The Armenian prostitutes working in Turkey might be seen as
terrorists. It may happen after the Turkish parliament adopts
the law on struggle against terrorism, introduced by the Turkish
government. The Turkish government has included prostitution among
crimes defined as terrorism. It is a fact that a great number of
Armenian citizens practice this ancient profession in Turkey.

Nagorno Karabakh conflict settlement from Washington, Azeri Deputy
FM Araz Azimov stated.

In his words, no official document or draft was presented to
Azerbaijan. “Some ideas on establishment of normal relations with
Armenia for putting an end to the military conflict were advanced,”
he said.

According to Azeri Deputy FM, “the liberation of the Azeri
territories” will become the first step in the conflict settlement
process. “Azerbaijan is not an adherent to war. We are interested
in continuation of peaceful talks on the problem resolution,” the
diplomat remarked.

When touching upon the meetings of the OSCE Minsk Group Co-chairs that
have become more frequent recently the Azimov underscored he expects
little progress from the meetings. “In the near future the mediators
will pay a visit to Yerevan and then to Baku. The purpose of their
visits is to determine further steps after the Rambouillet meeting,”
he said.

Chairwoman of the EU-Armenia Parliamentary Cooperation Commission
Mary-Ann Isler Begin declared her oppostion to Turkey’s EU
membership. She argued that ther was a close connection between
Turkey’s EU membership and the Armenian allegations. Armenia is not
a EU country, even some experts say it is not a European country. Mrs.
Begin did not touch the occpied territories issue.

YEREVAN – Chairwoman of the EU-Armenia Parliamentary Cooperation
Commission Mary-Ann Isler Begin told then reporters in Yerevan that
Turkey’s admission to the European Union was only possible after the
re-opening of borders with Armenia and settlement of the issue of
the Armenian allegations regarding the 1915 Relocation campaign.

Turkey-Armenia territorial borders have been closed since the Armenian
occupation of 20 percent of Azerbaijani territories. Armenia does not
recognise Turkey’s national borders and call Turkey’s eastern region
‘Western Armenia’. The nationalist groups like Tashnaks in Armenia
are also against opening of Turkish borders.

However more than 50,000 Armenians work in ýstanbul and they travel
freely by air.

According to Mary-Ann Isler Begin, the European Parliament has always
been for the re-opening of the Turkish-Armenian borders. “This issue
will certainly be raised the moment of Turkey’s admission to the
European family. Otherwise, the admission of the country having
its borders with its neighbors closed to the EU is impossible”,
Isler Begin said. For Mrs. Begin, all European countries should have
friendly relations and all borders should be opened. However Mrs.

Begin did not touch the problems the two European neigbours, namely
Armenia and Azerbaijan. Almost 20 percent of Azeri territories have
been under Armenian occupation and the EU and the OSCE have named
Armenia ‘ocuupier’ in Karabakh. Turkey argues that yerevan should first
recognise Turkey’s and Azerbaijan’s national unity to open the borders.

The close-borders policy is not a new strategy. The US has banned any
trade and relations with Iran and Cuba. Turkey argues that Armenia
commited worse ‘policies’ than Iran or Cuba had done. A Turkish
diplomat told the JTW that “Iran occupied no country, but Armenia did.”

On October 3, 2005, a meeting of the EU Foreign Ministers in Luxembourg
reached an agreement on Turkey’s admission to the EU. On October 4,
2005, the EU started official negotiations with Turkey.

Turkish experts forecast that the negotiations with official Ankara
may last maximum 5 years.

Dr. Nilgun Gulcan told the JTW that there is no connection between
the Armenian allegations and Turkey’s EU membership:

“The EU has no option but accept Turkey as full member to the EU
becuase Turkey has fulfilled all the requirements the EU asked. The
Armenian allegations are being used to hide the anti-Turkish
intentions. The anti Turkey groups abuse the Armenian issue and teh
Armenians are ready to be used.”

