YEREVAN. – The dialogue between oppositional Armenian National Congress
(ANC) and authorities was in an ideal stage, former member of the
Karabakh committee Ashot Manucharyan told at a press conference
on Monday.

“The dialogue was stopped. The ANC has no time or opportunities. It is
either to head national uprising or to leave the politics. Apparently
it will choose the first, despite many supporters lost belief in ANC.

No matter in case, ANC starts national uprising again many people
will gather and even those who lost belief will again join the ANC,”
Manucharyan said.

In response to the question that U.S. was the initiator of the dialogue
between ANC and authorities, Manucharyan stated that Russia was the
one to stop the dialogue. It is based on the fact that there is an
implicit agreement between the U.S. and Russia. According to it,
Russia still leads post Soviet Union states. Russia took the start
of the dialogue as infringement of its rights and diminution of its
influence. Thus, it insisted on stopping it.

The expert believes that the demand for the ANC activist Tigran
Arakelyan to change the measure of restraint could not have served
to suspend the dialogue. Actually negotiations were run on how to
overcome the crisis. ANC demands snap elections and reestablishment of
the authority, which will lead to a new political situation. Armenian
authorities do not agree to change anything, reminds politician.

Turkish “Vatan” daily published new details from the story of three
Armenian descendants who had filed lawsuits in U.S. court against
Turkey.

Alex Bakalian, Anais Harutyunyan and Rita Mahtesyan have sued Turkish
Government, Central Bank and Bank of Agriculture demanding $100 million
compensation from the Turkish government. Their grand parents owned
49,5hec of land in Adana, including the territory where Incirlik air
base is established.

The US Foreign Department sent a diplomatic note to Turkey demanding
to appear to the court. Turkey is highly recommended to hire a lawyer
and to appear in the court, otherwise the court will release its
judgment without them.

After 70 days Turkey has now asked the court to postpone the hearing
until September 19. The request has been accepted.

Armenia is committed to expand political and economic relations with
Iran, Iranian state-run “IRNA” news agency quotes Armenian Minister
of Agriculture Sergo Karapetyan as saying.

“The two states have recorded considerable success in trade and
agriculture during the recent two years. I’m hopeful the agreements
signed with the Iranian side will be soon implemented,” Sergo
Karapetyan said.

It’s said that Armenian Minister of Agriculture will have a meeting
with the head of Eastern Azerbaijan province, and will visit some
agriculture factories in the province.

YEREVAN. – If no fraud is committed during parliamentary elections and
56,000 deceased do not “participate” in them, the Armenian National
Congress (ANC) would have 80-90 seats at the National Assembly, stated
ANC representative Gurgen Yeghiazaryan during a press conference
held today.

“If they do not abduct our proxies-20-year-old young ladies-from the
election districts, and if they remove from voters’ lists those who
have abandoned the motherland, ANC would have 80-90 seats at the
parliament,” Yeghiazaryan noted, adding that during parliamentary
elections ANC will fight against those forces which exploit the people.

Armenian parliamentary elections will be held in May 2012.

Today, in Dushanbe President Serzh Sargsyan met with the President
of Tajikistan Emomali Rahmon. The two Presidents hailed relations
between the two countries and cooperation in different areas. At the
meeting discussed were issues pertinent to the deepening of bilateral,
as well as multilateral relations in the framework of international
organizations, including the CIS.

After the meeting with the President of Tajikistan, President Sargsyan
participated at the 20th anniversary summit which was attended by
the Presidents of eight countries out of eleven CIS member states
– Armenia, Russia, Ukraine, Kazakhstan, Kyrgyzstan, Turkmenistan,
Moldova, and Tajikistan.

After the CIS Council meeting in the restricted format, there took
place the meeting of the delegations in the extended format. At the
meeting discussed were issues related to the cooperation of the member
states in the areas of security, migration, culture and a dozen of
other issues; the parties signed a number of documents.

Among the key issues on the agenda of the summit was the analytical
Report on the Results and Perspective Issues of the Twenty Years
of the CIS Activities, which reflected on the experience of the
twenty-year experience of the Organization on security, economy,
humanitarian and other priority issues, and further steps for future
development and strengthening of the CIS.

