The Armenian government arranges a number of events in Karabakh
every year in an attempt to draw attention of world community and
get Nagorno-Karabakh recognized as an independent territory.

The statement came from Faiq Ismayilov, chairman of the Organization
for Protection of Historical and Cultural Monuments in the Occupied
Lands.

Armenians renovate roads, build infrastructure, hotels and restaurants,
conduct archeological excavations, overhaul historical monuments and
build Armenian churches here, he said.

“The state program adopted by Armenia places special emphasis on
development of tourism in Kalbajar, Agdara, Shusha, Khojavand,
Hadrut and Martuni. Armenians create characters of heroes of tales
in mountain slopes and rocky areas and arrange extraordinary events.

Although Armenian government involves popular art figures from abroad
with these events, they fail to draw many people,” Ismayilov added.

“These events aim at propaganda solely.”

Ismayilov said Armenians invited Russian jumper Pavel Olshanski to
Nagorno-Karabakh this summer.

“Pavel Olshanski delighted Armenian officials by crossing Gargar
River that divides Shusha into two parts at a height of 200 meters
from one bank into the other.”

News.Az interviews Lincoln Mitchell, Associate at the Harriman
Institute and Affiliate at the Arnold A. Saltzman Institute of War
and Peace Studies at Columbia University.

How would you estimate the current situation in the South Caucasus?

What are the main security challenges in the region?

The primary security threats in the region are that one or more of
the frozen conflicts could become an actual war. In Abkhazia and
South Ossetia, the possibility of war is not great, but still real.

Relations between Moscow and Tbilisi are still not good and both
governments will continue to have the need to distract populations
for poor economic times and frustration with the nature of governance.

This alone is not enough to lead to a war, but given the highly
militarized nature of the territorial lines it is always possible
that a small incident could escalate into something bigger.

Similarly, in NK heated rhetoric on both sides suggests that neither
side has ruled out further military conflict. The potential for a
conflict there to spread beyond Armenia and Azerbaijan should not be
overlooked either.

There are also a number of second tier security issues that should
not be overlooked. Increasingly authoritarian regimes in Armenia and
Azerbaijan could push citizens and political opponents to greater
political opposition which could lead to violence and destabilization.

The ongoing economic troubles in Georgia are also potential roots of
insecurity in the region.

What were the main results of the Russian-Georgian war in 2008? How
did it change the region?

The August 2008 war finalized Abkhazia and South Ossetia’s departure
from Georgia for the foreseeable future. It also underscored the limits
of both US and Russian influence in the region. The US demonstrated
that it could not come to the assistance of its client Georgia,
while Russia failed to win any support from elsewhere in the region
for its decision to recognize Abhaz and South Ossetian independence.

Are you satisfied with American policy in our region?

At this time, US policy in the South Caucasus seems to be stressing
conflict prevention. The US is not making any big steps towards
resolving any of the frozen conflicts, but instead seem focused on
reducing the chances that any of them will lead to war. The US is also
confronting the limits of its ability to impact political development
in the region. A big concern for the US is the potential evolution
of Georgia into a real US client.

Do you believe that Georgia will succeed to get back Abkhazia and
South Ossetia and what should be done for that?

If this happens, it won’t happen soon. The first thing the US should
do is to try to build relationships with civil society and other
non-governemntal actors in these places so as to weaken Russia’s grip
on Abkhazia and South Ossetia.

What can you say about Russia’s role in the South Caucasus?

Russia is in a mixed position in the region. Russia flexed its muscle
in 2008, but does not have as much to show for it as one might think.

Resistance to Russia’s influence in the region remains strong in the
west. Azerbaijan and Georgia continue to seek strong ties to the west
because of their concern about Russia.

Isn’t NATO or EU membership a best way for the regional republics to
ensure their security?

Crafting a foreign policy that charts a course between Russia and
the west is the central challenge all three of these countries face.

