TENDER FOR CONSTRUCTION WORKS OF CUSTOMS POINTS OF ARMENIAN-GEORGIAN STATE BORDER

A committee was set up on the decision of today’s governmental
session for implementation of construction works of customs points
of Armenian-Georgian state border.

“We will construct up-to-date customs points, which will include
all the services provided by the state. We must be able to provide
new-quality services and the important is that our projects correspond
to international best standards,” the head of the government said.

The Prime Minister, expressed gratitude to the partners of the
European Union, as the projects have been worked out by means of the
grants provided by them, and noted that the Armenian President has
put an urgent task before the government to start the construction
works as son as possible and have up-to-date customs points,” Tigran
Sargsyan assured.

The chairman of the committee was assigned to prepare tender packages
in 2-week terms and announce the tender. After the conduction of the
latter the results will be summed up in one week and will be submitted
to the Armenian government.

ENVIRONMENTALISTS DEMAND DEMOLISHING ILLEGAL BUILDING IN KHOSROV NATIONAL RESERVE

In their letter to Prime Minister of Armenia Tigran Sargsyan, a group
of Armenian environmentalists demand that the two-storied building
that is being constructed in Gilan, a part of the Khosrov National
Reserve, should be demolished.

In 2007 the status of Gilan was reduced to partial preserve, June 23
2011 it was given back the status of reserve.

The ecologists are ready to help to pull down the building and to
monitor and restore almost 300 historical monuments located in the
Khosrov National Reserve.

The letter has been sent by the Ecological Alliance – an association
comprising some 45 NGOs.

To remind, the Government’s decision to reduce Gilan’s status and to
construct a building in its territory caused a wave of protests among
environmentalists. The Nature Protection Ministry said it would be
a visit center, the ecologists said it was supposed to be a restaurant.

The first report about the construction was received in 2008 while
the decision to stop the project was passed in 2010.

TRIAL OVER MURDERED TURKISH-ARMENIAN SOLDIER’S CASE GOING ON

On October 7, a Diyarbekir court will hear the testimony of Melani
Kumruyan, the fiance of 25-year-old Sevag Sahin Balikci, the Turkish
Armenian soldier shot dead on April 24, 2011, the Armenian Weekly
reported.

Although the case is ongoing, on July 29, the judge released suspect
Kivanc Agaoglu, stating he believed the suspect would not flee. During
the 13-hour-long session, a high-ranking military officer testified
in court and revealed that following the incident, one eyewitness had
come forward and stated he had overheard the suspect tell the victim,
“I will kill you, fatty!” (“Seni vururum tombulum,” in Turkish). That
witness, however, gave a different account to the court. Two other
witnesses also changed their stories.

Agaoglu claims the shooting was an accident, that he, along with
eight other soldiers, including Balikci, were fixing a barbed wire
when it happened. According to Agaoglu, he had loaded his gun for
“my and my friends’ security”-Balikci’s lawyer, Cem Halavurt, has
pointed that in the absence of a higher ranking official, loading
a gun violates military rules-and when he lowered his gun to put it
down, the gun fired and shot Balikci, who was standing on the other
side of the barbed fence, one to two meters away from Agaoglu.

Another soldier, Halil Eksi, presented a different account. He said
the men were working in a cheerful environment, when Agaoglu suddenly
lifted his gun and aimed it at Balikci. The gun fired, and the bullet
entered Balikci’s abdomen on the right and exited on the left side.

The prosecution is demanding a nine-year prison term for the
“accidental” murder of Balikci. The victim’s family, however, insists
the murder was deliberate.

Sevag Sahin Balikci, a graduate from Istanbul Technical University’s
Faculty of Fine Arts, was 23 days away from being discharged from
the army.

OLIGARCHY WON AGAIN

“The heads of institutions which exceed estimates and at the same
time carry out effective reforms, usually don’t resign. I refuse to
comment on false rumors,” said the spokesman for the president, Armen
Arzumanyan, to Tert.am. He actually refuted rumors on resignation of
Gagik Khachatryan, head of the State Revenue Committee. Interestingly,
Armen Arzumanyan had not told the same to the Haykakan Zhamanak.

