Next year the Justice Ministry will pay more attention to reformation
of the judiciary system of Armenia, Armenian Justice Minister Hrayr
Tovmasyan said at today’s press conference. He said that the judiciary
system of Armenia is “the heel of Achilles” of the legal system in
general.

Among the obstacles to positive changes the minister pointed out the
mechanical work, the mentality of the people working in this sphere,
as well as the legislation.

He thinks that in improvement of the judiciary system a lot depends on
the related structures, particularly, on the investigative bodies,
prosecutor’s office and police. Consequently, reformation of one link
in the system implies reformation of the whole system.

Tovmasyan said that in 2012 it is envisaged to reform the advocacy
system, to reduce the level of appeals against the court judgments, as
all this seeks to raise the public confidence in the court instances.
“Unfortunately, we have not yet completely got rid of the judges, who
discredit the system and hinder the progress. I think the program of
reforms for 2012-2013 worked out by the Justice Ministry will
contribute to improvement of the judiciary system”, he said.

Sargis Kloyan, father of one of the victims of the events of 1 March
2008 Gor Kloyan, was called to the Special Investigative Service
yesterday.

“They called me to an interrogation in light of my statement made two
days ago when I said who had killed my son. The SIS wanted me to
substantiate that statement,” the victim’s father told “A1+”.

Sargis Kloyan insisted on his statement and informed that he had
accepted as a basis the words of the police officer that had used the
“Cheryomukha-7” weapon on 1 March 2008 in the film “Lost Spring of
Armenia”.

“In the film, the police officer says where he was located and in what
direction he had opened fire. My son was standing in that direction,
but the police officer says the gas grenade opened while he was
shooting, meaning there couldn’t have been damage to anybody. But
everyone knows that the gas grenade was opened in my son’s stomach at
the hospital, and that serves as grounds for me to say that the police
officer is lying.”

Kloyan informed that the SIS has asked him if a police officer was
beside the shooter. “What can I say?”, Kloyan said. According to the
SIS, were all the four police officers that applied the
“Cheryomukha-7” weaon on March 1 standing next to each other at the
same place? In response to “A1+”‘s question, Kloyan said:

“That is the question. Everyone knows that two of the four police
officers are from one subdivision, and two are from another one. I was
told that the four of them were together. They say they can’t reveal
it. What can I do?”

On December 19, the SIS is preparing to release a report on the
investigation into the events of March 1 in the past four years. The
father of the victim will give his clear evaluation after getting
acquainted with the SIS report, but for today he said:”That report
will be phony and we won’t get anything out of it.”

ANKARA, Turkey, Dec. 15, 2011 – Defense Secretary Leon E. Panetta
arrived here today to reinforce the United States’ strong relationship
with a critical security partner within the region and NATO.

Panetta traveled here after ceremonies in Iraq marking the end of the
U.S. Forces Iraq mission, with stops also in Afghanistan and Djibouti.

In Ankara, the secretary will meet with President Abdullah Gul and
Turkish defense leaders to thank them for their country’s leadership
during a period of transition and change within the region.

“Turkey represents a key ally in the Middle East,” Panetta told
reporters traveling with him.

In addition to being a strong NATO ally, Turkey is “extremely important
to the ability to try to keep what is happening in the Middle East
headed in the right direction,” he said.

“They can have an influence on what happens in Egypt, what happens in
Iraq, what happens in Iran, what happens in Syria,” the secretary said.

Panetta noted that Turkey has taken a strong position in condemning
Syria’s violent crackdown on protestors and calling for President
Bashar Assad to step down.

“Turkey is coming on very strong in recent weeks in full alignment
with our efforts and those of our key Arab and European partners,”
a senior defense official traveling with Panetta told reporters.

The secretary also said he will commend Turkey’s decision to host
the forward-based radar for the NATO missile defense system.

Panetta also is expected to thank the Turks for their contributions
to the NATO-led International Security Assistance Force in Afghanistan.

Also during the visit, the secretary is expected to express the United
States’ solidarity in its fight against the PKK terrorists and ways to
continue that support as U.S. forces complete their drawdown in Iraq,
the official said.

Echoing a theme he raised earlier this month, the secretary is
likely to encourage Turkey to strengthen and, where necessary, build
relations with key neighbors, including Israel, Armenia and Cyprus,
the official said.

NEW YORK -More than 20 years ago, a handful of New Yorkers, largely
young Armenians, inspired by the Karabagh liberation movement, created
the Karabagh Committee. They set to work in the American-Armenian
community to educate and raise awareness about the plight of the
Armenians in Karabagh. Part of the scope of the committee’s work was
securing substantial financial donations to aid victims of the war
and to assist the movement.

The Karabagh Committee worked tirelessly, gathering support from
Armenians from various countries and all walks of life. This work
of unifying the community for a cause was met with great success as
they received support not only from major philanthropists, but on
the grassroots level.

