Armenian chess grandmaster Levon Aronian beat Piotr Svidler at the
Mikhail Tal Memorial Chess Championship held in Moscow, Russia.

Aronian played with white figures. Due to this victory Aronian heads
the ranking list.

welcomed Slovakia’s recent adoption of the law penalizing Armenian
Genocide denial.

“Slovakia government’s adopting a law penalizing Genocide denial,
following 2004 acknowledgement of 1915 massacres in Ottoman Empire
mean values of humanism are not lost,” Frantisek Miklosko said in his
letter addressed to the Forum of Armenian Associations of Europe(FAAE).

EU-FUNDED PROJECT DISCUSSES CRIMINAL JUSTICE PROBLEMS

On 25 November a round table on existing problems and current
trends in the field of criminal justice in Armenia will take place
in Yerevan. Organised by the youth non-governmental organisation
“Association for Cooperation”, the event is part of the EU funded
“Justice and Criminal Justice” Action project.

Results of current research, as well as a review of the national,
international instruments and statutory standards pertaining to
criminal justice, conducted within the framework of the action will
be presented during the round-table. This is the last event from a
series of outreach activities implemented during 2011 in Yerevan and
Armenia’s marzes.

The target group for the round-table includes school and university
students, justice and law enforcement officials, defense counselors,
representatives of justice and law enforcement institutions and
local communities.

The key accomplishments of the “Justice and Criminal Justice” Action
project will also presented during the seminar. The aim of the project
is to improve the performance of the criminal justice system and its
compliance with the international human rights standards in Armenia
through the increased awareness among individuals on their rights in
criminal law, criminal justice and criminal justice state officials
on their duties in upholding the rights of individuals. The project
is funded within European Instrument for Democracy and Human Rights
(EIDHR): country based support scheme 2009/2010.

All interested media are invited to the round table, which will held
on 25 November 2011 at 10:00 in the Marriott Armenia Hotel (Queen
Satenik Hall).

SYLVIE VARTAN: “YES I’M ARMENIAN SIDE OF MY FATHER”

French pop star Sylvie Vartan said for the first time on television
her Armenian descent by her father Georges Vartan, former press officer
at Embassy of France in Sofia. The singer had not ever said in public
that she was also of Armenian descent.

She said on the show “Vivement dimanche” on a question of Michel
Drucker : “Yes I’m Armenian side of my father”

Born in Bulgaria on August 15, 1944 by Bulgarian mother, she arrived
in Paris on December 1952 with her parents.

She started in show business at 16 years old, and immediately met
with success; especially with a song by Charles Aznavour and Georges
Garvarentz, ” La plus belle pour aller danser” (The most beautiful
to go dancing).

She was married first once with famous rocker Johnny Hallyday, and
then with the American film producer Tony Scotti. Her son, David
Hallyday is also a pop star in France.

Yesterday on November 23, Sylvie Vartan gave a special concert in
Paris (Salle Pleyel) with Bulgarian Symphony Orchestra to celebrate
its 50-years of career.

What the key foreign policy vectors of Armenia are priority today?

The modern geo-political realities raise exclusive standards to
choosing of the ways of political development of Armenia. This choice
is especially important when forming the foreign policy doctrine. We
are forced to form it in the always changing international and
regional political conditions, to look for acceptable formats of
cooperation in the conditions of transformation of the whole system
of international relations. The foreign political landscape, in
which Armenia is forced to act, requires correlation of interests
of its neighboring states – Georgia, Azerbaijan, Turkey and Iran,
the interests of close and distant interested states in the bilateral
format as well as multilateral relations within the frames of such
structures like CIS, CSTO, as well as international organizations –
EU, NATO and others. The present geo-political situation is not simple
for Armenia. Being the strategic partner of Russia in the region,
at the same time Armenia supports economical and political relations
with Iran, which Washington has serious pretensions to.

Armenia also has historically conditioned unacceptable relation
with Turkey, US ally on NATO. And finally, Armenia is linked with
Azerbaijan, which enters the zone of the political and oil interests
of the USA, on the Karabakh issue. The situation is not so simple in
the political atmosphere of relations between the countries of the
South Caucasus region as well, which often trace mutually exclusive
strategic interests and, as a rule, have differing from each other
conceptions regarding settlement of the conflicts of the region.

How much harmonic is the foreign political course of Armenia? And
does it find room in the situation described by you ?

