YEREVAN, MARCH 2, ARMENPRESS. As part of his working visit to the Federal Republic of Germany, Prime Minister Nikol Pashinyan visited the office of the German Konrad Adenauer Foundation, where he was welcomed by Norbert Lammert, the Foundation’s Chairman, ARMENPRESS was informed from the Office of the Prime Minister. 

At the meeting with the representatives of the Foundation, the Prime Minister touched on the developments taking place in the South Caucasus, the democratic reforms being implemented in Armenia, the works being carried out in the framework of the fight against corruption and other topics.

In Berlin, the Prime Minister laid flowers at the khachkar (cross-stone) to the memory the victims of the Armenian Genocide.

‘The Annihilation of Christians’: Armenian Believers Cut Off from Humanitarian Aid

“The situation is now very, very serious. Indeed, it has been said by people, it may indeed be an impending genocide.”

Those foreboding words from Baroness Caroline Cox, a prominent member of the U.K. House of Lords, summarize the state of affairs in Nagorno-Karabakh.

It’s been more than two months since Azerbaijani protestors blocked the only road into this small, landlocked region preventing the transport of food, medicine, and other essential needs.

“I’m afraid it’s a continuity of aggression by Azerbaijan against the Armenians,” Cox told CBN’s Faithwire. “The netherland of Nagorno-Karabakh was relocated by Stalin inside Azerbaijan and Azerbaijan has been trying to carry out ethnic cleansing of the Armenians from there for a long time.”

As the blockade persists, the 120,000 predominantly Armenian Christians living there are suffering and pleading for assistance. 

“The shortage of food is now getting desperate,” Cox said. “The shortage of medicines is very, very serious, especially medicines like insulin, for people with diabetes and the transfer of patients from Karabakh into Armenia needing urgent medical treatment that has been very, very much stymied.”

She continued, “One has already died, so it is a very dire situation indeed.”

Gayane Beglarian’s 4-year-old daughter, Monika, suffers from liver cancer. Gayane recently sounded the alarm about her child being trapped inside Nagorno-Karabakh and risked missing life-saving treatment.

“We were frightened,” she said. “And we were really worried about the situation, because her life depends on this treatment.”

After weeks of anxiously awaiting transport, the Red Cross helped the family exit. Still, Gayane warns other ailing residents need help.

“We have no necessary equipment; we have no doctors,” she said. “We don’t have doctors who can come there and have necessary treatment.”

Cox also warned about another element of the crisis — the potential destruction of Christian churches, historic landmarks, and entire cultures.

“This could be another stage of genocide, destruction of Christian people, destruction of Christian heritage,” she said. “And we need to pray.”

Cox continued, “The annihilation of Christians is very much part of the agenda of getting rid of the Christians. And that’s one of the things that the Armenians are really worried about, because they will lose part of their unique Christian heritage.”

As the chaos continues, prayers for peace, eased tensions, and resolution are desperately needed.

Sports: Armenian Greco-Roman wrestlers win 9 medals at Russia tournament

Armenia’s U23 Greco-Roman wrestling team has earned nine medals at an international tournament in Ryazan, Russia in tribute to Hero of the Soviet Union Fedor Poletayev.

Karapet Manvelyan (55 kg), Suren Aghajanyan (60 kg), Sahak Hovhannisyan (63 kg), Hayk Melikyan (67 kg), Karen Khachatryan (82 kg) and Hayk Khloyan (97 kg) captured gold medals at the tournament held on February 18-19.

Ashot Khachatryan (67 kg) won silver, while Ashot Kirakosyan (77 kg) and Hovhannes Harutyunyan (87 kg) took bronze medals.

The tournament brought together over 300 athletes from Russia, Armenia, Belarus, Uzbekistan and Serbia.

Durham mayor rescinds pro-Azeri proclamations after meetings with ANC of North Carolina activists

DURHAM, NC – Representatives from the Armenian National Committee (ANC) of North Carolina met with Durham Mayor Elaine O’Neal on February 20, 2023, to discuss the harmful proclamations issued by her office. 

