YEREVAN.- The plurality voting system is the most dangerous part of
the corruption circle, member of the Armenian National Congress (ANC)
Levon Zurabyan said addressing the participants of demonstration held
near the parliament.

“The plurality voting system is a means used by the oligarchs to
press common people,” he said calling to destroy this dangerous part
of the corruption circle.

Armenia’s parliamentary opposition Heritage and ARF Dashnaktsutyun
parties, and the non-parliamentary ANC bloc held a rally near the
Parliament calling to shift to the completely proportional election
system.

On 28 February in connection with the 24th anniversary of the Sumgait
massacres President of the Nagorno Karabakh Republic Bako Sahakyan
accompanied by top officials of the republic visited Stepanakert
memorial complex and laid flowers at the monument to the innocent
victims of the tragic events.

Thereafter the President got acquainted with the process of
reconstruction of the memorial complex. The Head of the State noted
the importance of completing the construction works in time and
with high quality and gave concrete instructions to the heads of the
appropriate structures.

keeps focusing on return of territories, in particular, the buffer zone

“Return of territories is just one of the points of Madrid principles,
and Azerbaijan must understand that Madrid principles form a whole
package. In this regard, the U.S. Secretary of State Hillary Clinton
declared in Astana that the principles were developed as a single

The news of another pedophilia case in Armenia’s southern Syunkik
province is making headlines in the local media, meanwhile the Police
in the province have opened a case against Hartashen village mayor
and teacher of gymnastics at the village school Azat Ghukasyan,
under Article of the Criminal Code of Armenia (lecherous acts with
a person obviously under 16).

According to an article published in the online daily Hetq, recently at
the lesson of gymnastics Ghukasyan told students of the eighth form to
“play quietly” and ordered one of the female students, who is mentally
retarded, to follow him and, as the relatives of the young woman claim,
raped her.

The Police report no other information about the case, reasoning that
it is necessary for the sake secrecy of the preliminary investigation.

On Tuesday, Ghukasyan, who, is not arrested yet, told ArmeniaNow that
he was at the Police office, and that he was preparing to testify. He
denied all the accusations brought against him, saying that he was
being blackmailed. The 50-year-old head of the village answered the
questions evasively and did not provide more details as to who and why
is blackmailing him. Ghukasyan has been mayor of Hartashen since 2002,
and in 1995-2002 he was the headmaster of the village school.

Ghukasyan is married and has four children.

Two years ago, Levon Avagyan, a former Armenian language teacher
at a boarding school for children with special needs in Nubarashen,
was charged with a similar offense, and was sentenced to two years in
prison. And last year U.S.-Armenian businessman Serop Der-Boghossian
was convicted and sentenced to 15 years in jail for sexual abuse of ten
10-16-year-old boys. Currently lawmakers and NGOs are discussing the
issue of applying voluntary or compulsory chemical castration against
people who have committed crimes of sexual nature against children.

I’m confident that other countries will follow France to adopt laws
criminalizing the denial of genocides, including the Armenian Genocide,
Armenian Foreign Minister Edward Nalbandian said in an interview with
the Austrian Der Standard daily.

“This genocide is a crime against humanity, which has been recognized
by a number of countries and international organizations. The denial
of the genocide gets a proper reaction. The bill adopted by France
reflects the feelings, the opinion of the whole French nation,”
Minister Nalbandian said.

According to Minister Nalbandian, the law will only contribute to
the normalization of relations between Armenia and Turkey. “If there
is something that prevents the normalization of the Armenian-Turkish
relations, it is the approach of the Turkish side. The Turkish side
made a step backward after the signing of the two protocols in Zurich
by refusing the implement the agreements. The international community
considers that the ball is now in Turkey’s court,” he said.

According to Edward Nalbandian, the Armenian-Turkish relations were
in a deadlock before the Armenian President initiated the “football
diplomacy.” “We tried to bring them out of deadlock. However, the
Turkish side is doing its best to return to that impasse.”

