TIGRAN TOROSSYAN ELECTED SPEAKER OF ARMENIAN PARLIAMENT

Yerevan, June 1. ArmInfo. By 94 MPs pros and only 1 contra the vice
speaker of the Armenian parliament Tigran Torossyan has been elected
speaker of the parliament.

Torossyan was nominated by the Republic Party. The election followed
the May 12 resignation of the speaker of the parliament Artur
Bagdassaryan.

Torossyan thanked the MPs for their confidence and urged them to
actively cooperate. He expressed hope that from now on the parliament
will work more effectively.

Torossyan was born in Yerevan Apr 14 1956. In 1978 he graduated from
yerevan Polytechnic Institute. He is candidate of technical sciences.

In 1996-1998 he was member of Central Electoral Commission, in
1997-1998 editor of Republic daily, in 1999-2003 MP. Jan 12 2003 he
was elected vice speaker of the Armenian parliament. He is married,
has one child.

A long-running dispute between Armenia and Azerbaijan over the Nagorno
Karabakh region should be resolved by the two countries themselves
and not by third parties, Russia’s defense minister said Wednesday.

Speaking at a news conference in the Azerbaijani capital, Baku, Sergei
Ivanov said: “Any settlement scheme imposed from the outside could
in my opinion be not only counterproductive, but also very dangerous.”

He said international mediators should not try to impose a solution
on Armenia and Azerbaijan, but should facilitate the implementation
of any agreement the sides may reach over Karabakh bilaterally,
RIA Novosti informs.

Ivanov also said peacekeepers could be deployed in the zone of the
conflict, which claimed 30,000 lives on both sides between 1988 and
1994 after the Azerbaijani region with a largely Armenian population
proclaimed independence from Azerbaijan in a bid to join Armenia.

“I do not rule out the possibility of peacekeepers appearing in
the Karabakh conflict zone in the foreseeable future to enforce all
political agreements that will be reached sooner or later,” he said.

PARIS HOPES FOR PROGRESS IN KARABAKH SETTLEMENT

hopes for advancements in Nagorno Karabakh conflict peaceful
settlement, says a release of the French Embassy in Azerbaijan issued
on occasion of Azeri president Ilham Aliyev’s visit to Paris.

Mentioning talks with French president Jacques Chirac and Senate
speaker Christian Ponselet within the visit program, Embassy officials
state the Nagorno Karabakh problem is on the agenda along with
international and regional issues.

Following the meeting of Azeri and Armenian Presidents in Rambouillet
on February 10 and 11, France along with other co-chairs of the OSCE
Minsk Group increased efforts in order to arrange the next meeting
between the parties in early June. To that end high officials of
foreign ministries of co-chairing states, as well as co-chairs
themselves had visited Baku and Yerevan in late May, reports Trend.

Carrer d’Encausse visits His Holiness Aram I

His Holiness Aram I received Carrer D’encausse, the General Secretary of the
Academy of France, member of the European Parliament, advisor to the French
president and author of many books on May 26. A delegation from Lebanon
accompanied D’encausse.

The Catholicos discussed mainly cultural and religious issues with his
guest. He gave detailed explanations about the Armenian Church.

After the meeting, the guests toured the “Cilicia” museum of the
Catholicosate and other departments. They also visited the martyrs’ chapel.

Baku failed to provide security guarantees for Armenian defense
ministry delegation

The Armenian Defense Ministry issued a statement concerning a session
of Defense Ministers’ Council of CIS member-countries to be held in
Baku on May 31. As REGNUM is told by Spokesman for Armenian Defense
Minister Seyran Shakhsuvaryan, the statement particularly says:

`Taking into account that the Secretariat of CIS Defense Ministers’
Council failed to obtain security guarantees from the Azerbaijani
authorities for delegation of the Armenian Defense Ministry, a
decision was made not to take part in the meeting of Defense
Ministers’ Council of CIS member-countries, which is planned to be
held in Baku on May 31. A letter about it has been sent to the
Secretariat of the CIS Defense Ministers’ Council.’

Besides, the statement says that the fact has confirmed once again
that Azerbaijan failed to fulfill its duties, to provide security for
participants of the international event held in its territory. `From
its part, the Secretariat of the CIS Defense Ministers’ Council is to
provide equal conditions of participation to all CIS
member-countries. We expect an official reaction to what happened by
the CIS Defense Ministers’ Council,’ the ministry’s statement says.

