TEHRAN — Iranian vocalist Shahram Nazeri will be giving a concert here
in Tehran in collaboration with the Armenian Philharmonic Orchestra
in spring.

Iranian composer Peyman Soltani will also be cooperating to stage
the concert entitled “Melal”, director of Qoqnus Music Institute,
Mohammad-Hossein Tutunchian told the Persian service of ISNA on
Tuesday.

Tutunchian also said that Nazeri might be repeating his collaboration
with the Dusti Ensemble in the coming months. The group, including
tar virtuoso Hossein Alizadeh, kamancheh virtuoso Ardeshir Kamkar,
and percussionist Pejman Haddadi as well as Nazeri, gave a performance
several months ago in Tehran after a 23-year hiatus.

In recognition of the work Nazeri has accomplished on musical
vocalization of lyrics by the Iranian poet Rumi, the French government
presented him with the Chevalier de la Legion d’honneur medal in 2008.

President Serzh Sargsyan Conducted A Working Visit To Armavir Marz

PRESIDENT SERZH SARGSYAN CONDUCTED A WORKING VISIT TO ARMAVIR MARZ

President Serzh Sargsyan conducted today a working visit to Armavir
marz.

The President of Armenia participated at the groundbreaking ceremony
of the new Noyan fruit and vegetable processing plant at the Vanand
community in Baghramian region. Here, the President was informed on
the results of the company’s activities and prospective development
plans of the company in that area.

It was noted that the construction of the plant is to be concluded
this summer. It will augment Noyan’s assortment of natural juices
and will produce blends and mixtures for baby food as well as tomato
and pepper paste. High-tech equipment, quality of the concentrate
and fine working conditions bring the future plant in line with the
European standards. Steady supply of raw materials will allow the
plant to double its production if there is an increased demand for
the plant’s production – the plant has capacities to enlarge its
production units and storage.

The President of Armenia visited also Vanand’s secondary school. Serzh
Sargsyan toured the renovated premise of the school and familiarized
with the completion phase of the construction works. The renovation of
the 1st unit of the school built in 1986 was done through the financing
of the Armenia’s Fund for Social Investments and co-financing of the
community. The school is also equipped with computers and laboratorial
devises.

In Echmiadzin – the administrative center of the marz, the President
visited the Amster Flowers and Biza Armenian-Dutch joint enterprises,
toured the enlarged territory for the mushroom production and a newly
constructed greenhouse. President Sargsyan visited these enterprises
also last April in the framework of his working visit to Armavir marz.

At the previous visit, the President was briefed on the future
programs and told that Biza was planning to increase its production,
while Amster Flowers was planning to build new high-tech greenhouses.

At the presentation of the works already conducted in that area,
it was noted that construction of a new greenhouse by Amster Flowers
has already been concluded and first production will be launched on
January 20. The greenhouse has been designed and built in line with
the latest European high technologies, equipped with modern devised,
European computers. Meanwhile, Biza in January has already started
the construction of the second mushroom production unit, which is
to be finished in September. It was also noted that after the second
unit becomes operational, Biza will increase production and supplies
to the internal market as well as its export volumes.

YEREVAN.- The case Minas Sargsyan v Azerbaijan considered by the
European Court of Human Rights (ECHR) can serve as a precedent,
said Grigory Ayvazyan, head of the Assembly of Azerbaijani Armenians.

He considers that Azerbaijan risks going bankrupt as the total debt
to Armenian refugees is over $100 billion.

On January 9 ECHR declared admissible two lawsuits filed by refugees –
an Armenian and an Azerbaijani. The applicants are Elkhan Chiragov,
former resident of Lachin (territory of security zone around
Nagorno-Karabakh Republic) and former resident of Gulistan village
of Shahumyan region (presently occupied by Azerbaijan) Minas Sargsyan.

The complaints were selected from over 1,000 similar cases (about 600
filed by Azerbaijani refugees and about 500 from Armenian refugees)
last year to serve as a precedent. Both complaints say about loss of
property as a result of Nagorno-Karabakh conflict. Chiragov’s complaint
also includes certain ethnic and religious provisions. The Court is
supposed to deliver its judgment on both cases at a later date.

Grigory Ayvazyan told journalists that the choice of two mentioned
cases is surprising. Chiragov’s case has no relation to Armenia, as
the applicant addresses Nagorno-Karabakh, he added. He stressed that
almost every Armenian family of refugees left a house and property
in Azerbaijan.

Russian telecommunications provider Rostelecom intends to acquire
75% minus 1 share of Armenian telecommunications operator GNC-Alfa,
and possibly also internet service provider Ucom, which will provide
the Russian company with 13% of the Armenian market of broadband
internet access.

