CHIEF OF TRAFFIC POLICE ARRESTED

The chief of Traffic Police, Colonel Margar Ohanyan, was arrested
on August 30. He was charged with abuse of official authority and
embezzlement in large amount under Article 308 Para2 and Article
179 Para 3.1 of the Criminal Code. Proceedings were launched at the
Special Investigative Service.

Earlier on August 26 Colonel Stepan Karakhanyan, the ex-commander of
the second battalion of the traffic police, was arrested on similar
charges.

Mixed recruitment will remain a dominating principle in the Armed
Forces of Armenia, the Defense Minister has said.

Seyran Ohanyan made the statement on Tuesday as he visited a military
unit in the north-east of Armenia.

“Along with conscripts, we are also increasing the number of contract
servicemen,” the minister told the reporters accompanying him.

He said the development of the system would pave way for building a
professional army. In that context he particularly noted that contract
service implies involvement of skilled young people into the army, a
factor that can help solve the social problems of contract servicemen
themselves.

Speaking of other major achievements, the minister pointed out to
the modernization and enrichment of military supplies.

“We are modernizing our military equipment, increasing our fighting
capacity. Besides it is also very important to improve discipline and
order,” he said, adding that a number of reforms have been implemented
in the military in the past two years.

“An Armenian soldier guards his borders with honor, as he did during
the war in Artsakh [Karabakh],” Ohanyan added.

Turkey should realize that the Armenia-Turkey Protocols are not an
endless opportunity, Armenia’s President Serzh Sargsyan has said at
a consultation with the heads of the country’s foreign diplomatic
missions.

“Many of our friends would advise us to wait until the parliamentary
elections in Turkey. So, we will see in the coming months if there
is any change of stance in Turkey after the parliamentary elections,”
said Sargsyan, adding that Armenia will decide on the future of those
documents based on how things will unveil further.

Sargsyan also said that the recent two months do not leave room for
optimism when it comes to the ratification of those documents.

Turkey and Armenia signed two protocols in 2009 to establish diplomatic
relations and open the border, but last year Yerevan halted the
process after Ankara linked their ratification to the settlement of
the Nagorno-Karabakh conflict.

Sargsyan further said that Armenia’s initiative of reconciliation
with Turkey raised Yerevan’s international credits and dispersed the
perceptions about the new and modern Turkey.

“It might seem to many people that we should regret for having taken
up the initiative of normalizing the Armenia-Turkey relations because
Turkey backtracked on its obligations, while we wasted a huge political
capital,” said Sargsyan.

“I think those present in this hall understand that that initiative
raised Armenia’s international credits and dispersed our partners’
perceptions about the new and modern Turkey, revealing the modern
displays of the [Turkish] politics that has been recognizable for
Armenians through historical experience,” Sargsyan added.

Tatev cable way will not implement passenger transportations from
August 30-September 15. The suspension of works of the “Tatev Wings”
is agreed with passing from spring-summer regime to the fall one.

Director of the cable way Tigran Ghazaryan told Armenpress that in the
mentioned period of time the electronic and mechanical systems of the
cable way will be adjusted to the changes of Syunik weather conditions.

The director also agreed the not full regime of working during the
past Saturday and Sunday with the weather changes. From January 1
till August 2011 Tatev cable way served 51 000 passengers.

ANKARA: Parliament Counts Protocols Null, Void

Protocols signed between Turkey and Armenia in 2009 to normalize
relations between the two countries were recently counted as null
and void after Parliament failed to approve them during its 23rd term.

Armenia also suspended the protocols one year after they were signed
because they were not carried out.

“[Turkey’s] aim was obvious from the get-go. The purpose was merely to
attract attention from the international community,” Hagop Cakıryan,
an expert on Turkey and a columnist for the Armenian daily Azg,
told the Hurriyet Daily News.

Turkey knew all too well that the protocols were not going to be
enacted even as officials were signing them in 2009, Cakıryan said,
adding that their recent nullification by Parliament sheltered no
surprises. Turkey had been propounding pre-conditions to establish
relations with Armenia on each occasion, he added.

“Turkey expected Armenia to forget the genocide, to hand Karabakh
over to Azerbaijan and to act as a mediator with the diaspora to get
them to halt their campaign for the recognition of the genocide by
the international community, but this failed to materialize. Similar
pre-conditions were set forth before Armenia while the protocols were
being signed, even though Erdogan’s government had said there would
be no pre-conditions,” Cakıryan said.

“It is no surprise that Parliament counted the protocols as null
and void, but this bears a symbolic significance,” Professor Ruben
Safrastyan, director of the Institute of Oriental Studies at the
National Academy of Sciences of the Republic of Armenia, told the
Daily News.

