YEREVAN, SEPTEMBER 3, ARMENPRESS. President of Russia Vladimir Putin held a phone talk with Turkish President Recep Tayyip Erdogan, RIA Novosti reports.

Erdogan conveyed condolences over the death of former Soviet leader Mikhail Gorbachev.

Putin and Erdogan also discussed the situation in Ukraine and issues related to the “grain deal”.

They also addressed partnership issues and reiterated cooperation in trade and energy.

“Dear compatriots,

September 2nd of 1991 went down in history of the Armenian people as a crucial and pivotal day. The joint session of the NKAO provincial and Shahumyan regional people’s deputies adopted the declaration of independence of the Republic of Artsakh, signaling to the world the formation of the second Armenian republic. The moment was historic, the people’s decision to live free and independent was unshakable, their will was unbreakable and their spirit was undefeatable.

However, our road to building a democratic state in line with norms and principles of international law was full of unspeakable challenges and hardships.

The 44-Day War of 2020 became a new disaster for the Armenian people, claiming the lives of thousands of our brave sons, destroying many destinies. We are grateful to all martyrs who sacrificed their lives for the independence of the Fatherland and the dignified existence of the Armenian people, we bow before their bright memory and before their proud relatives,” the Artsakh president said in the address. President Harutyunyan also thanked Armenians in Armenia and Diaspora for their support, as well as the Russian Federation for their mission in Artsakh, and all countries, politicians who’ve supported Artsakh by remaining committed to justice and universal values of democracy and humanitarianism.

“After 31 years, the people of Artsakh are again decisively and resolutely announcing that despite all trials of time, they are committed to their adopted decision, to their path, which is irreversible and unshakable. Artsakh must always stand, must always be Armenian, and must always continue its course on the path to independence,” the Artsakh president said.

Educational reform in Armenia

“Every child is talented, but in order for their talent to be revealed, it is necessary to provide them with an education. They need proper conditions in the school building, the necessary equipment, a quality educational program, and professional teaching staff,” Prime Minister Pashinyan declared on the Day of Knowledge in Armenia.

On September 1, the Day of Knowledge, problems in the field of education and the progress of reforms were discussed.

A few days ago, the Ministry of Education published preliminary data on how many children had entered the first grade. So far, 40,000 students have entered schools. The final figure will be known on September 10, when schools finish entering their students’ data into the system.

In universities, according to the Center for Assessment and Testing, of 11,587 applicants, 7,246 people matriculated. In state and private universities, 550 free and more than 15,000 paid places remained vacant.

According to Nikol Pashinyan, there are many problems in the field of education. In particular, educational institutions are not always accessible and do not always provide students with the proper professional qualifications.

“Many universities are just in agony. A university degree does not always mean higher education. As a result, there is more and more bewilderment and complaints that people with higher education, sometimes with two diplomas, cannot find a job and are doomed to a miserable existence,” Pashinyan said.

Pashinyan described the current situation as “a mine laid under the future of the country”, and announced large-scale educational reforms. Pashinyan said that the current “ridiculous salaries” of teachers would be tripled if they passed voluntary certification.

The Prime Minister believes that the future of the country depends on the fulfillment of a state plan for the development of education by 2030. The bill was approved by the government at the end of July. Further refinement is expected during discussions in parliament.

“The plan defines our activities in the areas of preschool and general education, vocational education and training, as well as higher and postgraduate education,” Pashinyan said.

According to the prime minister, many villages have been deserted because there are no opportunities of getting a normal education.

He also believes that kindergartens and schools opening in rural settlements will become the “cornerstone of the revival” of many villages in Armenia. Moreover, according to Pashinyan, they will not only provide education to children, but also open up opportunities for their mothers to “participate in social and economic life.”

The government intends to open more state universities. The prime minister said that this will happen through integration with research institutes. Up to eight state universities will thus operate in the country.

“With full state funding, these universities will meet international standards, from the level of education, research, sports infrastructure, to international educational programs and qualified teaching staff,” Pashinyan stated.

In the meantime, as the prime minister himself says, Armenian universities “often do not meet international standards” both in terms of infrastructure and the educational process. His conclusion: the start of higher education reform “can no longer be delayed.”

This year, mentor schools have been introduced in Armenia to help out students from remote or borderline villages with teacher shortages

“This year we are preparing for the biggest change that will happen next school year. This is the introduction of a new state standard for general education in all our schools. These are large-scale changes in terms of the assessment system, curriculum development, subjects, new textbooks. We need to implement large teacher training programs,” Zhanna Andreasyan, Deputy Minister of Education, said.

Speaking of changes this year, she said that schools and teachers were given the opportunity to organize their work more flexibly and freely. According to the Deputy Minister:

  • there is no longer a mandatory requirement for written work for half a year,
  • schools have the option of group lessons, for example art and physical education,
  • according to the state standard of general education, directors will deal only with the quality of education.

Hairenik Media Center seeking interested, qualified applicants

WATERTOWN, Mass.—The Hairenik Association is seeking interested and qualified candidates to staff its state-of-the-art media center at the historic Hairenik Building.

