Britain’s 4NCL league heads for its final weekend next month with
Guildford set to win by a distance. The battle at the top has always
been partly financial, as backers of rival teams fly in grandmasters
from across Europe for key matches.

But this season Guildford are way ahead in the sponsorship stakes,
a Chelsea or Manchester City equivalent facing moderately bankrolled
rivals. The effect was highlighted in last Saturday’s Guildford v
Oxford match, where the Surrey club’s rating average of 2533, middling
GM level, was around 360 points higher than the mixture of academics,
juniors and locals who took to the board for the Dark Blues.

Oxford have a reputation this year as giant-killers and they justified
that by avoiding a statistically plausible 0-8 whitewash. Their
untitled board four beat Guildford’s Spanish IM while Oxford’s woman
player, Francesca Matta, covered herself and Bicester CC with glory
by setting up an impassable endgame blockade and drawing against a
male GM – whom the Guardian will not name but who can be identified
by judicious internet research – rated some 550 points higher.

Guildford’s paymasters have the knack of motivating their star
players. The day before the match the former world title challenger
Nigel Short was in Calcutta, where he shared second prize with 7/9
in a strong open despite food poisoning in the closing rounds. Short
then departed for Birmingham and arrived in time to face Oxford’s No1,
David Zakarian.

A few weeks earlier the young Armenian had saved his team from defeat
in the annual varsity match by an imaginative tactical coup, and he
elected to go for broke against his eminent but possibly jetlagged
opponent by opting for the Nimzovich Defence 1…Nc6, then giving
up a knight for three pawns and an attack. Short calmly defused the
threats, homed in on the other flank with rook, bishop and knight
and chased the black king down the board to checkmate.

Guildford have already narrowly defeated Cheddleton, their only serious
challengers. However, the league format is such that Guildford still
need to avoid any slip-ups in the final three rounds on 2-4 May,
which can be viewed live and free online.

exhibition, dedicated to the Armenian Genocide centenary, was held on
April 2 at the Holocaust Memorial in Paris, attended by the Ambassador

and the President of the Memorial Eric de Rothschild.

The press service of the Ministry of Foreign Affairs of the Republic of
Armenia informed Armenpress that the opening ceremony was attended by

of guests. Opening speeches were delivered by Vigen Chitechyan,
Eric de Rothschild, Yves Ternon and Claire Mouradian.

Greek Cyprus on Thursday made it a crime to deny that the Ottomans
committed genocide against Armenians a century ago, a move that has
been criticized by Turkey for limiting freedom of expression on the
divided island where reunification talks were suspended in October.

The Greek Cypriot parliament passed a resolution penalizing the denial
of genocide, crimes against humanity and war crimes, modifying existing
legislation that required prior conviction by an international court
to make denial a crime.

President Recep Tayyip Erdogan recently said Armenia would not gain
anything from “propaganda against Turkey.”

Armenians will commemorate the 100th anniversary of the 1915 incidents,
which they term as genocide, on April 24. It also accelerated its
efforts in the international arena to make countries accept the
incidents as genocide. It has, however, received little support
thus far. Yet countries like Norway and Australia openly said they
will not attend the ceremonies in the Armenian capital of Yerevan
and avoided Armenian pressure to officially define the incidents as
genocide. “The purpose of this campaign against Turkey is to treat
our country as an enemy instead of keeping Armenians’ sorrow alive,”
Erdogan said as he called on Armenians to study archives pertaining
to the era in order to uncover what actually happened between the
Ottoman government and its Armenian subjects.

The president said Armenia never answered Turkey’s call to study the
archives, adding, “You cannot gain anything from the propaganda against
Turkey with bribing countries, immoral ways and lobbying.” He claimed
that the purpose was not to find the truth, but to damage and attack
Turkey, adding: “We do not have to account to anyone on this issue. If
we pursue our nation’s 100, 150 years of sorrow we can find more than
Armenian allegations.” Not just Armenians were affected by the war,
but hundreds of Muslims also, he added.

The debate on genocide and the differing opinions between the
present-day Turkish government and the Armenian diaspora, along with
the current administration in Yerevan, still generates political
tension between Turks and Armenians.

Armenia claims up to 1.5 million Armenians were killed in an act of
genocide by the Ottoman Empire in 1915 during World War I. Turkey
accepts that mass deaths of Armenians occurred during their forced
deportation during the war, but claims the death toll was much lower
and attributes mass deaths to disease and isolated cases of attacks.

Ankara has also urged Armenia to let historians handle the matter,
though Armenia demands recognition of the genocide in order to advance
relations between the two neighboring countries.