“Traffic from the Persian Gulf to Europe is moving in a very promising
direction. Part of the route goes through Armenia and the purchase of
the local backbone operator will strengthen Rostelecom’s position,”
said a source close to the telecommunications provider.

The broadband market volume in Armenia in 2011 is estimated at nearly
$40 million. GNC-Alfa’s share in the market is about 2%.

According to the source, that Rostelecom might also purchase major
ISP Ucom (which ensures 11% of Armenia’s broadband market, has 19,500
subscribers and its revenue in 2011 was forecast at $5.3 million)
in the future is not ruled out.

GNC-Alfa owns a 1.5km-long fiber-optic network passing along the
Armenia-Iran gas pipeline and is considered the largest independent
player in the local market. In 2011, according to preliminary data,
its revenue was $12 million.

regular bluster to shadow the January 1990 pogroms of Armenians,
chairman of the Assembly of Azerbaijani Armenians Grigory Ayvazyan
told a news conference Friday. According to him, pogroms of Baku,
Sumgait and Kirovabad are the circles of the same chain just like
the episodes of the program of emptying Armenians from Azerbaijan.

Grigory Ayvazyan noted that the pogroms of Armenians in Azerbaijan
were unprecedented: for the first time in the capital of a soviet
republic during one week without any obstacles mass pogroms were
committed and no one interfered.

The head of the assembly also named the responsible for the pogroms
of innocent people, among them Khalil Rzan, Neymar Panatov, Abdurahman
Vezirov, Muhamed Khatami.

The Armenian oligarchs and businessmen in the parliament will be
replaced by their representatives, secretary of the ruling RPA
parliamentary faction, Gagik Melikyan, told Arminfo correspondent
and added that he does not rule out such a possibility.

“I think that presence of representatives of businessmen in the
parliament of 2012 will be more effective in the context of law making,
as they are more experienced in the political sense and will be able
to separate business from policy”, – he said.

He is sure that the authorities of Armenia will be consistent in
their intention to separate business from policy, which was offered by
President Serzh Sargsyan. He said this is a rather natural process,
the tendencies of which have been noticed in all over the world and
Armenia is developing on this way. “I think that the discussions
which will be held to determine who is businessman and who is not,
are senseless, as this fact has been strictly fixed in the Constitution
of Armenia”, – Melikyan concluded.

Until there is election year in the U.S. this country will refrain
from war against Iran, said historian, candidate of History, Gohar
Iskandaryan.

At the same time, she noted the U.S. Republicans have numerously
noted that in case they are elected, they will launch hostilities
against Iran.

She says that Obama will not benefit from war against Iran because it
could lead to unpredictable consequences. If the Strait of Hormuz is
closed, it will be opened by force, says the historian and expresses
doubt that the actions will grow into long-lasting hostilities. She
thinks there will be a little tension. No war will take place until
the end of the election period in the U.S., thinks Gohar Iskandaryan.

According to her, if Iran closes the Strait of Hormuz, a great global
crisis will start since the 40% of the world oil passes through that
strait and in the result of the closure of the strait oil prices will
immediately increase.

Gohar Iskandaryan thinks that the war against Iran will harm also
Armenia, there will be a huge flow of refugees to Armenia and Armenian
settlements will be harmed in Iran.

According to the historian, Iran does not try to have nuclear
weapon in this phase, but it just tries to get skilled and acquire
relevant knowledge. Their aim, according to the historian, is to
reach scientific achievements. And as soon as they reach the red
line, no one will harm them anymore. In case of hits against Iran,
the whole region will suffer, which will not be useful to anyone.

According to Gohar Iskandaryan, Israel is to blame for the existing
situation because this country provokes the U.S. to set strict
sanctions against Iran.

Armenia, Belarus Sign Security Cooperation Program

The National Security Councils of Armenia and Belarus have signed a
2012-2013 cooperation program.

The press service of Armenia’s National Security Council reports that
the program was signed during Council Secretary Artur Baghdasaryan’s
meeting with his Belarusian counterpart Leonid Maltsev.

At his meeting with Belarusian President Aleksander Lukashenko, Mr
Baghdasaryan conveyed to him his Armenian counterpart’s warm greetings.

Mr Baghdasaryan expressed the confidence that the Armenian
delegation’s visit to Belarus would prove effective in strengthening
the Armenian-Belarusian ties.

In his turn, the Belarusian leader pointed out the need for efforts
to increase bilateral trade turnover in the context of available
potential. Belarus is willing to discuss any proposal for cooperation
with the Armenian side, President Lukashenko said.

The Armenian delegation also held a meeting with the top officials of
the State Military Industry Committee of Belarus. The sides discussed
development of bilateral cooperation.

The Bulgarian Parliament officially condemned the assimilation
policies Muslims and Turks were subjected to during the era of
Zhivkov’s communist dictatorship and called for those responsible to
face punishment. Meanwhile, the Bulgarian Parliament also rejected
the bill regarding Armenian allegations.