An initiative of the Armenian Cultural Association of America (ACAA), the newly-named Antranig and Alice Karjian Hairenik Media Center will include a television studio and control room, both designed by Varto Technologies.

The production schedule is expected to begin with the launch of regular programming in the fall/winter of 2022 and will initially include a weekly flagship news program, covering current affairs in Armenia and stories across our Diaspora.

Original broadcast content will converge social media and television and will be livestreamed across platforms belonging to the Armenian Revolutionary Federation (ARF), the Armenian Weekly and their family of organizations, including the Armenian National Committee of America (ANCA), Hamazkayin, Armenian Relief Society (ARS), Armenian Youth Federation (AYF) and Homenetmen. 

Once the Antranig and Alice Karjian Hairenik Media Center is up and running, Varto Technologies and Weekly staff will be training field photographers, in-studio producers and technical directors on the proper use of the equipment. There will also be openings for on-camera presenters and reporters. Staff members, freelancers and volunteers will also receive training, if necessary, on video editing software (Adobe Premiere Pro).

Concurrently, the Armenian Weekly Editorial Board, which oversees the print and online publication of the Armenian Weeklythe historic newspaper of the ARF Eastern Region, established in 1934is looking to grow with the addition of part-time staff members and interns. These positions will be responsible for helping copy edit articles, post content on social media, create weekly e-newsletters and cover local events, among other responsibilities.

Technical Directors

Core Duties and Responsibilities

– Experience with Newtek Tricaster TC1, or TC1 Pro software
 Familiar with Behringer x32 audio mixers
– Understands Dante audio networks, NDI technology and can troubleshoot issues
– Familiar with Camcorder and color balancing, white balancing, focusing
– Switch live video sources from multiple cameras and inputs on an NDI network
– Set up and configure lighting, audio and video equipment
– Able to mix audio for talent using mics and IFBs
– Help with studio setup, equipment maintenance, configuration, etc.
– Create PIPs when needed and more
– Familiar with keying greenscreen and working in a virtual set environment

– At least three years experience in a studio and/or live video environment

– Well-rounded in all aspects of live video production and can act as a one-man band if needed
– Proficient with Newtek Tricaster software, NDI streaming, and networks, as well as traditional SDI and connected video (Blackmagic or VMIX experience accepted)

Field Photographers

Core Duties and Responsibilities 

– Gather footage (b-roll) and sound-on-tape from local events, interviews and rallies using a Panasonic AG-CX350

Minimum Qualifications

– Ability to operate or at least have a working knowledge of audio and video equipment
– Experience with non-linear video editing (Adobe Premiere Pro) a plus
– Creativity and attention to detail

On-camera host, reporters

Core Duties and Responsibilities

– Interview program guests and moderate conversations with local/national political experts for the weekly news program
– Assist in writing scripts, research and identifying story ideas

Minimum Qualifications

– Must have the ability to speak on camera, moderate conversations, interview guests and provide standard news updates
– Possess the knowledge and understanding of the Armenian Diaspora and the Armenian political climate and current events
– Ability to read off a teleprompter
– Located in or near Watertown, MA or have the ability to be on-site on a weekly basis

YEREVAN, AUGUST 31, ARMENPRESS. The School of Astrophotography, launched prior to the STARMUS VI Festival, will reveal the secrets of the fine art of working with stars, practical skills and knowledge to the participants with the help of world-renowned astrophotographers.

ARMENPRESS reports on the first day of the school that started in Aghveran on August 31, the editor of Astronomy magazine, Michael Bakich, delivered a lecture entitled “What Astronomy magazine wants”, presenting the problems the magazine solves, the topics it covers and how to present the cosmic and the celestial in one photo.

“There is one thing that we like to do very much – collecting and publishing photos taken from all over the world, so that other people can see that beauty and learn how to do it. Here is why we are here. The magazine has a scientific section where specialists present the latest discoveries made in space. We also make publications about historical astronomy. And Armenia is simply full of astronomical events, it is simply wonderful. I have only been here for a day and I have already fallen in love with Armenia. It is simply indescribably beautiful here,” he said.

Michael Bakich mentioned that the other section of the magazine is mainly intended for beginner astronomers. “Here during the course, I will teach you what you will need for an astronomical magazine after you have mastered the technique and how to take photos for the magazine. As for cooperation with photographers of Armenian nationality, Oshin Zakarian of Armenian nationality has been taking photos for the magazine for almost 40 years. So, we have a great connection with Armenia,” emphasized Michael Bakich.

Armenian astrophotographer Oshin Zakarian presented the basics of astrophotography with a digital single-lens reflex camera (DSLR). He mentioned that on all three days of the event, from August 31 to September 2, practical trainings are scheduled at night hours in high places, targeting the starry sky and the Armenian nature.

“Astrophotography school is a unique event for photographing the space, intended for those who want to enter the depths of the sky with the darkest night images of the Earth with their own equipment. Astrophotography is sometimes called photographic astronomy. It is also a method of making star observations and pursues two purposes: research and art,” he said.

The astrophotographer mentioned that he takes pictures of the stars together with ground scenes, that is, he does not only take pictures of the sky, but together with the stars he takes pictures of old churches, nature and various sights.