During World War I, the Ottoman Empire approved a deportation law for
Armenians amid an uprising with the help of the invading Russian army.

As a result, an unknown number of people died in civil strife.

Turkey’s official position on the genocide allegations is that they
acknowledge that the past experiences were a great tragedy and that
both parties suffered heavy casualties, including many Muslim Turks.

Turkey agrees that there were Armenian casualties during World War I,
but that it is impossible to define these incidents as genocide.

Fire Department donation will help move remote patients to hospitals.

The Glendale Fire Department on Thursday donated an ambulance to
Ministry of Health in Armenia to help first responders there transport
patients to city hospitals from remote villages, including Glendale’s
Sister City, Ghapan.

Glendale officials received a request for an ambulance in December from
the Ministry of Health, said Councilman Ara Najarian. The Glendale
Fire Department has six active ambulances, and an additional six
on reserve to use in the event of a disaster or when the others are
being serviced.

Glendale replaces one ambulance every year, leaving the department
with one surplus ambulance available to donate annually.

Shortly after the request was made, the Glendale City Council approved
the donation of the Ford ambulance, which in the last 12 years has
logged 130,000 miles and responded to thousands of emergencies in
Glendale, officials said.

“Hopefully, this will continue to save lives — that’s the goal,”
said Glendale Fire Chief Greg Fish. “We’re so glad we can offer
the ambulance to a country that needs it so badly, like Armenia,
especially our Sister City.”

Some Armenian villages are so remote that first responders face great
difficulties transporting critical patients to Yerevan, the country’s
capital, Najarian said.

“They have really bad equipment,” Najarian said, adding that Glendale
officials put the city’s ambulance, which comes with a gurney, in
“tip-top” shape before transferring its ownership.

The truck was slated to be shipped out on Thursday with the help of
the Glendale-based aid organization, Medical Outreach for Armenians.

The councilman’s father, Dr. Vartkes Najarian, who serves as the
chairman of the aid organization, signed the paperwork to transfer
ownership at the Glendale Fire headquarters on Thursday.

“They may have to take it to different villages depending on the need,”
Vartkes Najarian said.

It wasn’t official for the junior Najarian, however, until he poured
four glasses of Armenian cognac — one each for himself, his father,
Mayor Zareh Sinanyan and Fish — and made a toast.

“Is this an Armenian tradition?” said Fish, who declined the drink.

“Yes,” Ara Najarian said, followed by a brief toast ending with,
“Genatz,” which means “cheers” in Armenian.

HONOLULU, Hawaii–Hawaii’s State Senate last week unanimously passed
a resolution recognizing the Armenian Genocide and declaring April
24 as a day of remembrance and commemoration of the Armenian Genocide.

“The Senate joins the House of Representatives, Hawaii’s
Armenian-American community, and all Armenians worldwide in recognizing
and honoring those who were killed and persecuted during the Armenian
genocide, and urging people throughout the world to never forget
these horrific crimes against humanity,” the resolution reads.

Hawaii State Senators who introduced the bill, including Suzanne
Chun Oakland, Donovan Dela Cruz, Will Espero, Breene Harimoto, Les
Ihara Jr., Lorraine Inouye, and Russel Ruderman, were present with
Armenian American community member Artur Artenyan at the signing of

2015 MAR 1 0 2015 SENATE RESOLUTION DECLARING APRIL 24 AS A DAY OF

WHEREAS, during the chaos of World War I between the years 1915
and 1923, approximately 1,500,000 Armenian men, women, and children
living within the Ottoman Empire’s borders were killed in a brutal
genocide; and

foreign countries after being stripped of their possessions, national
identities, and homeland; and

Erik Beglaryan, the attorney of Azerbaijani saboteur Dilham Askerov,
will petition to the Chamber of Appeals of the Supreme Court of the
Nagorno-Karabakh Republic (NKR) by no later than April 10, and
challenge the rulings handed down by the two lower courts.

Beglaryan told about the aforesaid to Armenian News-NEWS.am.

The attorney informed that he had discussed this matter with Askerov,
and the latter had decided to make such an appeal.

“And when the [Chamber of] Appeals will make a decision, this decision
will enter into force, [and] my client will petition to [NKR]
President Bako Sahakyan [for a pardon],” Erik Beglaryan added.

To note, Arkadi Israyelyan, the attorney of the other Azerbaijani
saboteur, Shahbaz Guliyev, likewise will petition to the Chamber of
Appeals of the NKR Supreme Court.

