 2011

Armenian electrical power generating facilities produced a total of
2.4 billion KWh electricity in January-April 2011, a 13.4% rise form
the same time span in 2010, the National Statistical service told ARKA.

Thermal power plants produced 740 million KWh, by 2.4 times more than
in the first four months of 2010. Production of power by hydropower
plants was said to have contracted by 10.1% to 750.3 million KWh.

The nuclear power plant in Metsamor produced 938.4 million KWh, by 6.2%
less from a year earlier. The Metsamor plant accounted for 38.6% of the
total electricity produced in January-April 2011. Thermal power plants
produced 30.5% of all electricity while hydropower plants accounted
for 30.9%. Armenia’s sole wind power plant produced 1.7 million KWh,
by 19% less than in the first four months of 2011.

The dialogue between the authorities and the Armenian National Congress
(ANC) will continue in a manner that pleases Serzh Sargsyan best,
Zhirayr Sefilyan of the Sardarapat Movement has said.

Speaking at a news conference today, Sefilyan said he was sure
there is a broker between President Serzh Sargsyan and ANC leader
Levon Ter-Petrosyan, and who has talked Ter-Petrosyan into forming
a delegation.

“Ter-Petrosyan did not heed our arguments that those people [the
authorities] are double crossers; you all witnessed the first double
crossings, there are more to come,” Sefilyan said.

Sefilyan said ANC looks “lost”. He said he was surprised that ANC did
not accept the Sargsyan’s chief of staff Karen Karapetyan’s statement
as an official response.

He also said this dialogue is a very dangerous process as most people
have been disappointed, taking ANC’s position as the opposition’s
decision to give up the struggle.

The statue of Armenian General Andranik Ozanian that was dismantled in
the Russian city of Sochi even before being ceremonially unveiled late
last month will be moved to a nearby town, a spokesman for Armenia’s
Diaspora Ministry confirmed on Wednesday.

In an interview with Tert.am Tevos Nersisyan said that the local
Armenian community had ignored the municipal regulations while erecting
the four-meter-tall monument to the revered Armenian national hero
of the late 19th-early 20th centuries.

“The Armenians initiated, ordered and got the statue ready and erected
it without asking the authorities [for permission], failing to observe
the basic regulations,” the Ministry’s representative explained,
adding that after days of negotiations the local authorities had
allowed the statue to be transported to Adler, which is home to a
larger Armenian community.

The monument to General Andranik in the village of Volkonka near Sochi
was to be ceremonially unveiled on May 28, the day marked by Armenians
as First Republic Day in memory of the short-lived independent
statehood in 1918-1920. But the night before the event the monument
was unexpectedly dismantled and removed by the Sochi representatives
of the Union of Armenians of Russia (UAR), who explained the move by
the pressure from the Sochi municipality. The UAR later pledged to
settle the matter.

the Armenian-Azerbaijani relations,” RA Prime Minister Tigran Sargsyan
said today at a session of the World Economic Forum on Europe and
Central Asia.

Armenpress reports from Vienna that the RA prime minister said
the OSCE Minks group is close to success: “the recent statement of
the presidents of US, France and Russia proves this”. He says the
Armenian party agrees with the main principles, which are available
in the statement and is ready to show a political will and come to
a rapid agreement.

“From our point of view, all the objective preconditions are available
for this. A political will by our Azerbaijani counterparts and their
readiness to sign an agreement, which will serve as a basis for
the upcoming talks, are necessary as well,” Prime Minister Tigran
Sargsyan stated.

YEREVAN, JUNE 8, ARMENPRESS: The Senate of the Sixty-eighth General
Assembly of the State of Colorado adopted the Senate Joint Resolution
11-035 by this acknowledging April 24 as “Colorado Day of Remembrance
of the Armenian Genocide”.

An official from the press, information and PR department of the RA
foreign affairs ministry told Armenpress that the document states
that this year marks the 96th anniversary of the first genocide of
the 20th century.

