PanARMENIAN.Net – Russian state television has lashed out against
new U.S. Ambassador Michael McFaul, questioning his credentials and
suggesting he arrived with an agenda to support opposition leaders
and promote revolution, AP reported.

Russia’s Channel One criticisized McFaul’s appointment in a segment
that aired Tuesday, January 17 night, McFaul’s second day on the job.

Channel One analyst Mikhail Leontev said “the fact is that McFaul is
not an expert on Russia.” He says “he is a specialist purely in the
promotion of democracy.”

McFaul earlier met separately with opposition and civil leaders. The
meetings were his first official receptions at the embassy.

McFaul, regarded as a leading expert on U.S. relations with Russia,
has been a key figure in the Obama administration’s initiative to
“reset” relations.

MOSCOW. – Nagorno-Karabakh conflict settlement is possible not
through ultimatum but compromise, deputy head of international affairs
committee at Russia’s State Duma Kostantin Kosachev said on Wednesday.

“Nagorno-Karabakh conflict is one of the serious ones in post-Soviet
area. Meanwhile, each state has its strong arguments for its own
benefit,” the MP said.

According to him, there are a few states enjoying trust of all
conflicting sides, Russia is among them. There are states, which
hold either pro-Armenian or pro-Azerbaijani position. Russia’s
position is always to achieve a compromise which would satisfy all
the conflicting sides.

The agreement to settle the conflict should be first of all be
elaborated, agreed and approved by Armenia and Azerbaijan and people
living in Nagorno-Karabakh, the MP stated.

headed by Chairman of Armenian Writers Union Levon Ananyan, will leave
for Tbilisi January 19 to familiarize themselves with the situation
over great poet Tumanyan’s apartment on place, Levon Ananyan told
journalists January 18, Armenpress reports.

According to Mr. Ananyan, collaboratively with Armenian Culture
Minister Hasmik Poghosyan they have presented the situation to Armenian
Prime Minister Tigran Sargsyan. “Our visit will help to put an end
to the incompatible data, the situation can be observed objectively,
after which the government will adopt a decision,” Levon Ananyan said,
expressing hope that the issue will find a positive and reasonable
solution.

Chairman of Armenian Writers Union Levon Ananyan assured that their
primary goal is to prevent the possible deal, only after which to
think of purchasing and repair issues.

Tumanyan’s granddaughter Irma Safrastbekyan clarified that the speech
is not about the Upper Room (Vernatun), but Tumanyan’s apartment
(Davitashvili 18). The Armenian distinguished poet dwelled in that
apartment 1909-1923, and after Tumanyan’s death his offsprings
continued living in it till 1950.

points out of 21 possible.

At Yerevan-hosted Andranik Margaryan Memorial, International Master
Vladimir Belous (Russia) scored 7,5 points out of 11 to come 1st.

International Master Hovik Hayrapetyan, FIDE Master Hovhannes
Gabuzyan and IM Ashot Nadanian (Armenia) scored 6,5 points each to
share 2nd-4th places.

Belous and Gabuzyan fulfilled their Grandmaster and International
Master’s norms respectively.

The government of Armenia has recently initiated some legislative
changes that it hopes will, among other measures, ensure stronger
discipline in the armed forces. The move is a response to the need
to curb the rise of non-combat deaths in the ranks.

Meanwhile, in order to maintain public trust towards the army the
government has also been carrying out a campaign through movies and
TV serials, which, however, as some experts argue, should be a more
coordinated effort. The quality of such campaigns and their approach
often become subjects of criticism.

The latest movie telling about army life entitled “I Am” was shown
in Yerevan on January 7. Its creators said its main purpose is to
try to promote the “I am my motherland’s soldier” mentality in people.

The film’s producer Armen Mazmanyan defines it as a “positive tale”,
where the reality of the army is put aside and absolute values,
such as the homeland, being a soldier, are propagandized.

“Negativism is widespread in society, as a result of which parents do
not want to send their children to the army and boys, the potential
soldiers, do not want to serve,” says Mazmanyan, who is the rector
of the State Institute of Theater and Cinema.

According to Mazmanyan, art should grant positive emotions to people.