In the context of above mentioned conditions, the foreign political
course of Armenia, which has recently gained more active and
“attacking” nature, on the one hand, has resulted in raising of
attention of the world community to the republic, but on the other
hand, has caused serious criticism of various political forces
within the country. The discussions and arguments are held around
specific actions by Armenian Foreign Ministry, the principle of
complementarity, which was officially fixed in Armenian FM like the
key way for settlement of foreign political problems. And although
the elements of the democratic content, the bright demonstration of
which became public discussions on Armenian-Turkish Protocols, are
more and more actively displayed in the political culture of Armenia,
nevertheless, the main argument on the foreign policy issues is held
between the politicians, and finally, solutions are taken only on the
basis of conclusions made by the political elite and Foreign Ministry.

Are there human resources which are not used by the people coordinating
foreign political line of Armenia?

In the not so simple, quickly changing and non-standard situation
in the region and in the world, the foreign political challenges of
Armenia or the problems of its economic and foreign trade development
cannot and should not be resolved only by means of political will and
conjecture. These issues require the complex approach and solutions.

The multi vector of the political process, availability of numerous
suddenly displayed factors, including the subjective ones, the
difficulties in the region and at the world arena, have been creating
the situations which require at least the “competent” foreign political
approach. We think that in such conditions one can and should “let in
a fresh stream” in the process of making solutions in foreign policy,
“join” analysts and experts which have been dealing with these issues
at the professional level. Such involvement of experts should be
of the permanent and stable nature. This is necessary for providing
of effectiveness of the solutions as well as for overcoming of the
stereotypes in the political mentality and public opinion. All these
are vitally important factors of civil society establishment in
Armenia and the relevant democratic ways of affecting foreign policy.

Will this “fresh stream” lead to the high quality changes in the
foreign policy of the republic?

I think, it will, as the problems of foreign policy of Armenia
are interesting for foreign organizations , let’s say, like an
investigation held by them under the financial support by the Norwegian
Institute for International Relations within the frames of the project
Regional Competence Building for Think Tanks in the South Caucasus and
Central Asia. For this reason, the assessments of Armenian experts
should always be in the center of attention of Armenian Foreign
Ministry and they should always apply to the analysts. The experts,
which have enough intellectual potential and experience, may strictly
form foreign political goals, place them in the context of the world
processes and moods, and in such a way to form public moods not only
in Armenia but outside it as well.

Participation of the analytical centers and expert community in
drawing out of the foreign political conceptions and actions of
Armenia at the world arena should become an indivisible element of the
political practice of the country. The expert community of professional
analysts like a part of the elite of the civil society of Armenia is
able to affect formation of the foreign political priorities of the
republic. We can start this process from discussion of the foreign
political conception of Armenia in wide public and analytical circles.

The relations between Armenia and Russia may deteriorate in the near
future, according to an Azerbaijani political analyst.

“It is first and foremost necessary to emphasize that the Armenian
media outlets provide absolutely no reports on the Transnistrian
conflict. Russia had earlier declared its intention to recognize
Moldova’s territorial integrity and proposed granting Transnistria
a special status,” Salamnews.az has quoted Mubariz Ahmedoglu, the
director of the Political Innovations and Technologies Center, as
saying. “What’s even more, Russian Foreign Minister Sergey Lavrov
promised on behalf of Moscow to withdraw the troops from the conflict
zone. That is why the Armenians fear lest Nagorno-Karabakh should
face the same situation.”

The expert noted that Russia has changed its attitude to Baku,
calling on Armenia to liberate Karabakh.

He said further that the Moscow urges Yerevan to finalize its position
on Russia and the West.

“We are going to witness an apparent conflict between Yerevan and
Moscow in the near future,” he added.

