EU desires to have an access to Nagorno-Karabakh without preconditions,
an EU high-ranking official, who wished to be anonymous, told Radio
Liberty.

“EU desires to enlarge its role in the Karabakh peace process.

However, it does not mean that EU seeks to replace France. It just
wants to be active in such issues as strengthening trust between the
two nations. The most important is that EU wants to enter Karabakh
without asking permission from Azerbaijan, which is indeed new,”
Jozwiak quotes the official.

EU Ministerial Council is expected to discuss the situation in the
South Caucasus on Feb. 27 and adopt a document once again stressing
the EU’s readiness to continue supporting strengthening democracy,
protecting human rights, rule of law and prosperity of the region. In
the meantime, it stresses importance of settling the existing conflicts
through peace in the region.

Armenian National Committee of America (ANCA) Executive Director Aram
Hamparian issued the following statement regarding the 9th Circuit
Court ruling in the Movsesian v. Versicherung case, which would
effectively bar Americans of Armenian descent from seeking the return
of stolen Armenian Genocide era insurance assets through U.S. courts,
under California law, ANCA official website said.

“This ruling opens the door for foreign governments to try to roll
back the clock on human rights, potentially putting at peril American
grassroots efforts – along the lines of the anti-Apartheid, Darfur
Genocide, and Free Tibet movements – that so often start at the state
and local level, sometimes even against opposition at the federal
level, before winning broad acceptance by the American people and
the U.S. government,” stated ANCA Executive Director Aram Hamparian.

“Turkey has no right to hold all three branches of the U.S. government
hostage to its irrational and hateful denial of the Armenian Genocide,
a crime that has already been broadly recognized by American civil
society and government, once by a U.S. President, at least twice
by the House of Representatives, 42 times by separate U.S. states,
and hundreds of times by municipal governments in nearly every state
of our union.”

“There is nothing in this judgment – or in any court ruling – that
will stand in the way of our pursuit of a principled U.S. policy
in support of a truthful, just, and comprehensive resolution of the
Armenian Genocide.”

“Today’s court ruling highlights the ongoing human costs of the White
House’s complicity in Turkey’s denials of the Armenian Genocide,
and underscores the urgency of President Obama honoring his pledge to
properly recognize this crime against humanity,” concluded Hamparian.

Azerbaijan decided to give lessons on fight against national
discrimination to Germany as the German press has published some
articles recently, which made Azerbaijani side angry on state level.

In particular, German press touched upon Azerbaijani reality and
called on international community not to hold Eurovision song contest
in Azerbaijan, a state which throws people to the streets just to
build a stage for the contest.

The Eni Azerbaijan, official paper of ruling party in Azerbaijan,
has published an article entitled “German black-boxes of Otto von
Bismarck or disclosure of confidential meetings between Ali Keremli
and the German Ambassador.” However, as the ruling party’s newspaper
is not very popular in the state, the authorities decided to publish
the article in the Bakinskiy Rabochiy (Baku Worker) newspaper, which
is published in Russian. The article allegedly reveals that Germans
hamper the Nabucco construction deliberately, without making enough
investments for the project implementation.

On the other hand, Azerbaijan decided to give lessons on humanism
and fight against national discrimination to Germany.

“Tendencies to hatred and Nazism have been more and more strengthened
in Germany. The atmosphere of Nazism in the state should be a serious
reason for consideration for the German authorities,” the article
reads.

It is quite bizarre and ridiculous that Azerbaijan, a state
executing propaganda of hatred towards Armenians on the state level,
decided to voice on necessity of fight against racism and national
discrimination. Moreover, to give lessons to Germany, who already
overcame its history and acknowledged the dark pages of it. In the
meantime, the same is not true for Turkey and Azerbaijan, which go
on denying own history violently.

Besides, it is ridiculous that Azerbaijan, which is stuck in corruption
from head to toe, blames Germany for corruption. According to an
international organization, Azerbaijan occupies 143rd position among
183 states on corruption level.