The Heads of the CIS states exchanged views on the key issues of the
international agenda.

Today, the delegation headed by President of Armenia Serzh Sargsyan
will conclude its working visit to Tajikistan and return to Yerevan.

Stpenakert Airport Operation Delayed

STPENAKERT AIRPORT OPERATION DELAYED

The newly-built airport in Stepanakert will handle international
flights in mid-October, Dmitri Adbashyan, Head of the NKR Civil
Aviation Service told A1+.

Currently constructors are broadening and strengthening the runway
to receive large airplanes, like IL-70, CRJ-200 and Airbus.

The airport was planned to open in September 2011, however the
deadline was postponed due to unfavourable weather conditions and
continuing rains.

“The rains have subsided and we have sped up the works. Builders
pledged to complete the construction at the end of September. I think
that in mid-October we shall be able to get the first international
flights,” said Adbashyan.

The regulation of signal equipment installed on the strip is realized
together with a Moscow institute. Some navigation devices are used
for transit flights in order to obtain information about the direction
and distance of planes flying through Armenia and Azerbaijan.

PanARMENIAN.Net – Greek Defense Minister Panos Beglitis and his
Israeli counterpart Ehud Barak, with whom he met in Jerusalem on
Sunday, September 4 afternoon, starting his three-day official visit
to Israel, signed a Cooperation Memorandum in the security sector,
defencegreece.com reported.

“I come as my country’s Defense Minister to state our political will
as a government, as well as the majority of the country’s political
forces, for the two countries, the two governments, the two peoples,
to work together so that we can further develop and deepen our
bilateral relations in all sectors of mutual interest and concern,”
Beglitis said.

This is the first visit by a Greek Defense minister to Israel and part
of a cooperation memorandum agreed last year between Prime Minister
George Papandreou and Israeli Prime Minister Benjamin Netanyahu,
while it is also taking place at a moment when Israel’s relations
with Turkey are worsening, shaping new balance factors in the region
of the Eastern Mediterranean.

The Greek Defense Minister clarified, however, that his visit
exclusively concerns bilateral relations with the state of Israel and
is not functioning competitively with other countries in the region.

He said he shares concerns on the security of the state of Israel and
its legal right that emanates from International Law on self defense,
condemning all those terrorist acts from organizations that operate
from occupied Palestinian territory against citizens of the State
of Israel.

Barak also spoke with positive words of the upgrading of the
two countries’ military and defense cooperation, expressing his
satisfaction over his Greek counterpart’s visit.

“We are seeing with satisfaction the deepening and widening of
relations between us and the Greeks in all sectors, including the
security sector, and we desire to see the deepening and widening
of this cooperation between the governments, between the Defense
Ministries and between our peoples,” Barak said.

Les obsèques de la designer graphique Sevan Demirdjian auront lieu le
vendredi 2 septembre 2011 a 10h30 en la Cathedrale Armenienne Saint
Jean-Baptiste de Paris, 15, rue Jean Goujon, 75008 Paris. Absent de
Paris, le graphiste Philippe Apeloig a transmis ce magnifique texte
dedie a son amie Sevan, et dans lequel il retrace 30 ans d’amitie :
” Sevan me dit qu’elle est nee en Turquie. Elle precise : “je ne suis
pas turque pour autant, mais armenienne”. Nuance. Je lui reponds :
“je suis ne a Paris, je suis francais, mais juif ashkenaze”. Nous
parlons de nos racines, et nous voila lies par des histoires de
diaspora et de genocides. ” L’hommage de Philippe Apeloig sera lu
ce jour, a l’issue de la ceremonie, par Seta Papazian, Presidente du
Collectif VAN [Vigilance Armenienne contre le Negationnisme].

” 1981, l’annee de toutes les victoires. En mai je vote pour la
première fois, et la gauche arrive au pouvoir. En juin je passe
le bac pour la deuxième fois, avec succès. En juillet j’apprends
que j’ai reussi le concours d’entree a l’ecole Superieure des Arts
Appliques Duperre. En septembre, a la rentree des classes, je partage
ma reussite avec mes nouveaux camarades. Nous sommes une quinzaine
d’artistes en herbe, enthousiastes et fiers.