And maintenance of the national identity becomes more and more
difficult in the Armenian communities

Professor of the Pyatigorsk Linguistic University, candidate
of historical sciences, native of Artsakh Victor Hakobian, who
participated in the recent symposium taken place at Mesrop Mashtots
University, introduced his observations on some issues. First, he
emphasized the significance of holding similar symposiums in Artsakh,
in this context evaluating positively the noted University’s steps
on establishing foreign relations and consolidating the cooperation
between scientists. “Surely, the works should be continued and
besides Armenian scientists, foreign ones should be also involved
in the university’s programs”, emphasized the professor. The
scientific researches and the discussions over them shouldn’t be
an end in themselves; they should have specific goals. Unlike our
Azeri neighbors, who are much more nimble in spreading their lie and
falsification, our scientists can’t properly introduce the truth to
the international community. The Azerbaijanis publish numerous and
different anti-Armenian books and send them to all scientists. And
we publish as much as it is needed for the domestic audience, or
the works’ foreign propaganda direction is dropped from the focus of
attention. Meanwhile, according to V. Hakobian, it is necessary to
deluge with books the libraries of foreign states, and first of all
Russia. Our interlocutor believes that though authorities are guided
by the world policy interests, the existing public moods in their
states are taken into account, and they are not always favorable for
us. There is much to do in this direction. Speaking of the maintenance
of national identity in the Diaspora, V. Hakobian noted that it should
worry All Armenians. There are some factors promoting the national
identity maintenance, and among them are national place-names. But,
this isn’t the most important. First of all, the existence of a
corresponding level of national-cultural autonomy in communities is
needed. “There is a similar law in Russia, but some people regret that
this law appeared once, because the attitude towards the issue has
currently changed”, he emphasized, adding, “Today’s goal is formation
of a multi-ethnic Russian nation, and searching is taking place around
this idea”. Comparing the latter with national-cultural autonomy,
many authors estimate this as a step back.

Meanwhile, our national interest requires consolidation of this
autonomy, in which the Armenian Church plays a great role. In order
that the church can fully realize its mission, it should base on
the support of the people with national thinking – leaders. In
communities, such people should deal with educational, cultural,
national, and spiritual issues. According to our interlocutor, the
current situation in Armenian communities is not quite favorable.

Surely, it isn’t so everywhere. Community leaders are often appointed
entrepreneurs who don’t often understand the issues of the national
identity maintenance; they are rather interested in entrepreneurship
and business. But fortunately, the leader of the Pyatigorsk community,
according to V. Hakobian, is a man of national thinking and he does
much for keeping the national spirit awakened. And the most praising
is that he tries to involve as much youth in the community events
as possible.

According to Mr. Hakobian, the most important factor of maintaining
the national self-consciousness is the Armenian schools, which face
numerous unresolved issues. They in the center make good speeches
on the necessity of supporting the Diaspora schools and creating
corresponding conditions for the development of the language; however,
the current condition of schools is poor. And the local initiatives
or the activity of Sunday schools cannot be considered the issue’s
solution. “What is a Sunday school for a child?” asks Mr. Hakobian
and answers the question himself, “At his major school, the child
is impatiently awaiting for the end of the 45-minute lesson, and
suddenly he is required to attend another school on Sundays. To make
the lessons interesting there, the teachers should have a God-given
talent. But similar teachers are few.

As of the domestic community events, worrying is the fact that even
if the community leaders master the Armenian language, they don’t
absolutely speak it. At all the conferences and cultural events, the
country’s state language is used. In this circumstance, the community’s
future seems to be pessimistic. “But, there is a light beam – the
existence of two Armenian states, consolidation of the relations
between them, involvement of the Diaspora in the development of both
states not surely in humanitarian assistance, but via investments in
the economy, which will fully change the situation. If an Armenian
makes investments in the homeland, he will be interested in his
connection with it and his control over the amounts’ purposeful
use. And his national self-consciousness will automatically revive”,
said Mr. Hakobian. According to our interlocutor, the most possible
relations with the homeland are economic. It can be promoted by both
Armenian states’ achievements, which, in their turn, will prolong
the Armenian communities’ existence. However, the professor imagines
the nation’s future as follows – all Armenians should return to
the homeland.

YEREVAN.- Loris Tjeknavorian has never been in any way associated
with Glendale Philharmonic Orchestra, representative of Glendale
Philharmonic Orchestra told Armenian News-NEWS.am in an e-mail letter.

Earlier Armenia-based Aravot daily reported that “Glendale Philharmonic
Orchestra’s Artistic Director and Chief Conductor Loris Tjeknavorian
recently resigned and returned to his place of birth, Iran”.

The matter is Loris Tjeknavorian was artistic director and chief
conductor of the Glendale Symphony Orchestra in California, not
Glendale Philharmonic Orchestra.

“In 2010 Tjeknavorian was appointed Principal Conductor and Artistic
Director of the Glendale Symphony Orchestra in California,” reads
the bio posted on Tjeknavorian’s official website.