One of the young and dedicated organizers living in New Jersey,
Andreas Roubian, came to be the leader of this group of heroes,
and his home became the site of the meetings for years. Meetings
with influential representatives from Armenia, Karabagh, the US and
Russia, as well as with American-Armenian activists, also took place
at Roubian’s home. In addition to the meetings, collection campaigns
and social gatherings were organized by the committee.

While it is not possible to make any comparison with the youth of
Karabagh and Armenia fighting for the liberation of Karabagh at
the cost of their own lives, the work of the Karabagh Committee of
New York, including the large sums it raised and sent to Karabagh,
should be recognized, as well as their raising of awareness, which
provided significant aid and comfort to this same youth as well as
essential aid to victims of the fighting. At a time in which the
Soviet Union was in its death throes, this support was a lifeline,
and praise is due to the Armenian-American patriots who pressed on.

In addition to the financial support, many of the committee members,
including Roubain, risked their own lives to travel in this war-torn
region in order to ensure aid was being properly utilized. He
also documented on film frontline activities which were presented
to capacity crowds in the greater New York area. Without a doubt,
one day, in order to do justice to the great work done by these men,
the activities of the Karabagh Committee will be written down in the
annals of history.

Roubian, who is of Evangelical faith, became the benefactor of the
Ghazanchetots Sourp Asdvadzadzin Cathedral of Shushi. He personally
supervised and financed its reconstruction. The cathedral was dedicated
to the memory of his parents, Dr. and Mrs. Zaven Roubian.

After the collapse of the Soviet Union, this was the first Armenian
church to be resurrected on Armenian lands, and it became a good
example for the future benefactors of the Armenian Diaspora or homeland
to follow.

During this year’s visit to the US, and on the occasion of the 20th
anniversary of the independence of Artsakh, two awards were presented
to Roubian by Karabagh President Bako Sahakian. These awards were to
honor his patriotism and philanthropy from the onset of the liberation
movement through the subsequent 20 years. The prestigious medal of
Vachagan Parebashd and a proclamation of recognition under the Artsakh
Constitution were both presented to Roubian during the ceremony.

The kind words of Ambassador Garen Nazarian, the United Nations
representative of the Republic of Armenia, were particularly touching
at a November 18 reception in the embassy during the visit of Sahakian
to New York, where Roubian was given the medal and proclamation.

Well-known figures from Armenian life in the New York and New Jersey
area were present alongside former Karabagh Committee members Hrach
Kaprielian, Hirant Gulian and brothers Armen and Paul Shahinian. The
Primate of Artsakh, Archbishop Pargev Martirossian, was present
together with Robert Avetisyan, the permanent representative of the
Republic of Mountainous Karabagh to the United States.

Nazarian gave words of welcome and introduced the guests. Then
Sahakian spoke about Roubian’s unparalleled efforts during the
liberation struggle.

Aide to Sahakian David Babayan read the edict: “In connection with the
20th anniversary of the Republic of Mountainous Karabagh, we award
the American-Armenian benefactor Andreas Roubian for his service to
the Republic of Mountainous Karabagh in the fields of the economy,
culture, education and scholarship, healthcare, and politics.”

In his words of thanks, Roubian said that his collaborators had earned
this medal, but even more than them, those who through the sacrifice
of their lives liberated Karabagh. He said, “I dedicate this to them.”

The evening was a moving one, especially for those who lived day to
day through the moments of the liberation of the Armenian regions of
Lachin, Stepanakert and Shushi, Fizouli and Jebrayil. Together with
those days of pride, they remembered Armenian martyrs sacrificed on
the frontlines.

Serzh Sargsyan today became one of the three delegates to the
13th Congress of the Republican Party. The other two delegates are

The congress will be held in February 2012.

The delegates were elected during today’s RPA sitting held at the
party’s Central Regional Organization at 1/3 Byuzand.

After the sitting Gagik Beglaryan refused to answer journalists’

Association Agreement with the EU, Economy Minister Tigran Davtyan
said at the discussion of comprehensive program on the development
of Armenia’s state management bodies.

“A number of legislative and structural reforms have been implemented
while getting prepared for the agreement,” the minister said. The
newly appointed head of the EU delegation to Armenia Traian Hristea
highly assessed the progress registered in the Armenia-EU talks over
the Association Agreement and in the process of integrated border.

The Association Agreement supposes free trade comprehensive agreement.

Yerevan police received a call at 8:25 pm on Dec. 15 that a dispute
could be heard near the home of former Member of Parliament Napoleon
Azizyan.

Police who arrived on the scene discovered that Aharon V., 30, standing
outside Azizyan’s home had cursed the former MP and his family and
argued with Narek H., 25, Arturik N., 38, and Vardan A., who tried to
get him to calm down, pushing the latter and causing injuries to his
hand. Furthermore, Aharon attacked the officer who tried to settle
the dispute, tearing off his tie and punching him in the chest and
shoulder, according to a statement issued by the RA Police.

Not surprisingly, Aharon V. was detained by police and taken to
the station.

Recall, in August, five masked men broke into Azizyan’s home,
attacking him, his wife and daughter, and escaping with 3 million
drams, $20,000 USD, gold jewelry and six expensive paintings.