While getting into NATO or the EU would solve this problem, this is
at best a long way off.

In 2012 Armenia will increase taxes in the country to up to 17%
of GDP. This target had been set by the Armenian government to be
reached by 2011. As MP Armen Martirosyan stated, the government
failed to fulfill its promise on this. According to Martirosyan,
the 2012 draft budget shows that the government either is unable to
function properly or does not want to do so. According to the MP,
the ruling power should free business from bureaucratic influence
and should use regulatory legislation more properly.

Yerevan/Mediamax/. Minister of Education and Science Armen Ashotyan
said today that scholarships in state universities are established
by state structures.

The Minister said this commenting on the ban imposed on the cooperation
of the heads of state universities with “Gagik Tsarukyan” Fund on
granting scholarships, Mediamax reports.

“The Fund didn’t turn to the Ministry for these issues and there was
no negotiation process”, explained the Minister.

Meanwhile, Armen Ashotyan noted that the Ministry is open for
cooperation with the private sector in funding educational programs.

“Armenia’s foreign policy is based on the logics of both regional and
global actors’ interest pooling, mutually advantageous cooperation
with them and mutual respect. We are sure that the open borders and
the implementation of common economic programs can become the best
incentive for the mutual understanding and trust environment formation
consequently for the settlement of political problems. In contrast,
the policy aimed at encouraging the separation lines between regional
states will inevitably lead to the instability and distrust growth in
the whole South Caucasus,” President Serzh Sargsyan said, addressing
the INSS International Conference titled “Regional Security Dynamics
in the South Caucasus.”

The President stressed that the critical challenges facing the
region are the unresolved conflicts which need a comprehensive and
final solution.

“Many times we reiterated our solid will that the existing conflicts
can be settled only by peaceful negotiations on the basis of
fundamental principals of international law. I am not vacillating
to repeat that the OSCE Minsk group is the only platform for the
settlement of conflict which is acceptable for Armenia. We are deeply
convinced that a long lasting peace and stability can be formed only
in case if the Nagorno-Karabakh population’s physical security and the
independent decision of its fate are guaranteed,” said the President.

Touching upon the arms race unleashed by Azerbaijan which is being
implemented by numerously exceeding the ceilings set by the Treaty on
Conventional Armed Forces in Europe (CFE), the President said that
this is a cause for concern not only for Armenia and the region but
also on a larger scale regarding the regional security perspective.

“Under these conditions Armenia is forced to focus greater attention
on modernizing its military system as a key factor in containing
the belligerent ambitions and ensuring stability in the region,”
stressed the President.

Assembly of Armenians of Europe issued a statement on Wednesday calling
on European and international structures not to involve Turkey in
any regional humanitarian programs.

The statement reads as follows:

Turkish Prime Minister Recep Tayyip Erdogan is increasing his
pretensions to the role of judge in regional issues. Erdogan reached
the peak when he called on the Syrian regime “not to massacre”
people, adding that “otherwise the history will always remember it
as sanguinary.”

How the heir of those who built their state on the corpses of the
Armenian people dares to teach morality to others. Opposing to the
reasonable world and rejecting even the proposals of the progressive
intellectuals of Turkey, instead of acknowledging the monstrous crime
committed by their ancestors against humanity – the Armenian Genocide,
and the fact of forcing Armenians deportation from their historical
native cradle and asking forgiveness, Mr. Erdogan and the rest of the
Turkish officials keep leading the genocide policy trying to dispute
the occurrence of the Armenian genocide.

Mr. Erdogan has no right to teach morality to others unless he listens
to the appeals of the European leaders and comes to terms with the
dark pages of its history, and only after Turkey can be accepted
as a family member of a civilized world. Turkey is also opposed to
proofreading the discriminatory civil legislation of the country. This
demand has been hanging over the country for three decades: first of
all Turkey is urged to abolish the notorious medieval Article 301,
the latest victims of which became the publicist Zarakolu, who used
to voice about the sufferings of national minorities -victims of the
Turkish discriminatory policy.

