His Holiness Garegin II, Supreme Patriarch and Catholicos of All
Armenians, paid a one-day visit to the Armenian Church of the Holy
Resurrection, located in Dhaka, Bangladesh. The historic church is
located in a district of the city – Armanitola, named after the large
Armenian community that once lived there.

The church and cemetery were established in 1781 by the Armenians of
Bengal, who were primarily merchants prominent in the jute, textile
and silk trades.

The community of Dhaka was closely linked to the other Armenian
communities of Bengal, including Calcutta (present-day Kolkata),
Chinsurah and Saidabad.

During his visit to the church and cemetery, His Holiness met with Mr.

Michael Martin, the last permanent Armenian resident of Dhaka, who
has been maintaining the church complex for the past few decades. The
trip to Dhaka was made during His Holiness’ pontifical visit to India.

Accompanying His Holiness to Dhaka were Rev. Fr. Ktrij Devejian and
the Wardens of the Armenian Church Committee of Calcutta – Mr. Sunil
Sobti and Mrs. Susan Reuben.

Opening for signature of two new treaties

Strasbourg, 27.11.2008 – On the occasion of the special meeting at which
Spain succeeded Sweden as the chair of the Committee of Ministers, two
treaties were opened for signature.

The European Convention on the Adoption of Children (Revised) (CETS 202
< ueVoulezVous.asp?NT=3D202&CM=3D8&
DF=3D&am p;CL=3DENG> ) was signed by Armenia, Denmark, Finland, Iceland,
Norway
and the United Kingdom.

The aim is to take account of social and legal developments while
keeping to the European Convention on Human Rights and bearing in mind
that the child’s best interests must always take precedence over any
other considerations.

New provisions introduced by the convention:
* The father’s consent is required in all cases, even when the child was
born out of wedlock.
* The child’s consent is necessary if the child has sufficient
understanding to give it.
* It extends to heterosexual unmarried couples who have entered into a
registered partnership in States which recognise that institution. It
also leaves States free to extend adoptions to homosexual couples and
same sex-couples living together in a stable relationship.

* The new convention strikes a better balance between adopted children’s
right to know their identity and the right of the biological parents to
remain anonymous.

* The minimum age of the adopter must be between 18 and 30, and the age
difference between adopter and child should preferably be at least 16
years.

The Additional Protocol to the Convention on Human Rights and
Biomedicine, concerning Genetic Testing for Health Purposes (CETS 203
< ueVoulezVous.asp?NT=3D203&CM=3D8&
DF=3D&am p;CL=3DENG> ) was signed by Finland, Luxembourg and Moldova.

Biological and medical research has led to remarkable progress in the
field of human health. The rapid developments in this sphere have
prompted the Council of Europe to consider the ethical and legal aspects
of applications of genetics, particularly genetic testing, and to draw
up legal rules to protect fundamental human rights with regard to these
applications.

The new Protocol sets down principles relating inter alia to the quality
of genetic services, prior information and consent and genetic
counselling. It lays down general rules on the conduct of genetic tests,
and, for the first time at international level, deals with the directly
accessible genetic tests for which a commercial offer could develop in
future. It specifies the conditions in which tests may be carried out on
persons not able to consent. Also covered are the protection of private
life and the right to information collected through genetic testing.
Finally, the Protocol touches on genetic screening.

ACCORDING TO GOVERNMENT, PROPOSED AMENDMENTS TO RA CRIMINAL CODE AIMED AT ENSURING PROPORTIONALITY OF CRIME AND PUNISHMENT ENVISAGED FOR IT

YEREVAN, NOVEMBER 24, NOYAN TAPAN. By statistical data on crimes
against economic activities (Articles 188-212 of the RA Criminal
Code), 192 crimes against economic activities were recorded in 2004,
189 in 2005, 204 in 2006, 176 in 2007 and 282 crimes in the first ten
months of 2008. Out of 282 crimes in 2008, 182 ones were related to
evasion from taxes, duties or other compulsory payments (Article 205
of the RA Criminal Code). The most widespread crimes against economic
activities are illegal entrepreneurial activity (Arcticle 188), false
entrepreneurial activity (Article 189), manufacturing and sale of fake
wine, vodka or other alcoholic drinks (Article 207), and forgery and
sale of excise stamps (Article 208), the RA deputy prosecutor general
Mnatsakan Sargsyan said at the November 24 parliamentary hearing on
the bill on making amendments and additions to the above mentioned
articles of the RA Criminal Code.