The article attempted to blame Azerbaijani opposition for cooperation
with Germany. Azerbaijani authorities are sure that leader of
Azerbaijani oppositional National Front party Ali Keremli received
financial support from Germany. The latter allegedly tries to
destabilize situation in the state through this opposition power.

“He became more recognized with his frequent clashes with former
[National Assembly] NA Speaker Hovik Abrahamyan and his brother. Our
sources claim that Gas Hovo regretfully confessed that he had fallen
under the influence of former Police Chief Alik Sargsyan, and had done
everything that Sargsyan had instructed. The most noteworthy in all
this is that Alik Sargsyan had allegedly comforted Gas Hovo by saying:
‘You do your work without a worry, the President is informed.’ It
turns out that, by way of Gas Hovo, Alik Sargsyan worked against Hovik
Abrahamyan, to limit his influence in Artashat, [and] possibly also
to remove him from the political field. If we add to this [the fact]
that Sargsyan also had his contribution in the dismissal of Vardges

protest to mark the anniversary of the Armenian massacres in Sumgait,
Azerbaijan, and call for an end to Azerbaijan’s state sponsored
campaign of hatred targeting populations of Armenia and Nagorno
Karabakh Republic

On Monday, February 27 at 10 am, UYA has planned a protest at the
Azerbaijan Consulate in Los Angeles, Asbarez reported.

The Sumgait tragedy and its bloody repetitions in Azerbaijan, lasting
through the years of 1988 to 1991, led to the disappearance of 450,000
inhabitants living in an established Armenian community in Azerbaijan.

It stimulated the military aggression against the Armenians of
Nagorno-Karabakh from 1992 until 1994, as the latter pushed for
peaceful demands for self-determination.

Dozens of Armenians were killed, majority of whom were set on fire
alive, after being beaten and tortured. Hundreds of innocent people
recieved injuries of varying severity. Women, among them minors,
were raped.

In his address to the Supreme Council of the Nagorno Karabakh
Autonomous Region, a leader of the Communist Party of Azerbaijan,
Hidayat Orujev, stated days before the massacre of Armenians in
Sumgait: “If you do not stop campaigning for the unification of
Nagorno Karabakh with Armenia, and if you do not sober up, 100,000
Azeris from neighboring districts will break into your houses, torch
your apartments, rape your women, and kill your children.” This same
Orujev is currently the Chairman of the State Committee for Work and
Religious Organization for the Republic of Azerbaijan.

On February 26-29, 1988, with the actual support of the Azerbaijani
authorities and the connivance of the Soviet leadership, a massacre
of Armenians was carried out in the city of Sumgait, the Azerbaijani
Soviet Socialist Republic, which shocked the international community
with its savagery and brutality.

The Sumgait massacre of Armenians was committed in response to the
Karabakh people’s legitimate expression of will for reunification
with Armenia and became the embodiment of the Azerbaijani authorities’
policy of hatred towards Armenians conducted during the entire Soviet
period. The mass pogroms of Armenians in ‘international’ Sumgait were
intended to block a possible solution to the issue, to frighten the
Armenians of Nagorno-Karabakh with the prospects of new bloody actions
and to make them abandon their national-liberation movement. Dozens
of people were killed with sadistic cruelty; a considerable part of
them was burned alive after having been beaten, tortured, and violated.

Hundreds of people were disabled for life and thousands became
refugees…

“After Stalin’s atrocities nothing took place in our country to
throw us so far back – from civilization to savagery”, wrote those
days scientists from Moscow in their “Open letter to the friends
in Armenia”.

The massacre of Armenians in Sumgait was thoroughly organized,
including from the ideological and psychological points of view. At
the anti-Armenian gathering-like rallies, which started on February
26 in the central square, the municipal leaders openly called upon
the participants for violence against the Armenians.

