Our contributor, David Was, half of the band Was, Not Was, usually
writes about jazz and pop music. But he was intrigued by a new CD
featuring music sung by a chamber choir. Here is David.

DAVID WAS reporting:

Munich-based ECM Records has been known for 37 years now as a
repository of taste-making jazz, from Keith Jarrett and Pat Metheny
to a host of European musicians with half their hearts lodged in
so-called serious music.

WAS: Some 20 years ago, label founder and producer Manfred Eicher
started his new series, Imprint, which is devoted to contemporary
classical composition.

(Soundbite of Armenian choral music)

WAS: His latest offering is an a cappella choral work by Armenia
composer Tigran Mansurian, whose love of his native language led him
to set the poems of Yeghishe Charents, arguably the most beloved of
20th-century Armenian poets, to music.

(Soundbite of Armenian choral music)

WAS: The result is a fluid, intimate and sensuous-sounding blend of
the ancient and the modern, as if medieval monks got in a time machine
and launched themselves into the 21st century. That feeling is at
once a function of Charents’ poetic sensibility and the facility of
the Armenia Chamber Chorus to express the ineffable emotions therein.

WAS: Charents was an early supporter of the Bolsheviks, but he was
persecuted during the Stalin purges for the nationalist sentiments
reflected in his poems, especially the one titled The Message, whose
famous acrostic written in the second letter of each line reads, Oh
Armenian people, your only salvation is in your collective power. As
a result of this message, he was jailed in 1936, and witnesses say
that he died in his cell the following year.

WAS: The legacy of Charents and his works now stand proudly and
firmly within the canon of Armenian literature. Many of his words and
thoughts have become national slogans and emblems of Armenian unity,
even to the extent that they’ve been printed on official government
documents, in nationalistic support of that cause.

WAS: Broad to vivid life by Mansurian’s haunting music, perhaps the
world will come to discover one of the great voices in 20th-century
poetry. The consonant-rich sounds of the Armenian language may have
been challenging to set to music, but Mansurian considered that the
virtue, rather than a limitation. As Charents wrote in one of his
poems, our language is subtle and rough, courageous and harsh, but
at the same time our language is as radiant as a lighthouse glowing
with the fire of ancient centuries.

Yerevan, 25 July: The Karabakh defence minister, Lt-Gen Seyran Oganyan,
has chaired a meeting of the commission on the application of the
provisions of a law regarding the citizens who did not do their
military service as stipulated by law.

The law in question gives those who are eligible to be drafted into
the army but who have dodged military service an opportunity to avoid
criminal responsibility by paying a certain amount of money into the
public purse. For many Karabakhis this opens up an opportunity to
return to their motherland without the fear of prosecution.

The Karabakh defence minister said that about 1.5m drams [3,597
dollars] had already been transferred to an account of the ministry
and that the money would be spent on the needs of the army.

Amendments have been made to the law recently, in accordance with
which the amount of the fine for each conscription year has been
reduced. Members of the commission (representatives of the defence
ministry, prosecutor’s office, law-enforcement agencies, public, etc)
believe that this move will facilitate the return of Karabakhis to
their motherland.

Some applications were considered at the commission’s meeting. In
particular, a decision was made to fine a draft dodger 900,000 drams
(over 2,000 dollars). After paying the fine, he can return home
without fearing legal punishment.

Armenian districts did not suffer in the result of the war, the
Ambassador of Armenia to Lebanon Vahan Ter-Ghevondyan said in an
interview with "Radiolur" correspondent Tatul Hakobyan. According to
the Ambassador, the military actions are launched particularly in the
South of the country at the Lebanese-Israeli border. Bombardments
executed by the Israeli army occur predominantly in some Southern
districts of Beirut, where Hezbollah bases are situated.

The Ambassador underscored that foreign media exaggerate the
facts. They show the ruins of the same building for dozens of time,
which creates an impression that whole Beirut has been destroyed. This
does not correspond to the reality. The reports that there is
starvation in Lebanon are also false. The people are really in a
difficult situation, but things are not that bad.

Vahan Ter-Ghevondyan noted that the Armenian Embassy in Lebanon
is working day and night. Working in such a regime is necessary to
help Armenians willing to leave Lebanon resolve the problems with
documents and guarantee safe transportation. The Ambassador noted
that the Embassy is assisted by the Armenian Embassy in Damascus
and the Chief Consulate in Aleppo, as well as Armavia Company. Up to
now 400 people have been conveyed to Armenia. Vahan Ter-Ghevondyan
underlined, however, that it should not create an impression that
they are endorsing the migration. The Embassy helps only those who
apply for help, and it first of all refers to Armenian citizens.

