Azerbaijan halted metal scrap export to Iran since last week; “Azadlyg”
reported referring to milaz.info.

Baku Steel Company, that has already halted metal scrap export,
is responsible for the storage.

It’s reported that Azerbaijan has halted metal scrap export to Iran
amid international sanctions imposed against Tehran. Iran is believed
to use the metal scrap in defense industry.

PanARMENIAN.Net – Armenian Minister of Education and Science Armen
Ashotyan instructed to give permit (certificate) for management of
secondary educational institutions to 169 contenders who participated
in the testing held on February 28-March 23, 2012.

As the Ministry’s press service told PanARMENIAN.Net those who
successfully passed verbal and written examinations were provided with
a secondary educational institution management permit (certificate).

39 candidates failed in the exams; 30 people did not pass the written
tests, while the verbal stage resulted in failure for 9 participants.

Another 9 candidates missed the examination.

PanARMENIAN.Net – The Armenian History Lecture Series at the University
of California, Irvine, continued this month with a lecture by Richard
Hovannisian, professor emeritus of Armenian and Near Eastern History at
UCLA. Hovannisian’s talk, “The Changing Landscape of Historic Western
Armenia: Reflections on a Journey into the Past,” took attendees on a
visual journey through contemporary and ancient Armenia using slides
from his recent journeys through Armenia and historical photographs.

According to Asbarez, more than 170 UCI students, faculty and local
community members gathered to hear Hovannisian at the University Club.

Many in the audience were transported home again, seeing images of
Armenia where their parents and grandparents grew up. For most of
the students in attendance, this was their first “trip” to Armenia
and what better tour guide than Hovannisian, who wrote the definitive
encyclopedia on Armenian history.

After the lecture Charles Barsam, on behalf of the Orange County
Armenian Professional Society, presented a check for $10,000 to Vicki
L. Ruiz, dean of the School of Humanities, to support Armenian history
at UCI.

Dr. Vahe and Armine Meghrouni, who last December generously donated
$50,000 to fund community lectures and quarterly Armenian courses,
matched their 2011 donation with another $50,000. Dr. Meghrouni spoke
briefly on the importance of confronting “revisionists, reductionists
and deniers” of Armenian history and providing a place where students
can get an accurate picture of Armenian history.

Dean Ruiz awarded certificates of appreciation to Sylvie and Garo
Tertzakian and the Meghrounis for their continued vision, support
and dedication.

A camera crew from USArmenia, the most watched Armenian television
network in the world, filmed the lecture and interviewed guests
afterwards. Coverage of his talk was broadcast to more than 150
countries.

The quarterly lecture series – made possible through gifts to UCI –
offers the local community opportunities to learn more about Armenian
history. This past year the series included lectures by Sebouh David
Aslanian on his book From the Indian Ocean to the Mediterranean:
The Global Trade Networks of Armenian Merchants from New Julfa and
Tom Mooradian on his memoir The Repatriate: Love, Basketball and
the KGB which chronicles his 13 years behind the Iron Curtain as an
Armenian repatriate.

Undergraduate courses in Armenian history continue in the upcoming
spring quarter with an offering in modern Armenian history.

TO THE ATTENTION OF ARMENIAN PUBLISHERS AND WRITERS IN DIASPORA

Every year in November, the Catholicosate of Cilicia organizes a book fair
under the auspices of His Holiness Aram I. All books in Armenian published
in Lebanon and the countries in the region participate. The exhibition also
includes books in foreign languages written about Armenians and Armenian
issues.

Based on the success of the Catholicosate’s book fair of the past 33 years
and because of the 500th anniversary of the Armenian printing press,
Catholicos Aram I has announced 2012 as the Year of the Armenian Book, the
exhibition committee has decided to make the book fair a Pan-Diaspora event.

Therefore, the organizing Committee of the Catholicosate of Cilicia Book
Fair invites all Armenian publishers and writers in the Diaspora to show
their work at the annual book fair.

