CBA COUNCIL NOT AGAINST REGISTRATION OF BONDS OF CASCADE-CREDIT CJSC AT ARMEX

YEREVAN, December 11. /ARKA/. The Council of the Central Bank of
Armenia is not against registration of bonds of Cascade-Credit CJSC
at the Armenian Stock Exchange (Armex), according to the Council’s
decision, made at its regular session.

Cascade-Credit universal credit organization is the first credit
organization in Armenia, which had announced an emission of bonds. In
particular, it envisages emission of 3 thsd bonds totaling AMD 150
mln. In September 2006, the CBA registered a declaration, including
information about registration of shares of Cascade-Credit.

Cascade-Credit CJSC was granted a license by the Central Bank of
Armenia in December 2004. As at September 30, 2006, the authorized
capital of Cascade-Credit amounted to AMD 735 mln, and assets –
AMD 764,6 mln.

In Armenia first corporative bonds totaling AMD 200 mln were issued
by Armeconombank on December 14, 2005.

YEREVAN, DECEMBER 11, ARMENPRESS: Armenian authorities have arrested
Zhirair Sefilian, a veteran of the Nagorno-Karabakh war and a
coordinator of a public organization called For the Protection of
Liberated Territories on charges of plotting a coup to overthrow
the incumbent adminisration.. He was arrested on early Sunday by
officers of the Armenian National Security Service together with
Vartan Malkhasian, another key member of the organization.

A statement by the National Security Service said Sefilian, who is a
citizen of Lebanon, and some members of the group designed a plan to
intervene into upcoming political developments, use force and resort
to extreme actions to impact the outcome of the 2007 parliamentary
elections.

The statement said the National Security Service has undeniable
evidence to prove these accusations. It said during a December 2
meeting inside a dance school in Yerevan some members of the group
called for an open coup, saying that only an armed battle, a revolt
was the only way to get rid of the incumbent regime.

The statement said these people presented a concrete plan of actions
how to achieve this goal.

The statement said the majority of the organization’s members were
unaware of their leader’s plans who was funded from suspicious
sources abroad.

The Prosecutor’s Office of the Moscow Municipal Area has disclosed
the case of murder of the 15-year-old citizen of Armenia. "The case
has really been disclosed. Four young citizens of Ivanteeka have been
arrested," Press Service of the Prosecutor’s Office of the Moscow
Municipal Area told RIA Novosti. The detainees are university and
college students.

Narek Kocharyan was killed on November 11, 2006 on the railway platform
of Ivanteevka city. A criminal case was launched in compliance with
part 4 of the Article 111 of the Russian Criminal Code.

The trimmed lawns and neat wall surrounding this 13th century Armenian
monastery in Azerbaijan’s breakaway Nagorny Karabakh region attest
to the millions of dollars in donations Armenians have sent here
from abroad.

Perched atop a mountain overlooking the village of Vank, the Gandzasar
monastery will meet the 16th year of de-facto self rule in Karabakh
on Sunday in better shape than it has been for the last 70 years.

It is thanks to funds from wealthy diaspora Armenians that the site,
where locals say the head of John the Baptist is buried, is in such
good shape.

Donations from some of the millions of Armenians living around the
world have been crucial in keeping this self-declared state afloat
since it broke from Azerbaijan in 1991.

Not all of Karabakh looks as well-tended as Gandzasar, but the donated
funds have helped make it possible for this mountainous region to
stay separate from Azerbaijan for the past decade-and-a-half.

Karabakh’s population was three quarters Armenian at the break-up of
the Soviet Union when Armenians and Azerbaijanis launched a war for
control of this patch of land in the Caucasus Mountains.

Ethnic Armenians won the war, which ended with a shaky ceasefire in
1994, but the region’s status has remained unsettled, making it a
political anomaly that few apart from diaspora Armenians have been
willing to support.

Today, the population of Karabakh is almost totally Armenian and the
territories that separatist authorities control were expanded during
the war to include seven ethnic-Azeri regions that have now largely
been depopulated.

On Sunday, Karabakh will mark its 15th anniversary with a referendum
on a separatist constitution that follows similar polls in two other
unrecognised mini-states of the former Soviet Union earlier this year.

"A lot of businesses want to invest here but can’t because Azerbaijan
complains" said Andranik Sarkisian, who heads a humanitarian project
jointly funded by the US Congress and the US diaspora’s Fund for
Armenian Relief.

"Only the diaspora invests here," Sarkisian said.

Baku still claims the region, which is internationally recognized to
be part of Azerbaijan and fell within its Soviet-era borders.

Azerbaijan has sought to block attempts by outsiders to set up
shop here.