As reported earlier, Azerbaijani sabotage and intelligence-gathering
team member Dilham Askerov was charged with espionage; unauthorized
border trespass; kidnapping and violence against a minor, committed by
an organized group; murder committed by an organized group motivated
by ethnic hatred; and attempt of murder of two persons, committed by
an organized group, motivated by ethnic hatred. The other team member,
Shahbaz Guliyev, on the other hand, was charged with espionage;
unauthorized border trespass; kidnapping and violence against a minor,
committed by an organized group; and murder committed by an organized
group motivated by ethnic hatred.

On December 29, 2014, the First Instance General Jurisdiction Court of
the NKR had sentenced Askerov and Guliyev to life and 22 years,
respectively, in prison.

The saboteur’s attorneys, however, had appealed these sentences. But
on March 10, the NKR Court of Appeal upheld the earlier court verdict.

According to Karen Ohanjanyan, their goal was to collect data on
Nagorno-Karabakh security and to collapse the national security
syastem Recently, the official Baku has pretty intensified the issue
of the two Azerbaijani subversives. In June 29, 2014, the Azerbaijani
citizens Shahbaz Guliyev and Dilham Askerov, as well as the killed
Hasan Hasanov, armed with weapons, had illegally crossed the NKR state
border and penetrated the Shahumyan region of Armenia for the purpose
of intelligence operations. These individuals had a special mission to
gather information and conduct intelligence operations. On July 4,
with the help of the use of a weapon, they kidnapped NKR minor Smbat
Tsakanyan, whose body was found with gunshot wounds on July 15. On
December 29, the Court of First Instance Court of the city of
Stepanakert issued the verdict against Shahbaz Guliyev and Dilgam
Askerov. Askerov was sentenced to life imprisonment, and Guliyev – to
22 years in prison for spying, crossing the NK state border without
proper authorization, illegal carrying of firearms and ammunition,
evident kidnapping of a person and the murder. These saboteurs were
the first who after the declared independence were subjected to
judicial proceedings in Karabakh by the Court of First Instance of
General Jurisdiction. The official Stepanakert periodically reports
that their trial was held in accordance with international laws, open
and transparent, and they had lawyers. Azerbaijan, obviously, is
working with the OSCE Minsk Group mediator countries through
diplomatic channels to return the Azerbaijani subversives. Still in
January this year, Russian Foreign Minister Sergei Lavrov was summing
up the Russian diplomatic year for 2014, and during the press
conference, an Azerbaijani reporter asked him about the fate of
Askerov, noting that allegedly he is a citizen of the Russian
Federation. Lavrov’s answer was obvious that he actually did not know
whom the subject was about. He noted that since he was arrested by the
Armenian side, therefore, they will discuss the issue with the
Armenian side. “As you said, he was arrested by the Armenian side. In
this case, we will discuss the matter with the Armenian side. We have
not few number of citizens who are arrested in different countries of
the world. We are always interested in their fate.” Basically, Lavrov
was not aware that a few months ago, the Russian Ambassador to
Azerbaijan Vladimir Dorokhin had sent a letter to Milli Majlis
Vice-Speaker Bahar Muradova, in which he stated that there are no RF
citizens among the Azerbaijani captives by Armenians. Later on, the US
State Department official representative Jen Psaki has addressed this
topic. “We also urged relevant authorities to return the two prisoners
to the Government of Azerbaijan. The sides have generally found a way
in the past to return prisoners as a humanitarian gesture, and such
humanitarian gestures have been shown to reduce tensions and build
trust between the sides.” Then US Assistant Secretary of State
Victoria Nuland raised the issue of returning Shahbaz Guliyev and
Dilgam Askerov. Winner of international prizes for human rights and
peace, Coordinator of the Nagorno-Karabakh Committee “Helsinki
Initiative-92”, President of “Social Justice” party Karen Ohanjanyan,
on March 31, visited the citizens of the Republic of Azerbaijan, D.
Askerov and Sh. Guliyev, detained in one of the detention cells of the
NKR National Security Service, who are convicted of killing a citizen
of the Republic of Nagorno-Karabakh and conducting intelligence
activities in the Karvachar region, Nagorno-Karabakh Republic. “The
inspection of the detention cell, sanitary conditions, medical
services, quality of food, as well as the availability of information
and literature was studied. We talked to each convicted individually
for about 3 hours, during which they expressed their satisfaction with
the conditions. The examination showed that the convicted D. Askerov’s
and Sh. Guliyev’s conditions are in full compliance with international
law, and the NKR government authorities do everything to prevent any
violation of the norm,” said the statement issued by K. Ohanjanyan.
“Aravot” was interested to learn for Karen Ohanjanyan about how he
treats the official Baku’s actions to return the Azerbaijani
subversives. “Each state’s duty is to protect its citizens’ interests
by all means. Azerbaijani posture is quite logical and understandable.
The posture of our government authorities and the majority of our
society is also logical and clear understandable that they refuse
returning the Azerbaijani convicted citizens to Baku, moreover, that
the Azerbaijani citizens have been found guilty of the NKR minor and
for conducting sabotage and espionage activities against our country.
Their actions were directed against humanity and were a threat to the
maintenance of security of NKR citizens,” noted K. Ohanjanyan. In
response to our question of under what conditions the saboteurs, first
time convicted in NKR and detained in one of the detention cells of
the NKR National Security Service, are today in the prison, Karen
Ohanjanyan replied, “It is worth mentioning that the leadership of the
NKR National Security Service held pretty much responsibility for
ensuring conditions in compliance with international laws for the
Azerbaijani convicted citizens kept in the detention cell. We
mentioned in the statement after visiting them that everything
starting from the cell – sanitary conditions, medical services,
quality of food, as well as the availability of information and
literature is fully in line with the norms of international law. As a
human rights activist, one of my employment duties was to visit
numerous people kept in prison around the world, and with full
responsibility, I can record the fact that the conditions of the
Azerbaijani detainees in Nagorno-Karabakh in no way yield the
conditions of the detainees in many developed countries.” Obviously,
the Azerbaijan government authorities are working on the return of the
Azerbaijani subversives through the OSCE Minsk Group countries. We
asked the Karabakh-resident human right activist whether it is
possible that the Armenian side, the Nagorno-Karabakh authorities,
however, would be forced to return them, K. Ohanjanyan noted, “I do
not think that as of today, conditions are created, under which it is
possible to return the Azerbaijani citizens convicted in our territory
to Azerbaijan. We should not forget that the convicted are not
prisoners of war, but the subversives whose goal was to collect data
on the security of NKR and to collapse the national security syastem.
Their activities were aimed at reducing the level of security for our
citizens, and along with it, their actions carried criminal
terroristic character. Therefore, I do not think that the
international organizations should draw such conditions to the NKR
government authorities pertaining to the return of the saboteurs to
Azerbaijan. Although I do not exclude that at some moment, the NKR
leadership might demonstrate a gesture of goodwill. I also would like
to mention that it would be more logical if the Azerbaijan leadership
would personally apply to the Nagorno-Karabakh government authorities
regarding the fate of its citizens.” Recently, in the interview with
Yerkir.am, the NKR President’s spokesman David Babayan suggested
handing over Safarov to the Armenian side. “Perhaps, it will make a
new turning point in the Azerbaijan-Karabakh conflict settlement
process. Why would anyone say to hand over Safarov to the Armenian
side? Half-jokingly and half-serious, they say, maybe we can exchange
one of these subversives with Safarov, maybe this exchange will be an
option for the development of an atmosphere of mutual trust or a
concession.” To the question of whether it is possible that the
situation will be so serious that the NKR authorities would actually
demand Safarov in return to Azerbaijani subversives, “I do not think
that David Babayan was serious when talking about it, and hardly such
a thing is possible,” said the Karabakh-origin human rights activist.

