Huit mois après avoir conduit la «révolution de velours» qui mis fin à plus de dix ans de pouvoir du parti républicain de Serge Sarkissian, l’ancien journaliste et Premier ministre sortant Nikol Pachinian a désormais les mains libres pour réformer l’Arménie. Ce lundi, session inaugural du nouveau parlement. Le bloc conduit par son parti est dominant après un triomphe aux élections législatives de décembre.

Première session du nouveau Parlement arménien à Erevan ce lundi. Le président de l’Assemblée, des commissions, mais surtout le Premier ministre pourraient être nommés dans les heures qui viennent. Le nouveau chef de l’exécutif sera très probablement le Premier ministre sortant, le très populaire Nikol Pachinian dont la coalition a triomphé lors des dernières législatives anticipées.

Dans cette nouvelle assemblée, le bloc dirigé par son parti « Contrat civil » occupera 88 des 132 sièges. Le résultat des urnes. Le 9 décembre dernier, au terme d’élections saluées par l’OSCE, sans achats de voix ou pression sur les électeurs, il a obtenu 70,42% des suffrages, très loin devant «Arménie prospère» arrivé en deuxième position avec 8,26% des votes, ou du parti républicain de l’ancien président Serge Sarkissian qui, avec moins de 5% des voix, ne siègera plus au parlement.

Nikol Pachinian, ancien journaliste de 43 ans est arrivé au pouvoir il y a huit mois en Arménie après avoir conduit des semaines de manifestations qui sont parvenus à faire tomber, sans une goutte de sang, un régime au pouvoir depuis plus de 10 ans.

Son arrivée au pouvoir a suscité un immense espoir, mais tributaire d’une chambre des députés acquise à l’ancien parti au pouvoir, il a dû trouver le moyen de convoquer puis d’organiser de nouvelles élections pour mettre en œuvre ses réformes. Il rêve d’établir un État de droit dans l’ancienne république soviétique indépendante depuis le 20 septembre 1991 ; un pays aux taux de chômage et de pauvreté élevés, où la corruption est endémique.

Today, January 9, marks the 95th birthday anniversary of renowned Soviet Armenian film director and scriptwriter Sergei Parajanov.

Admirers of Parajanov’s art will visit Komitas Pantheon in Yerevan at 1pm to pay tribute to one of the greatest art figures of the 20th century, Director of Sergei Parajanov House-Museum Zaven Sargsyan told Panorama.am, adding a gathering at the museum is scheduled later on Wednesday.

Sergei Parajanov or Paradjanov (born Sarkis Paradjanian; 1924-1990) was one of the greatest directors of Soviet cinema. Born in Tbilisi, Georgia, to an Armenian family, his work reflected the ethnic diversity of the Caucusus where he was raised.

His first major work was Shadows of Forgotten Ancestors (1964), which earned him an international reputation for its rich use of costume and color, and its whimsical portrayal of rural life. Possibly his greatest work, The Color of Pomegranates (1969), described the life of the Armenian poet Sayat Nova. The film angered the Soviet authorities, who claimed that it evoked nationalist sentiment.

Claiming that Parajanov promoted homosexuality, the government arrested him in 1973 and sentenced him to five years in a labor camp. A large number of prominent artists, writers and filmmakers protested his sentence, but Parajanov was only released four years later, in large part due to the efforts of the French surrealist Louis Aragon. He was banned for making films for many years afterwards, when he was living in Tbilisi, but he was allowed to make The Legend of Suram Fortress (1984), which captured much of the color of his earlier work.

He managed to direct three more films before he died of cancer in Yerevan, Armenia, in 1990. A house was built for him in Yerevan which was completed shortly after his death, but which now houses all his belongings and has been turned into the Parajanov Museum.

Hundreds of Kazakhs on Sunday are taking part in a protest in Karaganda, after the murder of a 23-year-old Kazakh in this city. The respective video has been posted on YouTube.

Three local Armenians are suspects in the murder.

The video reports that hundreds of Kazakhs are expressing their anger over and accusing the representatives of the Armenian community of Kazakhstan for what occurred.

NUR.KZ news agency had reported that the police detained three men—Torgom Malkhasyan, Sokhak Malkhasyan, and Qayir Nadirbekov—in connection with this murder. They became suspects in committing a serious crime, and a Karaganda court ruled that they be remanded in custody.

Also, the Karaganda Region police announced an arrest warrant for Narek Gururyan.

The Embassy of Armenia in Kazakhstan had issued a respective statement, in which it extended its condolences to the relatives and friends of the murder victim.