Parmi nous, une jeune fille intrigue: elle vient d’ailleurs, d’un
Orient que nous ne connaissons pas, qui nous inspire curiosite
et mefiance. Sevan arrive d’Istanbul, ville ecrasee de soleil
et d’histoire. Elle a d’abord passe une annee a Lyon, où elle
a poursuivi des hautes etudes d’ingenieur, mais elle a prefere
concretiser son reve de toujours : devenir artiste. Elle a prepare
seule le concours d’entree en ecole d’art. Et la voici sur de nouveaux
rails, championne. Un parcours original. On peut dire que du point
de vue, tant geographique, que socio-culturel, Sevan est une grande
aventurière.

Rapidement nous sympathisons. J’associe volontiers ses origines
etrangères a celles de ma famille. Sevan a entrepris le parcours de
l’exil, comme mes grands-parents. En 1930, ils avaient fui la Pologne
et ses pogroms pour se refugier a Paris.

Sevan me dit qu’elle est nee en Turquie. Elle precise : “je ne suis
pas turque pour autant, mais armenienne”. Nuance. Je lui reponds :
“je suis ne a Paris, je suis francais, mais juif ashkenaze”.

Nous parlons de nos racines, et nous voila lies par des histoires
de diaspora et de genocides. Grâce a une autre amie, Brigitte
Kiledjian, avec qui j’etais au lycee, j’ai deja côtoye un peu la
culture armenienne. Alors Sevan me fait partager ses connaissances
et m’instruit d’avantage. Elle me montre une carte geographique. De
son doigt, elle pointe une surface bleu clair, comme son regard, et
elle m’explique que “Sevan” est le nom d’un des trois grands lacs de
l’ancien royaume d’Armenie.

Nous avons des conversations empreintes de gravite, conscients de la
dimension vertigineuse de l’emigration.

Par-dessus tout, au fil des jours, j’observe le talent de Sevan.

Rapide, logique, curieuse; elle passe allègrement du dessin a la
geometrie, de la calligraphie a la photo. Son erudition me fascine.

Rien ne lui fait peur et elle excelle dans tout.

Par exemple, je peine a comprendre les lois de l’optique. Elle me les
explique en parfaite pedagogue. Sevan decrypte ce qui est important
de savoir en geometrie, et dans les sciences qui s’interessent aux
formes de l’espace.

Je m’assoie souvent a côte d’elle pour mieux suivre les cours
techniques. Alors nous commencons vraiment a bien nous connaître.

Accueillante et genereuse, Sevan m’invite pour travailler avec elle a
la Cite Internationale des Arts où elle reside. Elle est pensionnaire
a la Maison des etudiants Armeniens, dont l’architecture est inspiree
des edifices religieux du Moyen-Âge. Mais en face, nous regardons
emerveilles l’architecture du Collège neerlandais au style resolument
moderniste. Sevan m’emmène aussi voir la Fondation Suisse construit
par Le Corbusier. Ensemble nous decouvrons l’art moderne.

Sevan evolue comme un poisson dans l’eau au milieu d’etudiants venus du
monde entier. Elle est autonome et independante alors que la plupart
d’entre nous, jeunes etudiants aux Arts Appliques, nous vivons encore
chez nos parents. Elle est europeenne avant l’heure. Sevan parle
l’armenien (sa langue maternelle), le turc, le francais, l’anglais
et elle me dit comprendre l’allemand parce que l’une de ses s~urs
vit en Allemagne. Quel tourbillon ! Et son ambition est immense !

Ensemble, a l’heure du dejeuner, au lieu de rester manger avec nos
camarades de classe, nous fuyons l’ecole pour nous rendre, au pas
de course, au Centre Pompidou. On passe du temps a la bibliothèque,
mais surtout dans les salles du musee d’art moderne. On termine nos
journees de cours, drogues d’art et de culture.