Les envois de fonds privés en Arménie en baisse de 31 pour cent

Les envois de fonds privés envoyés en Arménie principalement par les
travailleurs migrants arméniens via des banques à des fins
non-commerciales en novembre 2014 ont baissé de 31 pour cent par
rapport à l’année précédente à plus de 116,5 millions de $ a annoncé
la Banque centrale d’Arménie.

Les envois de fonds de l’Arménie vers d’autres pays au cours de la
même période ont chuté à environ 26,4 millions de $ contre 28,5
millions de dollars en novembre 2013.

Ainsi, le montant des rentrées nettes de transferts de fonds en
novembre 2014 a reculé d’environ un peu plus de 90,1 millions de $
contre environ 142 millions de dollars en novembre 2013.

Comme d’habitude, la Russie représentait la majeure partie des envois
de fonds privés à l’Arménie – environ 81,6% du total des transferts
d’argent.

La tendance à la baisse des envois de fonds en provenance de Russie a
été observée pour le sixième mois consécutif. Ainsi, leur montant en
Juin a chuté de 4,6%, de 6,6% en Juillet, de 7,7% en Août, de 7% en
Septembre, de plus de 19% en Octobre et de 35,4% en novembre.

Selon la Banque centrale, environ 1,9 milliard de dollars ont été
remis à l’Arménie en 2013 (environ 17,3% du PIB)
