During a press conference today on TV soap operas in Armenia and their
effect on viewers, Zhirayr Dadasyan, Director of the State Pantomime
Theater and Deputy Director of the State TV and Radio Commission,
stated that while the genre is an accepted one with a place on the TV
dial, there are issues related to content that must be addressed.

Dadasyan stated that the genre has its specific rules but that they
are being violated in Armenia.

`TV soaps directly resemble a sort of hypnosis,’ said Ruben Babayan,
who touts himself as a dance psychologist and someone possessing
`extra-sensory’ powers.

Babayan said that negative influences not only exist in the soaps buy
throughout TV programs in Armenia in general.

He argued that TV soaps convey thoughts that directly infiltrate into
the viewers’ subconscious mind, making them more receptive to outside
control.

`The soaps even result in a zombification of the viewer,’ said Babayan.

Dadasyan argued that the TV audience is being force-fed such
programming and that viewers would gladly watch better quality
broadcasts if given the chance.

He said that actors accept roles in the soaps for the money and that
often script writers are individuals who have only read one or two
books in their entire lives.

Dadasyan said it was a national tragedy that the `rabiz’ mentality had
infiltrated TV programming and supported a ban on such manifestations
of vulgar street language and behavior.

PanARMENIAN.Net – Armenian lobby should work towards supporting Latin
American countries in their willingness to recognize the Nagorno
Karabakh Republic, according to the head of Heritage opposition party
parliamentary group.

At news conference in Yerevan, Stepan Safaryan commented on recent
statement by the Foreign Minister of Uruguay who said that his
government has begun the process to make an official announcement
regarding the status of Nagorno Karabakh.

`I am personally convinced that Nagorno Karabakh is part of historic
Armenia and it must be independent and in a short while be unified
with Armenia. This is the only resolution to the Artsakh issue,’ Luis
Almagro said.

`Having no geopolitical interests in the region, Latin American
countries are quite capable of NKR recognition. The issue was
discussed back in 1990s, with Raffi Hovannisian as Armenian Foreign
Minister,’ Safaryan said.

The MP characterized legalizing decolonization among the hardest
issues for Armenian lobby to resolve. Safaryan slammed the Armenian
authorities’ refusal to be the first in recognizing Artsakh, also
expressing doubts about their intensification of Karabakh recognition
policy.

Thierry Mariani.

The president stressed that expansion of friendly ties with France
occupies a unique place in Armenia’s foreign policy agenda, and
conditioned it by many centuries’ Armenian-French relations, mutual
sympathy between the two peoples, thick Armenian community in France
and outstanding role of France in international area, presidential
press service told Armenpress.

Serzh Sargsyan also attached importance to the fact that France is one
of the co-chair countries of the OSCE Minsk Group, which is engaged
in settlement of Karabakh conflict.

The head of the republic expressed gratitude to Thierry Mariani for
pro-Armenian activity.

At the meeting both parties stressed that the upcoming mutual visits
of the Armenian and French Presidents will be important for expansion
and strengthening of bilateral relations.

YEREVAN, September 9. /ARKA/. Expansion of Armenia’s banking network
is not completed yet, Ashot Osipyan, chairman of the Union of Armenian
Banks, said Friday at a news conference.

“Today about 9,500 people work in Armenia’s banking system, while
in late 2010 only 8,700 worked here,” he said. “This growth was due
to the fact that banks have enlarged the number of their branches,
opened new divisions, such as risk management and marketing divisions.”

Osipyan said this growth would continue. He said that the country’s
banks need skilled specialists. That is why training of specialists
is among the banking system’s top-priority objectives.

“We find this very important,” he said. “Quality, not quantity of
these specialists is important to us.”

Some 21 banks with their 417 branches operate in Armenia.

YEREVAN, September 9. /ARKA/. Armenia’s gross domestic product is
expected to grow 4.5-4.6% in 2011, and inflation is believed to be no
higher than 5%, Armenian Finance Minister Vache Gabrielyan said Friday.

Presenting the ministry’s projections to journalists, he said that
inflation would stay within 4% (±1.5%) range the projected in the
government budget despite this summer’s deflation that considerably
weakened the inflationary potential accumulated since the beginning
of this year.

In his opinion, inflation may become cyclic in autumn months, and
this will make it possible to record the indicator projected in the
government budget.

National Statistical Service of Armenia says 4.8% year-on-year
inflation was recorded in the country in August 2011. This inflation
rate was mainly due to 6.9% increase in food, alcohol and tobacco
prices and 3% rise in nonfood prices.

According to officials statistical reports, 0.2% deflation was recorded
in August, compared with December 2010.

When Will The Gun Be Fired?

Not unlike the classical drama scenario where a gun hanging on the
wall at the beginning of the play inevitably leads to it firing in the
end, the political drama currently unfolding in the Caucasus may be
following the same dramatic script. In August of 2008, the gun that
hung so ominously for five years between Moscow and Tbilisi went off
too. Now the same gun is hanging between Armenia and Azerbaijan and
we are waiting for the silence to be broken once again.