On February 27, the ‘rallies’ escalated into acts of violence. The
first ‘rally’ in front of the building of the Sumgait City Party
Committee was attended by about 50 people; the next day, the number
of participants grew to several thousands. In her speech, Second
Secretary of the City Party Committee Melek Bairamova demanded that
Armenians left Azerbaijan; Azerbaijani poet Khydyr Alovlu concluded
his speech by saying: “Death to Armenians!”

In addition to the city leadership, representatives of the law
enforcement agencies were on the tribune, and it wasn’t accidental
that unprecedented facts of inaction and heartlessness of the Interior
employees were fixed during the pogroms.

Following is a fragment from the indictment on criminal case 18/60233
on accusation of Akhmed Imani ogly Akhmedov, Ilham Azat ogly Ismailov,
and Yavar Giyas ogly Jafarov: “Answering the question of lawyer
Shaposhnikova “Why did you not call your father, who was in service
then, to tell him about what was happening in your block?”, witness D.

Zarbaliev (the witness’ father worked in the militia in Sumgait) said:
“And why did I need to call? The militia knew about it; everybody
knew about it. It was not the first day of the pogroms”.

An open atmosphere of mass psychosis and hysteria was formed at the
‘rallies’. Those on the tribunes called upon the rally participants to
be true to the credit of the Muslims and to unite in a war against the
‘infidels’. The thugs were inflamed by, actually, fascist appeals,
heated by alcohol, which was distributed freely out of trucks, and
drugged; convinced of their own impunity, they continued with renewed
impetus the pogroms of Armenians’ apartments, their mass beating
and killing, which lasted until late at night. The crowd was headed
by none other than First Secretary of the Sumgait City Committee of
the Communist Party Jahangir Muslimzade, with the national flag of
Azerbaijan in his hands. The gangs were headed also by some prominent
people in Sumgait – the director of secondary school #25, an actress
of the Arablinsky Theater, and others.

“In peacetime, the Soviet Union had never experienced what happened
then. Gangs of about ten to fifty or more people strolled through the
city, broke windows, burned cars, but the main thing was that they
were looking for Armenians”, wrote Rodina (Motherland) magazine (#
4, 1994, pp. 82-90).

On February 28, the number of thugs armed with iron bars, axes,
hammers, and other improvised means considerably increased. The crowd
clearly knew its tasks. The pogrom-makers, who were divided into
groups, broke into Armenians’ apartments and killed the people in
their own homes; but more often they took them out in the street or in
the yard for making a public mock of them. After painful humiliation,
the victims were poured with petrol and burned alive.

Following is a fragment from Hasan Mamedov’s testimony (record of
a judicial hearing, Moscow, USSR, the Supreme Court, October 18 –
November 18, 1988):

“I saw that a middle-aged man was brought out of the entrance and
beaten, mostly from behind… He was lying about three meters from
me. A fire was burning nearby. Nizami Mageramov took the guy’s legs
and Fizuli Fataliyev took his hands; they lifted the guy off the ground
and threw him into the fire. His body turned out to be in the fire and
his legs were out of it. I saw it clearly, as it was light. The guy
thrown into the fire still showed signs of life. I determined this,
seeing how he was trying to roll out of the fire. But, a guy in a black
jacket and jeans was holding the guy down in the fire with a piece
of reinforcement rod, preventing him from rolling out of the fire…”

Only on February 29 military forces were brought into the city of
Sumgait, but they did not immediately establish control over the city.

The killings and pogroms of Armenians were going on. Only in the
evening the military units started taking decisive actions.

The central authorities were not interested in establishing the exact
number of victims in the Sumgait bacchanalia. Officially, 36 Armenian
and 6 Azerbaijani deceased persons were stated. Meanwhile, British
researcher Tom de Waal wrote in his book Black Garden. Between Peace
and War: “…If you pay attention to the serial numbers of medical
death certificates, you’ll find out that at least 115 bodies were
recorded those days in the morgues… Such a number of natural deaths
is excluded, at least because no more than 72 deaths were registered
in the previous two months” (“February 1988: Azerbaijan”, chapter 2).