In mostra a Venezia `la cultura armena’

A Venezia una grande mostra dedicata all’Armenia sarà visitabile in
diversi siti: presso il Museo Correr, al Museo Archeologico e alla
Biblioteca Marciana, a promuovere questa mostra di grande interesse
culturale patrocinata dall’Università Ca’ Foscari si sono fatti da
promotori e curatori il Prof. Boghos Zekiyan docente dell’UniversitÃ
Ca’ Foscari, Gabriella Uluhogian, Vattan Karapetian che con grande
impegno e dedizione hanno portato a Venezia questo grande evento. La
mostra sarà visitabile fino al 10 Aprile 2012, avendo già riscosso ad
oggi grande successo non solo in Italia, ma anche in altri paesi
ospitanti.

In questa mostra dedicata all’Armenia, paese di grande cultura storica
e millenaria, possiamo ammirare in particolar modo il primo libro
scritto in lingua armena risalente al 1512, questa grande opportunitÃ
è dovuta in occasione del V centenario della stampa a Venezia che
promuove attraverso un percorso di siti museali i grandi tesori di
quest’antichissimo popolo.

L’evento Veneziano sotto l’alto patronato dei presidenti delle
repubbliche d’Armenia e d’Italia apre ufficialmente le celebrazioni
giubilari attraverso un fitto programma culturale che in contemporanea
alla città di Venezia si svolge nella capitale armena di Yerevan
dichiarata dall’unesco per l’anno in corso 2012 `capitale mondiale del
libro’.

La mostra presenta un percorso cronologico e telematico attraverso la
presenza di circa duecento opere provenienti da diversi musei e
biblioteche presenti in territorio Armeno ed in Europa, tra cui
antiche stele a croce incise su pietra, (alcune di queste colorate).
Di particolare attenzione sono presenti nella mostra rarissimi
manoscritti e miniature eccezionalmente riuniti per l’occasione del
grande evento e che vanno ad illustrare i tesori culturali
dell’armenia, quelli spirituali, architettonici, artistici, economici
e di pensiero, ma anche legati alla scienza, teologia, filosofia,
storiografia e letteratura.

I luoghi armeni presenti a Venezia saranno visitabili grazie a degli
itinerari (disegnati dagli stessi curatori dell’evento), che partendo
dall’isola di San Lazzaro con un traghetto saranno visitabili
nell’intera area cittadina, nel ricordo in particolar modo della
presenza a Venezia dei Padri Mechitaristi (provenienti per l’appunto
dall’armenia) dal 1700, ma anche agli albori dell’incontro tra le due
culture risalenti al 500² (ai tempi della Serenissima ) e che nel
corso dei secoli hanno avuto modo di allargare i loro orizzonti nel
resto del mondo.

BELGRADE — The international law and territorial integrity must be
respected in cases of Nagorno Karabakh and Kosovo, Azerbaijan’s
Ambassador Eldar Hassanov says.

He expressed hope that justice would ultimately prevail.

Regarding the Kosovo policy of the Serbian leadership, Hassanov said
that despite all the pressures and difficulties, they were
implementing proper policies – whose success was testified by
obtaining candidacy for the EU.

`We have the same situation, it is not so easy to bear all those
pressures. It is easy to speak, but to harmonize the international
pressures and the norms and principles of international law within the
framework of national interests and to find a consensus for all those
issues – that is not so easy,’ the Azerbaijan’s ambassador told
Tanjug.

`Serbia’s candidate status for he EU represents a new page of peace,
cooperation, harmony and constitutes an important political success,’
he said.

When it comes to Nagorno Karabakh, which is de jure part of
Azerbaijan, but de facto since the nineties under the rule of
neighboring Armenia, and still is a topic of discussion of
international institutions, Hassanov noted that Baku wanted to
amicably resolve the Karabakh issue.

He, however, pointed out that to his regret, all attempts of solving
this problem have so far failed to produce any positive results.

Le 20 mars, au village de Nerkin Horatagh dans la région de Mardakert
(Haut Karabagh), l’archevêque du Haut Karabgah, Mgr Barkev
Mardirossian a mis la première pierre de la future église Sourp Kevork
(Saint Georges). L’église dont l’architecte est Manouchag Didanian est
financée par le commandant de l’armée du Haut Karabagh, Noraïr
Aslanian. De nombreuses personnalités civiles et militaires
assistaient à cette pose de la première pierre. Parmi ces dernières,
le général Mikhaïl Haroutiounian, le ministre de la Défense du Haut
Karabagh le général Movsés Hagopian, le commandant Noraïr Aslanian,
des responsables politiques et militaires de Mardakert et des
habitants de Nerkin Horatagh.