Turkey’s “Zero problem with neighbors” double-natured policy has
turned into “Zero friendship with neighbors” policy. Turkey provokes
daily tension with its neighbors and opposes to the appeals of the
international community continuing persistently the 37-year occupation
of Northern Cyprus.

Hence, naïve would be those, who believe Turkey pursues humanitarian
rather than selfish ends in Gaza, in case it has been blockading the
small Armenia for already 18 years without concealing its chauvinistic
ideas on supporting its brother Azerbaijan.

We appeal on the Arab World, in particular peoples of Egypt, Tunisia,
Lydia, Syria and Iraq not to trust Turkey and remain independent. Arab
people, who met with open arms the survivals of the Armenian genocide
in 1915, were also a victim of Turkey’s policy.

It is wrong to trust Turkey today since it no longer hides its dream
of restoring the Ottoman Empire which massacred and enslaved the
peoples of the region.

We appeal on European and international structures not to involve
Turkey in any regional humanitarian programs until it acknowledges the
genocide it committed against Armenians and fulfills the preconditions
set by the European structures.

presentation of Wounds of Karabakh DVD by distinguished Bulgarian
journalist and documentary filmmaker Tsvetana Paskaleva

“We should be grateful to Tsvetana Paskaleva for devoting most of her
life to Karabakh war and immortalizing people who fought for their
homeland with dignity. Without Paskaleva’s works people would not
have a complete idea of Nagorno Karabakh conflict. I am sure Tsvetana
Paskaleva will always be one of the most active participants of that
liberation struggle,” Serzh Sargsyan said.

During the presentation Paskaleva gifted President Serzh Sargsyan
the DVD numbered 001.

The DVD released by Armenian Music Center company will be available in
six languages: Armenian, Russian, English, Spanish, French, Bulgarian.

Armenia’s 2012 budget is a “ball-and-cell-game” budget, Armen
Martirosyan, a member of the Heritage parliamentary group, stated at
a press briefing in Parliament.

“We have held one more 4-day session and discussed a budget that does
not resolve the population’s survival problem,” he said. The Heritage
party pointed to sources that can bring about $3bn as revenues.

“The sources are available, but they are in the hands of a few
family clans out of sight. They can bring about essential changes,”
Martirosyan said. The Heritage faction cannot vote for the draft
budget.

As regards budget performance, he said that The budget targets
are so insignificant that hardly any problem may arise. “It’s a
ball-and-cell-game budget,” he added.

Car Collides Into Armenia Presidential Residence Gates

A GAZ-2410 model vehicle collided into the gates of the Armenian
presidential residence at around 11:30 pm on Nov. 17.

Security officers stopped the vehicle before it could go any further
and arrested the driver, Vachagan Isoyan, 39, who was inebriated,
reports the RA Police official website.

An investigation is underway.

Culture: US Library Of Congress To Mark Birth Of Armenian Printed He

US LIBRARY OF CONGRESS TO MARK BIRTH OF ARMENIAN PRINTED HERITAGE

WASHINGTON, D.C. – In April 2012 the Library of Congress will host an
exhibition on the 500th anniversary of the first printed Armenian book
(“Urbatagirk” – “Friday Book” published by Hakob Meghapart in Venice,
Italy). The exhibition will also mark UNESCO’s declaration of Yerevan
World Book Capital of 2012, reports Asbarez.

The exhibition at the Library of Congress will offer 50 items from the
Library’s Armenian language collections held by the Near East Section
of the African and Middle Eastern Division and in other custodial
divisions. In addition, given the extreme rarity of the Armenian
incunabula, i.e. books published between 1511/1512 and 1695’s, three
additional items will be borrowed from public and private collections
for the expansion of the exhibition.

The exhibition will be held in the Northwest Gallery of the Great
Hall of the historic Thomas Jefferson Building.
