The statement of the Azerbaijani President Ilham Aliyev that at the
parade organized in Armenia the tanks passed on carriers as they were
not in a proper state is amusing and senseless causing smile of every
serious specialist, military expert Davit Jamalyan told Armenpress
commenting on the statement of the Azerbaijani president.

According to him, the generated mind of the political circles of
Azerbaijan could not make up a more powerful argument than the improper
state of Armenia’s tanks. “It is a standard Azerbaijani-Turkish
mentality,” the military expert stressed.

Azerbaijani president also called Armenia an outpost meaning that
Russian border guard troops also participated in the parade in Yerevan.

“First, it is known that Azerbaijan is trying to label the
Armenian-Russian strategic alliance for humiliating it. They present
the Armenian-Russian relations in the context of secondary-primary. If
so, Azerbaijan is outpost of British Petrolium – just a territory from
where oil is being exported, not more. While the allied nature of the
Armenian-Russian relations is based on strategic interests. Armenia is
as much interested in having good relations with Russia as the latter
is. Thus, we should not pay attention to Azerbaijan’s provocations,”
Jamalyan stressed.

He also added that the Armenian Armed Forces did not show everything
they have. “They presented what they thought is necessary to present.

They presented what is enough for maintaining the balance of forces
and enough for restricting the aggressive strives,” the expert said.

“Kurds are suffering what we suffered a century ago,” head of the
“European Integration” NGO, political analyst Karen Bekaryan voiced
this opinion today, stressing that in the 21st century the conditions
have certainly changed but Turkey’s method of fighting against ethnic
minorities has not essentially changed.

“In spite of the sorrow connected with the natural disaster in
Turkey, it serves a reason for the Turkish military vehicles to
expand their military activities against Kurdistan Labor Party and
its activists,” Karen Bekaryan noted, adding that during the past two
days a wide-scale military activities were held in the territory of
Turkey and Iraq. According to him, the international community has
ignored this circumstance. “No one seems to want coming into terms
with this regular manifestation of violence by a state the whole
history of which is absorbed with such cases. For another time Turkey
is implementing its goal,” Bekaryan said, adding that the Armenian
people who suffered such violence must not leave it without response.

YEREVAN, October 25, /ARKA/. The Co-Chairs of the OSCE Minsk
Group (Ambassadors Bernard Fassier of France, Robert Bradtke of
the United States, and Igor Popov of the Russian Federation) and
Ambassador Andrzej Kasprzyk (Personal Representative of the OSCE
Chairperson-in-Office) issued a statement after visiting Armenia ,
Nagorno-Karabakh and Azerbaijan stressing the need for substantial
improvement of atmosphere in the talks to settle the conflict.

The statement says, particularly, that the cochairmen traveled
October 21-24 to Yerevan, Nagorno-Karabakh, and Baku and met with
presidents Sargsyan and Aliyev, and with the de facto authorities
in Nagorno-Karabakh.

The Co-Chairs stressed to the sides the need to improve significantly
the atmosphere of negotiations, increase trust, and strengthen
implementation of the ceasefire to allow further progress toward
reaching a peaceful settlement. The Co-Chairs offered several proposals
for measures to enhance confidence in different fields. The sides
agreed in principle on the draft mechanism to investigate incidents
along the front lines that the Co-Chairs proposed in April, and which
presidents Aliyev, Sargsyan, and Medvedev agreed to pursue in their
March joint statement in Sochi.

The Co-Chairs also met separately with His Holiness Karekin II, Supreme
Patriarch and Catholicos of All Armenians, and with Sheykhulislam
Allahshukur Pashazade, Grand Mufti and Chairman of the Caucasus Muslim
Board, to discuss the necessity of preparing the populations for a
just, lasting, and peaceful settlement.

On October 22, the Co-Chairs crossed the Line of Contact by foot for
the fourth time in the past fourteen months. This crossing highlighted
again that the Line is not a permanent barrier between neighboring
peoples, and demonstrated that military coordination is possible when
all the sides are willing.

The Co-Chairs will return to the region in late November to continue
their work with the sides to develop the measures described above and
to determine next steps to pave the way for future meetings between
the sides.

An exhibition featuring the masterpieces of renowned Armenian film
director Sergey Parajanov was held in Sao Paolo, Barzil on Saturday.

The event, organized in the frameworks of the Sao Paolo 35th
International Film Festival, was attended by Brazilian Ambassador to
Armenia Ashot Yeghiazaryan, representatives from regional and municipal
administration,s intellectuals, local Armenians, and journalists.

The showcased items included exhibits of applied art, including films,
as well as documentaries about the great artist.

Parajanov Museum Director Zaven Sargsyan’s photos telling about
Armenia were also on display.

The event got a wide coverage by the Brazilian media outlets which
considered the exhibition of the Armenian filmmaker’s works the most
important cultural event of the month.

PanARMENIAN.Net – The United States has pulled its ambassador out of
Syria over security concerns after his cultivation of contacts with
protesters led to attacks on his embassy and residence by backers of
President Bashar al-Assad, diplomats said on Monday, October 24.

Robert Ford left Syria over the weekend, following a series of
incidents that resulted in physical damage but no casualties.