1984, diplôme en poche. Sevan commence sa carrière de graphiste. Elle
fait des etincelles chez Ecletic Design, où elle participe a des
travaux graphiques pour la haute couture et les parfums. Sa precision,
son goût du raffinement, son acharnement au travail, et sa vivacite
d’esprit sont remarques et apprecies. Elle y travaille aux côtes de
Bob Adamski.

Enfin, Sevan a cesse d’aller regulièrement a la Prefecture de police
chercher sa carte de sejour. Elle a obtenu la nationalite francaise.

Rapidement, elle devient parisienne. Elle adopte les codes de la ville
et se frotte a la mode. Transformation de la jeune fille en femme.

Elle m’avait fait la confidence qu’elle adorait Sophia Loren et qu’elle
voulait lui ressembler. Mutante, elle s’installe rive gauche dans le
quartier latin avec un copain: Vatche. Bientôt son mari. Sevan aime
vivre vite.

Son mariage a lieu en cette eglise. C’est une star qui penètre dans
ce lieu sacre. Sevan est magnifique. Vatche est radieux de partager
la vie avec une femme d’exception. La ceremonie est traditionnelle,
touchante et superbe. Le soir on se retrouve dans le restaurant “Les
Diamantaires”, rue La Fayette. C’est la fete toute la nuit. Manger,
boire, chanter et danser. Inoubliable.

Nous avons l’habitude de nous retrouver, Sevan et moi, pour des
dejeuners ou des dîners. Nous sommes passionnes par notre metier et la
formation que nous avons recue. De plus nous partageons une conscience
politique qui nous rapproche. Elle dit “Armenie”, je reponds “Israël”.

Elle m’invite a manger un “Lahmajun”, et je lui propose de partager un
“Strudel”.

On raconte nos vies, nos projets professionnels, nos voyages. Elle
me decrit Barcelone comme une ville magique et inspirante.

Mais un jour Sevan pleure. Ce sont des larmes de joie qui la
bouleversent. Elle est enceinte. C’est une joie immense pour elle qui
a tant cherche a remonter jusqu’a la source de la vie et du bonheur.

Caroune, nee en 1992, illumine l’existence de Sevan et de Vatche.

Quelques annees plus tard, en 2000, ce sera Lia. Les voila en famille,
installes a Saint-Maurice, en bordure du bois de Vincennes.

Ils apprecient cette vie calme près de la nature, avec un jardin en
plus. La maman de Sevan les a rejoints. Son sourire tendre accompagne
l’education des deux petites filles. Tous ces jours n’osent pas dire
leur nom, tant il est bon de sentir la chaleur d’un foyer et de se
sentir proteges.

Pourtant, rien n’est simple pour se faire une place dans ce
Paris parfois intolerant et cruel. Sevan fait preuve de courage
et de perseverance. Travaillant d’arrache-pied, elle affronte la
pression des clients et les difficultes financières de la vie d’un
jeune createur. Elle se bat pour le respect de ses droits envers
des voisins indelicats. Elle bataille avec l’administration et son
cortège de lourdeurs.

Qui connaît Sevan, sait qu’elle est perfectionniste, resolument ancree
dans l’actualite artistique, douee en typographie et en couleurs. Son
univers graphique petille de coloris vifs et acidules. Depuis 1987
elle est a son compte comme graphiste independante et elle accumule
des commandes.

Periodiquement, nous echangeons des idees sur le design. Nous nous
aidons sur des projets comme ceux consacres a la promotion du Musee
d’Orsay ou a l’ouverture du Carre d’Art de Nîmes. Je la mets en
contact avec la Biennale de danse du Val de Marne et elle cree, en une
quinzaine d’annees, une splendide serie de programmes et d’affiches
dont certaines sont remarquees dans des concours internationaux. Sevan
~uvre aussi pour l’Opera de Paris. Elle decroche un contrat avec
le Theâtre du Beauvaisis. En 2006, elle gagne le concours organise
par les services culturels du Ministère des Affaires Etrangères pour
la creation du logotype de l’Annee de l’Armenie en France “Armenie,
mon amie”. La cause du peuple armenien vibre en elle. C’est donc un
projet qui lui tient a c~ur, où elle associe typographie latine et
typographie armenienne.

