An Azerbaijani delegation will arrive in Yerevan to participate in the
4th Ordinary Session of Euronest Parliamentary Assembly, starting on
Monday, at the request of the Turkish government, Haykakan Zhamanak
has learnt.

“Turkey was convinced that if the Azerbaijanis refuse to come to
Yerevan, the Euronest PA will adopt a resolution on the 100th
anniversary of the Armenian Genocide without any objections. The
Azerbaijanis are coming to Yerevan for an exact purpose: to do
everything possible so that the Parliamentary Assembly fails to adopt
any document on the Armenian Genocide,” the newspaper says.

Nalbandian, Ozdemir Discuss Armenia-EU Relations

Armenian Foreign Minister Edward Nalbandian on Friday received
the delegation led by Cem Ozdemir, member of the German Bundestag,
co-chairman of the Alliance ’90/The Greens party.

Minister Nalbandian praised Armenian-German relations and attached
importance to active cooperation between the two countries’
parliamentarians and frequent mutual visits, the Armenian Foreign
Ministry’s press service reported.

Thanking for the warm welcome, Cem Ozdemir noted that this is his
first visit to Armenia and it is symbolic that the visit is taking
place on the eve of the 100th anniversary of the Armenian Genocide.

The Armenian Foreign Minister briefed the guest on the Genocide
commemoration events to be held in Armenia and abroad.

Edward Nalbandian and Cem Ozdemir exchanged views on Armenia-European
Union relations and the prospects for their development.

The Armenian FM presented Armenia’s position on the regional problems.

Urgent international and regional issues were also discussed. In this
context, Minister Nalbandian presented the joint efforts of Armenia
and the OSCE Minsk Group Co-Chairs towards the peaceful settlement
of the Nagorno-Karabakh conflict.

Yerevan To Host Euronest Parliamentary Assembly Session Next Week

YEREVAN TO HOST EURONEST PARLIAMENTARY ASSEMBLY SESSION NEXT WEEK

Parliamentarians of European and Eastern Partnership states’
parliaments will meet for 4th Ordinary Session of Euronest
Parliamentary Assembly in Yerevan, Armenia, 16-18 March.

Implementation of the association agreements signed recently between
the EU and some of its Eastern neighbors, common security threats,
energy policy, the situation in Ukraine and relations with Belarus
are among the issues to be discussed during the session.

The Assembly will also pass a message for the next Eastern Partnership
summit to be held in Riga in May this year.

The session will be chaired by Euronest co-presidents Heidi Hauttala
(European Parliament) and Boris Tarasyuk (Verkhovna Rada, Ukraine).

The meetings will take place in the National Assembly of Armenia and
are open to the public and press.

"’Bakonomics’ Is Destructive For Artsakh"

“‘BAKONOMICS’ IS DESTRUCTIVE FOR ARTSAKH”

The Nagorno Karabakh based opposition National Revival Party website
has published an article titled “Bakonomics is Destructive for Artsakh”
written by Stepanakert based political expert Tigran Grigoryan. Below
is the English translation by Epress.am, with minor cuts in the
original text.

– Often, there is a deficiency of terms when describing various
economic and political processes in science and published works. In
order to make these complex and intricate processes and phenomena more
accessible to readers, analysts often have to use new terminology,
hence creating neologisms. There are a few principles behind creating
economic neologisms;

1. For creating new terms, either words or particles are attached
together. For example, ‘Grexit’ (Greece, exit). That term was first
used by Willem H. Butler and Ebrahim Rahbari, referring to Greece’s
possible exit from the Eurozone.

2. New terms are also created by abbreviating the names of different
countries. For example, ‘BRICS’ (Brazil, Russia, India, China, South
Africa), PIIGS (Portugal, Italy, Ireland, Greece, Spain), etc.

3. The most well known ways of creating economic neologisms is
attaching the names of different political officials and an economic
term together.