The British Guardian newspaper exposed in its Dec. 21 issue the latest financial scandal involving the daughters of Azerbaijan’s President Ilham Aliyev.

Leyla and Arzu Aliyeva sought to purchase two luxury Knightsbridge apartments in London for $76 million using a secret offshore company. The price included $4 million to convert the properties into a single home. The apartments are located near the garden of Buckingham Palace, according to The Guardian’s reporter Luke Harding.

In a 2016 article, The Guardian reported that Aliyev’s daughters had set up in 2015 a secret offshore company in the British Virgin Islands to manage their multi-million dollar property portfolio in Britain.

The two daughters are shareholders in Exaltation Limited, incorporated in 2015 with the purpose of “holding UK property.” The offshore company was set up by the London law firm of Child & Child which claimed falsely that the Aliyev women “had no political connections.” This information was exposed when the Panama Papers, the secret database of the offshore law firm Mossack Fonseca, were leaked to the international media.

Aliyev’s daughters, according to The Guardian, have “amassed vast personal business empires. They own luxury apartments in the UAE, as well as interests in telecoms and gold mining. It was already known that Leyla Aliyeva owned a $22 million mansion on Hampstead Lane in north London.” In addition, the Aliyev family has luxury apartments around the globe worth over $140 million and these are just the known properties, according to the Organized Crime and Corruption Reporting Project. The Aliyevs also own an apartment valued up to $8 million overlooking the Speakers’ Corner of Hyde Park (London), nine waterfront mansions in Dubai valued at $44 million, a dacha near Moscow worth at least $37 million, and a $1.1 million villa in an exclusive neighborhood in the Czech spa town of Karlovy Vary.

Under British rules, the Aliyev daughters are classified as “PEP’s” — politically exposed persons, making them subject to greater scrutiny and due diligence checks by banks. The Guardian reported that the law firm of Child & Child did not declare the two women’s high-profile status to the British government. On the official form asking if they are PEP’s, the law firm checked the “no” box instead of “yes.”

Another British lawyer, Derrick French, “set up a second clandestine Panamanian trust called UF Universe Foundation, “which controlled a majority stake in Ata Holding, one of Azerbaijan’s biggest conglomerates,” according to The Guardian. Ata Holding, established in 2003, was owned by “Azerbaijan’s minister of taxes, Fazil Mammadov, with a secret controlling stake in the $600 million conglomerate. Ata Holding owned “two major banks, construction firms and Baku’s five-star Excelsior hotel, with Pres. Aliyev’s three children.”

In 2005, the control of UF Universe Foundation changed hands. Pres. Aliyev’s three children, Leyla, Arzu and their brother Heydar, who at the time was just seven, had a combined 50% interest in the trust. Their mother Mehriban was the “protector,” an anonymous role giving her control over the Foundation. The other “protector” was Mammadov with a 30% share. Ata’s chairman, Ahmet Erentok, received only 15%. In 2007, UF Universe Foundation was closed down, but Leyla and Arzu Aliyeva were listed as the majority owners of Ata, via another Panamanian firm, Hughson Management, Inc. Javad Marandi, a close associate of Pres. Aliyev, had introduced the Aliyeva sisters to the law firm Child & Child, the British tribunal was told. Attorney Khalid Sharif, senior partner of Child & Child, then set up on behalf of the two sisters, Exaltation Limited, a British Virgin Islands firm.

In the case of the attempt by Pres. Aliyev’s daughters to purchase the $76 million property in London, a British disciplinary tribunal fined Sharif $57,000 and $51,000 in costs for failing to carry out money-laundering checks and breaching his professional code.

After the contract was signed, the Aliyeva sisters began to pay the purchase price of the two London apartments in installments, transferring $13 million. However, “the deal ‘unraveled’ in 2016 after their ownership was exposed,” according to The Guardian.

Not surprisingly, The Guardian newspaper revealed that “Leaked US diplomatic cables suggest President Aliyev is Azerbaijan’s richest person”!

YEREVAN, DECEMBER 29, ARMENPRESS. Romania’s flag carrier, TAROM Airlines, has announced flights from Bucharest to Yerevan, Armenia, according to Financial News.

The airline said the direct flight service is expected to develop and expand trade and economic relations, including tourism, between the two countries.

TAROM is Romania’s national airline, the largest and oldest airline in the country, based at Henri Coanda International Airport in Otopeni.

The Romanian government owns 95% of TAROM.