On the eve, this newspaper had informed about Gagik Khachatryan’s
resignation and Serzh Sargsyan’s order on his dismissal. Armen
Arzumanyan was asked a question, and he said that “president’s orders
are published in due time”. Why did Armen Arzumanyan not say at that
time that heads of institutions which exceed estimates do not resign?

Apparently, during the few hours between his comments for the Haykakan
Zhamanak and Tert.am something changed, and Gagik Khachatryan’s
dismissal was withdrawn from the agenda. It is evidence to another
victory of the oligarchy. The point is that small and midsize
businesses are mainly dissatisfied with the SRC. This segment of the
economy is under the microscope of tax scrutiny, this segment has to
meet the indisputable demands of the tax service.

Meanwhile, the owners of major businesses, with only some exceptions,
usually don’t complain of the activities of the SRC and its head. His
replacement may have caused their dissatisfaction. The replacement
of the head of the SRC could mean change of the rules of the game. If
Serzh Sargsyan has made a decision to replace the head of the SRC, it
means he intends to change the rules of the game. For the oligarchs,
it is not a desirable development if the current rules satisfy them,
especially for the importer oligarchs. Why should they get stressed,
worrying about the new rules, the new outlines of economic quotas?

Perhaps, it is not accidental that the price of sugar went up in
Yerevan when reports appeared in the press on the replacement of the
head of the SRC.

In fact, we witnessed another victory of the oligarchy when
the government declared fight on oligopolies and monopolies. The
effectiveness of this fight is, for the time being, zero, otherwise
there would be no statements that those who exceed estimates don’t
resign. More important than estimates is how they are exceeded. As
one talks to owners of small and midsized businesses, one gets a full
picture of how tax and customs estimates are exceeded, at whose expense
they are exceeded. However, the government picks up the estimates
and ignores the worries and demands of small and midsize businesses,
which include change of leadership of the SRC.

But the reason of this is also clear. After all, the support of the
government in Armenia is not small and midsize businesses, the middle
class. In Armenia, the support of the government is major businesses
which are given unlimited privileges and the extremely poor who are
bought for five thousand drams of election bribes, a patch of tarmac
and a few meters of water pipeline.

ARS WESTERN US ANNOUNCES NEW REGIONAL EXECUTIVE BOARD

The newly-elected ARS Western US Regional Executive

GLENDALE-During its most recent plenary session, the Armenian Relief
Society of Western USA’s 2011-2012 9-member Regional Executive Board
elected its officers, as follows:

Chairperson: Nyree Derderian Vice-Chairperson: Carmen Libaridian
Secretary: Armenouhi Tomassian Treasurer: Kristine Keshishian
Advisors: Seta Hagopian, Judy Jingirian, Zharmen Mirzakhanyan, Angele
Ohannessian, Liza Santikian

With a new fiscal year at the forefront, the new Board has already
embarked on laying the groundwork for furthering ARS programs and
activities during its term. Among its first order of business, the
new Board has set clear and attainable goals to strive for throughout
the year, including strengthening its chapters; increasing membership;
and stimulating fundraising efforts to help benefit vital programs.

Liaisons have been appointed to each of the region’s 27 chapters
and the regional committees that will work throughout the year
on specialized areas of interest have been affirmed. Undoubtedly,
the organization’s unwavering support of local and international
communities in need remains a top-priority.

The region will soon bring its presence to the ARS 70th International
Convention in Athens, Greece in October 2011, helping formulate
initiatives and plans that will have an impact on the larger ARS
family worldwide and its services. Representing the ARS-WUSA, Nyree
Derderian will serve as the Regional Executive Representative to the
Convention, and Rita Hintlian, Seda Khojayan, Arousyak Melkonian,
and Sossie Poladian were elected during the ARS 91st Annual Regional
Convention to be the region’s four delegates.