The latter medium became widespread in economics at the beginning
of the 1980’s, when the term ‘Reaganomics’ was created to describe
Ronald Reagan’s economic policy. Based on international experience,
in the economic policy implemented in recent years in the Republic
of Artsakh can appropriately be described as ‘Bakonomics’ [Bako
Sahakyan is the current President of Nagorno-Karabakh]. Bakonomics
represents a sort of unique model of quasi-capitalism which has been
established in NKR in 2007. The model’s main characteristic feature
is the fusion of political power and business. In this situation,
successful businessmen in Artsakh can only be high ranking government
officials or other statesmen who are close to the government. The main
function of the state budget and institutions is, in the traditional
meaning, to serve oligarch owned businesses. Because the abovementioned
individuals, for the most part, have absolutely no entrepreneurial
inclinations or knowledge of public administration, their guarantee
to success is dependant on their administrative and state resources.

During Bakonomics, simplistic mechanisms and means were cultivated
to contribute to the sustainability of the model. For example, the
state rents space from buildings owned by high ranking officials or
from those close to them, foreign guests invited for various events
are served, through state means, by hotels and restaurants owned by
different oligarchs among the ruling authorities, and the creation
of businesses through public funds, which is presented to the public
with the form of a strategic program. Bakonomics is destructive for
the development of small and medium sized businesses in Artsakh.

The ordinary Artsakh citizen, who attempts to engage in
entrepreneurship, is basically in a disadvantaged situation compared
to the official-oligarch class who takes advantage of state resources.

Just by touring the streets of Stepanakert, anyone could see the
catastrophic consequences of Bakonomics. Just within the past few
months, dozens of stores and kiosks have closed down in the Republics’s
capital and are currently up for sale. This phenomenon is connected
to the lacks of rules in the game, the privileged status of the stores
and supermarkets owned by the oligarchs within the ruling authorities,
the arbitrary use of the tax system by the authorities, racketeering
implemented on the highest level and the seizure of businesses and
property belonging to different independent entrepreneurs and a list
of other similar factors.

During the Bakonomics era, outstanding officials have throughout the
years begun to adopt the main principles of ‘Sashikism’ [referring
to President Serzh Sargsyan’s brother, businessman Sashik Sargsyan]
economic ideology found on the territory of the Republic of Armenia.

They wish to control all the country’s resources and turn Artsakh
into the property of a few oligarchs. Specific to the greed of
individuals who have recently become wealthy, they have also made
the army an integral part of their businesses. These people are not
concerned with increasing the fighting ability of the armed forces or
obtaining new types of weapons. The issue interesting them is about
who will provide the army with lentils, bread, or mea. In contrast
to all this, the security of the soldier on the border continues to
depend on ‘technical equipment’ from the First World War, which is
one of the main reasons for incidents and deaths on the border.

The existence of Bakonomics has turned into a crisis for relations
between Artsakh and the Diaspora. Multiple Armenian philanthropists
from the diaspora, who are no longer able to tolerate the level of
plunder which has passed the limits of reason, have refused to have
any connection with the corrupted authorities of Artsakh. The latter
specifically refers to wealthy businessmen residing in Russia, who
throughout the years have spent enormous sums with charitable intent
in Artsakh, to only see the results of their input in the increase of
supermarkets belonging to NKR’s oligarchs. It is not a coincidence
that the Hayastan Pan-Armenian fund’s annual fundraiser dinner in
Moscow did not take place last November.

Bakonomics is destructive for Artsakh. It prevents the peaceful
development and security of the country. Therefore, in the upcoming
Parliamentary elections, the main issue must be the ridding of the
Soviet warehouse manager mentality of the official-oligarch and the
formation of a national elite, who would be capable of defining all
the rules of the game in the economic sphere, secure property rights
of entrepreneurs, eliminate the current plunder on the state level,
struggle against all forms of corruption and create favorable business
conditions.