The Director of National Intelligence of the United States Dennis Blair
made an alarming statement while appearing in the US Senate recently,
when he assessed the situation in the Caucasus as being more and more
unstable, pointing out that conflict between Azerbaijan and Armenia
may resume at any time.

This statement by Dennis Blair was preceded by an equally portentous
statement made by Ilham Alyiev, which he had up until now, refrained
from making previously: “As soon as we see that dialogue with Yerevan
is fruitless and that Yerevan is trying to win time and leave the
conflict frozen endlessly, we will stop negotiations.” According to
Alyiev, Azerbaijan will try to resolve the problem through military
means.

“We will liberate our land from the occupants, which we are legally
authorized to do. The army of Azerbaijan and society should be ready
for this at any time. We will never recognize [the] independence of
Nagorno Karabakh,” Alyiev said.

Press secretary of Armenia’s President Serzh Sargsyan responded to
Alyiev’s statement with the tone of threat saying that as soon as
the negotiations were stopped, Armenia would recognize independence
of Nagorno Karabakh.

According to Georgian military expert Giorgi Tavdgiridze, the situation
between Yerevan and Baku is so tense that everything may depend on
a single shot. He says starting a war would be a very hard decision
for Azerbaijan as the Karabakh army is well-armed and there is always
the looming specter of the Russian military (Russia has a military
base and units deployed in Yerevan).

“With this step, both countries would be embroiled in a long-term war.

Needless to say, it is also quite obvious that the military mood is
increasing in Azerbaijan. In moral terms, they are ready to start the
war. Now everything will depend on one shot [or] one provocation,”
Tavdgiridze says.

In a time where the issue of possible war between Armenia and
Azerbaijan balances on a single shot, Georgian President Mikheil
Saakashvili made a sensational statement during Ilham Alyiev’s visit
to Batumi.

The Georgian president suggested to his Azerbaijani counterpart to
establish confederate relations: “Several years ago I was talking
about establishing confederate relations; in fact, the actual relations
between the countries exceed ordinary relations between countries.”

According to Saakashvili, “We are a continuation of each other…

We are all parts of one organism; this is why an issue painful for
Azerbaijan is painful to Georgia and Azerbaijan had reactions to all
issues painful for Georgia.”

At first glance, this statement by Saakashvili should have entailed
a degree of irritation towards Yerevan. However, nothing of the kind
occurred. If you discount the statements of a few Armenian political
scientists, on an official level, relations between Tbilisi and
Yerevan have become even friendlier after the statement.

What can this all mean? As the development of events show,
Saakashvili’s statement is not the only strange thing in this
situation.

After the Georgian parliament abolished the agreement with Russia on
military transportation to the Gyumri base in Armenia via Georgia,
the tempo of arms flow to Armenia should have been reduced.

However, it appears that this did not help the case. The delivery of
military cargoes significantly increased between Russia and Armenia
via direct flights through the air.

In order to maintain good relations with Armenia, Georgia does not ban
the flights. However, it appearss there are other routes to deliver
arms to the Gyumri base and it is not worth spoiling relations with
Yerevan on that account..

In Tbilisi, they know very well that the Gyumri base is partially
supplied through Azerbaijan (even though Azerbaijan denies that),
which is a tactical step behalf of the official Baku line – not to
worsen relations with Moscow and to receive full information on the
potential armament of Armenia.

It appears that after the August war, the altered geopolitical
landscape in the Caucasus is getting covered by a new mist. The
Moscow-Yerevan pairing is confronting the Ankara-Baku duet while
Tbilisi is trying to strengthen its position through political
impromptus.

Whether the political status quo is maintained in the Caucasus largely
depends on the big players. Otherwise, the gun hanging on the wall
will undoubtedly be fired in the end.

YEREVAN, September 9. /ARKA/. In the meeting of September 14, Public
Services Regulatory Commission (PSRC) intends to fine two large energy
companies – “Electrical networks of Armenia” and “ArmRosgasprom”
10 million drams and 5 million drams respectively for different
violations of service order of subscribers.

According to the draft decision, PSRC plans to fine “Electrical
networks of Armenia” (manages distribution of networks of medium
and low voltage in the territory of Armenia) in the amount of 5
million drams for non-fulfillment of the order envisaging cutoffs of
electricity of the consumers in the working days from 9.00 to 17.00.

Analyzing the information of the company “On violations of power
supply of consumers” in the second quarter of 2011, PSRC registered
112 cases of planned cutoff of power supply of 26613 consumers on
working days in non-defined order from 9.00 to 17.00. Moreover, 12
planned cutoffs of power supply of 3127 consumers were implemented
on the week-ends and holidays.

By another decision of PSRC, “Electrical networks of Armenia” will be
fined by another 5 million drams for improper control over the defined
date of out-of-plan power supply (from 2 to 16 hours depending on
the category of subscribers). PSRC registered 11 cases of out-of-plan
cutoff of electricity of 1304 consumers with violations of the defined
dates of restoration of power delivery.

