Wednesday, 30 November 2011 14:52 .The Armenian community has
refused to attend a meeting with the Azerbaijani community of the
Nagorno-Karabakh in Berlin.

Organizers of the meeting, called “Nagorno-Karabakh – dialogue forum.

Exchange of views between the Azerbaijani and Armenian communities
of Nagorno-Karabakh”, expressed regret over the fact the event took
place without the Armenian delegation.

The meeting was organized by the Caspian Region Studies center at the
Free Berlin Universiy, German-Azerbaijan Forum, EuroKaukAsia society
and Professor Udo Steinbach, a Middle East specialist.

Attended by more than hundred experts, journalists and scholars, the
meeting featured remarks by members of the Azerbaijani delegation. The
Azeri delegates said the Azerbaijani community of the Nagorno-Karabakh
was ready for peaceful coexistence with the Armenian community after
the conflict is resolved. They said the fact the conflict remains
unresolved was a source of serious threat for both the Azerbaijani
and Armenian sides. Azerbaijan`s ambassador in Berlin Parviz Shahbazov
also attended the event, while the Armenian ambassador refused to join.

Malta will be commencing its World Cup qualifying Group B programme
with a home match against Armenia.

The dates were agreed upon by representatives of all the six teams
in the Group, that is Malta, Bulgaria, Italy, Armenia, Denmark and
the Czech Republic.

Malta was represented at the meeting in the Czech Republic by MFA
president Norman Darmanin and the Association~Rs CEO Bjorn Vassallo.

Malta will play its matches against top guns Italy on 11 September
2012 in Italy and on 26 March 2013 in Malta.

WASHINGTON.- U.S. made a major investment in the dialogue and the
negotiations between Armenia and Turkey, said Eric Rubin, Deputy
Assistant Secretary, Bureau of European and Eurasian Affairs.

“We believe it was historic. We believe the agreement on the protocols
was historic. We believe it shows what is possible. And the encouraging
thing is actually both governments agree that as well – not just
because they agreed to the draft of the protocols, but also because to
this day in their public statements the entire assumption now on both
sides is that relations will be normalized, that the current situation
is abnormal, that it should be normalized, and that both countries
have so much to gain from that,” he said speaking during “South
Caucasus 20 Years After Independence” conference held in Washington.

According to him, the practical problem is we’re stuck now without any
path forward to get the protocols ratified by the Turkish parliament.

“We do periodically have outbursts of rhetoric on both sides that
are, to use the classic State Department phrase, not helpful. And our
efforts are consistently to sort of bring both sides back to moving
this process forward based on this very strong foundation that’s
been established,” Rubin said. He stressed that U.S. will push for
continuation of the process.

“I don’t know when we’ll see the first real positive outcome – but
I think it’ll be soon and I think once the door is opened a crack,
it will start to open much more quickly.

The encouraging thing is what we hear from both the Armenian government
and the Turkish government is a desire to do that. But with elections
obviously having concluded in Turkey but now getting under way in
Armenia, and with sort of the overhanging of public opinion on both
sides, the Nagorno-Karabakh issue which never goes away, even if it’s
not formally part of the subject being discussed – it’s challenging,”
he added.

The Football Federation of Belarus informed that Armenia’s national
squad refused to play a friendly match with Belarus in Turkey.

The Belarusian press writes that, in their letter sent to the
Federation, the Armenian colleagues did not mention the reason for
their refusal, but said they are prepared to play in another country.

The Belarusian team will conduct training in Turkey, in February,
and the friendly match is scheduled for February 29.

The Armenian parliament is set to elect its new speaker next week
after nearly a month of effectively having no permanent chairperson.

The majority Republican Party of Armenia (HHK) confirmed through a
spokesman on Tuesday that the party will name its candidate for the
position before the legislative body is due to convene next Monday for
a four-day session with the election of a new speaker on its agenda.

The post of parliament speaker became vacant after its previous holder,
Hovik Abrahamian, formally stepped down on November 14. About two
weeks before that Abrahamian had announced his intention to resign,
saying that Armenian President Serzh Sarkisian, who is also the leader
of the ruling party, offered him to manage the HHK campaign for the
next parliamentary elections due in May.