The fact that the Genocide of the Armenian population of Sumgait
was planned in advance and was not a spontaneous action of a group
of hooligans, as the Soviet authorities and judicial agencies tried
to present it, is testified by some irrefutable facts: production
of cold arms for the pogroms at the industrial enterprises of the
city; making lists of the Armenians living in the city with the aim
of their killing; the authorities’ inaction; speeches of specially
trained provokers at the rallies for manipulating the crowd; the
local militia’s assistance to the thugs; disconnecting the phones
in the Armenians’ apartments; cutting off the electricity supply in
the blocks where the pogroms were going on; accurate coordination
of the gangs’ actions; providing the thugs with reinforcement rods,
pipe scraps, rocks and bottles with gasoline and alcohol; blocking the
entrances to the city by armed groups; lack of any assistance to the
victims by medical workers of the city; removal of the crimes’ traces
(hasty repair of the smashed shops, apartments, and other facilities),
and hiding the organizers and many executors of the Genocide from
the justice.

Following is a fragment from the indictment on criminal case 18/60233

Yavar Giyas ogly Jafarov: Witness M. Ilyasov, Russian: “From the window
of my apartment I saw a GAS-24 black car to drive up to our block. This
car was approached by two men out of the crowd… Without leaving the
car, the men sitting in it said something to those who had come up
to them, and they immediately went back into the crowd. After that,
the pogroms started with renewed fury… I think they fixed in advance
the addresses of the Armenians. I came to this conclusion, because the
killers entered accurately the entrances where the Armenians lived…

All this was not an act of hooliganism; it was an action against
a particular nation, against the Armenians. It was not against the
Russians or some other nations, it was against the Armenians; they
were looking for only Armenians”.

“Witness S. Guliyev said at the hearing: “Those people were gathered
together more than one day, as it is impossible to gather thousands
of people in one day.”

“Witness M. Mamedov: “The megaphone-holder (Ahmed Ahmedov) announced
that the crowd did not need to smash the apartments, as they would
remain to them, they only needed to kill the Armenians”.

“Witness T. Tahmazov, apartment block manager: “Representative of the
Azerbaijani Communist Party Central Committee Ganifaeva instructed
the rally participants to burn all the smashed things and cover them
with ground. They did so, and very quickly. The next morning, the City
Executive Committee sent repair and construction teams to block 412
‘a’ for removing the bodies and the smashed things”.

Sumgait Communist newspaper (#57, May 13, 1988) wrote: “In the days
of the heavy situation, axes, knives, and other items that could
be used by hooligan elements were made in the shop of the factory
(tube-rolling)”.

It is quite obvious that some persons, who were not identified as
a result of the investigation, had created favorable conditions for
carrying out the mass massacre of Armenians.

On February 29, 1988, a session of the Politburo of the USSR Communist
Party Central Committee took place in the Kremlin, at which it was
stated for the first time officially, though classified as ‘top
secret’, that the mass pogroms and massacre had been carried out in
Sumgait on an ethnic basis, that is exclusively against Armenians.

However, the USSR official structures were quick to taboo the topic of
‘Sumgait’, artificially dividing the mass slaughter of Armenians into
separate crimes. The crimes, which, according to the International
Convention on Genocide, must be assessed as crimes against the
humanity, were classified as crimes committed out of ‘hooliganism
motives’. In other words, the committed Genocide was veiled, and its
organizers were defended at the official level.

In particular, employees of the municipal and law enforcement agencies
remained unpunished, though many witnesses stated some well-known
persons in the city, who were directly involved in the ‘rallies’.

Moreover, Sumgait Prosecutor Ismet Gaibov, less than a year after the
massacre of Armenians in the city, where he ‘carried out’ the control
over law and order, was… appointed Prosecutor General of Azerbaijan.