“Unfortunately, hazing, as well as injustice, extreme relations
between men and vulgarity, have been the biggest common problems for
all armies at all times,” he says.

Criticism regarding non-combat deaths in the ranks, which has been
voiced more actively in the past couple of years through public
protests and online social networking often draws similar responses
from army advocates: “The army is a reflection of society and causes
of its problems should be sought outside the army.”

Propaganda expert Karen Vrtanesyan says he has heard conflicting
views on this matter, namely: “On the one hand, it is that the
problems of the army are, in fact, the problems of the society, on
the other hand, from the perspective of those criticizing the army,
it is that the army is an environment where everything is controlled,
and, therefore, it has nothing to do with society, and everything in
the army must be close to perfection.”

“I think that, yes, of course, problems of the society do have an
influence on the army, but it cannot become a universal excuse for
officials. If the army leadership acknowledges that problems of
society affect the army’s fighting capacity, then they should also
think about finding solutions instead of saying: ‘the society is to
blame, so let us alone’,” says Vrtanesyan.

Nevertheless, as a country which is in a state of fragile ceasefire
with its neighbor, Armenia is in a factual information war, and in
this context, according to Vrtanesyan, actions and statements aimed
at addressing army problems may also be construed as hostile to the
Armenia side.

“Yes, there are problems and they should not only be discussed,
but also solved. Problems should be discussed on a constructive and
non-emotional level. If government officials shun their obligations,
then, yes, there should also be protests and pressure. But before
exerting such pressure and presenting another pointless and
unrealizable ultimatum, a civic activist should give the matter a
comprehensive view,” adds the expert.

Member of the “Army in Reality” Initiative Tsovinar Nazaryan believes
that the current PR for the army does not work, because it is far
too detached from reality.

“This propaganda that is being currently carried out shows the approach
and the world outlook of officials: the army is presented as a gray
impersonal mass that, like a machine, keeps repeating one phrase:
‘everything is fine’. Soldiers and servicemen are not presented the
way they are, with their fears, concerns, joys and love,” she says.

“Obligatory military service makes every family in Armenia get
a closer look at the situation in the army, and the tales that are
being told on television are in stark contrast to what they see and
hear in life. First there is a need for the reality to be changed
rather than falsified,” says Nazaryan.

Psychologist Izabella Abgaryan, who is a senior lecturer at the
Yerevan State University, says that researches gauging the moods and
expectations in society as well as the images that the army has in
society need to be conducted before organizing promotional campaigns.

“It is on the basis of these studies that one can build a propaganda
program, which will not trigger an intolerable attitude from the
society. By the way, this intolerance should also be gauged to see to
what extent it is expressed. The thing is that there is practically no
scientific approach in such matters, there are no initial, empirical
studies, impact assessment, etc.,” says the psychologist.

It seems that the establishment of the Green Party is in the offing in
Armenia. Environmental movements are growing stronger, amidst growing
awareness that mining is causing considerable damage to nature. Yet,
ecologists so far have used only civilian instruments, not trying to
get a political foothold.

The latest example of such civil struggle was the large action on
January 15 by environmentalists from the Teghut Protection Group
fighting for the conservation of a large forest in the northeastern
Lori province of Armenia that is set to be mined for copper and
molybdenum. The activists visited the site, recording the logging of
hectares of forest. The action aroused a great public response, but
has had no political consequences yet. Moreover, it was announced
that the company developing the deposits, Vallex, intends to sue
environmentalists for “obstruction to normal operation.”

Earlier, the Group accused the government of Armenia of failing
to live up to its commitments under the Aarhus Convention and
filed a corresponding action with the compliance committee. But
administrative courts have repeatedly refused to accept such
claims. Now environmentalists are preparing another lawsuit in
this regard.

Perennial environmental activist Mariam Sukhudyan, who, for many,
has become the campaign’s abrasive embodiment, says that environmental
movement has become stronger in Armenia in recent years. “The victory
in Trchkan inspired us,” says Sukhudyan, referring to the successful
campaign for conserving a waterfall last fall. “For example, Hrazdan
or Jermuk also began to fight, and they say they are inspired by that
victory in Trchkan. In the end, everyone understands that this is not
only the movement of the green, but is a matter of national security.