ANC of North Carolina members Artak Vardanyan, Lilia Schwartz, Armen Melikian, Edgar Vardanian and Davit Melikian educated the mayor on Azerbaijan’s campaign of ethnic cleansing and the impact of pro-Azerbaijan proclamations on humanity, amidst their human rights abuses. At the urging of ANC of North Carolina activists, the mayor rescinded the proclamations, including ones for “Khojaly Remembrance Day” and “Azerbaijan Victory Day,” and thanked the activists for bringing these important issues to her attention.

“We are deeply moved by the warm reception and heartfelt consideration Mayor O’Neal showed to members of the Armenian American community of North Carolina who informed her about the exploitation of proclamations as a propaganda tool by the government of Azerbaijan and its significance in the context of the blockade of Artsakh,” said Vardanyan. “The mayor acknowledged full responsibility for the harmful impact of the proclamations and expressed support for the continued struggle of the Armenian people. I commend the ANCA Eastern Region and our Armenian American compatriots in North Carolina as their dedication to never surrender the fight for Artsakh made this outcome possible.”

Mayor O’Neal not only rescinded the harmful proclamations but also issued a formal apology letter to the Armenian-American community of Durham. In the apology letter, Mayor O’Neal stated, “I would like to extend my sincerest apologies to the Armenian-American community of Durham for the proclamations issued on recognition of and ‘Khojaly Remembrance Day’ issued on January 24, 2022. This proclamation did not meet our City’s mission to make Durham a diverse and safe place to live, work and play, so I have chosen to rescind it. I have previously rescinded the ‘Azerbaijan Victory Day’ proclamation issued on November 8, 2022.”

The letter continues, “The City does not issue correspondence in matters of political issues, campaigns, or in matters that endorse a particular religion. I regret that the issuance of this proclamation has exacerbated this divisive matter in our community. I would like to thank Durham’s Armenian-American community for bringing this to my attention and I am grateful for the amicable relationship between the City and the Armenian-American community. Please accept my apologies for the hurt the issuance of this proclamation has caused.”

Armenian ambassador to Ireland accuses Azerbaijan of attempted ethnic cleansing

Azerbaijan “is attempting to force the population of Nagorno Karaback to leave” through intimidation and the continuing blockade of the Lachin Corridor since December 12th last, Armenian ambassador to Ireland and the UK Varuzhan Nersesyan has said.

Mr Nersesyan, who is on a two-day visit to Dublin this week, claims Azerbaijan was carrying out “a policy of ethnic cleansing in a hidden way”.

On December 12th Azerbaijani “self-proclaimed environmentalists” began protesting on the Lachin Corridor road over what they claim is the illegal exploitation of natural resources by Armenia in the Karabakh region, he said. Mr Nersesyan also claimed Azerbaijan has been turning off gas and electricity supplies to Nagorno-Karabakh and its 120,000 population.

“The ‘protests’ are nothing short of an orchestrated stunt designed to squeeze the region’s majority Armenian population into leaving altogether, also known as ethnic cleansing,” Mr Nersesyan said.

“The blockade clearly violates the trilateral statement of November 9th, 2020, which says the Lachin Corridor shall remain under the control of Russian peacekeepers while Azerbaijan guarantees the safe movement of citizens, vehicles, and cargo.”

Nagorno-Karabakh is about 3,170 sq km in size and home to an ethnic Armenian majority supported by the Armenian government as a self-declared republic, though it is widely internationally recognised as part of Azerbaijan. The area was the subject of a war that killed tens of thousands in the 1990s and again two years ago. Negotiations have failed to produce a lasting settlement.

“Thousands of lives are in peril in Nagorno-Karabakh and the blockade of it must be lifted immediately. That’s the assessment of Amnesty International earlier this month,” said Mr Nersesyan. The population there was “on the brink of famine”, he said.