He underlined the necessity of improving tax administration and
increasing the efficiency of punishments envisaged for economic
crimes in order to ensure socioeconomic development and progress
in Armenia. With this aim, some amendments and additions have been
proposed to the corpuses delicti included in the chapter on crimes
against economic activities of the RA Criminal Code, and these
amendments are aimed at ensuring a proportionality between the crime
and punishment envisaged for it.

As the co-reporter, member of the National Assembly Standing
Committee of State and Legal Issues (that initiated the hearing)
Artak Davtian said, the issue was presented twice at the committee,
and the government was proposed amending it so that the amendments
would not been formal and would serve their purpose. In his words, no
one is against using stricter punsihment but the logic of the proposal
should be clear, while the State Revenue Committee should present
the necessary substantiation in terms of efficiency of tightening
tax administration. A. Davtian reminded that during the meeting
with the heads of the tax service three months ago, the country’s
president said that the service worked extremely badly in terms of
professional, human and moral standards. According to the NA deputy,
he has an apprehension that the proposed amendments will contain
corruption risks from the viewpoint of their use.

It became clear from the further process of the hearing that the
other participants of the hearing, including the representatives
of the Union of Manufacturers and Businessmen, the NA Legislation
Analysis Department, and NGOs on protection of consumer rights, also
have reservations and not unequivocal opinions about the amendments
and additions. In particular, there was an opinion that by current
legislation the tax bodies and the prosecutor’s office have enogh
powers to intervene and play a preventive role, so the adoption of
the bill is inopportune.

HIS HOLINESS ARAM I ARRIVES IN THE VATICAN
FOR A VISIT OF THREE DAYS

VATICAN, ANTELIAS – His Holiness Aram I embarked Sunday afternoon on his
visitation program which will extended over three full days.

Arriving by a private plane at the Ciampino airport with his delegation
composed of Archbishops and Bishops, His Holiness was met by His Eminence
Cardinal Walter Kasper the president of the Pontifical Council for promoting
Christianity and the ambassador of Lebanon Mr. George El-Khoury. Present at
the airport to welcome His Holiness were also Bishops and other officials of
deferent departments of the Vatican.

Welcoming His Holiness Cardinal Kasper said that this is an important visit
for the Roman Catholic Church, because it will enhance the ecumenical
relations between the Catholic Church and the Armenian Church in general and
the Catholicosate of Cilicia in particular.

Responding to the Cardinal, His Holiness expressed his joy to be once again
in the Vatican. He said: "This is my second visit to the Holy See. My first
official visit was in 1997. In the last 11 years new areas of relation,
dialogue and collaboration opened before our Churches. We are living in a
world torn apart by so many crises. The Churches cannot remain indifferent
and silent. We must be faithful to our common calling. We must work
together; we must carry on our God-given mission together. Long standing
relations exist between the Holy See and the Holy See of Cilicia. I’m
confident that my meeting with His Holiness Benedict XVI and with the
authorities of Church of Rome will provide us a unique opportunity to assess
our ecumenical journey, with a firm commitment to broaden our relations,
strengthen our collaboration and deepen our theological dialogue".

On the same evening, His Holiness paid an official visit to the Embassy of
Armenia to Italy. A reception was organized in honor of His Holiness. Also
the pilgrims who have joined His Holiness coming from different parts of the
world attended the reception at the Armenian Embassy. In his remarks His
Holiness emphasized the importance of the Armenian Embassies as bridge
builders between the Armenian communities in Diaspora and Armenia. The
Catholicos also stressed the importance of nation building. He said: "All
the Armenians must take an active part in nation building process. A strong
Armenia implies a united and organized nation. A strong Armenia also
presupposes a strong Diaspora. They complement each other".

Increased Crime Levels Registered in Armenia

A top official in the police of Armenian capital Yerevan, Colonel
Ashot Mirijanian, has reported on growing crime figures and lower
detection rates. "A total of 3,857 crimes were registered in Yerevan
during the period in question, which is an increase by 462 compared to
the same period in 2007, while the rate of crime detection in the
cases under investigation made 56.8 percent, against 61.4 percent
reported for the same period last year", he said quoted by Armenia
Liberty.

Significance:Among the general increase in the level of crime, a
streak of politics-related cases is growing salient. In the most
recent of them, a investigative journalist handling corruption matters
Edik Baghdasarian suffered severe injuries in an ambush this week, an
attack that was condemned by both the President and Prime
Minister. General crime is also on the rise, probably due to the
general uncertainties associated with the change of government this
year. Armenia’s distant rural areas were reported as not advisable for
travel in small groups, but more precautions are advisable in the
urbanised capital, too.

