Eager to make Parliament work toward a new constitution, the Justice
and Development Party (AKP) government last week did something
revolutionary for non-Muslims in Turkey. The State Advertising
Agency, charged with coordinating ads placed in the media by public
institutions, allocated a fund in the amount of TL 250,000 to resolve
the financial difficulties of minority papers, which was allotted to
four daily and two weekly papers. The funding will remain in place
until the papers can sustain themselves.

The decision to provide this assistance mostly comes out of the
belief that the papers run by non-Muslims and published for their
minority communities are part of the common cultural heritage and
assets of Turkish society. Turkey now appears to be beginning to have
a consistent approach toward its minorities, in light of this support
for minority papers and Anatolian churches that have been restored
and renovated in recent times. But of course, the real indicator of
the state’s approach to non-Muslim minorities is the issue of the
seized assets and property belonging to non-Muslim foundations.

To briefly review the history of the issue, in 1936 the state asked
all Islamic and non-Muslim foundations to declare their property. The
actual goal of this was to subordinate the Islamic foundations to
the Directorate General for Foundations. Many years later, in 1974,
an administrative order required the return of all properties and
assets purchased by the foundations since 1936 to the Treasury. This
meant unjust and illegal confiscation and seizure of thousands of
minority-owned properties because many non-Muslims who had had to leave
the country left their properties to religious foundations. But more
importantly, this decision enabled the transfer of the real estate
and other property of non-Muslim communities to the Treasury, using
the argument that non-Muslims were unable to properly maintain these
assets. By the same legal procedure, a great deal of land owned by
non-Muslims, including cemeteries, was expropriated. In short, the
1974 decision was an extension of the Kemalist policy promoting the
expulsion of non-Muslims from their land and seeking the transfer of
their property to the state.

The AKP government has made some attempts to change the legal
situation, but up until now the Constitutional Court has annulled
these changes. It was the main opposition Republican People’s Party
(CHP) that brought the matter to the court, and the petition was
signed by the present chair of the party, Kemal Kılıcdaroglu. In
its decision, the court referred to a judgment by the Supreme Court
of Appeals in 1972 which argued that non-Muslims were “native aliens”
rather than regular citizens, and for this reason it was only natural
that they encountered some restrictions and difficulties in exercising
their rights with respect to property.

The AKP government did not give up, however: Even though it wasn’t
a perfect solution, the government made a law enabling the partial
transfer of the properties to their original holders. In a meeting
before the most recent election, the Directorate General for
Foundations said that the remaining properties would be either
returned to original owners or they would be paid some sort of
compensation. Back then, many probably believed that this was mere
election talk designed to attract more votes. But the government
honored its promises. By a provisional clause annexed to the law still
in effect, it was announced that the previously seized properties
belonging to minority foundations will be returned to original owners
or, in the case of properties that were resold after they were seized,
the property’s market value will be paid to those who are entitled
to it. A new regulation will be made to ensure that the Ministry of
Finance determines the market price for each property, and within 12
months after the approval of the Assembly of Foundations, these past
injustices will be corrected.

Some may not be able to understand why this decision is revolutionary.

The confiscation of the property of minorities was not only a
fundamental policy of the Committee of Unity and Progress (CUP), but
it was also strictly honored by the republican regime as well. The
incidents against the Jews in 1934, the 1942 taxation of assets, the
Sept. 6-7, 1955 pogrom and the expulsion of the Greeks in 1964 all
actually targeted the property of non-Muslims more than the people. A
lesser-known series of decisions was actually implemented by Mustafa
Kemal in 1926 and 1927. Under these provisions, Armenians living abroad
were banned from returning to the country, and the citizenship rights
of those who failed to remain in Turkey for a certain amount of time
were revoked. After they had lost their citizenship, their property
was expropriated.

The AKP government has staged a silent revolution. Democracy requires
us to advance on all fronts. Non-Muslims are finally being promoted
from the status of “aliens” to that of real citizens.

Armenia’S Defense Minister Discusses Military Cooperation In Poland

ARMENIA’S DEFENSE MINISTER DISCUSSES MILITARY COOPERATION IN POLAND

Armenia’s Defense Minsiter Seyran Ohanyan discussed military
cooperation between Armenia and Poland with polish officials during
his visit to Warsaw from September 7-9.

According to a press release by the Defense Ministry, at the meeting
with his Polish counterpart Tomasz Siminiak, Ohanyan discussed also
the future of military cooperation between the two countries.

The sides also exchanged views over the military-political situation
in the South Caucasus, the process of the Nagorno-Karabakh conflict
settlement and the international support forces in Afghanistan.

They also agreed on signing agreements on military cooperation between
Armenia and Poland, as well as extending cooperation in the sphere
of military education.