The Ambassador urges Armenian media to be cautious in their expressions
and to retrieve from publication, which do not correspond to reality.

The crisis will be overcome, and we’ll see a peaceful Lebanon. We just
need to be patient. Lebanon is a friendly country for every Armenian,
it hosted thousands of our compatriots after the Genocide. However,
a powerful Armenian community existed here even before that. "We want
to see this country flourishing, united, free and happy," Ambassador
Vahan Ter-Ghevondyan concluded.

/PanARMENIAN.Net/ August 1, 2006 Voyage in Seven Seas film will
be presented at Rolan Moscow cinema within the Year of Armenia
in Russia. The picture is dedicated to the navigation of Cilicia
famous sailing vessel around Europe. According to the Yerkramas,
the newspaper of Armenians of Russia, Cilicia was built by a group
of enthusiasts of Ayas Yerevan Club of Sea Research on the basis of
ancient manuscripts and miniatures, using medieval technologies. It
copies Armenian Cilician trade ships of the 13th century. Clothes,
food, navigation tools and equipment aboard were similar to those of
ancient Armenian merchants. The other day Cilicia arrived from UK
and moored in Saint Petersburg, from where it will head for Moscow
via Russian channels.

Eurasia as the center of the conflict among great powers: Potential
developments and Turkey

The Eurasian geography, over which the great powers have been fiercely
fighting since the beginning of the 1990s in the pursuit of their
economic interests and in which they aim at exporting their own
institutional systems and socio-cultural understandings, obviously
bears vital importance for Turkey as well.

The fact that the U.S. has taken much interest in Eurasia, which
bridges Europe to Asia, and has included it into the Greater Middle
East Project, inspires some strategists to dwell on the "Greater
Eurasia Project." Located at the center of Eurasia, Turkey should at
once benefit from its economic and strategic advantages granted by
its unique geographical position and develop new policies concerning
the region, which will certainly undergo significant socio-cultural
changes in the coming years. Turkey needs to reassess its own geography
in this way.

Extremely open to external influences, the Eurasian region has been
experiencing a sudden cultural shock common to all peoples that
found themselves independent unexpectedly and unprepared consequent
to the termination of long-lasting Soviet pressure. Yet, they
have been suffering considerable hardship while trying to accord
their institutional settings in tune with the new world order and
democratic practices. These are the two prominent characteristics of
the region. At this stage, it appears imperative to judge accurately
this current situation, understand the past and present state of
affairs in the region by taking into account both the history and
recent restructuring of Eurasia and thus draw some useful conclusions.

Retrospectively, first of all, the countries in the region, mainly
due to the power asymmetry caused by their geopolitical situation,
were no more than semi-colonies within a center-periphery relation
during the bi-polar era. In this respect, almost all states in
the Eurasian geography had to develop external relations based on
one-sided dependence, primarily to the USSR. In other words, most of
the so-called axis countries of the Cold War were, in varying degrees,
related to and dependent at different levels on either the United
States or the USSR, which in this context constituted the center. Once
emancipated from this one-sided dependence in the post-Cold War era,
these states had to come to terms with their disadvantage of power
asymmetry. After years of dependence on another state, the Eurasian
countries then found themselves in the position to survive on their
own. Thus, multilateral alliances and regional co-operation projects
have gained much importance.

At this point, it is necessary to elaborate on the regional interests,
goals and designs of the United States, which is generally seen as the
only global factor, and those of other countries, which are inclined
to share the United States’ global power.

Soft war fought by the imperialist states in the region:

At a quick glance of the novel political trends, one would see that
the Greater Middle East and North Africa Project of the United States
unfolds to an "American Eurasianism." Today, consequent to a shift in
its rationale, the United States seems to ground its strategies in the
notion of "land power" and thus aims to extend its support, through
land forces, to the Anglo-Saxon naval civilization, which is in fact
greatly under American control. This scheme of acquiring territorial
dominance in Eurasia points to a new phase in American policy,
reinforcing the United States’ uniqueness as a superpower. After
years of dependence on another country, the Eurasian states, in the
post-Cold War era, have acknowledged the fact that they now have to
take care of themselves.