“Turkish officials have once again highlighted very clearly that
they do not care about relations with Armenia and that they have lost
their enthusiasm. Turkey wants to have a say in the Middle East, and
therefore it has locked onto the Middle East,” Safrastyan said. The
issue of relations with Armenia could once again climb back onto
the agenda on April 24, which is regarded as the anniversary of the
tragic events of 1915, but this would constitute an artificial agenda,
he added. “To cut to the chase, Turkey does not want relations with
Armenia to be normalized,” he added.

The exclusive interview of Avet Adonts, Armenia’s Ambassador to the
European Union and Belgium, to Mediamax

– Philippe Lefort was appointed the European Union Special
Representative for the Southern Caucasus last week. The position was
vacant since February 28 when former EU Representative Peter Semneby’s
mandate expired. During this period EU was discussing whether or not
the position should be preserved.

– Indeed, EU was discussing the institute of Special Representatives
(they were operating not only in the Southern Caucasus) rather
actively. After the Lisbon Treaty came into force, the European
External Action Service was established to provide introduction of
more centralized mechanisms of pursuing foreign policy.

After all, taking into account the fact that there are unsettled
conflicts and interstate relations and other serious problems in the
Southern Caucasus which require the EU’s active involvement, it was
decided to preserve the institute of the Special Representative for
this region. The EU decided that the institute will allow getting
comprehensive assessments on the region.

We have discussed the issue with our European counterparts many times
and have expressed the hope that the newly appointed Representative
will act more effectively than his predecessor Peter Semneby. First of
all, we mean that the Special Representative may use all the levers
provided by the mandate to present to the EU and member-states more
objective assessments on the developments in the region.

– Armenia and the EU are holding negotiations on the Association
Agreement and both sides assess the process quite positively noting
that a half of the issues are already agreed on. What volume of work
is still to be done and what is the possible date for the completion
of the negotiations?

– I would like to specify that the Association Agreement also includes
the Deep and Compressive Free Trade Area (DCFTA) Agreement as well. A
document comprising 2 inseparable parts, political and economic,
is due to be signed.

The half of the chapters in the first part is already agreed upon
and the negotiation dynamics are rather positive. The delegations
meet in Yerevan and Brussels every 3 months. Besides, discussions
are held periodically through video conferences.

In the nearest future, we will start discussing issues related to
conflicts and security with our European counterparts and I am sure
that the positive dynamics will be maintained.

The end of the negotiations is already close but we shouldn’t forget
that implementation of the signed documents should start afterwards
and the practice shows that this phase also requires extensive work.

The negotiations on the second part of the document, DCFTA, haven’t
started yet.

– This spring, European Commissioner Stefan Fule said in his interview
to Mediamax that the negotiations will start “when Armenia is ready
for it”. What did he mean?

– The negotiations with Georgia and Moldova, other “Eastern
Partnership” members, haven’t started yet as well. By the way, the EU
doesn’t intend to conclude a DCFTA Agreement with Azerbaijan as this
country is not a member of the World Trade Organization and the WTO
membership is one of the priority conditions for starting negotiations.

To start the negotiations, a country should carry out extensive
reforms and bring its laws and procedures in line with the European
Union’s standards.

The European Commission’s special economic mission visited Armenia
and pointed out three main areas where the Armenian government should
realize reforms: protection of intellectual property, elimination of
trade barriers, spheres of phytosanitary and sanitary. The Armenian
government has recently made a decision on approving the Action Plan
aimed at resolving the indicated problems. After its realization we
will be able to claim that Armenia is ready to start the negotiations
on the DCFTA.

– So, even if the first part of the document is agreed upon by 100%
it will not be signed until the negotiations on the second part
are finished?

-Yes, there should be one joint package.

Negotiations on the DCFTA imply various reforms in our economic
policy. For instance, in the EU countries’ shops, a CD or DVD costs
at least EUR 15-20 and not EUR 2-3 as in Armenia today. Of course,
such goods can be found in the EU countries as well – not in shops
but in trade fairs or other such places.

Under such circumstances, the EU strives to equate or at least bring
the differences between economic conditions, tax and customs regimes
to the minimum. I think the negotiation process itself may take less
time than the preparatory work.

– I am sure our citizens are more interested in simplification of the
visa regime to visit the EU countries. When are these negotiations
to start?

– It’s a process which unfolds parallel to negotiations on the
Association Agreement. It aims to simplify our citizens’ entrance
to the EU countries by reducing the list of documents required by
the Embassies of the EU countries as well as the time spent on this
process. Today, we are facing a situation when a substantial part
of our citizens do not apply for EU visas at all. They realize that
they should collect numerous papers and spend much time having no
guarantee they will get a visa.

These changes will allow boosting people to people contacts.

Otherwise, the signing of the Association Agreement and DCFTA will
simply become a self-goal.