STEPANAKERT. – It is difficult to assess the work of the OSCE Minsk
Group on Karabakh for the recent 20 years, as the Nagorno-Karabakh
conflict is still unresolved, chairman of the Public Council for
Foreign and Security Policy of Nagorno-Karabakh Masis Mayilyan told
Armenian News-NEWS.am.

He added that very little has been done during the whole period to
re-engage Nagorno-Karabakh officials into the peace process talks,
despite the OSCE have differentiated it as a conflicting side [along
with Armenia and Azerbaijani].

`There are both external and internal factors hampering the conflict
settlement. The OSCE MG mediators have not updated their disposition
to the settlement. They must take into account the precedents in the
international relations and international law, bringing forth new
legal realities,’ he said stressing that the MG co-chairs enjoy a
great potential for an effective mediation.

If the MG does not shift its attitude to the settlement, it should
have to yield its role to other mediators, he concluded.

PanARMENIAN.Net – South Caucasus Railways (SCR) CJSC together with
Imtour travel agency, Shirak football club and Rosgosstrakh-Armenia
insurance company organized an intellectual contest-festival “Our
Motherland” for 200 students of 7-12 classes from Gyumri.

The festival comprises three stages. During the first phase internal
selection in schools of Gyumri was conducted to be followed by the
second stage of testing. During the first and second stages the
participants answered questions relating to history, geography,
environment, culture and sports in Armenia.

The third stage of the competition launched on March 24.

152 participants travelled from Gyumri to Alaverdi, Sanahin, Dsegh on
SCR train early in the morning. The final stage of the contest will
take place in the spiritual and cultural center of Haghpat.

The winner will be awarded a seven-day trip to Greece `Following the
tracks of Alexander of Macedon’ from Imtour travel company.

`Travelling by Armenian railway will boosts pupils’ awareness of their
Motherland and deepen their knowledge of history and geography. Such
contests will be consistent and involve pupils from all provinces of
Armenia,’ press release of the company said.

The United States, Russia and France on Thursday urged Azerbaijan
and Armenia to show the “political will” needed to find a lasting
settlement to their conflict over Nagorny-Karabakh.

US Secretary of State Hillary Clinton, Russian Foreign Minister Sergei
Lavrov and French Foreign Minister Alain Juppe issued the statement
to mark the 20th anniversary of the formal request to convene a
conference on the conflict.

In a joint statement issued by the US State Department, the three
co-chairs of the so-called Minsk Group said they “call upon the sides
to demonstrate the political will needed to achieve a lasting and
peaceful settlement.

“A new generation has come of age in the region with no first-hand
memory of Armenians and Azeris living side by side, and prolonging
these artificial divisions only deepens the wounds of war,” the
statement said.

“For this reason, we urge the leaders of the sides to prepare their
populations for peace, not war,” according to the statement.

Armenian forces seized Nagorny Karabakh and some surrounding territory
from Azerbaijan during a war in the early 1990s that claimed an
estimated 35,000 lives and forced about a million people on both
sides to flee their homes.

A ceasefire was signed in 1994, but the two countries have cut direct
economic and transport links and failed to negotiate a settlement on
the status of the enclave.

But the joint statement said “progress toward peace has been made,”
citing joint presidential statements from the Minsk group over the
last three years outlining elements of a framework for a comprehensive
peace settlement.

It also cited a January 23 joint statement by Presidents Ilham Aliyev
of Azerbaijan, Serzh Sarkisian of Armenia and Dmitry Medvedev of
Russia where the rivals pledged to reach agreement on so-called
basic principles.

It said “we urge the leaders of the sides to complete work as soon as
possible on the framework agreement and subsequent final settlement
— based on the Helsinki Final Act principles of non-use or threat of
force, territorial integrity, and self-determination and equal rights
of peoples; the United Nations Charter; and norms and principles of
international law.”

The Minsk Group was created in 1992 by the Organization for Security
and Cooperation in Europe (OSCE) to bring about a peaceful resolution
to the conflict. It is co-chaired by the United States, Russia
and France.
