DEMOCRATIC PARTY OF ARMENIA TO PARTICIPATE IN 2007 ELECTIONS WITH
POLITICAL BLOC FORMED ONLY ON IDEOLOGICAL BASIS

YEREVAN, AUGUST 18, NOYAN TAPAN. The Democratic Party of Armenia
(DPA) will participate in the 2007 parliamentary elections either with
political bloc or with party potential. DPA Chairman Aram G.Sargsian
informed about it at the August 18 press conference. He mentioned
that the political bloc must be formed only and only on a political
basis and must have a joint program.

According to A.Sargsian, it’s possible to form a wide political
coalition only in the case when all will agree "to break the political
system’s back" till the elections, as only in that case, it will be
possible to make system changes in the country. And, according to
the speaker’s words, the people’s assistance is necessary to form
wide coalition. A.Sargsian mentioned that in a similar case, when
"the country’s criminalization continues at the highest speed," it’s
a naivety to expect holding of legal elections. According to the DPA
head’s observation, all these are a consequance of the reality that
has been created in Armenia since 1990s, from the process of getting
property in illegal way.

"Now they will make an attempt to divide the power among the criminals
as those got property in illegal way must now get the biggest part
of the power," A.Sargsian said. And, according to his words, the
"ruling pyramid" assists all these. Steps taken by it "will once and
for all bury the political field, at least incompletely existing in
Armenia. Touching upon the issue of future fate of the "Ardarutiun"
(Justice) faction, the speaker mentioned that it was formed as
a pre-electoral alliance, and on the threshold of new elections,
parties making a part of that alliance may form a new political
bloc. "If there were no scandalous elections of 2003, we would not
appear in an alliance formed of parties having so various ideas,"
the DPA Chairman stated.

1. ANCA Launches 2006 "Hye Voter Turnout" Campaign

WASHINGTON–The Armenian National Committee of America (ANCA) has launched its
2006 "Hye Voter Turnout" campaign – a nation-wide, drive to ensure that record
numbers of Armenian American voters go to the polls this November 7th, armed
with timely and reliable information about where the candidates seeking their
votes stand on Armenian American issues.
The campaign took off this week with grassroots volunteers across the country
calling to speak with Congressional campaigns about the electoral value of the
ANCA 2006 Congressional Candidate Questionnaires. These questionnaires were
distributed nation-wide earlier this year to candidates for each of the 435
House seats and 33 Senate seats being contested this November.
An ANCA tradition for the better part of the past two decades–the
questionnaires provide candidates with the opportunity to outline their views
on issues of special concern to Armenian Americans. Responses to the
questionnaires will be widely distributed to Armenian Americans prior to
Election Day. The policy areas covered by the questionnaires are the
following:

US-Armenia Economic Relations
US Military Aid to Armenia and Azerbaijan

The questionnaires are part of the "Hye Voter Turnout" campaign, a
nation-wide
grassroots effort to educate Armenian Americans about the policy issues
impacting Armenia, Nagorno Karabakh, and the surrounding region; provide
timely
and reliable information on the records and views of the candidates seeking
Armenian American votes, and; encourage increased civic participation in
local,
state, and national elections.
As in years past, a key component of the "Hye Voter Turnout" will be the ANCA
Congressional Report Card, a useful tool for voters that has proven itself an
enduring fixture on the Armenian American landscape. This rating system,
which
will be featured on the ANCA website – – assigns each
Congressional incumbent a grade based on their level of support for a broad
range of legislative initiatives on Armenian American issues. The ANCA will
issue Congressional endorsements later in the election cycle.

Despite overwhelming evidence, Turkey continues to deny the Armenian
Genocide –
the systematic and deliberate massacre of 1.5 million Armenians between
1915-1923.

1. Do you support the adoption of the Congressional Armenian Genocide
Resolution?

US Support for Armenia and Nagorno Karabakh:
US aid has strengthened Armenia’s economy by promoting trade and investment,
and by helping offset the impact of the Turkish and Azerbaijani blockades.

2. Do you support US aid and other programs to strengthen Armenia’s
self-reliance?

US-Armenia Economic Relations:
Over the past five years, US-Armenia trade levels have nearly doubled,

In 1923 Stalin carved Nagorno Karabakh out of Armenia and placed it under

population of this Armenian territory.