“Over 400 tonnes of goods, food and medical supplies were delivered through the Lachin Corridor on a daily basis before the blockade, which will soon be in place for three months,” he said, “while basics like fruit and vegetables have almost vanished”, and there are now “severe shortages of baby formula and medicines”.

Mr Nersesyan is in Ireland to brief the Irish people, the Government and relevant authorities about the situation but also “to deepen, enhance and develop” relationships between Ireland and Armenia, not least as a newly appointed ambassador.

Describing the Azerbaijanis behind the blockade as “self-proclaimed environmentalists”, he noted how it had been condemned at the UN last December where Ireland had called on the UN Security Council to do “everything it can to prevent another human-made catastrophe emerging on its watch” and said Azerbaijan should “immediately restore movement along the corridor”.

Unicef also said the corridor “must be reopened immediately” as “the longer the situation persists, the more children will experience the lack of basic food items”.

Last Friday vice-president of the European Commission Josep Borrell called on Azerbaijan “to take the measures that are within its jurisdiction to ensure freedom and security of movement along the corridor”. He said the EU “remains seriously concerned about the distress the ongoing restrictions to freedom of movement and to the supply of vital goods are causing for the local population”.

Mr Nersesyan recalled “the destruction and desecration of many churches” in Nagorno-Karabakh during the 2020 conflict with predominantly Muslim Azerbijan. Subsequently Armenia called on Unesco to visit the area “but Azerbijan won’t allow access”, he said.

On 35th Anniversary of Liberation Movement, Artsakh Vows to Continue Fighting

Hundreds of thousands of Armenians took to the streets of Stepanakert in 1988 calling for reunification with Armenia


Monday marked the 35th anniversary of the Artsakh Liberation Movement. It was on February 20, 1988 when a special session of the Nagorno-Karabakh Autonomous Oblast Regional Council was convened in Stepanakert, passing a decision to appeal to the Kremlin to reunite Karabakh with Armenia. And thus began the movement for the self-determination of the people of Artsakh, who had taken to the streets to make that historic demand.

Artsakh President Arayik Harutyunyan, State Minister Ruben Vardanyan and Parliament Speaker Artur Tovmasyan visited the Stepanakert Memorial Complex on Monday and paid tribute to Artsakh’s fallen heroes, as a result of whose sacrifice the Liberation Movement brought the Armenian Nation a victory.

The Artsakh foreign ministry on Monday called the Artsakh Liberation Movement “a struggle that embodied the collective aspiration of the people to restore historical justice, preserve national identity and dignity, and fully realize their inalienable right to live freely and develop in their homeland. In response to the decades-long discriminatory policies of Azerbaijan, the people of Artsakh gathered all their will and rallied for the idea of the revival of Artsakh and reunification with Armenia.”

“Thirty-five years ago, on February 20, 1988, an extraordinary session of the Council of People’s Deputies of the NKAO was held, which decided to petition the Supreme Soviets of the Azerbaijan SSR and the Armenian SSR to transfer the autonomous region from Azerbaijan to Armenia. The issue of the transfer of Nagorno-Karabakh to Armenia was raised in a democratic, parliamentary way, on the basis of the people’s will, in strict accordance with the Soviet legislation in force at that time and the generally recognized norms of international law,” said the Foreign Ministry statement.

“The decision of the session, which confirmed the right of the people of Artsakh to decide their own destiny, marked the current stage of the Karabakh Movement and predetermined the prospects for the socio-political development of Nagorno-Karabakh. It, in fact, became the forerunner of the Declaration of Independence the Nagorno-Karabakh Republic, adopted on 2 September 1991, under the new historical and political realities created by the collapse of the Soviet Union, and marked the beginning of the path to the state independence of Artsakh,” explained the foreign ministry.

“This act of a nationwide _expression_ of will by the people of Artsakh was rightly regarded as a reliable guarantee against the policy of discrimination of the ethnic Armenian population pursued by Azerbaijan for decades, which ultimately should have led to its complete destruction,” the statement added.