To the people who ask whether our movement will become political
I’ll say that in one way or another we influence the system with our
struggle. Our driving force is not the pursuit of power, but I know
that without having any affiliation with a political party, fighting
for Teghut, Trchkan, for Armenia, we are forming a new system,”
says Sukhudyan.

However, it is obvious that the availability of policymaking tools,
representation in parliament, would enhance the positions of the Green
Movement. Now environmentalists have been joined by the parliamentary
opposition Heritage party, which tries to raise certain questions in
the legislative body. However, it doesn’t seem to be enough.

Environmentalists have actually already celebrated several victories
and perhaps the biggest of them was preventing the construction of
a mini hydropower plant on the Trchkan waterfall situated on the
administrative border of Armenia’s northern Shirak and Lori provinces.

Now there is some information that Prime Minister Tigran Sargsyan
was outraged to learn from the press that the development of the
Kajaran copper deposit would require the eviction of residents from
the borderline village of Kajaran – something that was resisted by
the local residents and became a matter of concern for environmental
groups late last year. According to the press, Sargsyan said that he
had been previously misinformed. And if environmentalists actually
blocked this project, it would become a huge victory for the greens.

“On the one hand the mining predator is stifling [the country],
on the other hand the pseudo-economic and pseudo-regional effects
of the development are evident: residents in the villages of Syunik,
from where so much gold is taken out, live in appalling conditions. Our
country is moving towards environmental colonization,” says Sukhudyan.

TURK GETS LIFE TERM FOR ROLE IN JOURNALIST KILLING

A Turkish court on Tuesday sentenced a man to life in prison for
masterminding the killing of an ethnic Armenian journalist hated by
hardline nationalists, but acquitted all 19 suspects of charges of
acting under a terrorist organization’s orders.

The verdict deeply disappointed the lawyers and family of Hrant Dink,
who was gunned down outside of his office five years ago. Fethiye
Cetin, a lawyer for the Dink family, said the trial failed to shed
light on “the darkness” alleged connections between the suspects and
some state officials.

The case has been widely seen as a test of whether the judiciary can
fully investigate possible negligence by authorities, who allegedly
knew about plots to kill the journalist.

It also highlights Turkey’s uneasy relationship with its ethnic and
religious minorities, which include at least 60,000 Armenian Christians
in a mostly Muslim nation of more than 70 million.

After the decision, hundreds of activists began marching toward
the scene where Dink was gunned down outside his Agos newspaper
and promised to gather again at the spot of his murder on Thursday,
the fifth anniversary of the Jan. 19 killing.

“This case is not over … for us this case is just starting,” said
Cetin, vowing to appeal the verdict and likening the trial process to a
“comedy.”

A panel of judges found Yasin Hayal guilty of instigating Dink’s
killing, and gave him the life term despite a plea by a prosecutor that
the court should sentence seven of the suspects to life in prison,
including Erhan Tuncel who until now has been portrayed as another
key instigator.

The court, however, sentenced Tuncel to 10 1/2 years in prison for
a separate crime, his role in a bombing a McDonald’s restaurant in
2004 in Black Sea port city of Trabzon and ordered his release from
prison since he already completed his term while awaiting a verdict.

Dink had angered nationalists and had been prosecuted under Turkish
law for describing the mass killings of Armenians in the early 20th
century as genocide. Turkey denies the deaths constituted genocide,
insisting those killed were victims of civil war and unrest.

Gunman Ogun Samast was sentenced to nearly 23 years in prison in
July for “premeditated murder” by a separate, juvenile court. Samast
was allegedly connected to Hayal but the court decision suggested
the suspects who know each other were not acting as a gang and that
Samast carried out the assassination alone under orders from Hayal.

Georgia is on the verge of repeating a historic mistake. It again
invites strangers to Caucasus, the strangers who have intense hatred
towards everything related to people’s freedom and religion. We
have to admit that 10 years ago many agreed to Americans’ coming to
Georgia. We hoped this counterbalance would help restrain Russia’s
pressure, but time showed the United States’ betrayal of Georgia.