During his visit, Ohanyan held a meeting with representatives of the
Armenian community in Poland.

Ohanyan presented them the problems Armenia’s Armed Forces have and
the development programs.

He also referred to the situation on the Line of Contact between
Armenia and Azerbaijan and Armenia’s security challenges.

Seyran Ohanyan also visited the Polish Museum of History and placed
a wrath at the memorial of Unknown Soldier.

The Armenian delegation headed by Seyran Ohanyan returned to Armenia
on September 10.

Henrikh Mkhitaryan, mid-fielder of Armenia’s national football team
and Shakhtar, who has been recognized as the best player in the match
with Volni, has said it makes him more confident.

“For me it is of great significance as it inspires me with confidence
and it is very important for each football player,” said he.

“But it is not only my achievement, but also that of all the players
of Shakhtar because it is they who helped me to become the best on
the field,” Mkhitaryan added.

Further, he congratulated all this team and fans on their victory.

“Today, we succeeded in everything, except the number of the goals
scored,” said he.

Asked about the next match with Portus, Mkhitaryan said: “Today,
I cannot say what will happen, but I always think about tomorrow so
that to improve myself.”

“I think my colleagues agree with me, and we will do our best to show
a good performance to Portugal and win them,” said he.

Italian Government Assists Brucellosis Control In Armenia

ITALIAN GOVERNMENT ASSISTS BRUCELLOSIS CONTROL IN ARMENIA

YEREVAN. – Armenian Minister of Agriculture Sergo Karapetyan proposes
to discuss the possibility of funding, through donor organizations,
the continuation of the Assistance for Brucellosis Control in Armenia
Project. The minster noted this during his meeting on Thursday with
representatives of the trilateral mission studying the project.

Sergo Karapatyan emphasized the importance of this project, approved
of the UN Food and Agriculture Organization’s (FAO) activities in
connection with implementation of the Brucellosis Control Project,
and thanked the Italian government for its financial support. The
minister also noted that this project’s main objective, which is
brucellosis control in Armenia, is in full alignment with development
goals of our country’s government, the Ministry’s press service told
Armenian News-News.am.

By way of this project, a proper training was conducted in Syunik
region between 2009 and 2011, all veterinaries included in the
vaccination program were retrained, and public awareness material
was distributed.

During the meeting, the Italian Embassy’s temporary Charge d’Affaires
Paolo Bonissone thanked the Armenian agriculture minister for his
high appraisal of the assistance from Italy, and expressed hope that
Armenian-Italian agricultural cooperation would continue.

News.Az interviews Mahmud Mammadquliyev, Azerbaijan’s deputy foreign
minister.

What can you say about the process of talks between Azerbaijan and
EU as part of the associative agreement?

The plenary session was suggested to hold in summer but it was put
off which is why we held video conferences on different issues. As
late July-August is the time of rest in Europe, probably, the video
conferences will resume in mid September. Meanwhile, on 5-6 October
there is a plan to hold the next plenary session of the negotiation
group on associative agreement in Baku. Before it, on 23 September, the
committee for cooperation between Azerbaijan and European commission
will hold a session.

What will be the agenda of the session?

 It will reflect most issues because it is the main mechanism of our
cooperation. It will include the issues related to conflict, energy,
human rights and so on. The agenda is quite high and discussions are
scheduled for the whole day.

By the way, they say that the Karabakh issue remains aloof in
Azerbaijan’s negotiations with EU and to some extent hampers the
negotiation process in other directions of cooperation given the
special position of Brussels. Is it right?

Naturally, this issue is important for Azerbaijan, which is why
at the negotiations on associative agreement as part of the first
section devoted to the issues of security and political dialogue,
we set this issue. There is nothing surprising here, considering the
fact that this problem is very actual for us, it is a serious question
and you know it well and there is no sense to speak about it.

We believe that it is the most important issue. And we tell our
partners that all the rest issues can be coordinated depending on
whether we agree on this one and whether it is reflected in this
associative agreement in terms of Azerbaijani stance. It is a vitally
important issue to us, we do not conceal it and we tell it openly to
all our partners from EU.

There are many opinions about which of the six post-Soviet countries
participating in the Eastern Partnership initiative progressed more
in negotiations with Brussels or become closer to Europe. Is this
comparison appropriate and overall, how do you assess Azerbaijan’s
European integration as part of Eastern Partnership?

You know we continue our work and are working in all directions.

Someone compares something to something, saying that a country
is already working at a free trade agreement and so on, while the
situation seems different with Azerbaijan. But Azerbaijan is not a WTO
member while the European Union set membership in this organization
as one of the provisions. We cannot change anything here and if they
have set this provision, let it be so.