Conditions on US Aid to Azerbaijan:
In 1992 Congress passed Section 907 of the Freedom Support Act to limit aid to
Azerbaijan until it lifts its blockades of Armenia and Karabakh. In 2001 the

waiver authority.

2. Lebanon ARF Rejects Deployment of Turkish Troops in Lebanon

BEIRUT–The Armenian Revolutionary Federation Central Committee of Lebanon
issued an announcement Wednesday unequivocally rejecting the proposed
deployment of Turkish troops as part of an international peace keeping force
mandated under the UN cease-fire resolution 1701.
"Turkey should reevaluate its history before even thinking about taking part
in an international peace keeping force," the announcement declared.
"The inclusion–by the Security Council–of Turkey within the peace keeping
force to be deployed in southern Lebanon will be an insult to the collective
memory of the Armenian people," affirmed the Lebanon ARF.
The Lebanon Central Committee expressed hope that the Lebanese government
will
also oppose the deployment of Turkish troops, citing Turkey’s historic enmity
with many countries and its people and its bloody past, which resulted in the
Armenian Genocide.
As a historical reminder, the announcement highlighted Lebanon’s own bloody
history with Turkey and the Ottoman Empire, which through systematic
persecution and murder.

ARS Western US Appeals for Lebanon Relief Efforts
The Armenia Relief Society Western US Regional Executive appealed to the
Armenian community of the Western United States to actively participate in the

Prosecutors Probe ‘Gross Violations’ In Environment Protection

YEREVAN (RFE/RL)–A senior prosecutor Thursday accused Armenia’s Environment
Ministry of condoning illegal logging, poaching, mining and other activities
which he said are inflicting great damage on environment.
According to Deputy Prosecutor-General Gevorg Danielian, a six-month inquiry
conducted by the Prosecutor-General’s Office this year found "serious
violations" in the ministry’s operations. Danielian said the ministry and its
territorial divisions have failed to take meaningful action against the
continuing destruction of forests and other green areas across the country.
The
few individuals caught for illegally cutting trees usually get off with minor
fines or are not punished at all, he claimed.
"The same is true for all other spheres of environment protection such as
illegal fishing and poaching and illegal mining," Danielian told RFE/RL. "Such
violations are of serious concern to us."
He said the law-enforcement agency’s Department on the Protection of State
Interests has sent the findings of its inquiry to the Environment Ministry and
expects it to give an official response by September 2. No criminal charges
have been brought so far, he added.
The ministry declined to comment on the allegations. A spokesman said
Environment Minister Vartan Ayvazian is currently on holiday and will
personally respond to them after he returns to work later this month.
The extraordinary probe will only stoke renewed speculation that Ayvazian may
soon be relieved of his duties. The Russian newspaper "Trud" reported last
week
that the Armenian government is considering sacking him for mismanagement,
misuse of public funds and frequent trips abroad.
The Yerevan daily "Aravot" on Thursday quoted Ayvazian as dismissing the
rumors through a spokesman and blaming them unspecified individuals who "steal
gold" in Armenia. Ayvazian has had an uneasy rapport with foreign investors
exploiting Armenia’s gold reserves. Some of them have implicitly accused
him of
bribery.

4. Russia Ends Transfer Of Military Equipment To Armenia

YEREVAN (RFE/RL)–Russia was reportedly completing on Thursday the transfer of
military equipment from one of its two Soviet-era bases in Georgia to Russian
troops stationed in Armenia.
Russian news agencies said a convoy of 13 military trucks and armored
vehicles
left the Russian base in Akhalkalak, southern Georgia, early in the morning
and
was expected to cross the Armenian border in the afternoon. Russian military
officials were quoted as saying that it is the 12th and last batch of military
hardware and other equipment sent to Armenia since the start of a gradual
Russian pullout from Georgia last May.
Under a Russian-Georgian agreement signed earlier this year, Moscow is to
close the bases headquartered in Akhalkalak and the Georgian Black Sea city of
Batum by the end of 2008. Most of the tanks and other heavy weaponry of the
Akhalkalak facility are due to be transported to Russia by rail via
Azerbaijan.