Armenian Australian Hoping For Eurovision Glory

A young starlet with Australian roots who has been selected to sing
in the Eurovision song contest says she can’t wait for the thrill of
singing to millions of viewers around the world.

Mary-Jean O’Doherty Vasmatzian was born to an Australian father and
Armenian mother and spent some years studying in Sydney.

She’s one of five young singers selected in Armenia’s official
Eurovision band, Genealogy.

The five band members all come from the various Armenian communities
around the world. MJ – as she likes to be called – is currently based
in Cardiff, Wales, but is representing Australia on the Armenian team.

“This is to an order of magnitude that I can’t even think about. It’s
crazy. Even the practice sessions will have ten thousand people,”
she told CBS.

“I think I’m prepared, but I have no idea what this intense feeling
will be. But it should be amazing. It should be cool. I’ve got a
whole band with me. It’s not just me and I’m representing a country.

“It’s not MJ singing. It’s me representing Armenia.” As if preparing
for an event like Eurovision isn’t a big enough task, MJ receives
long-distance coaching lessons from a Sydney-based veteran of the
Armenian opera, Arax Mansourian.

The pair communicate over an online chat program and web cam and insist
their web-based relationship is still an effective way to fine tune
MJ’s singing.

Ms Mansourian – herself an acclaimed musician and singer who’s
performed to audiences around the world – told SBS the story of how
MJ came to be her student.

“I got an email from her mother in 2005,” she said. “We didn’t know
each other. Suddenly I’ve got a long email from a lady saying she
wants to send her daughter to study with (me).

“I said yes. (She was) an Armenian woman asking me, so of course. And
that was our beginning.”

Among MJ’s many accolades is the Australian International Opera
Award which she won in 2008. She’s since sung on some big stages,
but nothing like Eurovision.

The song MJ and the Genealogy band will sing in Austria is titled
‘Don’t Deny’, which has faced some criticism in Turkey and Azerbaijan.

They claim the title refers to the 1915 mass killings, which the
Armenian Government calls genocide and the Turkish government disputes.

But MJ insisted it was a song about love. “The title is Don’t Deny and
it’s song about forgiveness and the love we all share in our families,
it’s all about family, but also the human family as well,” she said.

“You can’t really define it too specifically. It’s open to
interpretation but the way I feel is it’s about love, unity and
forgiveness.”

Armenia’s first Eurovision appearance will be on May 19.

The presentation of a book by law and human rights specialist Oscar
Lopez Goldasarena, and entitled Armenian Cultural Genocide, was held
at the Ministry of Foreign Relations of Uruguay.

In his remarks, Minister of Foreign Affairs of Uruguay Rodolfo Nin
Novoa reflected on cultural heritage and its preservation.

Goldasarena, for his part, spoke about the history of the Armenian
Genocide. He also reflected on cultural genocide, and noted that
this can be carried out regardless of extermination of people. The
law and human rights specialist stated that the Armenian cultural
genocide still continues one century after the Armenian Genocide,
as Armenian cultural sites and monuments are destroyed in order to
eliminate the presence and traces of the Armenian nation.

Thirty-Megawatt PV Power Plant To Be Built In Armenia By 2016

THIRTY-MEGAWATT PV POWER PLANT TO BE BUILT IN ARMENIA BY 2016

YEREVAN, March 13. /ARKA/. A photovoltaic (PV) power plant with an
installed capacity of minimum 30 megawatt will be constructed in
Armenia by 2016, deputy minister of energy Hayk Harutiunyan told
reporters on Thursday.

The deputy minister said they hope to manage to build a plant event
with higher capacity.

Metsamor Nuclear Power Plant accounts for about 30% of the energy
generation in the country. Some 41.9% of the energy is received at
heat power plant, and hydro power plant account for 29.2% of the
entire power production.

