Azerbaijan, Baku, 13 October /Trend News/ In spite of certain
advancements, there are no concrete results in the Armenian-Azerbaijani
Nagorno-Karabakh conflict, the President of Azerbaijan, Ilham Aliyev,
said on 13 October at the meeting of the Cabinet of Ministers,
dedicated to the results of the social and economic development of
the country over the last nine months.

We are prepared to analyze some encouraging proposals. The growing
possibilities of Azerbaijan even more strongly strengthen our position
in the negotiations, said the President. He said that the question
of the territorial integrity of Azerbaijan does not cause doubts of
anybody, and Azerbaijan still needs negotiating.

Our policy is unchanged and unambiguous. The conflict must find its
solution only within the territorial integrity of Azerbaijan, stated
Ilham Aliyev.

The President noted that Azerbaijan strengthens its international
positions, plays a stabilizing role in the region, and makes a large
contribution to the strengthening of regional co-operation. Ilham
Aliyev said that since the country lives in the situation of war,
firstly it must strengthen its military potential. In the next
years, we will direct the largest part of budget expenditure on the
establishment of the army and increase in our military power, said
the Head of State.

New Library In Khachen

NEW LIBRARY IN KHACHEN

Today, a solemn opening of a newly constructed library in the village
Khachen of Askeran region has taken place. The NKR Prime Minister Ara
Haroutyunyan, Jack Hoshtetern and Shack Matosyan, representatives of
French organizations S.P.A.F. and "Armenianos" fund of Liechtenstein
financing the construction, were present at the ceremony. Material
assistance to construction of this hearth of culture was rendered
by the NKR Government too. The library is situated in the complex
of constructions, where a new kindergarten, a club and a first-aid
post are located. Construction of this convenient complex was mainly
carried out at the expense of the abovementioned benefactors.

At the opening ceremony words of gratitude were addressed to all
participants of construction. In response to proposal of Khachen
community representatives the Prime Minister A.Haroutyunyan expressed
readiness to assist in opening of computer center.

Tomorrow, an opening of new water line in the village Khnapat in
Askeran region, which also were constructed owing to charity of the
same benefactors, will take place.

/PanARMENIAN.Net/ The head of American-Turkish Council (ATC) said
Sunday that results of the upcoming U.S. presidential election would
not affect Turkish-American relations much, no matter who the winner
would be.

ATC chairman Brent Scowcroft is currently in capital Ankara to hold
a series of talks with Turkish officials.

Holding a press conference prior to his talks, Scowcroft said the
new U.S. president will be aware of Turkey’s importance for U.S.

Regarding the global economic crisis, Scowcroft said the Turkish
economy does not seem to be quite affected by the crisis thanks to
the reforms carried out in the country’s banking sector recently.

However, if the crisis got deeper, it might have a negative impact
on Turkish economy as well, Scowcroft said.

Commenting on Turkey’s position in the Caucasus region, Scowcroft said
that Turkey is an important actor for the region and it might play a
strategic role in providing a secure atmosphere among countries such
as Georgia, Azerbaijan and Armenia.

Scowcroft said that he is optimistic about the process recently
initiated between Turkey and Armenia. He also said that the ways
to improve the Turkey-U.S. relations will be on the agenda of his
meetings.

Scowcroft said that he will first meet Turkish President Abdullah
Gul, Prime Minister Recep Tayyip Erdogan, Defense Minister Vecdi
Gonul, General Staff Chief Gen. Ilker Basbug and Energy Minister
Hilmi Guler in Ankara, and later on, he would proceed to Istanbul,

THE AMBASSADOR OF NORWAY VISITS ANTELIAS

His Holiness Aram I received the Ambassador of Norway to Lebanon, Aud Lise
Norheim, on October 9. The Pontiff and his guest discussed the situation in
the Middle East with a special attention on the developments in Lebanon. The
Christian-Muslim Dialogue was also an important issue on the agenda of the
talks.

His Holiness expressed his viewpoints on these issues to the Ambassador. His
Holiness and the Ambassador also talked about the relations between the
Catholicosate of Cilicia and the Lutheran Church of Norway.

Why go Luxurious and low-key, quaint, sophisticated and stubbornly
provincial, Beirut is a city of wild contradictions and criss-crossing
influences. It balances a languid, sun-kissed Mediterranean lifestyle
with the punishing pace of a hyper-capitalist city that has endured
a tragically tumultuous history. Destroyed by fire, earthquake and
wars too numerous to name, Beirut always recovers, and does so in
style. Its resilience has become intrinsic to its appeal.