By the decision of Acting Prime Minister Nikol Pashinyan, Ashot Hovakimian, who earlier was appointed the Ambassador of Armenia to the Czech Republic, has been dismissed from office of Deputy Foreign Minister.

In accordance with another decision by the acting PM, Garen Nazarian, who recently was appointed the Ambassador of Armenia to the Holy See, also has been relieved of his duties as Deputy FM.

In line with another decision by Pashinyan, Grigor Hovhannissian and Artak Apitonian have been appointed deputy FMs.

Apitonian on Saturday was recalled from the office of the Ambassador of Armenia to Sweden, whereas Hovhannissian was earlier dismissed from his duties as the Ambassador of Armenia to the US.

Passengers and crew of the December 21 Moscow-Yerevan Flight 4377 are considered at-risk if they haven’t been vaccinated against measles as one of the passengers tested positive for the disease in Yerevan after arrival. The passenger showed symptoms and lab tests confirmed the disease on December 24. The passenger arrived on December 21.

“In order to prevent the further spread of the infection we urge to seek medical attention at the nearest medical facility or dial 010 550601,” Immunization-Preventive National Program leader Gayane Sahakyan said on Facebook.

Although Sahakyan did not mention which airline operated the flight, online schedules state that the Russian Nordwind Airlines fly daily from Moscow to Yerevan with the flight number N4 377.

An imported measles case has been documented in Armenia. The lab test confirmed the case on December 24. The patients has arrived from Russia with already visible symptoms, the healthcare ministry told ARMENRPESS. The nationality and identity of the patient was undisclosed.

The ministry released a statement, noting that “the only preventive measure for the disease is vaccination”.

Details of the abovementioned particular case weren’t immediately clear.

The ministry said that people who get at least two doses of vaccinations develop a 97-98% immunity from the disease and maintain it for a lifetime.

Below is a factsheet of the World Health Organization (WHO) on measles.

Measles is a highly contagious viral disease. It remains an important cause of death among young children globally, despite the availability of a safe and effective vaccine.

Under the Global Vaccine Action Plan, measles and rubella are targeted for elimination in five WHO Regions by 2020. WHO is the lead technical agency responsible for coordination of immunization and surveillance activities supporting all countries to achieve this goal.

Measles is transmitted via droplets from the nose, mouth or throat of infected persons. Initial symptoms, which usually appear 10–12 days after infection, include high fever, a runny nose, bloodshot eyes, and tiny white spots on the inside of the mouth. Several days later, a rash develops, starting on the face and upper neck and gradually spreading downwards.

Severe measles is more likely among poorly nourished young children, especially those with insufficient vitamin A, or whose immune systems have been weakened by HIV/AIDS or other diseases. The most serious complications include blindness, encephalitis (an infection that causes brain swelling), severe diarrhoea and related dehydration, and severe respiratory infections such as pneumonia.

Routine measles vaccination for children, combined with mass immunization campaigns in countries with low routine coverage, are key public health strategies to reduce global measles deaths.

While global measles deaths have decreased by 84 percent worldwide in recent years — from 550,100 deaths in 2000 to 89,780 in 2016 — measles is still common in many developing countries, particularly in parts of Africa and Asia. An estimated 7 million people were affected by measles in 2016. The overwhelming majority (more than 95%) of measles deaths occur in countries with low per capita incomes and weak health infrastructures.

The measles vaccine has been in use since the 1960s. It is safe, effective and inexpensive. WHO recommends immunization for all susceptible children and adults for whom measles vaccination is not contraindicated. Reaching all children with 2 doses of measles vaccine, either alone, or in a measles-rubella (MR), measles-mumps-rubella (MMR), or measles-mumps-rubella-varicella (MMRV) combination, should be the standard for all national immunization programmes.

US embassy in Armenia provides additional information regarding passport and visa services

Earlier reports said the US government was forced to suspend its operations from December 22 (at least for a month), after the Congress failed to adopt the draft budget for 2019. The reason is the demand of President Donald Trump to include in it  the cost of building a wall along the border with Mexico worth about $ 5.7 billion, opposed by Democrats. –0–

YEREVAN. – The “Survey for Seismic Protection” Agency of Armenia on Wednesday recorded a magnitude-2.7 earthquake in the country, at 12:09am local time.

The seismic activity occurred 10 km southeast from Ashotsk village of Shirak Province, and its hypocenter was 10 km beneath the surface.

The Ministry of Emergency Situations informed Armenian News-NEWS.am that the tremor measured magnitude 3-4 at the epicenter.

The quake was felt in Bavra and Ashotsk villages, with magnitude 3.