Small hydro power plants are the most promising direction in the
country’s energy sector. There are also windmills in Armenia, and
efforts are made to take the advantage of geothermal energy. Windmills
account for 0.03% of the power generation. -0–

Residents of Tabatzghour, in Georgia’s Samtskhe-Javakhk region, have
taken a company owned by native son Vardan Ayvazyan, a member of the
Armenian parliament to court.

Tabatzghour residents want to stop Ayvazyan from building a fish
farming enterprise on a lake in the village. They also want to be
granted first fishing rights on the lake.

Ayvazyan’s company Ldjer Ltd. leased the lake for fishing. Some of
the fish are supposed to wind up at huge fish market and restaurant
that Ayvazyan is building in Tbilisi.

15 village residents showed up at a preliminary hearing at the
Tbilisi Municipal Court on March 11 according to our colleagues in
the Georgian capital. The court indefinitely postponed the hearing
until it decides whether or not to accept the injunction petition.

Tabatzghour residents primarily made a living from fishing the lake
now leased by a company called Ldjer Ltd.

In 2010 the Georgian government leased the lake to the company for
twenty years at a price of 443,000 AMD (US$920).

Ldjer Ltd. was registered in the Georgian State Register a mere four
days before the auction for the lake’s lease took place. At the time,
Vardan Ayvazyan owned 90% of the company. In 2012, the shares were
reregistered in the name of Ayvazyan’s nephew Armen Ayvazyan, who
also serves as director of the company.

Ldjer Ltd. has violated the lease contract for the lake. The contract
states that fish reserves in the village lake are to reach 60 tons in a
period of four years. However, after Ayvazyan dumped crayfish imported
from Lake Sevan into the lake, fish stocks have dramatically decreased.

Another apparent violation took place in 2011 when Mikhail Saakashvili
gifted Ayvazyan with a 308,000 square meter parcel of land adjacent
to the village lake. It turns out that the land is part of a state
preserve.

Ayvazyan was supposed to invest 100 million AMD into the land and
build suitable infrastructure for tourism and fish faring. None of
these promises has been fulfilled.

Thus, Tabatzghour residents want the government to grant them first
rights for fishing the lake and to nullify the lease contract with
Ayvazyan’s company.

Azerbaijan’s “territorial integrity” will be restored any way,
Azerbaijani President Ilham Aliyev said during a meeting with Barda
residents, APA reports. According to Aliyev, all norms of international
law support the position of Azerbaijan.

APA quotes Aliyev as saying, “The declaration on strategic
partnership, signed yesterday with the President of Pakistan, also
reflected the settlement of the conflict within the territorial
integrity and sovereignty of Azerbaijan. Earlier this month, I paid
a visit to Bulgaria, where we also signed a declaration on strategic
partnership. This declaration reflects similar proposals.” “If this
problem is solved in the framework of international law, it would
have been solved long ago”, he added.

Aliyev blamed Armenia for ignoring international law and failure
to comply with the resolution. “In such circumstances, we should
rely only on our own strength and we do. Construction of the army,
a strong economy, a strong political position with each passing day
brings us closer to victory.”

The President noted that Azerbaijan in recent months completely
provides benefits on the frontline: “Our young people in the army with
dignity stand guard over homeland and a serious blow to the enemy. The
solidarity and mobilization and economic and military power are one
of the most important factors determining our victory. Any way we
will restore our territorial integrity”, he said.

3925.33 ha of forest land areas in Syunik Region have been allotted
to “Zangezour” Biospheric Complex SNCO, as First Deputy Agriculture
Minister Grisha Baghiyan informed in his letter in reply to the letter
filed by Arthur Ghazaryan, Chairman of “Union for Protecting Employees’
Rights”. The letter says,

“The calculation of damage caused to agriculture by the activities of
the SHPP constructed and to be constructed in the frames of “Support
to Renewable Energy” program is closely connected with environmental
preservation and is mostly regulated by the provisions of RA Law
“On Environmental Control”.”