Sevan est belle, cultivee, brillante, talentueuse, courageuse,
engagee…

Une grande pro, impliquee dans ce qu’elle entreprend. Sa sensibilite
est en alerte dans tout ce qu’elle touche et vit. Sevan est une maman
merveilleuse, une femme remarquable. C’est pour ca qu’on l’aime!

Sevan est un exemple de l’integration reussie, amplement meritee. Mais
j’ose croire que la reconnaissance n’est jamais a la hauteur des
efforts fournis. Tant de perseverance, tant de luttes et si peu de
gratitude. Sevan avait reve de pouvoir voler bien au-dela du soleil,
d’etre toujours comme un enfant qui s’emerveille, et de comprendre
pourquoi soudain son c~ur battait quand elle voyait la beaute
du monde.

Il existe des deracinements multiples. On peut etre deracine
physiquement et deracine mentalement. À force d’etre sur tous les
fronts, de vouloir comprendre le pourquoi et le comment, on peut perdre
le sens de l’orientation. Se laisser enivrer par la deroute. Se noyer.

Sevan, je ne suis malheureusement pas present en ce très triste
jour de l’annee 2011, exactement trente ans après l’instant de notre
rencontre. Helas, je suis loin de Paris, mais de c~ur avec toi et
ta famille. Trente ans d’une magnifique amitie. Merci.

J’ai eu la chance de te côtoyer. De loin en loin, jamais notre
complicite et notre admiration mutuelle ne se sont taries. Tu auras eu
une vie romanesque et douloureuse. Je voudrai surtout que tes filles,
Caroune et Lia sachent qui tu as ete, et ce que tu as fait. Tu n’es
plus la pour les accompagner dans la vie. Meme si la transmission
aura ete de courte duree, tu demeureras, pour elles, l’heritage le
plus positif qui soit, sur le plan des valeurs.

Tu es comme ces oiseaux migrateurs qui ont besoin de s’envoler pour
de nouvelles destinations. Tu vas terriblement nous manquer.

Sales to Russia As Leverage

WASHINGTON DC. September 3, 2011: The new WikiLeaks report discloses a
diplomatic cable from the US Embassy in Azerbaijan to the US State
Department dating January 23, 2009. The report reflects the
negotiations between the US diplomats and the Azerbaijani president
Ilham Aliyev during the turbulent period when the Aliyev government
decided to prohibit the broadcast of the RFE/RL, VOA, and BBC on FM
frequencies, and was heading towards changing the constitution (the
referendum was scheduled on March 18, 2009) to lift the two-term limit
on the presidency. The cable shows that during the negotiations with
the US envoy Matthew Bryza Ilham Aliyev tried to justify the ban on
the American broadcast of the American radio channels on FM
frequencies by arguing that it was a necessary step to allow the
Azerbaijani government to use the similar restrictions on the Russian
and Iranian propaganda through radio and TV. At the same time, Ilham
Aliyev did not hide his discontent with the American radio channel
RFE/RL. Namely, Ilham Aliyev was not happy with the letter of the
RFE/RL president Jeffrey Gedmin to the international media

and the RFE/RL article which called Azerbaijan `the Turkmenistan of
the Caucasus’ [].
At the time, the Azerbaijani government entered into negotiations with
the US government on returning the US radio channels to the FM
frequencies, apparently, to stall the possible backlash from the US in
response to the recent shutdown of FM broadcasting of those channels
in Azerbaijan. However, as the time passed, Azerbaijan forgot about
its promise to restore the FM broadcasting of the American radio
channels, and the US… got used to it. Below is the full text of the

1. (C) SUMMARY: In a January 19 meeting with EUR DAS Bryza, President
Aliyev said that he had directed his staff to begin negotiations on
the resumption of VoA, BBC and Radio Liberty. He continued that he was
surprised by the January 13 letter from President Bush given his good
discussion with Deputy Secretary Negroponte on the same day. “The way
can be found. We do not want this to become a major issue for the next
administration,” the President added. He then proceeded to criticize
sharply the content of Radio Liberty.