Venture Conference To Be Held in Yerevan in October

VENTURE CONFERENCE TO BE HELD IN YEREVAN IN OCTOBER

YEREVAN, MAY 29, NOYAN TAPAN. The pairs “scientist – scientific
development introducing company” to participate in the Science and
Technologies Entreprenuership Program (STEP) of the US Civilian
Research and Development Fund (CRDF) in Armenia will be chosen during
a venture conference in Yerevan in October 2006. The program
coordinator Andrew Chakhoyan stated this on May 26 when presenting the
STEP participation terms to representatives of state governance
bodies, private companies, business assistance and donor organizations
in the spheres of science and education. A. Chakhoyan said that
courses will be run for those representatives of the partner-pairs who
have submitted a bid in the period of May 1-30. In his words, in
considering the bids for participation in the STEP, the availability
of a program to commercionalize a development of scientific
application and local resources for implementation of such a program
will be taken into account. Out of the bids to reach the final –
venture conference discussion stage, 4-5 bids – the most substantiated
and accessible ones will be financed. The cooperating company has to
provide 10% of a 5,000-dollar grant from the CRDF to a scientist or
scientific group for fulfilment of new development idea during
implementation of each project. Director of the Enterprise Incubator
Foundation (EIF) Bagrat Yengibarian stated previously that a
50,000-dollar grant will be given to scientific groups in case of
availability of a contract between an enterprise and a scientific
group on implementation of a scientific development. It is envisaged
that the grant component of the STEP program will be financed by
various donor organizations operating in Armenia. According to
A. Chakhoyan, the STEP program has been implemented for a year in
Georgia, Moldova and Azerbaijan.

Armenian consulate will open in Batumi soon, RA Ambassador to Georgia
Hrach Silvanyan stated upon completion of the meeting with chairman of
the Adjarian government Levan Varshalomidze. In his words, the opening
of the consulate will contribute to the development of cooperation
between Georgia and Armenia in the tourism sector. Hrach Silvanyan
did not rule out that in the near future Armenia will make major
investments in Ajaria, specifically in the output of dairy products
and construction of restaurants.

A320 flight recorders delivered to Paris

A320 flight recorders delivered to Paris

Flight recorders of the Armenian A320 airbus that crashed off Sochi
coast in the Black Sea were delivered to Paris on May 27, spokeswoman
for the Armenian Civil Aviation Agency Gayane Davtyan has told a
REGNUM correspondent.

According to her, the flight recorders will be subjected to
examination in France, after that they will be unsealed. However,
most probably, the decoding procedure will be held in Moscow. Gayane
Davtyan also reported that the agency’s envoy, flight safety
inspector Gagik Galstyan is in Paris at present moment.

The A320 airbus was flying from Yerevan to Sochi on May 3. In six
kilometers from the strip the plane fell in to the sea. 113 people
were aboard, all of them were killed in the crash.

République d¹Arménie à la 116-ème session ministérielle du Comité des

Monsieur le Président, Chers Collègues,

Ce n¹est pas sans une certaine émotion que je me retrouve ici parmi vous ;
il y a maintenant cinq ans l¹Arménie devenait membre du Conseil de l¹Europe.

Cette adhésion, nous l¹avons vécu, en ayant conscience de l¹ampleur de la
tche qui nous attendait : faire progresser la société arménienne sur la
voie des réformes démocratiques, donner à l¹Arménie un cadre législatif
conforme aux normes européennes, mettre en place des mécanismes de
protection des droits de l¹homme. En un mot, remplir nos engagements d¹Etat
membre.

Mais, en intégrant la famille européenne, l¹Arménie a également fait sienne
les problèmes de la société européenne, elle a apporté sa propre
contribution pour les résoudre ; elle s¹est ainsi employée à participer
activement aux travaux de notre Organisation; son implication dans la
création du Forum pour l¹avenir de la démocratie, dans l¹élaboration du
mémorandum d¹accord entre le Conseil de l¹Europe et l¹Union européenne, dans
le travail relatif au dialogue interculturel, aussi bien que l¹organisation
à Erevan, en octobre prochain, de la Conférence européenne des Ministres de
la Justice, en portent le témoignage.

La liste des réformes réalisées serait longue à énumérer; le succès, l¹an
dernier, de la réforme constitutionnelle aura, à elle seule, permis un
rééquilibrage de nos institutions au profit du parlement, un renforcement de
l¹indépendance du système judiciaire et de la protection des droits de
l¹homme.

Sans elle, je n¹aurais pu être en mesure de signer aujourd¹hui le Protocole
13 relatif à l¹abolition de la peine de mort en toutes circonstances, acte
de confiance en l¹avenir.

Durant ces cinq années, l¹Arménie a emprunté la voie d¹une transition
maîtrisée vers la démocratie, de sa consolidation par l¹adoption des
réformes qui, par leur ancrage dans le temps, sauront porter des résultats
en profondeur.

Ce regard jeté sur le cours des réformes n¹entame en rien notre
détermination à poursuivre le processus de transformation démocratique et à
¦uvrer pour la réalisation de tous nos engagements.

Ce sont là également des enjeux pour l¹intégration européenne de l¹Arménie.

Dans cette perspective, le renforcement de la coopération entre l¹Union
européenne et le Conseil de l¹Europe s¹avère indispensable ; et, le futur
mémorandum d¹accord entre ces deux organisations devra pleinement prendre en
compte le principe de la complémentarité, de manière à favoriser les
synergies, à valoriser les apports respectifs et à accroître l¹efficacité de
cette coopération.