The Bulgarian Parliament made two very important rulings in terms
of Turkey yesterday. First, they condemned the assimilation campaign
staged against Turks and Muslims during the communist regime era. The
memorandum is extremely significant for being the first document to
ever official acknowledge the assimilation campaign staged against
Turks. Secondly, the bill which called for Bulgaria’s official
acknowledgement of Armenian claims in regards to the incidents that
transpired in 1915 was rejected by the assembly.

112 votes in favor, three abstained

The memorandum that condemns the assimilation campaign applied to
Turks and Muslims during the communist regime, which came to an end
in 1989, was prepared by Democrats for a Strong Bulgaria (DSB) leader
Ivan Kostov. Out of 115 parliamentarians that participated in the vote,
112 voted in support, while three abstained. The memorandum calls for a
case, which has been on hold for 20 years, in which those responsible
for the assimilation campaign are defendants, to be reopened and for
those responsible to face punishment.

İvan Kostov stated that the memorandum, entitled “Memorandum
Condemning the Forced Assimilation of Bulgarian Muslims” which deals
with the “Revival Process” assimilation campaign which led to the
deaths of hundreds of Bulgarian Turks and Muslims, is a document that
should be supported by all political powers in parliament.

Kostov stated the following: “During this campaign, staged by the
communists, over 360,000 citizens of Turkish heritage were forced to
emigrate. We strongly condemn this incident which we perceive to be an
attempt at ethnic cleansing. We are calling on Chief Public Prosecutor
Boris Velchev to readdress the case. We perceive efforts to have
the case reach a ‘limitations period’ as equivalent to an attempt
to portray the entire Bulgarian public as guilty of assimilation
attempts. We need to open this very significant page in our recent
history and read it, and then we must close it.”

Kostov referred to Prime Minister’s Boyko Borisov’s comment in the
past on the assimilation campaign, that ‘It is good in terms of
an idea, however the method is incorrect’, and went on to state,
“We do not want to play a double game. There is no such thing as,
‘It is good in terms of an idea, however the method is incorrect’,
for this to be true is impossible. There is also no longer any meaning
behind stating, ‘Communist dictator Zhivkov was good, but those working
underneath him were bad.’ The sole living suspect in the case, Georgi
Atanasov, the last Prime Minister during the Zhivkov era cannot be
the sole party responsible.”

‘We also need to condemn their intentions…’

The majority of members who supported the memorandum were from the
mainly Turkish Movement for Rights and Freedoms Party (DPS -HOH).

Party Deputy Chairman Lutfi Mestan referred to the memorandum as being
“legal, political and moral.”

Mestan stated, “If we are saying that there shouldn’t be a limitations
period on certain criminal activities, then the legal procedures from
here on out should be conducted accordingly. We must inform that we
not only condemn the methods of this ugly act from our past, but we
also condemn the intentions.”

DSB Parliamentarian Lichezar Toshev stated that at least 517 people
were killed in the assimilation campaign and that hundreds of Bulgarian
Turks were sent to the Belene prison. Tochev went on to say that
Belene had been transformed into a detention camp. It was also of
note that parliamentarians from the Bulgarian Socialist Party, which
had opposed views shared by the human rights commission as well as
members from the extreme nationalist and racist ATAKA party did not
participate in the vote.

Kılıcdaroglu sent a letter to Hollande, head of the French Socialist
Party.

Turkey’s main opposition party has urged the French Socialist Party not
to back the law penalizing the denial of Armenian claims of genocide
which the Senate will debate Jan. 23.

“If the French Parliament insists on voting anti-Turkish and
unconstitutional laws, it would not only seriously affect the image of
France, but also that of the European Union, which would be perceived
as unfair and hostile,” Kemal Kılıcdaroglu, leader of the Republican
People’s Party (CHP), said in a letter to Francois Hollande, head
of the Socialist Party who is in competition with Nicolas Sarkozy in
the presidential elections.

Kılıcdaroglu also sent letters to Jean-Pierre Bel, Socialist head
of the French Senate, and Martine Aubry, first secretary of the French
Socialist Party.

Hollande’s position ahead of Sarkozy in public opinion polls causes
satisfaction and at the same time concerns, as the Socialist Party did
not stand against the controversial bill, Kılıcdaroglu said. The
proposed law violated the French constitutional articles assuring
freedom of expression, he added.

“You will understand without difficulty that the adoption of the
law proposal of Boyer will cause a crisis [between two countries]
unprecedented since the 1921 Ankara Agreement,” he said.

Kılıcdaroglu asked Hollande to hear the voice of reason and not
back the bill in the Senate. The move would restore Turkish-French
friendship at the hands of Hollande, he added.