YEREVAN, NOVEMBER 21, NOYAN TAPAN. During the meeting with the
Deputy Managing Director of IMF Murilo Portugal on November 21, the
Armenian President Serzh Sargsyan expressed a high opinion about IMF’s
efforts to assist Armenia with economic development and stability. He
said that without this support Armenia would fail to achieve great
success. He also expressed his satisfaction at the approval of the
Poverty Reduction and Growth Facility (PRGF) arrangement by the
Executive Board of IMF recently.

Noting that in the past 15 years Armenia has reached serious economic
achievements, recording an impressive growth, M. Portugal said that
they are glad to be a partner of Armenia and make part of this success
by providing financial assistance and advice.

According to the RA presidential press service, the global financial
and economic crisis was discussed at the meeting. In the words of
M. Portugal, it poses a serious challenge to each country. The sides
exchanged ideas about raising Armenian economy’s resistibility under
these conditions, the steps envisaged by the goverment to reduce the
impact of the crisis, and the possibility of attracting additional
financial resources. S. Sargsyan said that the existing difficulties
are an extra stimulus for promoting the reforms in tax policy and
administration sector and improving the efficiency of the government
system.

TURKISH MINISTRY OF CULTURE TO RESTORE HONENTS CHURCH AND ST SAVIOUR’S CATHEDRAL

ISTANBUL, NOVEMBER 21, ARMENIANS TODAY – NOYAN TAPAN. The Turkish
Ministry of Culture and Tourism has initiated to restore a number of
historic monuments in Ani ruins. The first two initiatives regard
Tigran Honents Church and Ebul Menucehr Mosque. Parallel to this
work the Ministry should demand that Armenia solve the problem of
work done in the border quarries.

As the Marmara daily reported referring to a publication in the Taraf
newspaper, Turkey’s goal is to give an international resonance to
this issue, thus preventing the work of quarries.

Excavation work should be done around the walls of Tigran Honents
Church and cleansing work should be done around it. The specialists
have already started to study the wall-paintings inside the
church. Work is also done to restore Saint Saviour’s Church.

The Ministry has planned to make the Ani region an important tourism
center.

Therefore, the village of Ocakli situated in the very territory
of Ani ruins will be restored in the social-economic and cultural
aspect. Training and educational programs for local inhabitants
will be organized, which are aimed at strengthening the necessity
of preserving historic monuments in people’s consciousness. Books
and booklets on Ani will be made, DVDs will be released to promote
tourism. The proper Turkish bodies will cooperate with the Sorbonne
University of Paris in this direction.

an action in front of the Armenian Foreign Ministry to protest against
any concessions in the Nagorno Karabakh conflict settlement process.

The action participants handed a petition to Armenian Foreign
Minister Edward Nalbandian to warn him that surrender of the liberated
territories is inadmissible.

"Surrender of the territories is a grave crime that will undermine
the Armenian statehood. Any attempt to cede the liberated territories
will be a historical and moral burden and will be equaled to treason,"
the petition says.

After the victory of Obama in US presidential elections, the attention
turned on the up-coming US policies over the world issues. While all
the newspapers were predominantly emphasizing Obama’s victory that
was liken a revolution, Moscow had witnessed a very consequential
speech of Medvedev. During his first nation-address since he took
over the presidency form Putin, Medvedev pointed out very important
issues on both domestic issues and foreign affairs.

First of all, Medvedev clearly stated that as a response to the US
missile defense deployment which are to build in Poland and Czech
Republic, Russia will deploy Iskander missile system in Kaliningrad
close to Poland border just to neutralize the US. However, this
project would come into existence as a response to the plan to place
the U.S. missile system in Eastern Europe.

The second point Medvedev pointed was on domestic politics of Russia.

According to Medvedev the term of presidency should be extended
from four to six years. But legal experts say the term extensions
would only apply to future presidents. On the other hand arguments
focus on that Medvedev was only paving the way for 12 more years of
Putin in the Kremlin. Moreover Russian lawmakers have approved the
second reading of a bill extending the presidential term from four
to six years last Friday. However the statement of Medvedev raised
the concerns of West on the democratisation of Russia.

Russia-US Relations

After the presidency election in the US, the relations between Russia
and the US had become one of the main issues on the agenda. First of
all, it should be mentioned that the arguments of McCain over Russia
were apparently more aggressive and Anti-Russian. On the other hand
president-elect Obama has been perceived more moderate in terms
of his statements. After the result of the election the US foreign
policy lines came to view. Since it is claimed that the priority will
be Iraq, Iran, Afghanistan and Pakistan but not the Russia on the
Obama’s foreign policy agenda, arguments focus on the probability
that US-Russia relations might stay behind.