City of West Hollywood Passes Armenian Genocide Resolution

It is with great pleasure that GALAS, The Gay And Lesbian Armenian Society
of Los Angeles, announces that on April 17, 2006, the City Council for the
City of West Hollywood unanimously passed a resolution commemorating the
Victims of the Armenian Genocide and condemning the human rights violations
committed by the Turkish government. The resolution not only cites Turkey’s
failure to recognize and take responsibility for that country’s atrocities
against Armenians, which occurred more than ninety years ago, but also
emphasizes that the current Turkish government’s unremitting denial is a
continuing violation of the civil rights of all Armenians everywhere.

Members of GALAS were present at the City Council meeting on Monday to
support the City’s humanistic act of justice. Greg Alexanian, the current
president of GALAS, spoke at the council meeting and commended the City
Council on their proactive measure to fight injustice and in their
progressive stance in always promoting equality, justice and diversity.
Moreover, the City of West Hollywood will lower its flags to half staff on
April 24, 2006, to honor the memory of the 1.5 million Armenians who
perished during the first Genocide of the Twentieth Century.

STEPANAKERT, APRIL 18, NOYAN TAPAN. Issues related to the formation
of a legal field on protection of economic competition and the
development of application mechanisms were discussed during the April
18 consultation conducted by the NKR President Arkady Ghukasian with
the participation of the NKR Defence Minister, Prime Minister, Head
of the NKR President’s Staff and other high-ranking officials, who
presented the approaches of the NKR legislative and executive power
branches concerning the issue. As regards the fact that the NKR Law on
Protection of Economic Competition was returned to the parliament, A.

Ghukasian noted that he intends to send a letter to the National
Assembly, making a proposal to examine the concept of ensuring
economic competition through an independent state body. He underlined
the necessity of conducting a clear state policy aimed at protecting
economic competition and expressed a hope that the parliament will
accept his proposal.

April 20 US Co-Chair of the OSCE Minsk Group Steven Mann will arrive
in Yerevan, MEDIAMAX Agency was told at US Embassy in Armenia.

The French mediator Bernard Fassier told last week in Yerevan that
his American colleague is planning to visit Armenia and Azerbaijan
before the joint meeting of the Co-Chairs scheduled early May.

To remind, in March Steven Mann was accompanying US Assistant Secretary
of State Daniel Fried during the latter’s visits to Baku and Yerevan.

March 16 Daniel Fried said in Yerevan that the negotiations on
settlement of the Karabakh conflict have not entered a deadlock. Steven
Mann noted that the Presidents of Armenia and Azerbaijan are
“interested in progress” and “the US is ready to assist them in all
possible ways.”

Late March – early April Steven Mann met Armenian and Azeri Defense
Ministers in Washington.

Hongrie: prison à vie pour un Azerbaïdjanais qui avait décapité un Arménien

Un lieutenant azerbaïdjanais, reconnu coupable d’avoir tué un
lieutenant arménien à coups de hache à Budapest lors d’un
entraînement organisé par l’Otan en 2004, a été condamné jeudi à la
réclusion criminelle à perpétuité par un tribunal hongrois.

Le juge Andras Vaskuti a estimé que Ramil Safarov, 29 ans, avait
assassiné le lieutenant arménien Gurgen Markarian, 26 ans, “de
manière préméditée, vile et inhabituellement cruelle” en le
décapitant dans son sommeil.

M. Safarov a aussi été reconnu coupable d’avoir planifié l’assassinat
d’un autre Arménien, qu’il n’a finalement pas perpétré.

La défense a fait appel du verdict.

“Safarov a tué sa victime uniquement parce qu’elle était d’origine
arménienne”, a estimé le juge dans ses attendus.

Les deux jeunes officiers participaient ensemble à un cours d’anglais
à Budapest dans le cadre du “Partenariat pour la paix” de l’Otan,
organisation dont l’Arménie et l’Azerbaïdjan sont membres.

L’assassinat, commis le 19 février 2004, avait engendré des tensions
entre l’Azerbaïdjan et l’Arménie, deux anciennes républiques
soviétiques dont chacune revendique le contrôle du Nagorny Karabakh,
une enclave peuplée d’Arméniens en Azerbaïdjan.

A l’audience, la défense a mis en avant les épreuves vécues
auparavant par le prévenu. Plusieurs des membres de sa famille ont
été tués et sa famille a dû fuir son domicile dans la ville de
Jebrail lorsque cette agglomération a été occupée par les forces
arméniennes, selon la défense.