Only the Communist leader of Sumgait Muslimzade was dismissed from his
position, though he wasn’t either brought to justice. It is rather
because at the next plenary session of the Azerbaijani Communist
Party Central Committee well-informed Muslimzade directly accused the
Republic’s leadership of organizing the massacre: “On May 21, 1988,
at the plenary session of the Azerbaijani SSR Communist Party Central
Committee, the former First Secretary of the Sumgait City Committee of
the Communist Party blamed also the Republic’s leaders for the tragic
events in Sumgait. The day before, he stated considerable details
of this at the Bureau of the Azerbaijani Communist Party Central
Committee, when his personal responsibility was discussed, what can be
found in the verbatim records” (the Epoch , # 4, September 13, 1990).

Unfortunately, the February 27-29 pogroms in Sumgait, organized at
the highest state level, are not given yet an adequate political and
legal assessment, and the Moscow trial did not become the Nuremberg
trial, because the roots of the mass crimes were not identified.

The policy of silence related to the Genocide in Sumgait, concealment
of the reasons, which gave rise to it, and leaving its real organizers
unpunished made possible the ethnic cleansing carried out by the
Azerbaijani SSR authorities throughout the Republic, which culminated
in the January 1990 bloody bacchanalia in the Republic’s capital city
of Baku and led to further large-scale military aggression against
the people of the Nagorno-Karabakh Republic.

Meanwhile, the truth about Sumgait, like the materials of the Nuremberg
trial, is needed to the people for preventing a new ‘brown plague’.

A few days ago, ArmNews TV had invited economist Movses Aristakesyan
for a televised interview; however, some time after the interview was
conducted, the TV station called Aristakesyan and informed him that
the interview won’t be aired. This news was conveyed to Epress.am
on Thursday by Aristakesyan, who also happens to be a member of the
local opposition bloc the Armenian National Congress.

The economist also mentioned that prior to the start of the interview,
he was asked not to criticize state authorities. According to
Aristakesyan, that’s censorship, and “they’re simply not used to
broadcasting critical news.”

“First, they changed the issues on which I was going to speak, though
it wasn’t difficult for me to prepare for the new questions,” he said.

The economist also described how during the interview he was told
the authorities are working on decreasing the shadow economy, he said:

“The proposed budget that meets international standards might seem
improbable to naysayers who say that the state budget doesn’t have
the means. We can say to the naysayers that our economy in its
current state has the means. It’s enough to look at the wealth
of our billionaires and millionaires, the many elite residential
buildings constructed in the country, the castles and the mansions,
the high-class vehicles circling the country, the lifestyle of the
newly rich and their family members – drawing conclusions will be
quite easy. We just have to eliminate the causes of corruption.”

Aristakesyan pointed out that he had encountered a similar issue
before. In another interview to ArmNews that he gave two months ago,
he criticized the policy adopted by the country’s prime minister. This
interview, which, according to Aristakesyan, was to have been aired
eight times, was broadcast only twice.

“Most likely at first they weren’t attentive, that I had criticized
[a state official], but then seeing it, they took it off air,” he said.

Many Western politicians and experts believe that it is impossible to
resolve the nuclear stand-off with Iran without embarking on a land
operation. Failed terrorist attempts in Tbilisi and Baku confirm
these presumptions. In this context, many feel that to maintain a
friendship with the United States and Israel, the costs to Tbilisi
and Baku will be too high.

Zerkalo, a newspaper issued in Baku, directly writes about the threats
that Azerbaijan and Georgia may face in the case a military operation
launched against Iran. The publication notes that in this scenario,
Iran will attempt to damage the strategic interests of the West in
the region.

According to Zerkalo, Turkey and Israel are protected well with
anti-air systems. “In terms of security, Azerbaijan and Georgia are
the weak chains in the region. Strategic objects important for the
West are located on their territory,” the article explains. There is
also talk of oil and gas pipelines. “Neither Azerbaijan, nor Georgia
have the ability to prevent such attacks.”

The talk of possible war has become particularly acute after the failed
terrorist attempts at the Israeli Embassy in Tbilisi on February 13;
and after Azerbaijan’s security personnel foiled an attempt at killing
the Ambassador of Israel, the local Rabi and other prominent Jews
residing in Baku in the end of January.