Among with these issues, the US has sent a proposal on missile defence
system to Kremlin last week. The proposal might also aim to soften
Russia’s position on the US’ plan to deploy missile defence system
in Eastern Europe. However, according to Kremlin the proposal was
not satisfactory.

It is more probably that during Obama’s presidency White House and
Kremlin could step forward for disarmament. Especially Democrats’
perspective of missile defence system as costly and technologically
unproven, give hope for such a cooperation. The most obvious
expectation is the re-negotiation of Strategic Arms Reduction Treaty
(START1) that signed between the US and the Soviet Union in July 1992
and expires by the end of 2009. It would be appropriate to mention here
such a negotiation could be possible only conditionally. And it will
depend on the cancellation of US’ missile defence system in Eastern
Europe. Further more experts emphasize the need of reconsideration
of ex-agreements rather than accepting them as they are. [1]

It would be impetuous to expect dramatic changes in US-Russia relations
during Obama’s presidency. On the one hand, cooperation on reduction
of mass destruction and fights against terrorism is more possible. On
the other hand, the dissidence on South Osetia, Abhazia, Kosovo,
Iran, Iraq and the conflict on former Soviet Union republics will
probably continue since national interests are hardly to cross over
those issues.

The Triangle of Russia-US and the EU

One of the other issues needs to be considered during Obama’s
presidency is whether the US will change the perception within
the relations with the Central and Eastern European countries in
terms of NATO’s enlargement. The clash of interests over Ukraine is
obvious. Russia’s policy on Ukraine is being shaped by the factor
that mentioned country’s possible membership to NATO. In other words
Ukraine’s possible membership is the main determinant of Russia-Ukraine
relations. Ukraine as a member of NATO would not only be a lost region,
but also Russia will feel itself more surrounded by NATO.

Currently, it has been claimed that Obama led US will get closer
with the European Union. So that, Russia will stay behind. Evaluating
possible transatlantic cooperation brings the necessity to think about
Russia. Since the EU is not able to be a unified institution against
Russia, the mentioned cooperation could be premature. Furthermore,
especially Germany and France are more likely to support Russia
and to represent Russia’s interests within the EU. This was obvious
especially during the Georgian war in August 2008. From this stand
point, it is not likely for such a transatlantic ally that will be
constructed by the US and the EU to take steps without considering
Russia’s interests. On the other hand possible unwillingness of EU’s
to take part in anti-Russian pact could be explained with the EU
dependence on the Russian gas.

Recent Developments over Clash in Caucasus

After the collapse of the Soviet Union, newly established Russian
Federation faced with the power loss in Caucasus as was the case for
the other regions. Mentioned loss of power was to be substituted
by the US in the region. Indeed, US was relatively successful to
do so. However, the exchange of hegemonic power in favour of US
in Caucasus started to harass comparatively more powerful Russia
that benefited most from the 20th century dominant characteristic;
increasing energy prices. On of the most obvious picture of clash of
interests in Caucasus has been Georgian war in August.

Developments following war are also worthy mentioning. Azerbaijani
and Armenian leaders have met 14 later years in Moscow and signed a
proposal aiming the solution of the Karabagh issue. Russia’s position
as a ‘mediator’ can be evaluated as attempts to show that Russia is
also within the peaceful activities in the region. However, Medvedev
did not hesitate to emphasize during his first nation address that
‘Russia will not step back in Caucasus’.[2]

If Obama’s foreign policy focuses on Iraq, Afghanistan and Iran this
would inevitably bring the change of power in favour of Russia in the
Caucasus. Furthermore considering recent peaceful developments, the
success depends on Turkey and Russia’s share of leadership and also
collectivisation of national interests as well as the initiatives in
the framework of stability of the regions countries.

As a consequence, it is necessarily important to read the reason of
Medvedev’s points that he stated during his first nation-address. The
reason why Medvedev mentioned to deploy missile defence system
in Kaliningrad to neutralize US missile defence system project in
Eastern Europe is mainly to give a signal to Obama that US should
not act without considering Russia’s interests. On the other hand as
mentioned above, considering that Democrats think that missile defence
system is costly and technologically unproven, recent developments
may occur in terms of US’ plan in Eastern Europe.

Since being in anti-Russian attempts and conflict with Russia should
not serve to the US interests, Obama term US foreign policy towards
Russia could be more moderate. It is important to bear in mind that
US can not feel in safe and save its national interests if cooperation
with Russia could not be achieved. Increasing crises and proliferation
provide not a secure but an unsecured international arena. This
may make it possible to bring this actor together and found common
grounds. On the other hand, pursuing more peaceful policies and
focusing on cooperation will reduce the need for proliferation and
increasing tension in global terms.