2. (C) SUMMARY CONTINUED: On the natural gas issue, the President
expressed frustration with Turkey about not being able to conclude a
gas transit arrangement. He said that Azerbaijan had been pursuing
possible gas sales to Russia only pressure Turkey to allow transit of
Azeri gas to the EU, but this was now “impossible” because of what
Gazprom has done in Ukraine and Europe. Finally, the President
revealed that he had given the instruction to stop the broadcasts of
popular Turkish soap operas because these programs were advancing an
Islamist agenda in Azerbaijan, including by showing women wearing
headscarves. He said he has also “informally requested” local TV
stations not to show women with headscarves, and that the rate of
headscarf wearing subsequently declined. END SUMMARY.

Commitment to Negotiations on the Radios

3. (C) In a January 19 meeting with EUR DAS Matthew Bryza and Charge,
President Ilham Aliyev restated the commitment he made to Deputy
Secretary Negroponte that there would be near-term negotiations on the
return of VoA, BBC, and Radio Liberty to the FM frequencies. He added
that immediately after the January 13 telephone call with the Deputy
Secretary, he had instructed the head of his political and social
department, Ali Hasanov, to begin negotiations.

4. (C) DAS Bryza emphasized that the USG hopes to find a constructive
way to return these broadcasts in the near-term. He added that one
formula for moving forward might be an intergovernmental agreement
allowing Azerbaijan to broadcast on U.S. cable channels. The Charge
noted that the Broadcast Board of Governors had invited Presidential
Advisor Hasanov for talks between January 23 and February 2. Hasanov
had said he was traveling and asked them to meet with the head of the
National TV and Radio Council instead. President Aliyev said that he
would again talk to Hasanov about beginning these talks soon.

5. (C) The President welcomed the approach outlined by Bryza, which
could provide Azerbaijan a pretext to restore RFE/RL broadcasts
without restoring state broadcasting from Russia and Iran. President
Aliyev complained that Russia and Iran refused to allow Azerbaijan to
broadcast to their respective Azeri communities, even as Russian and
Iranian stations tried to undermine political stability and promote
religious extremism in Azerbaijan through their broadcasts. President
Aliyev expressed surprise about the tone of President Bush’s January
13 letter, noting that it came on the same day as the constructive
discussion with the Deputy Secretary. He added that he had personally
penned the response. He concluded, “The way can be found. We do not
want this to become a major issue for the next administration.”

Sharp Words for Radio Liberty

6. (C) Despite agreeing to pursue a bilateral arrangement to restore
RFE/RL broadcasts based on the above formula or reciprocal broadcasts,
the President complained about the content and objectivity of Radio
Liberty, consistent with his earlier criticism (reftels). He began by
admitting that the decision to terminate the radios was based on three
reasons: — (C) Azerbaijani law does not permit foreign broadcasts
(sic). — (C) Preventing Iran and Russia from broadcasting on local
airwaves. — (C) The content of Radio Liberty.

7. (C) The President particularly commented on the editorial tone of
Radio Liberty in December and January. He said that the December 15
letter from RFE/RL President Jeffrey Gedmin to the International
Herald Tribune was very negative and not consistent with the
assurances Gedmin gave the President when he visited Azerbaijan.
“After Gedmin’s visit, we hoped that there would be changes,” the
President noted. He also complained about the mid-January article on
Radio Liberty’s website that said Azerbaijan was becoming the
Turkmenistan of the Caucasus. President Aliyev was particularly upset
by a recent Radio Liberty broadcast, which he characterized as
attacking the GOAJ for building a park in honor of Azerbaijan’s flag,
rather than spending on other social services. The President objected
to such “interference” in te GOAJ,s sovereign decisions, as it
attempts to foge a sense of nationhood.