Another conclusion was that there have never been and will never be any
disagreements between the West and Russia on restraining the Caucasus
liberty movement. But Caucasus is not the territory of slaves. For
400 years blood has been shed here, and shameless actions of the
United States, which added Russia’s Caucasus policy to their armoury,
can bring further bloodshed.

And there is only one way out – Russia must leave, and the West
must not come. This will be for everybody’s good. But they do not
let the Caucasians live in accordance with mountain laws, remain
who they were at birth. Nobody wants to understand, including the
Caucasians themselves, that Caucasus is a separate civilization,
and not something made up of many different parts. They do not want
to admit common historical roots and seriously raise the question of
identity and defend this theory in every possible way.

Attempts to drag a single body of Caucasus to the heart of North,
West, East is a deliberate suicide.

They try to thread somebody else’s head onto the Caucasian body and
make it think disproportionately to the rest of the body. And this
is why the body cannot properly stand on its feet and the head cannot
properly think. The nature of the creation, the harmony is upset.

The presence of Russia and the West as well as other foreign forces
in Caucasus is a source of threat to the existence and integrity of
Caucasus nations.

These griffons’ ambitions around the world have put humanity on the
verge of disaster.

Azerbaijan turned out to have pursued a wiser policy in this regard.

Georgia should do the same. Azerbaijan joined non-aligned movement.

And Georgia should also join it. The move will increase the number
of the country’s friends – and not overseas, but in neighbourhood –
ready to defend it.

Azerbaijan joined the movement at the 16th meeting of Ministers of
Foreign Affairs of member countries, which took place in Bali.

Membership of the movement means military non-alignment. The
organization was being formed for 50 years as an alternative to NATO
and the Warsaw Treaty Organization, paving the way for neutrality-based
integration.

The event has been of great importance to the region. Azerbaijan made
the move despite the fact that half of its territory is occupied
by Russians and Armenians. This testifies to Azerbaijan’s courage
because the country did not call for any outside help. Unlike Georgia,
Azerbaijan did not ask the United States to protect it. Azerbaijan
relied on its own strength. And most importantly this has been of
great importance to the whole Caucasus.

Azerbaijan’s move is a serious bid for regional leadership, while
Georgia’s actions can cause another fatal damage to the entire
Caucasus. NATO’s presence in Georgia and the friendship with a free
Caucasus are mutually incompatible things.

And the preservation of today’s format of relations with NATO and
the United States can be a way out of the situation so that not to
break ties with the West and maintain good neighbourhood relations
with North Caucasus. Otherwise, Georgia and the rest of Caucasus,
except Armenia, will face another test. These fears have grounds.

An ominous shadow of the Treaty of Georgiyevsk, which can be repeated
in the case of NATO, draws an unpleasant scenario, although it will
make happy the Russian scum, which drowned this land in a human blood.

Azerbaijan would not accept a situation where the sole purpose of
talks to settle its two-decade conflict with Armenia over Azerbaijan’s
disputed Armenian-speaking enclave of Nagorno-Karabakh is to prevent
a new war between the two countries, Azeri President Ilham Aliyev
said on Monday.

“If anyone thinks that the negotiations are chiefly about preventing
war, I can’t accept it,” Aliyev told a Cabinet meeting.

“No one wants war, least of all Azerbaijan, which has made such great
achievements,” he said. “However, this doesn’t mean that the process
of negotiations will be left aside and all efforts will be focused
on the prevention of war. This is not going to happen.”

There are two ways to resolve the conflict, talks and war, Aliyev
said. “There is no third way. It is not a frozen conflict, nor will
it ever be such.”

Kovalenko Shakhgaldyan, Governor of the Kotayk Region of Armenia,
is selling his Armavto factory, News.am reports.

The factory has been cleared of scrap metal in the last three years.

Its equipment and stored mechanisms are being sold.

There are rumours in Charentsavan that the governor and his son,
the local mayor, are planning to run for parliament as candidates
from electoral districts N25 and N31.

Shakhgaldyan may be trying to secretly sell the factory off, collecting
finances for elections or “he knows what will become of him and is
trying to get rid of all he can as fast as possible,” the source says.