Permettez-moi, à cet égard, de remercier la présidence roumaine pour les
efforts qu¹elle a déployés en vue de parvenir à un accord, et de féliciter
le Premier Ministre luxembourgeois, M. Jean Claude Juncker, pour son rapport
et la qualité de ses recommandations qui devront, dans toute la mesure du
possible, être prises en considération. Nous exprimons l¹espoir que la
Présidence entrante sera en mesure de finaliser, le plus rapidement, ce
mémorandum.

De fait, la préservation de l¹intégrité du système européen des droits de
l¹homme doit demeurer un impératif commun ; il représente, en effet, un
acquis majeur pour plus de 800 millions de citoyens européens et la
responsabilité nous incombe de le protéger durablement. Dans cet esprit, je
souhaite réitérer notre entière confiance au Groupe des sages pour mener à
bien ses travaux et apporter des solutions à long terme.

Monsieur le Président,

En évoquant les cinq années de notre adhésion et l¹accomplissement de nos
engagements en matière de paix et de processus démocratique, je voudrais
porter les considérations suivantes :

Premièrement, au moment où les processus démocratiques progressent à travers
le monde, assurant le développement de sociétés libres où la liberté
d¹expression est une composante essentielle du bien être du peuple, le
gouvernement turc devient de plus en plus agressif en niant, à l¹étranger,
la réalité du génocide arménien et en réprimant tout débat sur cette
question sur son territoire. La réponse naturelle à de tel déni, dans
certains de nos pays membres, a été de tenter de mettre en place des
législations visant à interdire toute expression négationniste. Il est
ironique de constater que le gouvernement turc considère de telle action
comme portant atteinte à la liberté d¹expression alors qu¹il se réserve le
droit de punir ses propres citoyens qui reconnaissent le génocide arménien.

En second lieu, j¹aurai souhaité que les idées et les idéaux de l¹Europe
s¹acquièrent en même temps que l¹adhésion. Dans ce cas, je ne serais pas ici
aujourd¹hui à constater, avec tristesse, la destruction irréversible,
irrationnelle et intentionnelle du cimetière médiéval arménien sur le
territoire de l¹Azerbaïdjan. Des milliers de sculptures de pierre uniques
qui ont survécu à travers des siècles ont aujourd¹hui disparu.

Un cimetière a été littéralement rasé et remplacé par un champ de tir. Cette
destruction est une tentative flagrante d¹effacer les traces de la présence
arménienne de ces territoires.

Finalement, en devenant membres du Conseil de l¹Europe, l¹Arménie et
l¹Azerbaïdjan ont pris l¹engagement de résoudre pacifiquement le conflit du
Haut-Karabakh.

Il y aujourd¹hui des éléments positifs dans le processus de négociations
dans lequel nous avons été impliqués ces dernières années, mais des
résultats tangibles ne pourront être enregistrés que si les parties
comprennent – et déclarent clairement – qu¹il ne saurait y avoir ici
d¹option militaire. L¹Europe nous offre un cadre nouveau de négociations, de
coopération régionale et de réconciliation post-conflit. C¹est l¹Europe, cet
espace de paix et de cooperation, à laquelle nous deux pays appartiennent.

Monsieur le Président,

Je ne voudrais pas conclure cette intervention sans vous avoir félicité pour
l¹excellent travail accompli durant cette présidence et souhaiter, en même
temps la bienvenue à la Présidence russe du Comité des Ministres et lui
adresser tous mes v¦ux de réussite.

A JOINT STATEMENT OF THE REPRESENTATIVES OF CO-CHAIRS OF THE OSCE
MINSK GROUP

Having visited Armenia, representatives of co-chair countries of the
OSCE Minsk Group for settlement of the Nagorno-Karabakh conflict
issued a joint statement for the press, which specifically says, «We,
the representatives at the Deputy Minister level of the Russian
Federation, the United States and France, together with the Co-Chairs
of the OSCE Minsk Group and the Personal Representative of the OSCE
Chairman in Office, have come together in this joint diplomatic
mission because of the need to promote a peaceful settlement of the
Nagorno-Karabakh conflict and because now is the time for the sides
to reach agreement on the basic principles of the settlement.
We were received by President Kocharian and met earlier with Foreign
Minister Oskanian. As we did yesterday in Baku, we have discussed
important aspects of a future settlement. We have worked to create
the conditions for a meeting of the two presidents in the near
future. We have stressed the belief of our nations and, more widely,
of the international community that the conflict can be resolved in
no other way than a peaceful one. Both countries should, moreover,
prepare their publics for peace and not war. Our discussions, both
today in Yerevan and yesterday in Baku, were constructive. We met
yesterday with President Aliyev and Foreign Minister Mammadyarov.
Tomorrow we will return to our capitals to brief our leaders. The
Co-Chairs will, as well, brief the OSCE and the international
community.
A joint mission such as this one is a special event. It must be taken
as a sign of the seriousness with which we approach the issue and in
particular, a belief that we are at the point where a mutually
beneficial agreement is achievable. What happens now will be up to
Armenia and Azerbaijan. We leave with hopes and expectations of
progress. We are pleased to be in Yerevan and wish to express our
gratitude to President Kocharyan and the people of Armenia for
receiving us’, says the Joins Statement of the OSCE MG co-chair countries.