Administrative case was instituted against “Electrical networks of
Armenia” for violation of the given orders on August 16. According to
the draft decision, “Electrical networks of Armenia” in both cases
accepted the fact of violations. The company has a right to appeal
this decision in court order during two-month period after being the
decision in force.

As for the Armenian-Russian company-monopolist of the import and
distribution of Russian gas “ArmRosgasprom”, the draft decision says
that PSRC detected four cases of violation of the dates of restoration
of terminated gas supply – two cases in the city Gyumri and by one
case in Vosketap and Azatavan.

The company accepted the fact of violation by one of the four cases,
as well as clarified the circumstances of other three which were Force
Major. But the mentioned three cases were classified as an accident of
gas supply system due to wrong documentation. ($1 -371.92 drams).

The murder of two children by their mother in Ararat at the beginning
of this week shocked the public in this small Armenian town, sending
shockwaves across the republic.

Many observers have jumped to conclusions about the religious nature
of the double murder that may have looked like a ritual killing.

Others consider it to be the result of purely social problems suffered
by the family or the woman’s mental disorder.

One psychologist approached by ArmeniaNow, however, blamed local
government officials in charge of women’s and children’s rights for
inappropriate attention and failing to prevent the heinous crime.

On September 6, Roza Aloyan hanged her two sons aged 6 and 4 in the
kitchen of her apartment in Ararat, a small industrial town about 40
kilometers northwest of Armenian capital Yerevan with a population
of about 20,000.

After hanging her kids to death, the 34-year-old woman took their
bodies and placed them on a bed and then left. She also had left
in the room a children’s Bible opened on the page of “Jesus Christ
Blesses the Children”.

Aloyan, who is now under arrest, told police that at first she tried to
suffocate her younger son, but the eldest son would hamper her, that’s
why she hanged the eldest son first. According to the investigator,
“she had managed to convince the children that this was the right
thing, some 10 minutes later the kids died, but they remained hanged
for about two hours.”

“One of our elderly neighbors saw her that day at about 11:00 am with
her two kids. She was going to the shop where she bought some grapes,
in fact after that she hanged her children. They were so good, so
smart,” Aloyan’s neighbor who lives in building N65 in the town’s
Shahumyan Street and asked not to be named said.

According to the Prosecutor’s Office statement, Roza Aloyan grew up
in an orphanage, as in 1989, when she was only 12, her stepfather,
Hakob Tadevosyan, axed her mother to death.

“Well, we’ve heard that story before. They say that he killed his wife
in front of the four children, that’s why the kids had problems. But
none of the neighbors ever noticed any disorders with her,” Ararat
mayor Abraham Babayan told ArmeniaNow.

Together with two sisters and one brother Roza Aloyan grew up in the
Gavar orphanage. Later her brother got into prison where he committed
suicide. Graduating from the Erebuni Medical College Aloyan became a
qualified nurse and then got an apartment from the state in the town
of Ararat.

Her neighbors say that after her divorce her ex-husband tried to take
the children, but she did not allow him to do so.

“I wish they were taken. They did not quarrel. I didn’t see myself that
he wanted to take them, but recently she was saying that she did not
allow her ex-husband to approach the kids, even turned to police on
that account. If only police at that moment understood everything and
took the kids from away her,” another resident of a nearby building
in Ararat, who, too, wished to remain anonymous, told ArmeniaNow.

Yet another neighbor approached by ArmeniaNow told about how reticent
and indifferent to her children Aloyan became in recent months.

“You know, she has never been too warm. That’s why we did not find it
strange that she would not respond to our greetings. But many also
noticed that in the recent period her kids would go out in dirty
clothes, would spend hours outdoors, or would stay home alone. She
did not work, but was always out,” a neighbor who introduced herself
only as Varduhi told ArmeniaNow.

According to the police statement, in the past few years Roza Aloyan
was a member of the Jehovah’s Witnesses religious organization,
but later the organization denied this information, saying that they
never had a member with that name.

Investigators of the Ararat Province’s Prosecutor’s Office who
examined Aloyan’s apartment said they had found quite a lot of
sectarian literature there. “But at this moment I cannot say what
literature that is and what religious organization it belongs to,
it is for specialists to clarify,” says investigator Hakobyan.

“Maternity Foundation” NGO psychologist Anna Badalyan says that
orphanage children, especially this woman who had such a difficult
childhood, should remain the focus of attention.

“Had they done proper work, employees of the Department of Women’s
and Children’s rights at the Ministry of Labor and Social Affairs
would perhaps have been able to prevent this horrendous murder,”
Badalyan told ArmeniaNow.

However, at the Ararat provincial administration officials say Aloyan
was never registered either with a psychiatrist or a narcologist and
there were no suspicions regarding her mental health.

“Ararat Hospital” Medical Center doctors do not remember Aloyan
either. The hospital’s director Araik Sardaryan says, referring to
the official register, that only on one occasion, in 2009, the woman
turned to the establishment with an insomnia complaint.

“Doctors referred Aloyan to a neurologist, but she did not consult
the doctor eventually. And under the circumstances we could not force
her to do so, as it was up to her. As far as I know she also refused
to have her children vaccinated,” Sardaryan told ArmeniaNow.