But the diaspora plays a key role in places such as Vank, a village
that has been transformed by a rich Armenian living in Moscow who is
originally from the settlement.

Levon Arapetyan paid a handsome sum to renovate the monastery and
build a 10-kilometer road leading up to the site, as well as setting
up a flooring factory in the town.

"He owns everything here," beamed Norik Shahgeldian, a local who works
for Arapetyan’s firm, which produces everything from decorations for
a new Soviet-themed cafe to menus for a nearby restaurant also built
by the emigre.

But crucial in providing assistance to Karabakh has been the Hayastan
fund, a diaspora group pooling the resources of Armenians in Europe
and the United States for pro-Armenian causes since an earthquake in
1988 leveled the Armenian city of Gumri.

The Hayastan All-Armenian fund — Hayastan means Armenia in Armenian —
has for the past few years raised funds for construction projects in
Karabakh through phone-a-thons in Europe and the US, its local branch
head said.

"We’ve got a database of 60,000 phone numbers of Armenians in France
alone," said Michel Tancrez. The organization was able to raise 13
million dollars for Karabakh in 2006 by cold-calling Armenian families,
Tancrez said.

Karabakh’s total projected budget for 2006 is only 93 million dollars,
with a large part of its income made up from taxpayers like the Base
Metals gold mine, which is financed by an Armenian from Russia.

The Hayastan fund has paid for the construction of a major highway
linking Karabakh to Armenia for 10 million dollars and many individual
donors have built schools and hospitals.

Karabakh’s expenditures are also financed through loans from its
neighbor Armenia, which also does not recognize the region as a state
but is so integrated with the rebel province that visitors could be
forgiven for thinking that it was part of the same country.

"Georgia, Azerbaijan and Armenia can take loans from the World
Bank and other international organizations," said Masis Mailyan,
the separatist foreign minister.

"But because we’re not recognized our only option is to borrow from
Armenia."

Children Photo Exhibition entitled ‘All of us are special, everyone
is unique’ has opened in Armenia’s capital Yerevan. The exhibition
is another opportunity to put the spotlight on disability – related
issues to the general public through the eyes of Armenian children.

The photographs by children from Yerevan, Gyumri and other regions
of Armenia illustrate the problems of people with disabilities to
promote the idea of their integration in every aspect of economic and
social life. The exhibition is part of series of events dedicated to
the International Day of Disabled People organised by World Vision
Armenia Child Protection Program in cooperation with UNICEF and
Yerevan Municipality.

‘These children need our friendly attitude more than assistance. Who
says that having two hands and legs is a norm!’ said Hrach Melkonyan,
15, the author of a couple of photos at the exhibition. ‘My concern
is that the people with disabilities should be under the shelter of
our government, and I tried to reflect this idea in one of my photos
depicting a disabled boy under the National Flag.’

In Armenia fear of being discriminated keeps children with disabilities
away from social interactions, educational and development
opportunities open to other children. Many end up in special
institutions, which are often unable to work with them effectively
for the lack of essential technical and methodological resources.

‘I met a lot of children with disabilities, and I know how they feel.

Many of them don’t have friends; they are ashamed of interactions,
and prefer living apart,’ said Noushig Hovhannissyan, 16, a member
of World Vision Armenia Gyumri Photo Club.

‘Via the photos the children tried to bring into focus individuals
who seek for integration in the society despite their abilities,’ said
Artashes Hakobyan, the head of World Vision Armenia Gyumri Photo Club.

In spite of some positive changes and efforts by the Government and
NGOs to develop a legal basis and create more favorable economic and
social conditions for persons with disabilities, there is still much
to be done on the issue of people with disabilities in Armenia.

Challenges range from lack of access to public buildings and transport
to economic and social discrimination.

‘The exhibition serves to foster better understanding of the challenges
that people with disabilities face, and once again remind the audience
about dignity, well-being, equal rights and opportunities of these
people,’ said Kamo Areyan, Deputy Mayor of Yerevan, the honorable
guest of the exhibition.

This special event was launched in the presence of government
officials, university students and young people with and without
disabilities, representatives of youth organizations, NGOs and
mass-media.

December 3 celebrations within World Vision Child Protection Program
aimed to emphasize the responsibility of society to ensure equal
participation of all its members, regardless of their abilities or
social situation.

/PanARMENIAN.Net/ The Russian State Duma adopted a statement on the
referendum and presidential election in South Ossetia. The document
says that the referendum on independence and presidential election
of the non-recognized republic were held in correspondence with the
republic’s electoral legislation and universally recognized democratic
principles and norms.