“Articles, more inciting against Ford than usual, have appeared in
state media recently. He left on Saturday,” said one of the diplomats,
who like others asked not to be identified due to the sensitivity of
the issue.

U.S. embassy officials were not immediately available for comment,
Reuters reported.

Ford, a veteran diplomat, infuriated Syria’s rulers by getting in
touch with a seven-month-old grassroots protest movement demanding
an end to 41 years of Assad family rule.

The Ministry of Emergency Situations of Armenia responded to the
publication of the Zaman Turkish paper in connection with yesterday’s
earthquake in Van and the Armenian Nuclear Power Plant.

The Ministry affirms the earthquake was felt in the zone of the Plant
with 2-3 magnitude which is too little to harm the Plant, because the
latter is constructed with a calculation for a minimum of 9 magnitude
earthquake and is far from the epicenter of the earthquake 160 km.

World archives annual conference being conducted in the Spanish town
of Toledo October 22-29 will give an opportunity to the Armenia’s
National Archives cooperate with the partners of other countries.

Director of Armenia’s National Archives Amatuni Virabyan told
Armenpress that meetings with representatives of archives of different
countries are expected. According to him, a memorandum of cooperation
will be signed with Finland. “As far as Finland was part of Russia
till 1917 and the political prisoners, including Armenians, were
taken to their prisons, there is a possibility of existence of some
information about them,” Virabyan said, adding that the agreement is
being signed stemming from this circumstance.

For the development of cooperation in the sphere of archive the
director of the archive is planning to negotiate with the head of
the archive service of Georgia. According to him, the initiative
existed last year but the Georgian side did not take any step and
the agreement was frozen.

In the row of cooperation Virabyan rated high the negotiations with
the secret archives of Venice.

Representatives of archives of about 170 countries are participating
in the annual conference. Armenia is participating in it since 2002.

Russia is going to provide further assistance in the negotiation
process on the Nagorno-Karabakh conflict, the country`s President
Dmitry Medvedev told journalists following his talks with Armenia`s
leader Serge Sargsian.

“I strongly believe that the conflict can be settled only
diplomatically”, Medvedev said.

The Russian leader added that by the end of the year the two countries
are expected to reach the pre-crisis level in terms of bilateral
economic development.

“Our cooperation in energy, high technology and transport is on the
rise, this is a good sign”, Mr. Medvedev said.

He also said that he shared Sargsian`s opinion that energy projects
such as the South Stream gas pipeline and some others should ease
tension in the region and strengthen the partnership.

Azerbaijani President Ilham Aliyev toady received the OSCE Minsk Group
(MG) co-chairs on the Nagorno-Karabakh conflict settlement – Bernard
Fassier (France), Robert Bradtke (USA) and Igor Popov (Russia) –
as well as the personal representative of the OSCE chairman, Andrzej

The participants in the meeting discussed issues related to the
current state and prospects of negotiations on the settlement of the

President Serzh Sargsyan, who is conducting a state visit to the
Russian Federation, on October 23 visited the newly constructed
Armenian Apostolic Church compound in Moscow, participated at the
ceremony of consecration of the doom cross of the Cathedral and
the ceremony of blessing. The construction works of the Cathedral
have been concluded and now finishing works of the interior of the
Cathedral and adjacent structures are underway.

Noting, that the Armenian-Russian strategic partnership, which
is in the interests of our two countries and is built on a solid
historical base, has been developing dynamically. The President of
Armenia underlined that the partnership is aimed into future and is
equally beneficial for the peoples of Armenia and Russia. “Among
the most important players in the multifaceted structure of the
Armenian-Russian relations, it is impossible of overlook the input
which has been made and continues to be made by the Armenian-Russian
community. It is no accident that Russia is our leading trade partner
while Russian businessmen are the main investors in our economy. The
Armenian-Russian entrepreneurs are a key factor behind these numbers
and achievements.”

Yesterday the Armenian President visited M. Lomonosov Moscow State
University, where he met with the students and faculty of the
University.

President Sargsyan delivered a speech and answered the questions
raised by the attendees, RA President’s press service reported.

By the decision of the Scientific Council of the Moscow State
University, President Serzh Sargsyan was awarded the title of the
Honorary Professor of the University. During the event, the Rector
of the MSU Victor Sadovnichii handed to Serzh Sargsyan the diploma
of a Honorary Professor and the medal.

After the event, the President of Armenia visited the Memorial of the
Unknown Soldier and paid tribute by laying a wreath at the monument.

Later, the Presidents of the Republic of Armenia and the Russian
Federation had a private meeting at the Grand Kremlin Palace, which
was followed by the extended negotiations with the participation of
the official delegations.

During the break, Presidents Serzh Sargsyan and Dmitry Medvedev had
a phone conversation with the President of Turkey Abdullah Gul. The
two Presidents conveyed sincere condolences and words support to the
President of Turkey on the occasion of a devastating earthquake which
took place on the territory of Turkey. Serzh Sargsyan reiterated
readiness to provide necessary assistance. President Gul expressed
gratitude to President Sargsyan for the manifested solidarity.