8. (C) The Presidet said that Radio Liberty has selected people ony
from the opposition to work in their bureau here He said that the
local editor Khadija Ismayilova is a long-time opposition activist who
considers herself to be an enemy of the government. He concluded by
saying that the tone of Radio Liberty is reminiscent of the tone of
this station during Soviet times when it was trying to undermine the
Soviet Union. “Are we the same for America as the Soviet Union? It
seems strange for a strategic partner,” he noted. Bryza responded that
Gedmin had offered a dialogue on content and encouraged the President
to pursue this dialogue. The President said that this would take time
and effort. Instead, the President said that they were looking for a
simple change in direction at Radio Liberty.

Using Gas Sales to Russia as Leverage

9. (C) Bryza briefed the President on his discussions in Turkey on gas
transit issues. The President revealed that Azerbaijan had been
exploring gas sales to Russia only to improve its negotiating position
with the Turks on transit. “Gazprom was never an option, but we used
the opportunity to ring the bell. Now after what they did to Ukraine
and Europe, this is impossible,” the President declared.

10. (C) The President then expressed his frustration with Turkey over
the transit talks. “We have already lost two years on Shah Deniz Phase
II. I never could have believed that our closest friend would be
blockading us and denying our access to Europe. This has created a lot
of complications and I don’t know what to do,” he remarked. The
President worried that Turkey was demanding just enough gas from Shah
Deniz Phase II to leave an insufficient volume left over to allow
Southern Corridor projects to proceed with exports of Azerbaijani gas
to EU countries. Turkey,s underlying goal, according to the President,
was to keep Azeri gas captive to Turkey,s market, and thereby
strengthen Turkey,s ability to exact cheaper gas from Azerbaijan.

11. (C) The President complained that the current Turkish Government
is moving toward political Islam and away from secular democracy. He
said that he could not understand Erdogan’s harsh attacks on Israel
with respect to Gaza in light of Egypt, Saudi Arabia and Jordan
remaining silent. He noted that Turkey was in essence supporting
pro-Iranian forces by siding with Hamas. “This will ruin everything
that Turkey has built in its relations with Israel, including
excellent economic, military and intelligence cooperation . . . With
Turkey having this position, it is difficult for us to continue our
joint foreign policy,” the President commented.

Removing Headscarves from TV

12. (C) Expanding on his concern about the Turkish Government,s
promotion of Islamism, the President confided in Bryza that the reason
for the removal of Turkish soap operas from local TV broadcasts was
not because of the failure to broadcast in the Azerbaijani language
(the official basis of the decision from the National TV and Radio
Council). Instead, he directed that these programs be taken off the
air because they had been showing women wearing headscarves and that
this would have a negative influence in Azerbaijan. “When we see
Iranians covering their women we laugh, but the people here may take
it more seriously when they see the Turks covering their women.” He
admitted that Azerbaijanis could easily understand these programs
without translation.

13. (C) Healso noted that he had made an “informal request” to the
local TV broadcasters to no longer show womn wearing headscarves. He
told them not to say nything bad about these women, but to no longer
nvite them to appear on television. He said tha this had an immediate
effect in Baku and he has seen fewer women wearing headscarves as a
result. (Comment: The Embassy has not observed such a change. End
Comment.)

14. (C) Finally, the President said that his government has discovered
religious fundamentalists in Azerbaijan sponsored by Turkey. The group
is called the “Ikramlar” (trans: the Respectful) and they have been
arrested seeking to infiltrate Azerbaijani military and police
academies. He said that he had personally viewed a video of these
individuals participating in a religious ritual. “They were like
animals.” When Erdogan asked Aliyev to release them, Aliyev sent his
people (presumably the Ministry of National Security) to show Erdogan
a copy of this video. “We expect this from Iran, not Turkey,”
complained the President.

Comment

15. (C) Advocacy from Washington has helped propel the government to
accept negotiations over the resumption of radio broadcasts on FM
frequencies. It remains to be seen whether these negotiations start
promptly or show any progress in the near term. Aliyev’s now common
refrain about the content of Radio Liberty suggests that these will be
difficult talks. The Embassy will continue to encourage the government
to accept Radio Liberty’s offer of a dialogue about content. The
negotiations about the return of these broadcasts and the dialogue
about content must remain strictly separate.