The regional cooperation initiatives and multi-dimensional alliances
have gained significance for them. Nevertheless, due to their
socio-cultural characteristics, these countries have at the same
time gone through a change of consumer practices and a complete
cultural shock. Taking notice of the "newly-emerging" demands in these
countries, the Western powers have set their eyes on the region to
make the most of the situation. Of course, what these Western powers
possess as the instrument of influence is not delimited to their
communication means. The influence created by military and economic
institutions such as NATO is an important factor in this respect. It
is plausible to note here that the eastward enlargement of NATO,
which is an efficient power under American control, poses a potential
threat to not only Russia but Europe as well. The American tendency
first to control certain states militarily and then to shape them
culturally has become a common practice of the United States.

The United States desires that NATO operates on that principle. This
fact may even lead to the Americanization of Europe and give way to
a very effective cultural imperialism.

Moreover, such usage of NATO by the United States may harm the
way that Europe is perceived globally and thus weaken the EU in the
international arena. One point worthy of mentioning in this context is
that when compared with the Eastern culture or Russian hegemony, the
Western culture may appear more appealing to the peoples of Eurasia,
which are targeted in the war of economic and cultural influence —
or, as one may say, in the competition of distorting their cultures,
societal values or simply their way of living.

Turkey and Russia:

Nonetheless, it is important to underline here that Russia and Turkey,
both of which are at once European and Asian, have the potential to
come up with more realistic approaches towards the region’s peoples
in compliance with their values, habits and cultures. Both granted
with the advantage of geographical proximity, both states could
be influential upon the socio-cultural setting of the region with
much lesser effort. On accounts that Russia, as an Asiatic power,
leans towards the West and Turkey shows the same orientation, these
two countries both have an upper hand in the Western attempts at
socio-cultural shaping of the region’s peoples. Russia, which has
nowadays returned eastwards via the Shanghai Cooperation Organization,
is fully aware of such an advantage. Unfortunately, however, Turkey,
like in any other matter, is throwing its historical chance away by not
appreciating this potential. Turkey cannot currently put into motion a
Eurasian project because the government does not seem to take interest
in the issue and, second, the geographical distance between Eurasia
and Turkey sometimes breaks up the communication. Similarly, it is
a great disadvantage that Turkey does not share a common border with
Azerbaijan. In order that our country rules out such a disadvantage and
plays a remarkable role in the region, it is necessary to ally with
Azerbaijan and keep constant the currently tense Armenian-Georgian
relations on the verge of crisis.

Moreover, it is essential for Turkey, which is 75 percent dependent
on external energy suppliers, to exercise socio-cultural influence
over the region by making use of its historical legacy and thus to
access more easily Eurasian natural resources. Nevertheless, it should
here be emphasized that Russia as Turkey’s potential, alternatively,
ally or rival in the region and its version of Eurasianism is nothing
to be underestimated.

Firstly, it is clearly a fact that the Russian Orthodoxy, which
is in essence a strict belief with nationalistic implications,
plays an important role in this region. As its economy enhances,
Russia is soon going to employ more coercive measures within its
Eurasianism. Particularly, the Central Asian republics, in which
Russian culture has been already fiercely maintained as the dominant
power, will be aimed at. Thus, Russia will succeed in cutting loose the
peoples of the region from the increasing American influence. Yet,
it will do this systematically in order to challenge the United
States, which is the prominent global power. The Eurasian geography,
in that sense, opens to the impact of the interplay of various ethnic,
religious, cultural and socio-economic factors and this situation
could lead to a change in the perceptions of sovereignty and unity
in the region.

In the framework of celebration of the 15th anniversary of the
independence of the Republic of Armenia September 19-24 a week of
Armenian films will be held in the largest cultural complex of Brazil –
the Sao Paolo Cultural Center.

Press and Information Department of RA Ministry of Foreign Affairs told
" ArmInfo" that 11 films of Sergey Parajanov, Harutyun Khachatryan,
Vigen Chaldranyan, Albert Lazarian Ruben Kochar, Hnri Vernoy and
Robert Keshishyan will be screened.

At the suggestion of the Brazilians, "My Sardarapat" musical film
will be shown as well. The event is being organized by joint efforts
of the Chief Consulate of Armenia in Brazil, RA Ministry of Culture
and Youth Affairs and the San Paolo Secretariat of Culture.

RA Foreign Minister Vardan Oskanyan and EU Special Envoy for the South
Caucasus Peter Semneby discussed issues related to Russian-Georgian
relations and the influence of these on Armenia.