Referring to the Karabakh issue, Minister Nalbandian stated:
“In response to Azerbaijani aggression, the self-defense forces in
Nagorno Karabakh had to form a buffer zone around Karabakh to ensure
the physical security of the people Artsakh. The return of territories
is one of the components of the package proposed by the OSCE Minsk
Group Co-Chairs. Azerbaijan puts the emphasis only on the return of
territories and bypasses all other aspects. However, in response to
that US Secretary of State Hilary Clinton declared in Astana in 2010
that all principles and elements presented the package have been worked
out as a whole and giving preference to any of them is unacceptable,”
Minister Nalbandian concluded.

Yesterday, Head of the Union of Armenians of Russia, Ara Abrahamyan
initiated a great show in support of the presidential candidate
Vladimir Putin. Ara Abrahamyan convinced the representatives of the
national minorities to announce loyalty to Putin.

The Armenian television actively covered this event focusing on the
circumstance that previously Armenians didn’t feel comfortable in
Russia, while for the last years, everything has changed. Those,
who say these words, perhaps, forget Russia has had Medvedev as
the president for the last years, while Putin was the “previous”
president when it was uncomfortable for Armenians. They also forgot
to count how many Armenians were killed in Russia in 2011.

But the point is not about this, but the fact that the Armenian
Diaspora, all over the world, will face a hard decision this year.

Presidential elections are ahead in the countries with the largest
Armenian communities – Russia, U.S. and France. What do the Armenian
representatives take into account issuing support to this or another
candidate- the interests of the community, those of Armenia or the
major Armenian business in those countries? What is the issue on which
their election is based – the opinion on the genocide, the Karabakh
issue or democracy issues?

Whom the French Armenians will vote who have recently celebrated the
victory of the Armenian lobby which had the law on the criminalization
of the genocide denial pass in the French senate? Will they vote
Sarkozy who has not signed the aforementioned law, or the socialist
Holland, who promises to go up to the end?

Whom the American Armenians will vote – Obama, who promised to
recognize the Armenian genocide but his Secretary of State has recently
said the genocide is rather a historical than a political matter,
or the yet undetermined Republican candidate? Or, Obama will whisper
in the ear of Armenians that if he is elected, he will recognize the
genocide by 2015.

Nothing is clear with regards to the Armenians of Russia. The Union
of Armenians of Russia has of course called to vote Putin, but how
will Armenians act if protests are held after the elections?

It is difficult to set up the priorities for the voting. Moreover,
Armenians failed to create a unique structure, which could direct the
vectors of activities of the communities of all the countries. It
is comprehensible that each community has its own priorities and
particularities. Say, Armenians of Syria prefer neutrality. But
if the Armenian Diaspora could unite its efforts in one direction,
it would be a powerful strike.

Say, that direction could be the recognition of Nagorno Karabakh. The
Armenian communities in all the countries could raise this issue as
the priority for their relation to this or another candidate. This can
seem not relevant in the election period, but the issue is a key one
for the Armenian nation and can be a good orienteer for the Armenian
communities before elections.

For now, there is no orienteer and the election of the communities
will be based on the business interests of wealthy Armenians, like in
Russia, or on the interests of the bureaucratic structures in Western
countries, where the Armenian parties fail to agree among each other.

Israeli experts will come to Azerbaijan to teach Azerbaijani counterparts
to work with new military systems.

Israeli Aerospace Industries (IAI) Corporation has signed an agreement with
Azerbaijan to supple UAVs and advanced air defense systems worth $ 1.4
billion (about 5bn shekels), `Maariv’ newspaper reported referring to
Intelligence Online website, according to IzRus.

This is a supply of unmanned aerial vehicles (UAVs) and advanced air
defense systems. And, therefore, Israeli experts will come to Azerbaijan to
teach Azerbaijani counterparts to work with new military systems.

La communaute armenienne de la region parisienne est invitee a
participer aux commemorations de soutien au Haut-Karabakh.