On the other hand, the matter is whether this trade agreement is
economically expedient for both sides. I consider it wrong if someone
believes that any country has progressed more.

There are issues on which some countries have really advanced more in
the process of easing visa regime with the EU. But what should we do?

We have been waiting for the EU mandate to start talks for already a
year, though we have fulfilled all we have asked for, all materials
and documents have been provided, the missions were in our country and
familiarized with the situation. But it turns out that the Brussels
has not yet issued the mandate.

Therefore, I do not agree with such a formulation of the question.

Someone has advanced more in something and we have progressed in
other issues. For example, the energy issue. Today, everyone say that
Azerbaijan is very important for EU in terms of creation of the South
Gas Corridor and we are working with them in this sense.

Every country has some advantages, some specifics, which is why
colligation is unnecessary.

During his 24 well-compensated years as head of the so-called
Anti-Defamation League (in 2009, more than $560,000 … by far the
highest salary of anyone at the head of a Jewish charity organization),
Abraham Foxman has not made it a priority to convince any of his many
rich and left-wing Hollywood allies to produce a movie about the
story of the Maccabees. Nevertheless, that has not stopped Foxman
from defaming Mel Gibson’s plans to make a movie about the life of
Judah Maccabee, a Jewish hero of the revolt against the Syrian-Greeks
which led to the holiday of Hanukkah.

Earlier today, Foxman whined to The Hollywood Reporter: “Judah Maccabee
deserves better. He is a hero of the Jewish people and a universal
hero in the struggle for religious liberty. It would be a travesty
to have his story told by one who has no respect and sensitivity for
other people’s religious views.”

Advertisement Foxman of course does not limit his monitoring to who
does and does not get to make Jewish-themed movies. He was ongoingly
ostentatiously outraged in 2004 when Gibson, who is Catholic,
produced The Passion of the Christ. Given Foxman’s obsessive emphasis
on fundraising and the ADL’s financial base of leftist, secular,
anti-Christian Jews, his motives were transparent. According to The
Hollywood Reporter: “In the lead-up to Passion’s release, Foxman
could be found on numerous talk and news programs slamming the drama.”

The Book of Maccabees is part of the official Catholic liturgy,
but it is not actually part of official Jewish liturgy.

Defaming Christians without basis (and exploiting such
defamation via oh-so-urgent fundraising drives) is nothing new
for not-observantly-Jewish Foxman. Last year, Foxman had to send a
letter of apology to Glenn Beck after the so-called Anti-Defamation
League sent out a fundraising-pitch letter around the country which,
as Foxman wrote in his apology, “misidentified [Beck] on a list of
celebrities who had made anti-Semitic statements over the past year,”

Gibson’s screenwriter for the project is Joe Eszterhas, who wrote
the Jewish-themed movies Betrayed and Music Box.

Some Jewish New Yorkers have reacted negatively to Foxman’s latest
defamatory attempt to create and exploit a controversy.

Daniel Friedman of the Upper East Side sent out an e-mail with a quote
from a much-maligned recent Foxman op-ed which said: “The threat of the
infiltration of Sharia, or Islamic law, into the American court system
is one of the more pernicious conspiracy theories to gain traction in
our country in recent years.” With the Foxman quote, Friedman added the
message: “This is not a politically motivated email. I sent it for the
benefit of anyone who’s still confused about the meaning of ‘shmuck.'”

Manhattan attorney Kevin Helteberg said: “It’s a sad state of affairs
indeed that, when it comes to standing up for the Jewish people,
I have more faith in Mel Gibson than in Abraham Foxman.”

Helteberg added: “Mel Gibson may have made an anti-Semitic rant or
two, but at least, unlike Foxman, he isn’t doing everything he can –
make no mistake about it – to support an anti-Semitic President who
is facilitating the nuclear annihilation of Israel. so he has that
going for him, which is nice.”

In the past, Gibson and Foxman have found themselves on different
sides of the issue of the 1915 Turkish Muslim genocide of Armenian
Christians. In 2009, Gibson was forced, after extensive pressure from
Turkish groups, to abandon his plans to develop a movie version of The
Forty Days of Musa Dagh; Musa Dagh is an epic novel by Austrian-Jewish
Franz Werfel about Armenian Christian resistance to the attempt
by Turkish Muslims to exterminate them. In 2005, led by Foxman,
the ADL gave Turkish Prime Minister Recep Tayyip Erdogan something
called the “Courage To Care Award.” In 2007, the ADL fired its New
England regional director after he had the audacity to suggest that the
extermination of up to 1.5 million Armenian Christians in the Ottoman
Empire during World War I should be acknowledged as a “genocide.”

“I hail the text which is aimed at the political solidarity in
Armenia,” said Samvel Nikoyan, the chairman of NA ad-hoc committee
on March 1-2 events to Panorama.am.