This joint resolution urges the government of Turkey to honor its
obligations under international treaties and human rights law to
return all that has been confiscated and compensate for all destroyed
Christian churches, monasteries, schools, monuments, holy sites,
places of worship, and other religious properties, including movable
properties such as artwork, manuscripts, and other artifacts, to
their rightful owners, to allow the rightful Christian church and lay
owners of these properties to preserve, reconstruct, and repair all
such properties, and to allow them freely, and without hindrance or
restriction, organize prayer, worship, education, religious community
gatherings, ministry to the needs of the poor and infirm, and other
activities in all Christian churches, monasteries, schools, monuments,
holy sites, places of worship, and other religious properties within
Turkey.

The copies of this joint resolution will be sent to US President
Barack Obama, the members of the Colorado Congressional delegation,
the members of the Congressional Caucus on Armenian Issues, Governor
of Colorado John Hickenlooper, the Embassies of Armenia and Turkey
to Washington, D.C. and to other officials.

PanARMENIAN.Net – The Council of Ministers of Foreign Affairs (CMFA)
of BSEC Member States under the Chairmanship-in-Office (CiO) of
Romania took place on Wednesday, the 8th of June in Bucharest.

The Council took stock of the progress of BSEC and its activities under
the Romanian CiO and formally launched the process of preparing the
forthcoming 20 years Summit of BSEC. The hand over of Romania’s CiO
mandate to the Russian Federation, the incoming BSEC CiO, July-December
2011 was marked.

Armenian delegation led by Deputy Foreign Minister Sergey Manasaryan
participated in the event. During the event, Mr. Manasaryan noted
the progress in social and economic cooperation achieved during
Romania’s 6-month BSEC chairmanship, also stressing Armenia’s practical

YEREVAN. – Azerbaijani Foreign Minister Elmar Mammadyarov’s statement
that the parties to the Nagorno-Karabakh conflict reached an agreement
on deployment of peacekeeping forces in conflict zone testifies to
the fact that Baku is trying to lift certain elements of the talks out
of the context, Director of the “Caucasus” Institute Sergey Minasyan
told Armenian News-NEWS.am.

He stressed that Baku makes a show of those elements which are in
Azerbaijan’s interest, while it keeps silence about other issues,
particularly the determination of Karabakh’s status quo.

“If Mammadyarov is speaking of peacekeeping forces, it means consensus
is also reached on other issues, but Baku prefers to keep silence
about it,” Minasyan noted.

In his turn, political analyst Yervand Bozoyan said all issues in
Karabakh conflict resolution are in one package and it is impossible
to separate one element from the other. Meanwhile, he emphasized
that deployment of peacekeeping forces in Karabakh conflicts with
the Armenian sides’ interests

Dans un article recent intitule ” Il y a un temps pour porter plainte
et un temps pour parvenir a un règlement “, j’appelais la communaute
armeno-americaine a se rassembler et a lancer le Musee du Genocide
armenien tant attendu, situe a deux blocs de la Maison Blanche.

J’avais fait cette suggestion après qu’une juge federale a statue
que la Cafesjian Family Foundation est bien le proprietaire legal
des bâtiments du musee. De nombreux Armeno-Americains esperaient que
le verdict de la Cour mettrait fin a plusieurs annees de disputes
juridiques qui ont retarde le developpement du Musee du genocide
armenien et ont coûte des millions de dollars de frais de justice.

Bien que de nombreuses personnes de la communaute armenienne aient
salue mon appel a l’unite, pour que le Musee devienne une realite a
l’occasion du 100e anniversaire du genocide armenien, la direction
de l’Assemblee Armenienne a montre son desaccord et a fait appel du
verdict de la Cour. Naturellement, l’Assemblee est en droit de faire
appel, mais agir ainsi n’est sans doute pas le meilleur plan d’action.

Continuer le procès retardera davantage la creation d’un Musee du
Genocide armenien dans la capitale du pays, et sapera non seulement
les interets de la communaute armeno-americaine, mais egalement ceux
de l’Assemblee elle-meme !