According to the republic Central Electoral Committee, over 95% of
voters took part in the referendum and presidential election. 99.88%
voted for South Ossetia’s independence. Incumbent President Eduard
Kokoyty was backed by 96.1% of voters.

The RF State Duma considers that the outcomes of the referendum in
South Ossetia ‘reflect the genuine expectations of the population and
should be taken into account by the international community for the
sake of human rights protection, peace and security in the region
as well as fair settlement of the Georgian-Ossetian conflict via
peaceful talks.’

The State Duma supposes that Russia should build its policy taking
into consideration the free will of the South Ossetian people as
well as in accordance with the international and legal norms and the
Russian legislation, reports RIA Novosti.

YEREVAN, DECEMBER 6, NOYAN TAPAN. In January-October 2006, 514 new
residentail buidlings of the total area of 285 thousand 588 sq.m. were
put into operation at the expense of humanitarian aid and funds of
the population and organizations, which exceeds by 19.8% the index
of the same period of last year.

According to the RA National Statistical Service, in the first
ten months of 2006, 2 residentail buildings of the total area of
2,452 sq.m. were put into operation with humanitarin aid, and 11
residential buildings of 50,375 sq.m in Yerevan – with resources of
organizations. 501 residential buildings of the total area of 232,761
sq.m. were put into operation in Armenia. Construction of 83.2% of the
residential buildings delivered for operation in October 2006 was done
at the expense of the population’s resources (93% in October 2005).

The sincerity of Armenian negotiators is questioned by such clear
provocations as a declared intention of Armenian separatists to hold a
so-called "constitutional referendum" in the occupied Nagorno-Karabakh,
the Azerbaijani Foreign Minister, Elmar Mammadyarov, stated at the
14th meeting of the Council of OSCE Foreign Ministers, Trend reports.

We view the UN General Assembly resolution-sponsored OSCE-led
Environmental Assessment Mission to the fire-affected territories of
Azerbaijan as a good example of rapid and effective practical reaction
to an urgent and complex problem faced by a participating State.

"We request the Chairman-in-Office to submit the Mission’s Report
to the UN General Assembly and its Member-States, and call on the
organizations and programmes of the United Nations system to launch a
joint process of preparation for a long-term Environmental Operation
in the fire-affected lands as it is envisaged by the UNGA resolution,"
Mammadyarov said.

"To my deep regret, I still cannot extend the same level of enthusiasm
to the whole process of settlement of the conflict between Armenia and
Azerbaijan. Despite increased activity demonstrated throughout this
year by the OSCE Minsk Group Co-Chairmen, the OSCE Chairman-in-Office
and the parties involved we have not yet achieved the irreversible
solution," Azerbaijani Foreign Minister said.

In addition, he stressed that there is no alternative to finding
solution in the framework of territorial integrity of Azerbaijan. At
the appropriate stage of the settlement process it will be possible
to discuss this issue by the whole population of the Nagorno-Karabakh
region of Azerbaijan. "Proceeding from the standards of democracy,
rule of law and human rights, we believe that process of definition
of a status shall take place on an equal basis, with direct and full
participation of entire population of the region, which are both
Armenian and Azerbaijani communities," he stated.

Unfortunately, the sincerity of Armenian negotiators is questioned
by such clear provocations as a declared intention of Armenian
separatists to hold a so-called "constitutional referendum" in the
occupied Nagorno-Karabakh. "This is yet another unconstructive step
taken by Armenian side in its attempt to consolidate and camouflage
the results of its illegal activities. Azerbaijan shall never accept
such illegal acts of the Armenian side, which are based on notorious
practice of fait accompli and fully contradict the ongoing efforts to
bring durable peace and stability to the region," Azerbaijani Foreign
Minister considers.

The European Union Calls Azerbaijan and Armenia to seize the
opportunity to make progress without delay in the resolution of
the Nagorno-Karabakh conflict, said a statement by Erkki Tuomioja,
Minister for Foreign Affairs on behalf of the European Union, which
was read out at the OSCE Ministerial meeting in Brussels.

The EU expressed its satisfaction at the recent approval of the
European Neighbourhood Policy Action Plans with Armenia, Azerbaijan
and Georgia. We hope that their implementation will add stability
to the region and strengthen the ties between the EU and the three
states of South Caucasus, the statement read.

The European Union commends the efforts of the co-chairs of the Minsk
group to resolve the Nagorno-Karabakh conflict. The EU is encouraged by
the active talks between Armenia and Azerbaijan to find a settlement
to the conflict. We call on both parties to seize the opportunity to
make progress without delay. We welcome the successful implementation
of the OSCE-led environmental assessment mission in October to assess
the fire-affected areas and meet officials on both sides of the Line
of Contact.
