OSCE Minsk Group American co-chair Matthew Bryza visiting the US
started officials meetings, APA reports.

The co-chair today met with Armenian president Robert Kocharian and
Foreign Minister Vardan Oskanyan.

They debated on the next stage of the negotiations regarding the
settlement of the Nagorno Karabakh conflict.

OSCE Minsk Group co-chairs will have the next meeting in Moscow on
August 2.

Matthew Bryza is expected to visit Azerbaijan after the meeting and
deliver the mediators’ proposals.

Matthew Bryza will stay in Baku for two days.

YEREVAN, July 27. /ARKA/. Lebanese prime minister Fuad Signora said
that he is one of the initiators of Lebanese investments in Armenia.

"I am one of the inspirers of Lebanese companies, including famous
"Biblos" bank, coming to Armenia. I am sure that the time will
come when Armenia will become one of the best economic partners,
and Lebanon, in his turn, will become getaway for Armenia to the big
Arabian world," said Signora during his interview to the Armenian
Public TV, Beirut.

He pointed out that Armenia will be the first country that he will
visit after the settlement of domestic policy crisis in Lebanon.

Signora also pointed out that the Armenian community in Lebanon
contributes to the strengthening of bilateral relations.

"The Armenian community demonstrated itself in the best light, and made
an important contribution to building up Lebanese statehood," he said.

Earlier CBA Chairman Tigran Sargsyan said that in 2007 the CBA received
7 applications from 7 foreign banks – from German, Austria, Holland,
Lebanon and Russia on implementing banking field in Armenia.

He pointed out that the negotiations with the Lebanese bank Biblos
are on the closing stage.

IBF middleweight professional boxing champion, Armenian Arthur Abraham
will defend his title in the fight with another Armenian boxer Khoren
Gevor to be held in Berlin on August 18.

Both Armenian boxers now live in Germany. "Our compatriots are not
glad, because one of us will lose, but that is life," Arthur Abraham
told the journalists, expressing hope that he will defend his title.

Abraham became IBF middleweight champion in 2005. This is his 5th
fight with Khoren Gevor for the champion’s title.

YEREVAN, JULY 25, NOYAN TAPAN. The responses received from abroad after
the All Armenian Youth International Assembly, which was organized in
Yerevan between July 9 to 11 on the initiative of the World Armenian
Congress, speak about the fact that this assembly passed at a high
level. This statement was made by Vladimir Aghayan, the Head of the
Armenian branch of Congress at the press conference, which was held
on July 25. According to him, the proceedings of the Assembly passed
in a constructive atmosphere. It was also mentioned that 250 young
people, who have arrived from 25 countries, were divided into five
working groups.

In the observation of V. Aghayan, the representatives of all the
delegations were striving to move from the emotional field to
one of practical steps. He mentioned as an example that besides
homesickness, the youth of the Diaspora also spoke about the necessity
of repatriation and stressed that the creation of new jobs in Armenia
is important in that context.

He also mentioned that the Congress attaches great importance to the
measures taken in the direction of youth, as all the Armenian young
people play a peculiar role in solving national problems.

Still Expecting Help From The Prime Minister

STILL EXPECTING HELP FROM PRIME MINISTER

On July 25 the Victims of Public Needs NGO and the OSCE Yerevan office
held a discussion at the Congress Hotel on the status of citizens of
Armenia who suffered from public needs. The civil society activists,
as well as public officials, including ones from the administrations
of the president and the prime minister had been invited. The public
officials did not show up. Although, Attorney Arthur Grigoryan, who
specializes in providing legal services to the victims of public needs,
said all these problems are the consequence of the government’s faults
regarding urban planning.

The chair of the Victims of Public Needs NGO Sedrak Baghdasaryan said
the demolition of residential areas in Yerevan launched in 2001 not
only breaks the laws and the Constitution but also the decisions of
the Constitutional Court adopted before and after these breaches.

Meanwhile, the courts have been unable so far to explain what a
public need means. "Let them implement urban planning projects in the
liberated territories, involving privately-owned companies. Are there
no public needs there?" Sedrak Baghdasaryan asked. According to him,
the demolition of residential areas in Yerevan increased the number
of underprivileged and vulnerable people, which means that these
urban planning projects contradict to the poverty reduction strategy,
the Millennium Challenge program and other similar programs. Or the
Armenian government demands that other governments honor and preserve
the Armenian cultural values in other countries. "The country which
fails to solve this problem inside the country does not have the
right to demand it from others," Sedrak Baghdasaryan says.