Peter Semneby noted during the press conference following the meeting
that the question will be addressed in Georgia as well. According to
him, Russian-Georgian relations impact Armenia. EU Presidency is also
concerned with the fact, since closing of Upper Lars checkpoint has
brought forward a number of problems, which exert influence on the
region as a whole.

To remind, the Upper Lars checkpoint was closed the night of July the
8th by Russian frontier guards. July 12 RF Minister of Transport Igor
Levitin told in Yerevan that it was done because of the construction
works.

at a six-sided meeting of citizens and NGOs of the South Caucasus,
held in Yerevan July 8-13.

Upon returning to Baku Azeri journalist Alekper Aliyev published travel
notes Trip from Baku to Erivan, where he distorted the statement
of editor of web-site Luiza Poghosyan on
problems between the two peoples. Aliyev interpreted her words as,
"The myth on genocide, we are stuffed with, has become a complex
for the Armenian society and made it sick. We raise our children
in hatred towards Turks. In this case Turks for us are Turkey and
Azerbaijan. We are told we won a war, however, actually our entire
region lost, specifically we lost.

No development is observed, nothing good is taking place. How long
can this hatred propaganda last? We cannot work for the future,
constantly thinking retrospectively."

"Azeri journalist Alekper Aliyev was invited to Yerevan as a
participant, not a journalist to cover the event and his reports
represent his personal impression from what he heard and saw in
Yerevan.

Thus, in my opinion, he does not have to be literally exact in his
wordings," Luiza Poghosyan told a PanARMENIAN.Net reporter.

"I spoke of the Genocide when discussing the question of stereotypes. I
said the following: "The issue of reconciliation of the Armenian
and Azeri peoples cannot be viewed separately from the process
of reconciliation of Armenia and Turkey. Hostile stereotypes,
rooted in the Armenian consciousness, in most cases are general,
referring both to Turks and Azeris. Myths on Genocide, we were fed
with for many years during the soviet period, transformed into a
doomed concept about eternal hostility between Armenians and Turks,
as well as Azeris. I have a deepest conviction that the process of
recognition of the Genocide, the process of denouncing the crime
against humanity has turned in us, Armenians, into a complex of being
exceptional and complex of superiority over the rest of the world. This
is the disease, hampering us from adequately perceiving the reality
and moving forward. I summed up my statement with a suggestion to the
colleagues from Azerbaijan to discuss our capacities and work together
in an Armenian-Azeri-Turkish format for joint search for rapprochement
and overcoming stereotypes. I want to add also that at our meeting
a moratorium for political topics was announced and each of us spoke
of the problems of his or her own society," L. Poghosyan said.

Three Russian airplanes left Moscow on Wednesday for Syria to pick up
Russians evacuated from Lebanon amid the current crisis, the emergency
situations ministry said.

The planes were to pick up several hundred people evacuated by bus
from Lebanon to Syria.

"Three planes left today. We can’t say when they will return. They
are on stand-by" to bring back evacuated Russians, the ministry’s
press service said.

A first group of 270 people, mainly women and children, crossed into
Syria on Tuesday and about 1,000 more people were to follow.

Those being evacuated include not only Russians but citizens of other
ex-Soviet states including Belarus, Georgia, Kazakhstan and Ukraine,
Russian officials said.

France and Greece have both offered to help evacuate Russians by ship,
Foreign Minister Sergei Lavrov said on Tuesday.

On Monday a first group of Russians arrived in Moscow after being
evacuated from the Gaza Strip.

The daily newspaper Vremya Novostei said that Israeli authorities had
prevented some Russian women who were leaving Gaza from taking their
children with them on the grounds that the children, having Palestinian
fathers, were considered "not so much Russians as Palestinians".

Also on Wednesday the ex-Soviet state of Armenia said it had begun
evacuating up to 1,200 of its citizens from Lebanon as well as members
of the 120,000-strong Armenian diaspora, to whom it was offering free
three-month visas.

YEREVAN (YERKIR) – The Armenian National Committee of America (ANCA
)responded on July 18 to a July 17th speech on the House floor by
Congressman Dan Burton that seriously misrepresented Nagorno Karabagh’s
history, status, and right to self-determination.

The Indiana legislator took to the House floor in an apparent attempt
to undermine the growing Congressional support for Nagorno Karabagh.
In a factually incorrect statement, he sought to call into question
Nagorno Karabagh’s right to self-determination.

In a three-page fact sheet sent to every Congressional office, the
ANCA challenged Congressman Burton’s inaccurate description of the
Nagorno Karabagh issue as well as the biased and counter-productive
advice he offered to his House colleagues.