PanARMENIAN.Net – Les Etats-Unis et la Russie, ou l’Union Europeenne
devraient se decider a resoudre le conflit du Nagorno-Karabagh,
a declare un expert.

Selon Alexander Rar, le Groupe de Minsk n’est pas le cadre approprie
pour regler le conflit. “Je ne vois pas de sortie, etant donne les
positions des parties impliquees et le fait qu’elles s’excluent
mutuellement”, a-t-il dit, cite par 1news.az.

Cependant, l’expert a exprime l’avis que les generations suivantes,
qui ne seront pas chargees du poids des souvenirs tragiques, pourraient
atteindre un accord.

Rar reste sceptique quant a la mediation de la Russie suite a
l’engagement de l’Occident dans des processus au Moyen-Orient. “Le
president Dmitri Medvedev a essaye de jouer le mediateur, mais je
pense qu’il n’a pas reussi. Les Etats-Unis et l’Europe sont trop
occupes par les evenements se deroulant au Moyen-Orient”, a-t-il dit.

Quant au facteur turc, Rar a note que bien qu’elle soit l’alliee de
l’Azerbaïdjan, la Turquie elabore sa propre geopolitique et elle
ne liera pas ses interets nationaux avec le Karabagh. “La Turquie
poursuivra ses propres interets. De plus, Ankara a un certain nombre
de problèmes non regles avec l’Armenie”, a-t-il dit.

MPS’ TRIP MAKES ‘NO DIFFERENCE’ TO FRANCE’S KARABAKH POLICY

The visit of a group of French MPs to the breakaway region of
Karabakh in no way changes official policy towards the territory,
Paris has said.

Asked to comment on the visit, French Foreign Ministry spokesman
Bernard Valero told a regular press briefing on Tuesday that French
policy on Karabakh remained unchanged.

“The parliamentarians were duly warned about our position on the
Nagorno-Karabakh conflict. This trip makes no difference or changes
to France’s policy on this conflict,” Valero said.

“France, like all the countries of the international community,
including Armenia itself, does not recognize the independence of
this territory.

“Its international juridical status can be defined only in the
framework of a peaceful, fair solution agreed among all the parties
concerned. France co-chairs the OSCE Minsk Group, alongside the
United States and Russia, and has been charged in this capacity with
contributing to the search for a compromise based on the principles of
the Helsinki Final Act and the proposals put forward by the French,
American and Russian presidents several times, notably at the G8
summits in L’Aquila in 2009 and Muskoka in 2010.”

The visit by five members of the French National Assembly, who did
not first seek permission from Baku, prompted the Azerbaijani embassy
in Paris to issue a note of protest.

The French Foreign Ministry responded that the Karabakh visit was
not an official one made through the French National Assembly, but
a private initiative by Guy Teissier, chairman of the parliamentary
commission for defence and the armed forces.

Visits to the Azerbaijani territory of Nagorno-Karabakh are technically
illegal without permission from Baku. In practice, many people visit
the breakaway territory.

AZERBAIJAN’S PERMANENT MISSION IN UN REACTS TO ARMENIA’S ACTIONS

The Azerbaijani Permanent Mission in the UN reacts to each step taken
by the Armenian side in the Nagorno-Karabakh conflict, Azerbaijan’s
Ambassador to the UN Agshin Mehdiyev told journalists in Baku today.

“The Secretary General and all member countries said that the
Nagorno-Karabakh conflict is always on the UN’s agenda and the
Azerbaijani Permanent Mission to the UN reacts to each step taken by
Armenia in this issue,” Mehdiyev said.

He stated that a new draft resolution on the Nagorno-Karabakh conflict
is ready. If the country’s leadership appears, the resolution draft
will be discussed and relevant implementations will be undertaken.

The UN General Assembly has adopted four resolutions without any doubt
that if the new resolution is adopted, the United Nations will decide
on its implementation, he said.

Regarding the issue of reforming the UN, Mehdiyev noted that
Azerbaijan has always supported this idea. However, it was false to
assume that changes will be made in the organization in a period of
several months. These things takes time, he added.