The new prime minister Serge Sargsyan had met with the victims of
public needs before the May 12 parliamentary election and promised
to solve this problem. There is no response from Serge Sargsyan yet.

Sedrak Baghdasaryan stated that most citizens have no expectations
from the prime minister anymore. Sedrak Baghdasaryan is not one
of them. He still hopes that "a person who occupies such a post
cannot forget about his promises" and does not rule out that the
prime minister may encounter problems in addressing this problem,
and his efforts prove ineffective. "It is evidence to corruption in
the country. And we are ready to support the prime minister."

Attorney Arthur Grigoryan who defends the rights of the people who
suffered from public needs said this issue has become a national
problem because of mass violation of human rights combined with
violence. "The Program Implementation Agencies do not match their
name of non-commercial organizations, they are engaged in intermediary
commercial activities and back investors. The agencies are responsible,
and the investors make use of it."

Russia’s state-controlled VTB Bank has closed a deal to buy a 30%
minus one share stake in Armenia’s VTB Bank (Armenia), bringing
its stake in the subsidiary to 100%, VTB Bank said in an official
statement Wednesday.

VTB Bank Armenia was earlier known as Armsberbank.

VTB Bank bought the stake from Armenia’s Mika Armenia Trading Ltd. No
financial details of the deal were provided.

VTB Bank plans to double the charter capital of VTB Bank (Armenia)
from the current U.S. $21.9 million, VTB Bank said.

The assets of VTB Bank (Armenia) exceed $116 million.

birthday of renowned Armenian scientist astrophysicist Victor
Hambartsumyan and outstanding Armenian writer William Saroyan into
the list of events scheduled for 2008-2009. Official events will be
organized on the occasion, the RA MFA press office reports with a
reference to the national commission for UNESCO affairs in Armenia.

Academician Victor Hambartsumyan is the founder of the universally
known Byurakan observatory. He also made a number of unique
discoveries.

Writer William Saroyan is one of the classical scholars of modern
American literature.

The president of Egypt invested the representative of RA Police with
a memorable medal.

As the press-service of RA Police reports, a solemn ceremony, dedicated
to 100th anniversary of the Police Academy in Cairo, was held July
18 in Cairo.

The students of foreign states, being retrained in the Academy,
including the delegation from Armenia, took part in the
event. President of Egypt Hosni Mubarak was also present at the
event. He invested a number of employees of the Egyptian Police
and Heads of foreign delegations, as well as Head of the Armenian
delegation, Major Garik Sargsyan with memorable medals.

of Azerbaijan condemns the upcoming visit of the Deputy Speaker of
the House of Lords of Great Britain, Caroline Cox, to Azerbaijan’s
Nagorno-Karabakh region occupied by Armenia. The Press Secretary of
the Foreign Ministry of Azerbaijan, Khazar Ibrahim, said on 24 July
that the visit is not recognized by the international community.

According to Ibrahimov, the visit testifies to the Baroness’
partiality. "It is not the first visit of the Baroness to
Nagorno-Karabakh and it is no secret that the visits take place
under patronage and influence of the Armenian lobby. In each of her
visits, Cox does not keep herself from acting against Azerbaijan,"
Ibrahimov said.

According to him, the Azerbaijani side has repeatedly appealed to the
House of Lords on this issue. The Foreign Ministry’s representative
stressed that irrespective of the Baroness’ visits since the beginning
of 1996, no delegation has been sent by Great Britain to the occupied
Azerbaijani lands. "Because they recognize the territorial integrity
of Azerbaijan, Great Britain does not wish to take any provocative
steps," Ibrahimov said.

Armenian media sources inform that during her visit to
Nagorno-Karabakh, the Baroness met with the speaker of the so-called
Parliament of Nagorno-Karabakh, Ashot Gulyan, and with so-called
Foreign Minister, Georgi Petrosyan.

It is Cox’s sixty-third visit to Nagorno-Karabakh.

The EU Special Representative for the South Caucasus Peter Semenby said
during a press conference dedicated to hi meeting with Azerbaijani
officials that during the meetings "the state of the negotiation
process on peaceful settlement of the Karabakh conflict was thoroughly
discussed."

"The European Union will continue searching for ways f or
reconciliation and rapprochement of positions of the conflicting
parties," Semneby underlined. In his words, "the European Union
does not intend to become an alternative for the OSCE Minsk Group,
but tries to assist the negotiations and the conflicting parties."

The diplomat positively assessed the visit of Armenian and Azerbaijani
intellectuals to Stepanakert, Shushi, Yerevan and Baku.
