YEREVAN, SEPTEMBER 5, NOYAN TAPAN. Yerevan and Delhi will cooperate
in the spheres of self-government, economy, science, as well as of
technics, education, culture and sport. According to the information
provided by Yervand Zakharian, the mayor of Yerevan, during his
meeting with journalists on September 4, this agreement was reached
with Sheila Dikshit, the Chief Minister of Delhi, who had arrived
in Yerevan on his invitation, during the meeting held on the same
day. It was mentioned that a memorandum of mutual understanding on
establishing friendly relations between the capitals of Armenia and
India is envisaged to be signed some time soon.

Sheila Dikshit in her turn mentioned that she and the mayor of Yerevan
have come to an agreement to cooperate in building a democratic social
system as well.

British Airline Bmi To Enter Armenian Market

YEREVAN, SEPTEMBER 5, NOYAN TAPAN. By acquiring BMED – a franchise
company of British Airways, BMI, which is the second largest airline
operating at London’s Heathrow Airport, will enter the Armenian
market. According to a press release submitted to NT, as a result
of this deal, BMI will become the only British airline to operate
flights between Armenia and the UK.

At present the airline operates about 170 flights daily from Heathrow
Airport and is a member of Star Alliance – the world’s biggest
aviation alliance.

Hayk Harutyunyan’s Visit To Baku Is Undesirable

It is not known yet whether Armenian Police Chief Hayk Harutyunyan
will leave for Baku or not.

To remind, Hayk Harutyunyan was to visit Baku with his Georgian
counterpart tonight to participate at the CIS Interior Ministers’
sitting. The Karabakh Liberation Organization (KLO) of Azerbaijan
intends to prevent Harutyunyan’s visit to Baku.

Day.az reports that the KLO leader Akif Naghi said Hayk Harutyunyan’s
visit impermissible and he will do his utmost to prevent it. He
informed that KLO intends to hold actions of protest in front of
several state institutions. "We shall prevent his participation in
the sitting," Akif Naghi declared.

Up to now the Armenian Police has not officially confirmed that Hayk
Harutyunyan will lead the Armenian delegation."

ANC Discusses US-Armenia Relations, Armenian Genocide Resolution with
Congresswoman Watson

Los Angeles, CA – The Armenian National Committee-Western Region (ANC-WR)
met with Congresswoman Diane Watson in her Los Angeles district office on
Wednesday, August 15th to discuss the latest developments regarding
H.Res.106, (the Armenian Genocide resolution) as well as the local vibrant
Armenian American community in her district. ANC-WR Community Relations
Director, Haig Hovsepian attended the meeting with Miss Suzy Bezikian, a
constituent of the Congresswoman’s and former ANCA Leo Sarkisian Intern.

"It was a great opportunity to reconnect with the Congresswoman, whom I
first met as an intern with the ANC in Washington, D.C.," said Bezikian. "I
appreciated the opportunity to let Congresswoman Watson know how much we
value her support of and leadership in advancing the Armenian Genocide
resolution as well as US-Armenia relations," he added.

The Congresswoman presented her recent initiatives to promote Hollywood’s
contribution to the public perception of America. She pleasantly noted the
diversity of the congressional district and praised Armenian American
contributions to its development and richness of culture. Bezikian and
Hovsepian discussed the local Hollywood ANC’s activities as well as that by
other Armenian community organizations such as the Armenian Youth
Federation, which hosts an annual Hollywood neighborhood beautification
project.

First elected in 2001, Congresswoman Watson represents California’s 33rd
Congressional District which includes Hollywood, the heart of Los Angeles,
and Culver City. She serves on the House Foreign Affairs Committee as well
as the House Committee on Oversight and Government Reform. She was one of
the early cosponsors of H.Res.106 and in March, she authored a dear
colleague letter regarding the ongoing destruction of Armenian religious and
cultural monuments in the eastern part of the Republic of Turkey.

TRABZON, SEPTEMBER 3, NOYAN TAPAN – ARMENIANS TODAY. The state
administration of Trabzon has rejected the claim of the lawyers of
Hrant Dink, the assasinated editor-in-chief of the weekly Agos, on
conducting an investigation against a number of collaborators of the
security service of the state.