A visit to the National Museum, first completed in 1937 and beautifully
renovated in 1997, offers a quick study in Lebanon’s history. The
artefacts on view date from the Bronze and Iron ages; the Hellenistic,
Roman and Byzantine periods; and the years of Arab conquest up through
the Mameluke era. Highlights include a marble sarcophagus illustrating
the legend of Achilles.

Political instability hasn’t slowed development in Beirut, such that
to wander around the city today is an endless exercise in what was
and what will be. One thing that hasn’t changed since the go-go days
of the 1960s, however, is the Sporting Club, a concrete beach of
consummate charm that juts out into the sea from Ras Beirut.

But to truly experience the here and now, head to the cafes of Hamra
Street, which are enjoying a renaissance, or to the restaurants of
the city centre, which are again buzzing with activity, or to the
clutch of cute nightlife joints that have multiplied all the way down
the main drag of Gemmayzeh and into Mar Mikhael. Drop in on Beirut’s
rigorously contemporary art scene along the way, or simply follow
the sounds of the city’s many live music venues, which range from
traditional tarab to experimental jazz and the steady thump of techno.

Where to stay Luxury Situated in the upscale neighbourhood that
is clustered around Abdel Wahab al-Inglizi Street in Achrafieh,
the Hotel Albergo offers 33 elegant, individually designed suites
detailed with Bohemian crystal chandeliers, Briare porcelain, Carrare
marble and antique furniture. Guests can choose from the Oriental,
Mediterranean, Colonial and European rooms, or go all out for the

verdant, jasmine-scented reprieve from the chaotic urban density below

heart of Downtown Beirut’s hotel district, with the iconic Phoenicia,
St Georges and Holiday Inn on one side and the new Platinum and
Marina Towers on the other. More sleek and Scandinavian in style
than opulent or oriental, the Monroe includes 49 rooms and suites,
three restaurants, an outdoor swimming pool, a beauty salon and

Budget A favourite among visiting artists, writers, foreign
correspondents, humanitarian aid workers and travellers who value a
down-to-earth stay over exuberant ostentation, the Mayflower Hotel is
a long-standing local favourite, with 85 rooms. It recently celebrated
its 50th anniversary, which makes it ancient by Beiruti standards, and
its fabled history includes giving shelter to the writer Graham Greene,
the notorious spy Kim Philby and the formula one champion Graham Hill,
all of whom have suites named for them now. Situated in the middle
of the cosmopolitan Hamra Street district, the Mayflower offers few
frills but can’t be beat for location. Single rooms begin at Dh294

Where to eat Back in the 1960s, politicians used the spill out of
late-night parliament sessions to dine with the luminaries of Lebanese
arts and letters at the restaurant Al Ajami in downtown Beirut. Al
Ajami opened in Souq al-Tawile in 1920, and, after the neighbourhood
was levelled by years of civil war and reconstruction, decamped to
Ramlet al-Baida in 1998. The new location may be sleepy compared to
Al Ajami’s raucous heyday, but one thing that remains the same is the
food, an expansive and delectable selection of mezze, meats and sweets
that carry Lebanon’s long and intricate culinary history in every dish.

In Beirut, the fiercest of epicures seek out Levantine twists on
the delicacies of Armenian cuisine. The restaurants Al Mayass, in
Achrafieh, and Mayrig, in Gemmayzeh, are the most famous. But the
most authentic is the closet-sized Varouj, tucked into an alleyway
in Bourj Hammoud. Prepare for a marathon feast and make sure you try
the soujouk, batrakh dressed in garlic, spiced kafta drenched in red
cherries and, if you can handle it, asafeer (small roasted birds that
you pop into your mouth and crunch).

For outdoor dining, head to the gardenia- and jasmine-edged garden
at Centrale. The menu is refreshed every season, and the summer
selections include a succulent lobster salad with coriander and
ginger. The restaurant Casablanca, on the upper floor of an old Ottoman
villa in Ain al-Mreisseh, is Beirut’s best-kept dining secret, with a
long list of loyal regulars who make reservations a requirement. The
menu mixes a little of east with a little bit of west, the kitchen
benefits tremendously from the owner Johnny Farah’s organic farm,
and the daily specials are to die for.