Unlike Georgia, Armenia is a member of the Russian-led Collective Security
Treaty Organization and regards Russian military presence as a key element of
its national security doctrine. Yerevan has made it clear that Russian troops
will remain on Armenian soil in the foreseeable future despite its growing
military ties with NATO and the United States in particular.
The Russian military had moved military equipment from the Armenian-populated
Georgian town to its larger base in Gyumri, northwestern Armenia, even before
the agreement. The shipments sparked protests by Azerbaijan which feared that
it could be transferred to the Armenian military and thereby change the
balance
of forces in the Nagorno-Karabakh conflict. Russian officials have assured
Baku
that the materiel is meant for the Gyumri base only.
Russia’s reluctant pullout raised fears of an upsurge in tensions in
Akhalkalak and other parts of Georgia’s impoverished Javakhk region which is
mainly populated by ethnic Armenians. The Russian base has long been Javakhk’s
largest employer. There have been no reports of major unrest there in recent
months.

5. Second Pan-Armenian Educational Conference Kicks Off

YEREVAN (Armenpress)–The second Pan-Armenian educational conference
officially
began Thursday at the Arno Babajanian small Philharmonic Hall.
Hranush Hakobian, the head of the Armenian Parliament’s Science, Education,
Culture and Youth Affairs Commission, said that this year directors of 150
educational establishments, teachers, representatives of different educational
organizations from 23 countries are participating in the conference.
Armenian President Robert Kocharian, Karabakh President Arkady Ghoukassian
and
His Holiness Karekin II, Catholicos of All Armenians sent messages on the
occasion of the opening of the conference, which will start its work tomorrow
in Tsakhkadzor.

6. Azerbaijan Repatriates Three Armenians

YEREVAN, BAKU (RFE/RL)–Azerbaijan on Thursday repatriated three Armenian
nationals that were detained last month after straying into Azeri territory in
uncertain circumstances.
Citing the Azeri Ministry of National Security, the Trend news agency
reported
that the hand over was arranged by the International Committee of the Red
Cross
and took place in the westernmost section of the Armenian-Azeri frontier,
which
is close to Georgia.
The Armenian Defense Ministry spokesman, Colonel Seyran Shahsuvarian,
confirmed the information, saying that all three men are civilians. "They had
accidentally crossed into Azerbaijan," Shahsuvarian told RFE/RL. He said
two of
them entered Azeri territory via Georgia but could not give further details.

Porterfield Named Armenia’s New Head Coach

Former Chelsea, Sheffield Wednesday and Aberdeen manager Ian
Porterfield on Wednesday was appointed as Armenia’s new national coach,
the country’s football federation said.

The 60-year-old Scot, who played with Sunderland and Sheffield
Wednesday during his career on the field, signed a contract with the
Armenian federation until the end of 2007.

No financial details of the contract were disclosed.

"I’m optimistic about my and my new team’s future," Porterfield said
after signing the contract. "I believe my experience will allow me
to enjoy success with the Armenian team."

The Dunfermline-born Porterfield started his career with Raith Rovers
in Scotland before he moved south in 1967 to play for Sunderland.

His greatest moment during a lengthy playing career came when he
scored the winner in a FA Cup final upset over a dominant Leeds at
Wembley in 1973. He stayed at Sunderland for 10 years before moving
on to Sheffield Wednesday where he became player-coach.

Porterfield went on to manage Aberdeen (1986-88), Reading (1988-91)
and Chelsea (1991-93) before he ventured overseas to take charge of
the national teams of Zambia, Saudi Arabia and Zimbabwe.

He returned to British football in 1996 as assistant manager of Bolton
Wanderers but he departed again to manage both Oman and Trinidad
and Tobago.

More recently he coached in South Korea with club side Busan I’Park.

MORE than 40 of the country’s most talented young music and drama
students from Youth Music Theatre will be performing a musical
version of Lev Nussimbaum’s 1929 novel Ali and Nino for two
performances at Manchester’s Library Theatre on August 17-18.

Set in Baku, the capital city of former Soviet republic Azerbaijan,
just after the end of the First World War, the story centres on Ali,
a Muslim boy who falls in love with Nino, the daughter of a wealthy
Armenian trader, who happens to be Christian.

Forced to escape the city as a re-drawn Europe slowly recovers after
the end of the conflict, the couple wander the continent before
eventually returning to Baku, only for tragedy to befall them.