“Subsequent events confirmed the legitimacy and rightness of the historical choice of the people of Artsakh. Just a week after the session of the regional Council, the Azerbaijani authorities organized brutal pogroms and murders of Armenians in Sumgait and other cities of Azerbaijan, and with the collapse of the Soviet Union, they unleashed a full-scale war against Artsakh. The criminal policy of official Baku, aimed at the destruction of the people of Artsakh, has not changed even decades later. This is evidenced by the military aggressions of 2016 and 2020, the ongoing state terrorism against the people of Artsakh, as well as the transport and energy blockade of the Republic that has been going on for the third month already,” the statement said.

“Despite the incredible difficulties and trials, the people of Artsakh continue the struggle for their free and independent existence in the historical homeland, thereby realizing the right of peoples to self-determination, enshrined in international law, including the UN Charter. The past 35 years have clearly demonstrated that the most important prerequisite for solving national problems is national unity, the consolidation of the moral and spiritual forces of Armenia, Artsakh and the Diaspora, which makes it possible to confront the most serious challenges of the time,” the Artsakh foreign ministry said.

“Through many years of struggle for national dignity and the right to freely decide their own fate in their historical homeland, as well as the creation of a democratic and viable state, the people of Artsakh have proven that they deserve recognition of their independence by the international community,” the statement said.

Harutyunyan, Vardanyan, the Artsakh Parliament and Prime Minister Nikol Pashinyan also marked the 35th anniversary of the Artsakh Liberation Movement in separate statements.

CoE: Launch of HELP roll-outs on Key Principles on Bioethics

On 30 September HELP specialised course roll-out on Key Principles on Bioethics was launched for three more groups of legal and healthcare professionals of Armenia, including the representatives from the Ministry of Health, National Institute of Health as well as medical doctors and other healthcare professionals, lawyers, and advocates.

The HELP specialised course on Key Principles on Bioethics aims at addressing the ethical issues of consent to medical intervention, the right to know one’s health data, matters related to medically assisted procreation, recourse to organ or tissue donation and transplantation, etc. All of them in certain aspects may fall into the scope of application of human rights law.

The main purpose of the course is to assist both legal and medical professionals to understand the key human rights principles in the biomedical field.

The training session was opened by Laurence Lwoff, the Head of the Human Rights and Biomedicine Division of the Council of Europe and Anna Sahakyan, the Project Officer of Council of Europe’s Department of Human Rights Education for Legal Professionals (HELP) Armenia and EAP.

Following the general presentation of the Oviedo Convention and its Additional Protocols and the work of the Council of Europe in the field of healthcare and biomedicine, the participants were introduced to the HELP programme and HELP in Armenia, as well as HELP online training platform.

Substantial presentations on international and national standards in the fields of ‘‘Transplantation of Organs and Tissues’’ and ‘‘Ethical rules for healthcare professionals’’ were made by Samvel Grigoryan, national consultant of the CoE Project on ‘’Protection of Human Rights in Biomedicine’’ and Izabel Abgaryan, the Advisor of the Rector of the Yerevan State Medical University and national consultant of the CoE Project on ‘’Protection of Human Rights in Biomedicine’’.

The HELP roll-outs will be tutored by three Armenian HELP certified tutors: Karine Abrahamyan, Laura Gasparyan and Yevgenia Muradyan. Successful participants of these training sessions will receive certificates after completion of the Course.


The HELP roll-outs were organised under the framework of the Council of Europe’s Project on ‘‘Protection of Human Rights in Biomedicine’’ in Armenia.

TBILISI, Sept 18 (Reuters) – U.S. House of Representatives Speaker Nancy Pelosi on Sunday strongly condemned what she said were “illegal” border attacks by Azerbaijan on Armenia, using a visit to the Russian ally to pledge American support for its sovereignty.