The research on murder attempt upon politician Levon Melik-Shahnazaryan
is finished, announced the politician. According to him A. Aghababyan,
citizen of Georgia and another man named German made the murder
attempt by the order of Azeri Akhan. According to the politician
"he knows too much" hence it was ordered to murder him.

Remind that on April 22 a murder attempt has been conducted against
politician Levon Melik-Shahnazaryan.

"I’m insisting on the point that the only person guilty in this case
is the President of Azerbaijan Ilhaam Aliev," said the politician,
and added that according to his studies the 80% of Azeri authorities
are Kurds.

YEREVAN, OCTOBER 8, NOYAN TAPAN. The famous linguist of the American
Biographical Institute, ethnographer, expert in Western Armenian verbal
culture, Doctor of Philology, Professor Verjine Svazlian (the Institute
of Archeology and Enthography of the RA National Academy of Sciences
(NAS) has been awarded a title "Great Mind of the 21st Century" and a
gold medal for her works presenting the Armenian culture to the world,
NT was informed by the RA NAS press service.

V. Svazlian is the author of more than 200 works. Over 55 years, on
her own initiative she wrote, recorded, filmed, studied and published
evidence (in various dialects) of the Armenian Genocide survivors who
were forcibly deported from over 100 places in historical Armenia, as
well as their songs of historical nature (in Armenian and Turkish),
thus saving them and presenting the collective historical memory of
the Armenian people in various languages to the world.

competition of internet portals and websites of the CIS and Baltic
media, will kick off as part of the 10th Eurasian Teleforum on
November 5-10.

The organizers of the event are the Eurasian TV and Radio Academy
and the Russian RIA Novosti News Agency.

The competition aims at promoting the CIS online media, raising public
awareness of Eurasian cooperation and boosting online communications
in post-soviet countries. The objective of the competition is to raise
the rating of the CIS and Baltic online media. The three nominations
for the competition are as follows:

– Best Youth-Targeted Online Project

During the recent eight months Armenia’s industrial growth made
up 2,2%.

By this index Armenia runs 8th among the 9 CIS countries, before
Tajikistan, where the industry is facing crises.

What is the reason of such a slow growth? Minister of Economy Nerses
Yeritsyan answers the questions of the correspondent of "Hayots
Ashkharh" daily.

"It is conditioned by the swift growth of other spheres."

"So does that mean that if all the other spheres of economy grow
swiftly industry shouldn’t grow?"

"Yes, because the investments are directed to other spheres. The factor
of making profits plays a significant role here. To have industrial
growth we must firstly be able to strengthen economy’s innovation
sector, which requires private-state cooperation and investments in
different investigations. Today it is impossible to develop economy
without the before mentioned.

Of course there are big investments and in average terms the economy
will maintain its specific gravity. But in long-term sector we must
be able to set up a group of small and average enterprises to create
new industrial values of innovation direction."

"Which are those spheres that develop on account of economy?"

"Services, construction, etc. It is natural because we hav e problems
connected with reconstruction, renovation; we want to live more
comfortably."

"How long will the slow growth of industry continue?"

"In terms of structural changes the specific gravity of the services
is very low in our reality, as compared with Eastern Europe and
many countries.

Especially in terms of real estate deals, tourism, financial and
consultative services. Here we have lots of place to grow. And it
is not less important than industry. In those spheres the working
results of one employee can be more than in industry."

"Especially during the recent one-two years the negative balance of
Armenia’s foreign trade has grown. Isn’t it dangerous?"

"At this stage of development the trade balance usually deteriorates,
in all the countries which are not engaged in oil expert. For example
let’s take Georgia, Azerbaijan (without oil), Trans-Baltic countries,
Poland, Greece, etc. The trade balance of all those countries is no
less negative in all the before mentioned countries than in Armenia.

Moreover in case of Armenia it is even in a favorable condition
as compared with GDP. The main tendency is, that at the aggressive
stage of development a big flow of importing capital takes place,
and trade balance grows."

"Does this mean that there is no need to worry?"

"Anyway there is no need to worry. But we shouldn ‘t struggle to reduce
the investments. We should rather struggle to increase exporting. It
will take one-two years. Because the problem is not only in industry
but also the accessibility of the markets. We must have qualified
products to have access to the markets. This is the problem that we
will face during the coming two years.