In September, the EU member states will give a mandate to the European
Commission to officially start the negotiations on the simplification
of visa regime with Armenia. I think they will last for a few months
as in fact the negotiations have already started since the Armenian
side has already realized a number of necessary reforms.

Of course, the sides’ final goal is to remove the mutual visa
requirement.

– How would you comment on “European Neighborhood Policy Review”
resolution, approved by the European Parliament on April 7, 2011, in
general, and item 49 of that document in particular, which contains an
urge to develop confidence building measures and programs and develop
“informal contacts and consultations with the societies of breakaway
territories”?

– A number of European Parliament MPs have visited Armenia and then
Nagorno Karabakh over the past year. As a result, they were declared
“persona non grata” by the Azerbaijani authorities and appeared in the
“black list” of this country.

Naturally, such situation is not acceptable for the European
Parliament and its members who need to have an opportunity to visit
non-recognized states to familiarize themselves with the situation
there, for instance, problems of human rights’ protection, i.e. one
of the priority goals of the adopted resolution is to make the MPs’
visits “legitimate”.

– The EU rather actively supported the process of settling
Armenian-Turkish relations before the signing of the Protocols in
2009. Do you think the EU has a desire and levers to make Turkey
restart the settling of relations now when the process is factually
frozen?

– Indeed, the EU was very active and it made many efforts during the
phase preceding the signing of the Protocols. I am sure that the
European Union can use its levers more efficiently in the current
situation to get the process back on the right track.

The first international educational youth forum of CIS countries
“Tsakhkadzor 2011” kicked off on August 20 and will continue through
August 30.

“This is the first forum of this format. This year representatives
of our youth wing participated in different educational programs
and youth camps in different CIS and European countries. They used
the experience, when organizing “Tsakhkadzor 2011″ forum,” member of
the Prosperous Armenia faction, President of the Youth Union of the
Prosperous Armenia Party Vahe Emfiajyan told reporters today.

“Tsakhkadzor 2011″ forum became possible thanks to the immediate
assistance of the leader of Prosperous Armenia Party Gagik Tsarukyan,”
member of the political council of the party Vahan Babayan said.

Vahe Emfiajyan said a memorandum has been signed within the framework
of the forum, which calls on young people from CIS and Baltic states
to launch comprehensive cooperation and work jointly to solve the
problems the youth faces.

Armenian Community of Georgia sent a request to Public Defender of
Georgia about the situation, created in Armenian sector of public
school No.103 in Tbilisi.

ACG calls Public defender to investigate the incident of discrimination
and violation of minority rights in school and take appropriate
measures to regulate situation.

ACG had been monitoring the situation in the school for the last 2
years 2010-2011. During this period of time there were fixed many
facts of the violations of the rights of national minorities

Armenian Community of Georgia sent to Public Defender of Georgia
all documentation and fixed facts of discrimination in Armenian
sector of public school No.103 in Tbilisi. In the request said
that the direction of public school No.103 in Tbilisi, except the
discrimination in Armenian sector, allowed many other violations:
administrative, financial, ethical etc.

In the requests also listed facts of discrimination by the school
direction, among which: “Holding the most of lessons in Russian;
numerous tries to liquidate the sector; interference in registration
children to the 1st class of Armenian school sector; the pressure on
parents to transfer their children to the Georgian sector; failures
in transferring children from the liquidated Armenian-Russian sector;
failure in opening Armenian 3rd class; threats, that in the elementary
school only one subject (Armenian) will be taught in Armenian (the
rest in Russian or Georgian); the constant psychological crush on
teachers in Armenian Sector; creating of unequal conditions of work
(with Russian and Georgian sectors); constant charging in incompetence;
the reduction of teachers’ hours in Armenian sector; firing 9 of 18
teachers working in Armenian sector, while they had their paid holiday
claiming it by reduction of the Armenian language lessons; etc.”

Copies of the request were sent to the President of Georgia,
Minister of Education and Science of Georgia, Chairman of the Georgian
Parliament, the Prime Minister of Georgia, the Representations of UN
and EU in Georgia.

In the past Armenian Community of Georgia has repeatedly appealed with
the letters and called the Public Defender of Georgia and Ministry of
Education and Science of Georgia to pay attention on this situation
and stop the discrimination in Armenian sectors of public schools of
Tbilisi. However, there is no response from these institutions and
the situation in schools is getting worse.

Armenian Community of Georgia hopes that the Public Defender of
Georgia will be studied all the fixed facts of discrimination in the
Armenian sector of public school No. 103 in Tbilisi and the measures
will be taken.

is ready to open a railway transit to Armenia.

Alexander Ankvab told Kommersant daily that Abkhazia can attract
investors and will soon accomplish the repair of the railway from the
Russian border to Sukhumi. “Possibility of railway transit to Armenia
is important for Russia but not all depends on Abkhazia only,” he said.