The HHK, which controls the majority of seats in the 131-member body,
is in a position to name the new speaker and one of his or her deputies
under a power-sharing deal with its two junior coalition partners,
the Prosperous Armenia Party and Orinats Yerkir (Rule of Law Party).

HHK spokesman Eduard Sharmazanov said the party has not yet formally
discussed possible candidates for the positions. But the HHK~Rs deputy
head Galust Sahakian told RFE/RL~Rs Armenian Service (Azatutyun.am)
last week that Samvel Nikoyan, one of the two deputy speakers who
took over as acting speaker last week, was likely to be the prime
choice if they were to elect a permanent speaker before the end of
the current parliament~Rs term next May.

Sharmazanov did not exclude that possibility, but said formal
discussions would not commence until after the return of President
Sarkisian, who is on a two-day official visit to Georgia beginning
November 29.

Meanwhile, Sharmazanov himself is said to be a candidate for the post
of deputy speaker should Nikoyan be approved as speaker.

Both Sharmazanov and his fellow HHK lawmaker Hovannes Sahakian did
not either confirm or deny this possibility when contacted by RFE/RL’s
Armenian Service (Azatutyun.am).

The two opposition parties represented in the Armenian parliament,
namely the Armenian Revolutionary Federation (Dashnaktsutyun) and
Heritage, have so far seemed unenthusiastic to contest the vacant
positions in the coalition-dominated chamber’s leadership.

Co-chairs of the OSCE Minsk Group Bernard Fassier (France), Robert
Bradtke (USA) and Igor Popov (Russia) and personal representative of
OSCE chairman Andrzej Kasprzyk are monitoring the Azerbaijani-Armenian
border today. They crossed the border towards the Bala Jafarli Village
at about noon.

They monitored territories of the Gazakhsky District. No incidents
were registered. Then the co-chairs headed to Baku. They are expected
to be taken to Azerbaijan by helicopter.

The co-chairs met Armenian President Serzh Sargsyan. Bernard Fassier
presented his replacement in the position of the OSCE MG co-chair,
Jacques Faure.

The sides discussed settlement of the Nagorno-Karabakh conflict for
the coming meeting of OSCE foreign ministers in Vilnius. Sargsyan
noted the need to strengthen trust.

The co-chairs will meet Azerbaijani Foreign Minister Elmar Mammadyarov
and President Ilham Aliyev.

Andrey Areshev, Deputy Director of the Fund for Strategic Culture,
commented on the visit to Vestnik Kavkaza, noting that the potential
of the OSCE Minsk Group is limited, because not all depends on
diplomats. There are also formal and informal players that appear on
the scene at random, yet actively.

Areshev said that there is need for efficient monitoring of the
contact line to avoid military escalation and murders. The ability
of the co-chairs to introduce principles that would satisfy one side
or another are doubtful. The monitoring process is low-ranking but
is necessary to create at least the basic grounds for a constructive
dialogue. Current conditions do not allow for a breakthrough in the
Nagorno-Karabakh peace process, the expert concludes.

following which he held a meeting with Primate of the Argentinean
Diocese of the Armenian Apostolic Church Archbishop Gisak Mouradyan and
members of the diocesan council. Issues related to the Artsakh-Diaspora
cooperation were touched upon during the meeting.

The President called the Armenian Apostolic Church one of the most
important pillars of the Armenia-Artsakh-Diaspora trinity, which
greatly contributes to cementing the inter-Armenian ties.

Archbishop Pargev Martirosyan, ambassador extraordinary and
plenipotentiary of the Republic of Armenia in Argentine, Uruguay

Les mediateurs qui essaient de trouver une solution au conflit
du Karabagh ont pris part a la surveillance du cessez-le feu
armeno-azerbaïdjanais dans le cadre de leur dernière tournee dans la
region mardi 29 novembre 2011.

Les co-presidents du groupe de Minsk Robert Bradtke, des Etats-Unis,
Igor Popov, de la Russie, et Bernard Fassier, de la France, sont
arrives a Erevan lundi pour promouvoir la paix dans la region où
des tensions se sont accrues. Ils devaient se rendre a Bakou après
cette visite.

L’Azerbaïdjan a signale la mort de l’un de ses soldats près du
Karabagh la semaine dernière, tandis que l’Armenie a declare le
week-end precedent, qu’elle avait perdu deux militaires.