According to the Turkish press, the state administration has not
allowed to conduct an investigation against Ramazan Akyurek and Resat
Altay, the former heads of the security service of Trabzon, Engin
Dinc, the former head of the special service, as well as the current
leader Faruk Sara, collaborators of the security service Ercan Demir,
Ozkan Mumcu, police collaborators Muhiddin Zenit and Mehmed Ayhan.

It is mentioned that in connection with the murder case of Hrant Dink
the Prosecutor’s Office of Istanbul has applied to that of Trabzon
with a claim to hold an inquiry in connection with not taking necessary
measures in the direction of crime prevention on account of neglecting
in their duties against the collaborators of the security service of
the state.

BAKU, SEPTEMBER 4, ARMENPRESS: Azerbaijani foreign minister Elmar
Mamadyarov met Monday (September 3) with French and Russian cochairman
of the OSCE Minsk Group, Bernard Fassier and Yuri Merzlyakov,
in Brussels.

Azerbaijani foreign ministry said the meeting was part of efforts
within so-called Prague Process to end the Nagorno-Karabakh conflict.

The Azerbaijani ministry said the three men discussed the current
situation in the conflict zone and the main principles of the talks,
as well as details of another visit to the region by the Minsk Group
cochairmen, scheduled for mid-September.

I n a related development Armenian foreign ministry said minister
Vartan Oskanian was due to meet today with French and Russian
cochairman of the OSCE Minsk Group-Bernard Fassier and Yuri Merzlyakov
in Brussels.

The Armenian ministry said originally Oskanian had not been scheduled
to meet with Fassier and Merzlyakov, but the necessity of the meeting
came after Mamadyarov’s meeting with the peace brokers on September 3.

Both ministers are in Brussels to participate in the strengthening
the European neighborhood policy forum.

After the 5th rounds Armenian Grand Master Arman Pashikyan and
International Master Georgy Arzumanyan gained 5 points out of 5
possible and share the 1st to 6th places with another four chess
players at the 6th International Chess Tournament in Istanbul. In
the sixth round Arman Pashikyan and Georgy Arzumanyan will play with
each other.

Georgian Armenian Grand Master David Harutyunyan has 4.5 points,
Armenian chess players Aghasi Inents and David Kalashyan have 4
points each.

On September 2nd, we shall celebrate nationally the 16th anniversary
of declaration of Nagorno-Karabakh Republic. 16 years have passed from
this memorable event, but every year we realize the value of this
historical event more deeply.Our interview is about preparation of
celebratory actions devoted to the next anniversary of NKR declaration
with the chairman of governmental commission, NKR vice premier
Ararat Danielian. Mr Danielian, as the chairman of the governmental
commission on the organization of celebratory actions, please present
the details of works and planned actions spent by this direction, –
First of all, it is pleasant, that gradually this holiday gets public
character. Proceeding from it, the actions devoted to the holiday
have the same orientation. The spade-works have begun still months
ago. We shall not forget, that a new academic year begins on September
1st. For rising generation the coincidence of these two holidays,
truly, bears big sense. Already it is tradition, on September 1st
in all educational institutions of the republic an organization of
patriotical lessons. the range of celebratory actions of September
2nd will begin from early morning.

The governmental delegation will pass from the square "Revival"
up to the memorial complex of Stepanakert, where the ceremony of
recollection takes place. In the range of official actions is the
reception at the NKR president. In the afternoon concerts, sports and
cultural actions will begin in the parks and squares of the capital.

This number of celebratory actions will be finished by a celebratory
concert, which will be interrupted by a celebratory salute.

Certainly, celebratory actions are foreseen also in district centers

POUR les dirigeants israeliens, la question du genocide armenien
reste un tabou. La raison d’Etat l’emporte sur toute autre
consideration. Resultat : le gouvernement d’Ehoud Olmert a desavoue
la decision prise la semaine dernière par la Ligue antidiffamation,
une puissante organisation juive americaine, de reconnaître l’existence
d’un " genocide " de plus d’un million d’Armeniens durant la Première
Guerre mondiale.