Du 26 au 29 fevrier 1988 des dizaines de personnes ont ete tuees avec
une cruaute sadique, dont une grande partie a ete brûlee vive après
avoir subi sevices, torture et violence. Des centaines de personnes
ont ete mutilees a vie sans compter les milliers de refugies…

Le massacre des Armeniens a Soumgaït a ete soigneusement organise.

Raison pour laquelle on peu parler de genocide. Les rassemblements
anti-armeniens ont commence le 26 Fevrier sur la place centrale, les
dirigeants de la ville appelant ouvertement a la violence contre les
Armeniens. Le 27 fevrier les “rassemblements” ont degeneres en
violence. Le 28 fevrier, un nombre de voyous, armes de barres de fer,
haches, marteaux et autres instruments, a sensiblement augmente. En
trois jours, les manifestants au nombre d’une cinquantaine, etait
passe a plusieurs milliers.

Ce n’est que dans la soiree du 29 fevrier que des unites de l’armee
azerie ont commence a prendre des mesures pour arreter le massacre qui
ne visait exclusivement que les Armeniens. Un crime contre l’humanite
reste impuni.

Pendant trois journees de fevrier 1988, la ville de Soumgaït, dans la
Republique socialiste sovietique d’Azerbaïdjan, a connu un veritable
genocide. La population armenienne chretienne a ete sauvagement
attaquee par les Azeris : des dizaines de tues, roues de coup,
tortures et brûles vifs, des femmes et des adolescentes violees, des
centaines d’appartements pilles, saccages et detruits.

Le drame de Soumgaït n’est pas seulement racial, il est egalement
politique. C’est celui que posent toutes les ethnies des diverses
composantes des republiques de l’URSS.

En condamnant les pogroms de Soumgaït, des savants sovietiques ont
ecrit : ” Depuis les ferocites staliniennes, il ne s’est rien passe
dans notre pays qui nous ait rejetes aussi loin en arrière, de la
civilisation a la sauvagerie. ”

Le Tour de l’Europe en monocoques IMOCA (60 pieds/18,28 m) et en
equipage “est menace” en raison des tensions entre la Turquie et la
France depuis l’adoption par le parlement francais d’une loi punissant
la negation du genocide armenien.

Les organisateurs turcs de cette course (Olay Nautic), dont le depart
de la 2e edition devait etre donne le 5 mai a Istanbul, “nous ont
prevenus hier (jeudi)”, a declare a l’AFP le president de la classe
IMOCA Luc Talbourdet.

L’epreuve, largement subventionnee par la Turquie, connaîtrait selon
lui des problèmes de financement, a-t-il indique vendredi, confirmant
une information de Ouest-France.fr.

“Les equipes (qui se sont inscrites) ont ete informees, a-t-il ajoute,
et nous essayons de trouver des solutions alternatives”.

Le Tour de l’Europe (ou Europa Race) est la seule course de l’annee
inscrite au calendrier IMOCA et aurait permis aux skippers engages dans
le prochain Vendee Globe (tour du monde en solitaire et sans escale),
dont le depart sera donne le 10 novembre des Sables d’Olonne (Vendee),
de s’entraîner.

Le Tour de l’Europe, ne en 2009, devait relier Istanbul a La Rochelle
(Charente-Maritime) via Barcelone (Espagne) et Portsmouth (Angleterre),
un parcours de quelque 3700 milles (6600 km). L’arrivee etait prevue
le 6 juin.

La première edition avait ete remportee par le Francais Michel
Desjoyeaux devant son compatriote Kito de Pavant et l’Espagnol
Guillermo Altadill.

Au moins huit skippers -et leurs equipages- devaient participer
a l’edition 2012 : les Francais Jean-Pierre Dick (Virbac-Paprec 3),
Kito de Pavant (Groupe Bel), Marc Guillemot (Safran), Armel Le Cleac’h
(Banque Populaire), Francois Gabart (Macif), Vincent Riou (PRB),
le Britannique Mike Golding (Gamesa) et le Suisse Bernard Stamm
(Cheminees Poujoulat).