Les membres et les partisans de l’Assemblee devraient etre inquiets
de l’insistance de certains des responsables a prolonger ce conflit
juridique. Il aurait ete beaucoup plus preferable qu’ils consacrent
leurs ressources limitees a l’expansion des activites sociales et
politiques de l’organisation, qui ont considerablement diminue ces
dernières annees en raison de la recession economique et du depart
de certains membres cles du personnel de ses bureaux de Washington,
Los Angeles et Erevan. Les finances de l’organisation ont egalement
ete affectees, notamment par la perte de plusieurs donateurs de
l’Assemblee, après que certains de ses dirigeants se sont engages dans
la très controversee Commission de reconciliation turco-armenienne
(TARC). L’Assemblee reconnaît qu’un manque de fonds est la raison
pour laquelle elle a pris la decision de se retirer du United
Armenian Fund, une coalition regroupant sept des plus importantes
organisations philanthropiques et religieuses armeno-americaines,
qui a fourni plus de 600 millions de dollars d’aide humanitaire a
l’Armenie et a l’Artsakh depuis le tremblement de terre de 1988.

Vu les circonstances, il serait contreproductif que les responsables
de l’Assemblee depensent des millions de dollars supplementaires
pour faire appel de la decision, la juge ayant en particulier decide
qu’en plus de payer ses propres frais juridiques, l’Assemblee devra
rembourser une partie des frais d’avocats de M. Gerard Cafesjian, ce
qui peut representer une somme substantielle ! Ces fonds pourraient
etre utilises a meilleur escient, soit pour re-energiser le travail
de lobbying de l’Assemblee a Washington ou pour financer d’autres
projets serieux, comme celui du Musee du Genocide armenien.

Les responsables de l’Assemblee n’ont nullement besoin de gaspiller
leurs efforts pour faire rejuger leur cas dans les medias. La semaine
dernière, il y avait au courrier des lecteurs du California Courier,
une lettre signee par un couple charmant et genereux, soutenant
ardemment l’Assemblee Armenienne. Le couple exprimait son desaccord
avec mon article intitule ” Il y a un temps pour porter plainte et un
temps pour parvenir a un règlement. ” Il est interessant de noter que
certaines parties de cette lettre etaient similaires au communique
de presse publie par l’Assemblee une semaine auparavant. En realite,
le texte ressemblait davantage a un document juridique redige par un
avocat qu’a une lettre exprimant l’opinion d’un lecteur. La lettre a
ete envoyee a dix journaux et sites armeniens aux USA et au Canada,
leur demandant de la publier en reponse a mon article, qui, d’ailleurs,
n’avait pas ete diffuse dans certains de ces medias d’information.

J’espère sincèrement que les responsables de l’Assemblee ne se sont pas
engages dans une initiative inutile consistant a mener une campagne
d’envoi de lettres, pour gagner une guerre des mots avec les medias,
tentative vaine s’il en est, car rejuger un procès dans les pages
d’un journal ne sert a rien ! Une juge federale independante a deja
regle ce litige dans une Cour de justice.

Neanmoins, une petite lueur d’espoir a brille la semaine dernière,
enfouie sous les disputes et les recriminations. Dans une ” Lettre
ouverte “, M. Hirair Hovnanian, President de l’Assemblee Armenienne,
a suggere qu’il ” pourrait peut-etre convaincre toutes les parties
impliquees a se mettre d’accord pour ne pas faire appel “, si M.

Cafesjian garantissait la creation du Musee du Genocide.

M. Cafesjian s’etant deja engage a le faire devant la Cour, le temps
est venu d’enterrer la hache de guerre, de mettre fin a tous ces
procès et appels, et de poursuivre cette tâche importante qui est
de former une entite pan-armenienne, capable de fonder un Musee du
Genocide armenien avant le 24 avril 2015, date du 100e anniversaire
du genocide armenien.

ATHENS HOSTS EVENT DEDICATED TO WILLIAM SAROYAN

PanARMENIAN.Net – On June 6, the theatrical hall of the Hellenic
American Union hosted an event dedicated to Armenian-American writer
William Saroyan.

Specifically, visual artist and Adjunct Professor of Painting at the
Aristotle University of Thessaloniki Dimitris Zouroudis presented
a lecture entitled “Writing with colors: William Saroyan through
his drawings.”

In his lecture, Zouroudis drew parallels between Saroyan’s literature
works and drawings to present the well-known writer through his
color drawings.

A range of events dedicated to the 30th anniversary of William
Saroyan’s death is organized by Hellenic American Union, Embassy of
the Republic of Armenia in Athens in cooperation with Hellenic-Armenian
Studies Center.