He emphasized that Armenia is a wonderful place from the point of view of photographing the stars. “With very simple and inexpensive equipment, you can easily photograph the stars, especially in a country like Armenia, which has a fantastic clear sky, where stars can easily be seen,” said the astrophotographer.

On the second day of the astrophotography school, participants will first study the introduction to Planetary Imaging, then learn how to work in the terrain: location survey, composition and lighting.

On the third day, David Eicher, editor of Astronomy magazine, will talk about why it is necessary to photograph strange and obscure images, how using star trails can capture more details, obtaining unique and unrepeatable images. Renowned astrophotographer Christopher Go will present a hands-on workshop on his experience.

“Astronomy is one of the few sciences where even a novice photographer can make a great contribution,” Christopher Go, an astrophotographer who arrived in Armenia from the Philippines, said.

He emphasized that the latest technologies enable us to get excellent photos from space. According to him, competent photographs can become a very important research source.

7 cases of death were recorded in the armed forces of Armenia in August alone – Human Rights Activist

ArmInfo. 7 cases of death of servicemen were recorded in the armed forces of Armenia in August of this year alone. Human Rights Activist Artur Sakunts stated on  August 23 during discussions on the topic “Mortality in the army, why  nothing changes”.

According to him, the death of three of them was associated with the  presence of health problems, in one case a murder was recorded, and  in three cases the violation of the ceasefire led to the death of  soldiers. The 

Human Rights Activist emphasized that the death or loose of each of  these soldiers should be the subject of extraordinary investigations.  In particular, it is important to study the state of medical  services, the security of military positions, the level of discipline  in the armed forces, the relevant orders, etc. 

As Sakunts stressed, all these issues must be resolved, since a  person fulfills his obligations, and the state must have its own  obligations so that a person’s life is safe. “In conditions when the  service of a soldier, his safety is not ensured at the proper level,  in this case, of course, there are signs to which there are  practically no responses,” the human rights activist noted. 

 He stressed that over the past months, the country’s armed forces  recorded 40 death cases in the Armed Forces, 14 of which were not  officially published. Meanwhile, the state is obliged not only to  provide relevant information, but also to provide explanations. “It  is not enough to refute them, since in this case we are talking about  attempts to evade responsibility,” Sakunts said, adding that the  defense department had to conduct internal investigations in each of  these cases and notify the public about their results, giving  explanations.

Over 90% of Berdzor and Akhavno residents evacuated

All the residents have left the Nerkin Sus community; several families still stay in Berdzor and Akhavno, the head of the Kashatag District has informed. Local residents complain that they were given little time to find new housing and move everything they had acquired over more than 20 years.

The administration of the Kashatag District of Nagorno-Karabakh has reported that residents of Berdzor and the village of Akhavno must leave their houses by August 20. According to the Mayor of Berdzor, on August 18, about 70 people stay in the town. All the Akhavno villagers decided to leave; two of them burned their houses down, the head of the village has informed.

The houses built during the time when these dwelling settlements were not controlled by Azerbaijan should be demolished, Imdad Alizade, a journalist, believes.

All the residents of the Nerkin Sus community have left; as well as more than 90% of residents of Berdzor and Akhavno, Musheg Alaverdyan, the head of the administration of the Kashatag District has informed. According to his story, it is planned to turn off electricity, gas and communications in the villages of Akhavno and Nerki Sus and in the town of Berdzor.

Andranik Chaushyan, the head of the Akhavno community, has sent his family, wife and five children along with their belongings to Stepanakert. According to his story, almost everyone was evacuated in Akhavno, women and children have left. “Now there are up to 30 people staying in the village, mostly those who transport the rest of their property,” Mr Chaushyan has added.

Aida Balikyan, the owner of a retail outlet in Berdzor, was indignant that authorities had drastically reduced the deadline by five days – instead of August 25, they announced August 20.

Surmalu blast: Body of victim identified, 1 still presumed missing

The unidentified body recovered at the Surmalu trade center blast area belonged to citizen Gagik Karapetyan, the man who was one of the two presumed missing persons in the explosion, the spokesperson of the Ministry of Emergency Situations Hayk Kostanyan said in a statement. 

All 16 bodies recovered from the blast area are now identified.

Another person is still presumed missing in the blast.

Turkish Press: Member of Turkey’s Armenian community becomes governor for first time

A person from Turkey’s Armenian community has become governor for the first time in the history of the Turkish Republic.

The 27-year-old Berk Acar has become the district governor of the western province of Denizli’s Babadağ district, according to reporting by the Turkish-Armenian weekly Agos.

Acar, born in 1995, attended Sahakyan Nunyan Armenian Middle School and Işık High School. In 2020, he graduated from the faculty of law at Bilgi University. He later took the state exams to be a governor. He came 72nd out of 13,374 people at a written exam conducted in the capital Ankara in July 2021. He was among the 475 people summoned for the interview.

He has now been appointed as the Babadağ district governor and will replace the previous governor Adem Karataş. Acar is expected to start his job in the upcoming days.