The French publication Le Monde also draws attention to the threats
Georgia may face in the event of war with Iran. Le Monde points out
that a military operation against Iran may give reason to Moscow for
exercising its power in the region, which it considers to be within
its “sphere of privileged interest.”

The author of the article specifically underscores the military
exercises Caucasus 2012, a scenario in which, based on Russian sources,
envisages cutting-off the route to the Russian base located in Armenia
in the case of conflict. “Georgia remembers well the maneuvers of
2008, which were followed by the invasion and partial occupation of
Georgian territory,” Le Monde writes.

Many people understandably wonder whether Presidents Saakashvili and
Obama discussed the Iranian issue at the meeting in the White House at
the end of January. However, no official commentary was made regarding
the issue.

Nevertheless, the fact remains that as time passes, there are
increasingly dark clouds forming above Iran. U.S. aircraft carriers
are already drifting positioned in the Indian Ocean and the Persian
Gulf, and a French aircraft carrier will soon join them. Official
statements from Washington stating that the US and Israel plan to
act jointly on the issue of Iran, further add to the tension

Naturally, Iran is preparing for a possible confrontation. In response
to United Nations and EU resolutions, Iran has stopped oil export
to Europe and has begun its own naval trainings to demonstrate its
military potential.

Russia’s strategic trainings in the North Caucasus are planned for
autumn. Caucasus 2012 will be held in September and will be of a
strategic rather than of an operative-tactical nature. Various units
within the Russian Armed Forces, as well as law enforcement agencies
will participate in the trainings. The armed forces deployed on
the occupied territories of Georgia will also participate in this
training exercise.

These exercises aim to develop actions that can provide increased
intelligence capabilities, anti-air defenses and protect the rear
portion of the army. As Russia’s Nezavisimaya Gazeta writes, these
exercises illustrate the fact that Russia is working on a program
of maneuvers that envisage a possible war directed by US and Israel
against Iran.

Therefore, the main players in the region: the United States, Russia
and Europe, to say nothing of Israel and Iran, are organizing their
own military preparations throughout the South Caucasus.

Who should Georgia expect the major threat from? Looking at the
possible dangers, the only threat Georgia may face is from Russia,
which will use a military conflagration with Iran to boost its
influence in the South Caucasus. Despite the fact that such a
perspective is inevitable in the case of war with Iran, the Iranian
war perspective itself looks a bit exaggerated, especially due to
the ongoing conflict in Syria.

Waging war against Iran, even after solving the conflict in Syria seems
unnecessary, as there are better means than bombs to “bring Tehran
to its senses”. The sanctions put in place by the United States and
Europe has already brought the first results- the national currency
of Iran has fallen while prices on food products have increased. The
price for one kilogram of meat on the Iranian market reached 30 USD,
one kilogram of rice – 5 USD.

The average monthly salary in Iran is around 350 USD. In March,
parliamentary elections are planned in Iran. Thus, President

Russia will export 10 Sukhoi Superjet 100 airplanes in 2012, United
Aircraft Corporation CEO Mikhail Pogosyan said on Friday.

The planes will be delivered to Mexico, Indonesia, and Laos in the
second half of the year, he added.

So far, only one plane has been exported and that was to Armenia.

Another 10 SSJ 100s will be delivered to domestic airlines Aeroflot
and Armavia.

The Superjet 100 is a medium-haul passenger aircraft developed by
Sukhoi in cooperation with U.S. and European aviation corporations,
including Boeing, Snecma, Thales, Messier Dowty, Liebherr Aerospace
and Honeywell.

The aircraft is capable of carrying up to 100 passengers for up to
4,500 kilometers.

In early February SSJ 100 received the Type Certificate from the
European Aviation Safety Agency (EASA).

Sukhoi has received over 200 firm orders for Superjet 100 airliners
so far.