Une initiative qui a provoque la colère d’Ankara. L’ambassadeur de
Turquie a Tel-Aviv, absent, est revenu d’urgence a son poste. De son
côte, Shimon Perès, le president, s’est empresse de telephoner a Recep
Tayyip Erdogan, le premier ministre turc, pour lui expliquer qu’il
n’etait pas question pour le gouvernement israelien d’emboîter le pas
de la Ligue antidiffamation. Une telle attitude reflète le souci de
ne pas se mettre a dos la Turquie, le seul pays musulman considere
comme un allie militaire de l’Etat hebreu. Hasard du calendrier,
au moment meme où la Ligue antidiffamation lancait sa " bombe ",
les marines israelienne, turque et americaine participaient a des
manoeuvres aeronavales en Mediterranee. La Turquie est liee par un
accord de cooperation militaire conclu en 1996 avec l’Etat hebreu,
que les islamistes moderes au pouvoir a Ankara n’ont pas remis
en cause. La Turquie est egalement un client pour les industries
militaires israeliennes. Sur le front politique, l’Etat hebreu soutient
discrètement la candidature de la Turquie a l’Union europeenne et
a gele ces dernières annees, pour apaiser les dirigeants turcs, ses
contacts avec les Kurdes noues dans les annees 1970 et 1980. Bref,
avec Ankara, Israël marche sur des oeufs.

L’essentiel est de ne rien faire qui puisse mecontenter la Turquie qui
est aussi le plus important partenaire economique de l’Etat hebreu dans
la region et la destination favorite des touristes israeliens. Sachant
parfaitement combien Israël tient a ces relations, l’ambassadeur turc
Namik Tan a clairement annonce la couleur lors d’une interview au
quotidien Jerusalem Post en exigeant que le gouvernement israelien
rappelle a l’ordre la Ligue antidiffamation. Les responsables turcs
redoutent qu’une eventuelle intervention du " lobby juif " aux
Etats-Unis relayee par Israël convainque le Congrès de reconnaître
l’existence du genocide armenien. " Si vous voulez vous en prendre
au coeur du peuple turc, c’est la question numero un " , a prevenu
le diplomate. " Nous comprenons qu’il s’agit d’une des organisations
juives americaines, mais nous savons tous qu’elles travaillent en
coordonnant leurs efforts avec Israël " , a poursuivi l’ambassadeur. "
Dette morale " Le message a ete recu cinq sur cinq. Cette extreme
prudence dans un pays qui s’est battu pour que la Shoah soit reconnue
a provoque un certain malaise. En mars dernier, plusieurs deputes ont
tente en vain de faire voter par la Knesset une motion reconnaissant
implicitement la realite du genocide des Armeniens. Selon Haïm Oren,
parlementaire d’opposition de gauche, " il est du devoir du Parlement
israelien, en tant que representant du peuple juif, de reconnaître ce
fait historique, il s’agit d’une dette morale que nous avons envers le
peuple armenien et a l’egard de nous-memes " . Mais cette initiative,
qui visait a permettre la participation a une journee internationale
de commemoration du genocide armenien, avait ete repoussee sous la
pression du gouvernement.

ANKARA: Turkey-US Relations Likely To Be Tested Soon

TURKEY-US RELATIONS LIKELY TO BE TESTED SOON

Throughout the last decade foreign policy has always been a key
part of Turkey’s agenda; however only since the ruling Justice and
Development Party (AK Party) first came to power in November 2002
has foreign policy become highly visible in the discussions of the
man on the street.

The European Union membership process and relations with neighboring
Iraq, where the outlawed Kurdistan Workers’ Party (PKK) has found a
safe haven, occupied a great deal of space on this agenda. These two
particular issues have also been the focus of domestic debate between
the ruling and opposition parties.

Ali Babacan, appointed as new foreign minister in Prime Minister Recep
Tayyip Erdoðan’s Cabinet after his predecessor Abdullah Gul became the
new resident of the presidential Cankaya Palace, on Friday took office
at his new post. In a brief speech he delivered as he was welcomed
by Foreign Ministry staff, Babacan highlighted the proactive foreign
policy stance assumed by Ankara, without elaborating on the fact
that this stance has been assumed only in recent years and undertake
Party rule.