Pelosi cast her trip to Armenia, a sliver of land the size of U.S. state of Maryland that is wedged between Azerbaijan, Georgia, Turkey and Iran, as an attempt to strengthen support for what she cast as a beacon of democracy.

Speaking in the ancient city of Yerevan, Pelosi said her trip had significance following the “illegal and deadly attacks by Azerbaijan on Armenian territory” that triggered border clashes in which more than 200 people were killed.

“We strongly condemn those attacks,” Pelosi said beside Armenian parliamentary speaker Alen Simonyan, who last week expressed unhappiness with the response of a Russian-led military alliance to Yerevan’s request for help. read more

Pelosi, who angered China with a trip to Taiwan last month, said it was clear that the border fighting was triggered by Azeri assaults on Armenia and that the chronology of the conflict should be made clear.

The fighting “was initiated by the Azeris and there has to be recognition of that,” Pelosi said.

Pelosi’s remarks drew an unusually strong rebuke from Baku, which said she was endangering the peace in the Caucasus.

“The unsubstantiated and unfair accusations levelled by Pelosi against Azerbaijan are unacceptable,” the foreign ministry said in a statement.

“This is a serious blow to the efforts to normalize relations between Armenia and Azerbaijan,” the ministry said, casting Pelosi’s remarks as “Armenian propaganda”.

Such a definitive apportioning of blame for the conflict goes beyond what the U.S. State Department has so far said in public. Secretary of State Antony Blinken expressed concerns over the fighting and called for calm but did not assign blame.

Armenia said Azerbaijan shelled at least six Armenian settlements inside the border shortly after midnight on Sept. 13, attacking civilian and military infrastructure with drones and large calibre guns. Yerevan said it was unprovoked aggression.

Azerbaijan, backed by Turkey, rejects those claims. Baku says Armenian sabotage units tried to mine Azeri positions, prompting soldiers to respond. Armenia says that narrative is Azeri disinformation.

Russia, which repeatedly condemned Pelosi’s visit to Taiwan, considers the Caucasus as its own sphere of influence and bristles at what it casts as U.S. meddling in the region.

Moscow though, is preoccupied by the war in Ukraine which has triggered the biggest confrontation with the West since the height of the Cold War.

Russia is Armenia’s major military ally, has a military base in northern Armenia and peacekeepers along the contact line in Nagorno-Karabakh, over which Armenia and Azerbaijan fought a war in 2020.

President Vladimir Putin said on Friday that Russia had enough resources to mediate in the conflict. The latest fighting ended after a Russian-brokered ceasefire.

But after appeals for help, the Collective Security Treaty Organization (CSTO), a Russian-led military alliance of former Soviet republics that includes Armenia but not Azerbaijan, decided on Tuesday to dispatch a monitoring mission.

Armenian Parliamentary Speaker Simonyan said he was dissatisfied with the response, likening the CSTO to a pistol that did not shoot bullets.

Speaking beside Pelosi, U.S. Representative Frank Pallone said the United States wanted to do whatever it could to be more supportive of Armenia’s security.

The United States, Pelosi said, was listening to Armenia about what its defence needs were and said Washington wanted to help and support Armenia in what she cast as a global struggle between democracy and autocracy.

“We should be using our influence, our leverage showing that Armenian democracy and sovereignty is a priority,” Pelosi said. “The velvet revolution was cheered globally.”

Armenian Prime Minister Nikol Pashinyan rose to power in 2018 after anti-government protests referred to as Armenia’s Velvet Revolution.

Pelosi said it was interesting that Armenia was disappointed by the response from Russia.

“It is interesting that they were disappointed they got fact finders and not protection from that relationship and we’ll see what happens next,” she said.

WASHINGTON – 

The United States is deeply concerned about reports of attacks along the Armenia-Azerbaijan border and is calling for an immediate end to hostilities, U.S. Secretary of State Antony Blinken said on Monday.

“As we have long made clear, there can be no military solution to the conflict,” Blinken said in a statement. “We urge an end to any military hostilities immediately.”