Peta Lily directs The Last Tango, one of seven productions the
company is currently touring the UK. Serbian composer Milos Matic has
composed the music for the production, which although set in the
1920’s, has much that is relevant to today’s turbulent times.

Canadian Company Intends To Make Long-Term Investments In Armenia

CANADIAN COMPANY INTENDS TO MAKE LONG-TERM INVESTMENTS IN ARMENIA

YEREVAN, AUGUST 10, NOYAN TAPAN. The Canadian company Dundee Precious
Metals (DPM) purchased a large stake of Deno Gold Mining Company
(DGMC) CJSC (Armenia), which was founded in 2004, and intends to
make long-term investments in further development of the mines
near Kapan. Under an agreement signed in Yerevan on August 10,
the only shareholder of DGMC, British company Vatrin Investment
Ltd. passes 80% of its shares to Dundee Precious Metals. Paul Bushell,
representative of Vatrin Investment, told reporters that the deal’s
cost and other details will be announced later. At the same time,
Dundee Precious Metals expressed a willingness to invest 10 mln USD in
DGMC’s assets in the near future for research work and other capital
expenditures. For the same purpose, it is envisaged to get additional
crediting from the European Bank for Reconstruction and Development
(EBRD). DGMC located in Kapan is carrying out mining in the Shahumian
polymetal mine and Kapan’s central copper mine. DPM, which is one of
Canada’s leading mining companies, intends to increase the annual
extraction at the mine to 1 mln tons instead of the current amount
of 300 thousand tons. Jonathan Goodman, Chairman and Chief Executive
Director of Dundee Precious Metals, said that there are all the three
prerequisites for their business in Armenia. These are a) the country’s
commitment to developing this sector, b) experienced workforce, c)
the possibility to manage the assets for a long-term perspective,
paying attention to the environmental issues. "Our goal is not just to
get money and run," he noted. Paul Bushell expressed an opinion that
having such an investor as Dundee Precious Metals is a great success
for Armenia, as DPM intends to operate here for 20-25 years. "This
is your government’s policy success," he noted. EBRD representative
Mark Rachovides reminded that the bank has already allocated a 4.5
mln-dollar credit to DGMC, which has achieved a remarkable success
in organizing production at the abandoned mines. He added that the
bank anticipates to sign bigger deals with this company in the future.

New Berlin Exhibition Adds To Drive For Center Remembering Expelled

A new exhibition tracking the fate of Germans expelled from eastern
Europe after World War II, along with that of victims of other 20th
century expulsions, revives an issue that has troubled Germany’s
relations with its neighbors.

The "Forced Paths" exhibition, initiated by the head of a group
representing the expelled Germans and opening Thursday, places the
Germans’ fate alongside eight other episodes from European history.

The exhibition, at the Kronprinzenpalais on Berlin’s Unter den Linden
boulevard, runs through Oct. 29.

Its initiator sees it as a balanced step toward a permanent center
documenting their plight. But neighboring Poland fears that it will
present a one-sided account.

The show is a "signal on the part of the German expellees, who
are making this clear: we had our fate, but we also stand by other
expellees," said organizer Erika Steinbach, the head of Germany’s
Federation of Expellees.

Steinbach has advocated a Berlin-based "Center against Expulsions"
to remember an estimated 12.5 million ethnic Germans who, often
viewed as enemies or traitors, were expelled from or fled Poland,
then-Czechoslovakia and elsewhere when the Third Reich collapsed and
borders were moved westward.

Poland, in particular, has opposed that idea, suggesting that it
would serve to minimize the suffering of countries brutally occupied
by the Nazis. Some 2.5 million Germans left what is now Poland.

Steinbach, a lawmaker with Chancellor Angela Merkel’s Christian
Democrats, disputes that.

She argued Wednesday that, while Germany should be aware of Polish
sensitivities, it should "make clear that there is a need for us in
Germany too to deal with our history in its entirety _ and the theme
of expulsions belongs to that."

The new exhibition, which will include witness accounts, features the
expulsions alongside events that range from the killing of Armenians
by Ottoman Turks, through the Nazis’ deportation of Poles and others,
to the wars of the 1990s in the former Yugoslavia.

Organizers drew in advisers from seven countries, including the Czech
Republic, Hungary and Israel, to ensure a "European perspective,"
Steinbach said.