On the same day, via a Prime Ministry circular published in the
Official Gazette, it became clear that Babacan will continue wearing
his former hat as Turkey’s chief EU negotiator in addition to his post
as the foreign minister. In the same circular, the Secretariat-General
for EU Affairs (ABGS) which was thus far working as an attachment to
the Prime Ministry was subordinated to the Foreign Ministry.

President Gul’s inaugural speech to Parliament on Tuesday once again
outlined that the EU membership goal has been embraced by Turkey’s
leadership as a core piece of the Turkish Republic’s state policy.

Thus it is obvious that both Gul, who will surely be an active
president in terms of foreign policy, and his successor Babacan will
focus much time on the EU issue.

Nonetheless, Turkey’s foreign policy does not consist solely of the EU
issue. Looking at events of the last few months, it becomes apparent
that Turkey is still losing people in the fight between its security
forces and the PKK. Meanwhile US military officials considering Iraq
strategy options appear to be focusing on reducing the US combat role
in 2008 while increasing training of Iraqi forces.

Despite the fact that the military has not yet developed a plan for
substantial withdrawal of forces next year, officials are laying the
groundwork for possible overtures to Turkey and Jordan to use their
territory for moving some troops and equipment out of Iraq.

Meanwhile, Turkey, which aims at becoming the fourth energy artery
for the EU, seems determined to deepen its bilateral cooperation with
neighboring Iran in the energy field, despite strong objections from
the US.

In Washington, congressional democrats are pushing for two separate
resolutions. One involves urging the administration to recognize
the World War I-era Armenian killings as genocide. Turkey has warned
that passage of the resolutions in the US Congress would seriously
harm relations with Washington and impair cooperation in Iraq and
Afghanistan.

Returning to the Iraq issue, Iraqi Kurds are pushing for a referendum
on the fate of the oil-rich city of Kirkuk before the end of this
year, while Ankara believes that the planned referendum should not
take place without reaching a consensus among the ethnic groups of
Kirkuk — namely Kurds, Arabs and Turkmen.

Given all of these circumstances, retired Ambassador Ozden Sanberk,
a former Foreign Ministry undersecretary, believes that Ankara will
have to focus on "urgent matters," drawing attention to the fact
that not all parameters could be set by Ankara concerning the issue
of the PKK presence in northern Iraq since this situation is one of
the consequences of the ongoing US-led invasion.

"Considering that and keeping in mind that the Kirkuk issue, which
can easily be likened to a ‘time bomb’, as well as the tension
between Turkey’s NATO ally the US and Iran, I believe that the
number one priority for the government will have to be relations
with Washington. Because the US is both a reason for the problems
and a part of the resolution to these problems," Sanberk said in a
telephone interview with Today’s Zaman on Friday.

"For Turkey to be able to concentrate on its EU membership goal,
it first has to minimize threats against its own security. Thus all
foreign policy needs to gravitate around these security concerns.

While outlining its policy accordingly, Ankara will also have to
thoroughly analyze the global and regional trends," the prominent
diplomat added, referring to the rising popularity of the concept of
"nation-state" in a world where international bodies are becoming
less influential.

Agreeing in general with what Sanberk asserts, prominent Milliyet
columnist and foreign policy expert Semih Ýdiz says bilateral relations
between Ankara and Washington are likely to enter a period of tension,
terming future relations between the two capitals "electrified." He
added, "Instead of waiting and seeing what will happen next in Iraq,
Turkey will have to assume a proactive stance by getting directly
involved in easing the political turmoil in Iraq."

Ýdiz concluded: "Having its relations with the US ‘electrified’, Ankara
will be more and more eager to grab hold of the EU anchor. My personal
concern is whether Babacan’s 24 hours will be sufficient for dealing
with all of these issues. The question over whether it is a good idea
to have Babacan wearing two hats is hanging heavily in my thoughts."