Iran : la catastrophe écologique menaçant le lac d’Oroumieh fait des remous

Le sauvetage du lac d’Oroumieh, menacé de disparition dans le
nord-ouest de l’Iran, a pris une dimension politique après la
répression cette semaine d’une manifestation d’habitants de la région
qui dénonçaient l’inaction de Téhéran face à une catastrophe
écologique majeure.

Le lac d’Oroumieh, l’un des plus grands lacs salés du monde, a perdu
la moitié de sa surface au cours des 20 dernières années du fait de la
multiplication des barrages sur les rivières l’alimentant.

Ce lac classé réserve mondiale de biosphère par l’UNESCO depuis 1976
pour sa faune et sa flore exceptionnelles, pourrait disparaître à
brève échéance si rien n’est fait pour le sauver, selon des
responsables locaux.

Le refus du Parlement d’examiner un projet de sauvetage présenté à la
mi-août par les députés de la région a mis le feu au poudre,
provoquant le 27 août une manifestation de la population d’Oroumieh
sévèrement réprimée par les forces de l’ordre, selon plusieurs sites
d’information iraniens.

Cette répression, qui a fait des blessés et entraîné de nombreuses
arrestations, selon ces sources, a été critiquée par le député
d’Oroumieh, Javad Jahangirzadeh.

Tout en reconnaissant que la manifestation était illégale, il a
souligné que les autorités feraient mieux de trouver une solution (au
problème) plutôt que de répondre aux protestations par la force, lors
d’une réunion d’experts vendredi, organisée par le site conservateur
Khabaronline.

99% de la population est inquiète, et les manifestations ont montré
son unité pour sauver le lac, a-t-il souligné en souhaitant que cette
question environnementale et sociale ne devienne pas un problème de
sécurité pour le régime.

La population réclame à juste titre des mesures, et les autorités
devraient répondre à ses demandes, a estimé de son côté l’imam de la
prière d’Oroumieh, l’hodjatoleslam Gholamreza Hassani, cité samedi par
le quotidien Tehran Times.

Les citoyens ont le droit de faire valoir leurs revendications
sociales et environnementales, a déclaré en écho un autre
parlementaire d’Oroumieh, Nader Qazipour, au même journal.

Ni les autorités ni les médias officiels n’ont évoqué jusqu’à présent l’affaire.

Mais plusieurs sites d’opposition ont affirmé que les autorités
s’inquiétaient de slogans régionalistes réclamant davantage
d’autonomie qui auraient accompagné la manifestation du 27 août et
d’autres de moindre ampleur l’ayant précédée.

Cette région est habitée par une population majoritairement azérie
turcophone – la principale minorité d’Iran, représentant plus de 20% de
la population.

Sur le plan écologique, les responsables locaux ont souligné que le
lac d’Oroumieh risquait des disparaître complètement d’ici deux à
quatre ans si des mesures d’urgence n’étaient pas prises, avec des
conséquences apocalyptiques.

La disparition du lac laisserait 10 milliards de tonnes de sel ouverts
à tous les vents, et pourrait entraîner le déplacement de 14 millions
de personnes, a averti M. Jahangirzadeh. Les poussières de sel
risquent de menacer l’écosystème de toutes les régions voisines.

Les tempêtes de sel pourraient rendre la vie difficile à de nombreuses
provinces voisines, jusqu’à Téhéran, ainsi qu’à des pays voisins comme
l’Irak et la Turquie, a affirmé de son côté l’hodjatoleslam Hassani.

Jusqu’à présent, le gouvernement n’a pris aucune mesure pour résoudre
ce problème, a accusé M. Jahangirzadeh sur Khabaronline pour expliquer
la radicalisation de la population qu’il a appelée à poursuivre sa
lutte. Les protestations ne doivent pas cesser tant qu’elles n’auront
pas atteint leur objectif.

Le projet rejeté par le Parlement prévoyait d’alimenter le lac avec de
l’eau provenant du fleuve Araxe, frontalier avec l’Arménie et
l’Azerbaidjan à quelque 70 km plus au nord.