However, she said a Polish adviser quit the project because he faced
"too much pressure" at home.

In Poland, deputy culture minister Krzysztof Olendzki voiced fears
that the exhibition would present a "one-sided" vision of the past
and present the expelled Germans as being among the last century’s
greatest victims.

"The reasons behind the expelling are not clearly presented," said
Olendzki, who said he had not seen the show but was familiar with its
content and backers. "The exhibition also passes over responsibility
for the crimes committed by the German state during World War II."

Steinbach said last November’s change of government in Germany,
which brought Merkel to power, "significantly raised" the chances of
a permanent center in Berlin.

The idea was long backed by Merkel’s conservatives but opposed by their
coalition partners, predecessor Gerhard Schroeder’s Social Democrats.

In their coalition accord, they agreed that they "want, in the
spirit of reconciliation, to set a visible example also in Berlin,"
in cooperation with eastern European countries, "to remember the
wrong of expulsions."

However, they left open what that would entail, and set no timetable.

"I hope this (the new exhibition) is an important step toward making
a documentation center reality," Steinbach said.

German Culture Minister Bernd Neumann gave the show a cautious welcome,
pointing to its "European components" and promising that the government
will consider it in drawing up its own plan.

Tensions over the legacy of World War II flared two years ago after
a small group of Germans calling itself the Prussian Claims Society
threatened court action to reclaim ancestral property in present-day
Poland.

It has yet to make good on that threat, which prompted Poland’s
parliament to urge the government to seek reparations from Germany
for losses suffered during the Nazi occupation. The government refused.

Merkel’s government says it stands by Schroeder’s pledge to oppose
restitution claims by Germans.

$513.5m (228.2bn drams) in January-June 2006, 45.5 percent broader that
in the same period in 2005. As reported by the National Statistics
Service of the Republic of Armenia, net of humanitarian aid, this
indicator amounted to $484.5m (215.6bn drams).

Armenia’s foreign trade increased 12.6 percent to about $1.389
(614.9bn drams) in the first six months of 2006, year-on-year,
ARMINFO reported. Exports shrank 0.6 percent to $437.7m (193.3bn
drams), imports rose 19.9 percent to $951.2m (421.6bn drams).

Trade with the EU equaled $496.1m (up 14.6 percent), the trade deficit
with the EU – $43.3m. Trade with countries outside the EU amounted
to $494.4m, the trade deficit – $249.2m.

BAKU DOES NOT RULE OUT REPLACEMENT OF OSCE MG RUSSIAN AND FRENCH CO-CHAIRS

/PanARMENIAN.Net/ After replacement of US Co-Chair of the OSCE MG for
settlement of the Nagorno Karabakh conflict, replacement of Russian and
French Co-Chairs Yuri Merzlyakov and Bernard Fassier is also possible,
stated Azeri President’s Special Representative for Karabakh issue,
Deputy FM Araz Azimov. In his words, "M. Bryza entering the region
opens some prospects." Azimov also noted that the Azeri party has
presented Azerbaijan’s stand in the Karabakh issue to the American
mediator.

When commenting on Bryza’s statement that the NK status should be
decided by its people, which also implies "people living there before
1988," Azimov underscored that Karabakh residents should be treated
not as people, but as population. "In this matter we should take
into account both the opinion of Armenian and Azeri communities,"
Azimov said. He also believes that the question of status can be
discussed only after "occupied" territories are returned to Azerbaijan,
reports Mediamax.

/PanARMENIAN.Net/ A civil war is unlikely to start in Lebanon, Lebanese
Ambassador Gebrail Jaaray stated in Yerevan when responding to a
PanARMENIAN.Net reporter’s question. In his words, now the people
of Lebanon irrespectively of nationality and religion are ready
to counter Israel’s attack. "As for Iran’s position, I should say
that Iran plays an important role in the region and it enjoys good
relations both with Hezbollah and the Lebanese government. One should
not forget that Hezbollah is a part of the Lebanese society and has it
representatives in the parliament and government of the state. Upon
accomplishment of seven items of the government’s decision Hezbollah
will give place to the Lebanese regular army," Gebrail Jaaray said.

At that the Ambassador underscored that the U.S. attitude to Lebanon
is friendly and voiced hope that America will assist in resolving
the crisis and establishing peace in the Near East.