Le meurtre de Budapest avait été attribué par l’Arménie à “l’hystérie
anti-arménienne” attisée selon elle par le gouvernement
azerbaïdjanais. Des responsables azerbaïdjanais avaient pour leur
part déclaré que le meurtrier était un réfugié victime du conflit
avec l’Arménie.

La république autoproclamée du Nagorny Karabakh, peuplée par 145.000
Arméniens et soutenue par l’Arménie, a fait sécession de
l’Azerbaïdjan à l’issue d’un conflit de six ans qui a fait, entre
1988 et 1994, près de 25.000 morts et des centaines de milliers de
déplacés.

L’Arménie contrôle depuis sept régions azerbaïdjanaises limitrophes
qui lui ouvrent un corridor vers le Nagorny Karabakh. Malgré un
cessez-le-feu signé en 1994, les accrochages armés restent fréquents
sur la ligne de contact entre les deux pays. La question du statut du
Nagorny Karabakh n’a toujours pas été résolue.

The results of the research made in the market of telecommunications
were discussed at yesterday’s sitting of RA State Commission for
Protection of Economic Competition. The commission carried out the
research in accordance with the application of ArmenTel. The company
suggested considering Arminco a leading company in the market of
Internet services, including rent of routes for database exchange
and the satellite services for receiving information.

The research showed that 213 economic entities that have license
for providing Internet services carry out indirect services. They get
Internet not from ArmenTel but from 10 other big indirect providers. It
was calculated that the latter provided Internet services amounting
to AMD 1,9 billion in 2005. Particularly, 37,1% of the market services
are provided by Arminco.

Thus, the commission recognized and registered Arminco as the leading
company. According to their activities, Netsys, Cornet-AM, Exolt and
Web companies are also recognized among the leading companies of the
telecommunication sphere.

21 economic entities functioning in the sphere of the international
satellite services provided services amounting to AMD 454,6
million. But there is no leading economic entity among them.

The research showed that ArmenTel has occupied a dominating position
in providing with services for the rent of routes envisaged for
database exchange.

ArmenTel makes Internet accessible for the providers through these
very routes.

into Armenia, the Armenian President expressed a hope that it was
an efficient step and a business success. Robert Kocharian stated it
on April 10 when receiving the delegation of the French airline. He
attached importance to the operation of regular flights by Air
France also in terms of tourism development, noting that tourism
is an economic priority in Armenia. According to the RA President’s
press service, R. Kocharian stated with satisfaction that a number
of big French companies have started operating in Armenia over the
past two years.

MP Rafael Huseynov, an Azerbaijani parliamentary representative to
the PACE, has prepared an official inquiry to the CE Ministerial
Committee, which will be finally discussed on the level of permanent
representatives. Huseynov told about it a correspondent of Trend,
who was dispatched to Strasbourg to cover the PACE spring session.

The document titled “New occupation plans by Arena, an aggressor
country, which seriously damages stability and progress in South
Caucasus’ has been submitted to the CE Secretariat.

“A special CE resolution 1416, dated 2005, notes that Armenia pursued
an ethnic cleansing policy in respect to Azerbaijan. Recently the
country has anew intensified the military actions in the conflict zone,
which indicates to the development of new aggression plans.

Armenian calls 7 districts occupied around Nagorno-Karabakh as a
‘buffer zone’. Armenia fires the Azerbaijani territory which is 100km
far from the territory of Nagorno-Karabakh and by this way extends
the perimeter of the conflict. The population of border regions
is imposed to great danger. On the other hand, Armenia ahs started
openly stating on the plans of occupation of Nakhchivan. Specific
military and intelligence bodies have been established in Armenia in
this respect and they try spread disinformation on the destruction
of Armenian tombs in Nakhchivan and by this way try to lay grounds
for territorial claims,” the document reads.

The situation causes a question: “What discussions and steps can be
taken within the framework of the CE Ministerial Committee to prevent
threats coming out from Armenia, which has been officially recognized
by the CE as an aggressor country?”

Huseynov said that the issue will be considered shortly and publicized
it as an official document of the PACE.

A written letter will be officially submitted to the consideration
of the CE Ministerial Committee on 11 April 2006.