Les autorites en Armenie et du Karabagh ont reaffirme leur volonte
de se retirer des lignes de front, mais ont refuse de le faire
unilateralement.

L’appel pour le retrait des tireurs d’elite a ete soutenu par les
principaux dirigeants religieux de l’Armenie, de l’Azerbaïdjan et de
la Russie, qui a publie une declaration conjointe a cet effet lors
d’un sommet a Erevan lundi.

La troïka du Groupe de Minsk a traverse a pied la frontière armenienne
dans la section nord. Aucune infraction n’a ete rapportee concernant
le cessez-le-feu sur cette ” ligne de contact “.

Lors de reunions precedentes a Erevan avec le President Serge
Sarkissian et le ministre des Affaires etrangères Edouard Nalbandian,
les copresidents du Groupe de Minsk ont discute de l’etape actuelle
du processus de règlement du conflit du Karabagh avant la reunion du
mois prochain au Conseil ministeriel de l’OSCE a Vilnius, en Lituanie.

Le co-president francais sortant du groupe, Bernard Fassier, a presente
son successeur, Jacques Faure, qui etait jusqu’a recemment ambassadeur
de France en Ukraine.

News.Az interviews Fazil Mustafa, MP, leader of the opposition
Great Creation Party and a member of the delegation to the OSCE
Parliamentary Assembly.

The chairman of the Caucasus Muslims Department, Sheikh-ul-Islam
Allahshukur Pashazade, Armenian Catholicos Garegin II and Russian
Patriarch Kirill have adopted a declaration following their meeting in
Yerevan which calls for peaceful resolution of the Karabakh conflict.

How effective can such documents be?

First and foremost, it needs to be determined whether the statement
issued by the religious leaders in Yerevan meets the national interests
of Azerbaijan. I mean that a statement by the religious leader of
Azerbaijan on a par with the spiritual leader of Armenia cannot be
considered appropriate for Azerbaijan.

This is because it cannot be considered appropriate for Azerbaijan
to sign a document on a par with an aggressor state. I therefore do
not believe that this document will prove effective in the conflict
resolution since this approach may not fully reflect the reality and
interests of Azerbaijan. In other words, the fact that Armenia signs a
document of this kind without abandoning its aggressive stance should
not be considered a success for Azerbaijan.

Azerbaijani, Armenian and Russian religious leaders have also announced
that they can help the leaders of their countries resolve the Karabakh
conflict. Can the religious leaders help the political leaders adopt
a decision on resolution of the conflict?

The religious leaders in the region have varying opportunities to
influence the political leaders of their countries. Of course, the
Armenian clergy has a greater capacity to influence the country’s
political leadership, unlike in other countries in the region. The
situation in this regard is somewhat different in Azerbaijan, where
there is separation between religion and the political authorities.

Therefore, one cannot describe religion as a factor able to influence
political decision-making.

Do the religious leaders of Azerbaijan and Armenia have enough
authority to urge their societies to reach a compromise to settle
the conflict?

Religion and religious leaders have no significant impact on public
and political life in Azerbaijan, while religion has serious leverage
both on the authorities and public in Armenia. This is because Armenia
has a monotheistic concept of religion. This concept is identified
only by the presence of the Gregorian Church in the country.

But one should not expect religion to have influence on society in
Azerbaijan. Given this, the meeting between religious leaders of
Azerbaijan and Armenia and the documents adopted by them will not
have an impact on the Karabakh conflict resolution.

Will Armenian society follow the calls of their religious leader to
reach peace in the Karabakh conflict? Does the church in Armenia
have sufficient authority to get the public to follow its calls
to compromise?

Of course, the religious leader of Armenia can make these statements.

In the meantime, I believe that Armenia’s religious leader also
takes into account the presence of the Russian factor in this
matter. Any Armenian leader who makes such appeals will suffer
the fate of ex-presidents Demirchyan and Ter-Petrosyan. Anyway, the
Armenian Church does not seem to be able to come up with similar peace
initiatives as it is itself is the main instigator of the Karabakh war.

I wonder whether the Armenian Church has changed its views regarding
peace in the region over the period that has passed since the active
phase of the Karabakh war. However, I doubt it has changed.

At least, the Armenian Church has not so far issued statements proving
that it advocates peace. Given this, I don’t think the Armenian Church
will make calls for a compromise to achieve peace.