The Monitoring Committee of the Council of Europe Parliamentary
Assembly (PACE) released a statement which says: “The outcome
of the latest general amnesty in Armenia, the renewed impetus to
investigate the 10 deaths during the March 2008 events, and the
resulting start of a constructive dialogue between the opposition
and ruling coalition mean that the chapter on the March 2008 events
can finally be considered closed.”

“This means that Monitoring Committee of PACE has studied carefully
the interior political developments, saw positive steps towards
strengthening democracy in Armenia,” S. Nikoyan.

According to the NA Vice Chairman the committee supports amendments
in Armenia.

MEETING IN THE NA STANDING COMMITTEE ON HEALTH CARE, MATERNITY AND CHILDHOOD

On September 7 the NA Standing Committee on Health Care, Maternity
and Childhood organized a meeting with the representatives of the
civil society. The deputies Mkrtich Minasyan, Karen Avagyan, Anahit
Bakhsyan and Robert Hagan, the Director of the project Healthcare
System Strengthening in Armenia attended the meeting.

The goal of the meeting was to hear the proposals and the concerns
of the NGOs on the laws being passed in the sphere of the healthcare.

The Committee Chairman Ara Babloyan emphasized such discussions with
respect to improving the legislation and expressed hope that such
initiatives would be continuous.

Robert Hagan, the Director of the project Healthcare System
Strengthening in Armenia, also greeted those present. According to
him, the health is the responsibility of the family, community and
the state.

The representatives of the NGO touched upon the provisions of the RA
draft law On Healthcare and made a number of proposals on regulating
the sphere. They related the bills “On Making Amendments and Addenda
to the RA Law On Human’s Reproductive Health and Reproductive Rights,”
“On Amending the RA draft law On Restrictions of the Sale, Consumption
and Use of the Tobacco,” and “On Amending the RA Law On Psychiatric
Aid” and “On Human Blood and Donating of Its Components and Blood
Transfusion Medical Aid.”

For those Armenians who have long considered emigrating abroad
to pursue a brighter economic future, the current political crisis
appears to have finally moved some to action, writes former US Charges
d’Affaires in Yerevan Joseph Pennington (pictured) in a May 2, 2008
cable recently released by WikiLeaks.

“Besides the twenty or so asylum seekers who approached the Embassy
after the fatal Mar. 1 clashes and state of emergency, an increasing
number of intending immigrants from Armenia’s middle class have also
come to our attention… These successful, middle class citizens tell
us that the crisis has played a consequential role in spurring them
to finally emigrate, saying it has dashed any remaining hopes they
had for a stable, post-independence Armenia. Many say the political
instability from the crisis has added yet one more disturbing element
to their long list of concerns that include economic uncertainties and
a worsening environment in which to raise their kids. Some also say
they see an ongoing moral decay in society, where rich, well-connected,
law-breaking elites run roughshod over ordinary Armenians’ rights,”
writes Pennington in the cable summary.

The US diplomat cites several examples of men with successful,
well-paying jobs and their families who “stuck it out” through
independence, but have now lost hope and are pondering emigration. The
reasons these men gave were economic and political uncertainties,
and in one instance, a belief that the moral decay of Armenian society
had accelerated and a better future for their children abroad.

Pennington also notes that the US embassy has been contacted by
prominent members of the opposition seeking asylum – most notably,
Levon Ter-Petrossian’s nephew, Tigran Ter-Petrossian, who LTP’s
confidants said was hiding out in the United Arab Emirates:

“LTP’s confidants have asked the Embassy to help with a tourist visa,
and insist that Tigran has no intention of applying for political
asylum once in the United States. (NOTE: We’ve explained to LTP’s
representatives that since we cannot establish the bona fides of
Tigran’s case, we cannot intervene to issue a visa, and that he would
have to apply at our consulate general in Dubai like everyone else.)
LTP’s son David went to Los Angeles before the election at the urging
of his father, again presumably out of concern for his son’s life. To
our knowledge he has yet to return.”

“Emigration from Armenia is nothing new. It has been estimated that
since its independence from the USSR, Armenia has lost 1,000,000
of its citizens to emigration – almost one third of its 3.5 million
pre-independence population. What appears to be a new development,
however, is the hemorrhaging of successful middle-class citizens
who decided to stick out post-independence growing pains only to see
that their wait has been for naught. The loss of these individuals is
significant: they would stay if they thought the country was headed in
the right direction. But their decision to pull up their tent stakes
now, after one of modern Armenia’s gravest political crises to date,
suggests that a serious malaise has taken deep root in society.

Disillusioned, the once-committed appear to have lost faith that
their government cares about improving their welfare or moving the
country forward,” Pennington notes in his concluding comments.
